The 2,500-page document comes as the Catholic Church in France, like in other countries, seeks to face up to shameful secrets that were long covered up and follows widespread outrage over a string of paedophilia claims and prosecutions against Church officials worldwide.

'Can we deal with this disaster?' asked Sister Margron, who said sexual abuse in the Church amounted to 'crimes against humanity'.

The commission issued 45 recommendations about how to prevent abuse. These included training priests and other clerics, revising Canon Law - the legal code the Vatican uses to govern the church - and fostering policies to recognize and compensate victims, Sauv? said.
The report comes after a scandal surrounding now-defrocked priest Bernard Preynat rocked the French Catholic Church. Last year, Preynat was convicted of sexually abusing minors and given a five-year prison sentence. He acknowledged abusing more than 75 boys for decades.
The church must not only acknowledge events but also compensate victims, Devaux said. 'It is indispensable that the church redresses the harm caused by all these crimes, and (financial) compensation is the first step.'
The Preynat case led to the resignation last year of the former archbishop of Lyon, Cardinal Philippe Barbarin, who has been accused of failing to report the abuses to civil authorities when he learned about them in the 2010s. France's highest court ruled earlier this year that Barbarin did not cover up the case.
French archbishops, in a message to parishioners read during Sunday Mass across the country, said the publication of the report is 'a test of truth and a tough and serious moment.'
'We will receive and study these conclusions to adapt our actions,' the message said. 'The fight against pedophilia concerns all of us … Our support and our prayers will keep going toward all the people who have been abused within the church.'
Pope Francis issued in May 2019 a groundbreaking new church law requiring all Catholic priests and nuns around the world to report clergy sexual abuse and cover-ups by their superiors to church authorities.
In June, Francis swiftly rejected an offer from Cardinal Reinhard Marx, one of Germany's most prominent clerics and a close papal adviser, to resign as archbishop of Munich and Freising over the church's mishandling of abuse cases.
But he said a process of reform was necessary and every bishop must take responsibility for the 'catastrophe' of the crisis.

Appeals court clears French cardinal Barbarin of shielding paedophile priest
A French appeals court has acquitted a French cardinal of covering up the sexual abuse of minors in his flock.
The appeals court in the southeastern French city of Lyon gave no explanation on Thursday for its ruling.
Cardinal Philippe Barbarin, archbishop of Lyon, had been convicted in March and given a six-month suspended sentence for failing to report a predator priest to police. But Pope Francis refused to accept the cardinal's decision to resign until the appeals process is complete.
The prosecutor's office had sought the acquittal accorded by the court.
"This decision is logical," one of Barbarin's lawyer's, Felix Luciani, said outside the courtroom. He said the cardinal had faced down "public rumor and calumny."
Barbarin, 69, said at his appeals trial in November that he filed an appeal because "I cannot see clearly what I am guilty of."
The verdict comes at a time of increasing scrutiny around the world of the Catholic Church's role in hiding abuse by its clergy.
The court had ruled that Barbarin, "in wanting to avoid scandal caused by the facts of multiple sexual abuses committed by a priest … preferred to take the risk of preventing the discovery of many victims of sexual abuse by the justice system, and to prohibit the expression of their pain."
Bernard Preynat, the now-defrocked priest at the center of the scandal, described to a court at his trial earlier this month how he systematically abused boys over two decades as a French scout chaplain. Preynat said his superiors knew about his "abnormal" behavior as far back as the 1970s.
"Had the church sidelined me earlier, I would have stopped earlier," Preynat said.
Preynat, now 74, faces up to 10 years in prison in what is France's biggest clergy sex abuse trial to date. He's suspected of abusing around 75 boys, but his testimony suggests the overall number could be even higher. That verdict is expected in March.
The case against Barbarin hinges on a 2014 discussion with victim Alexandre Hezez, who told the cardinal about the sexual abuse he had suffered in the 1980s by Preynat during scout camps. Hezez felt the priest should no longer lead a parish.
Barbarin told the appeal hearing that he followed Vatican instructions after that discussion with Hezez. He suggested he could not have done more.
At the trial of Preynat, victims testified about how much power the priest had held over them and the lifelong damage that his abuse caused.
"I saw this community that admired this man, and I was his protege, his pet," said victim Francois Devaux.

The complainant directly names the accused in their appeal and explicitly calls for their legal condemnation, without any investigation by a legal prosecutor or magistrate. The complainant must gather sufficient evidence and write up the summons of the accused.
The process is quicker than an appeal to a magistrate, as it does not involve an investigation, and also gives the complainant a public voice, as they openly name their accused. Barbarin was appointed as archbishop of Lyon in 2002, 12 years after Preynat was first publicly accused of sexual abuse by the parents of a teenage boy who attended a church camp at which Preynat was present. Preynat had admitted wrongdoing in 1990 to the then archbishop of Lyon, Cardinal Albert Decourtray, when confronted, who subsequently reassigned him to a smaller parish. Barbarin, however, admitted in a 2016 interview with Le Parisien that he had heard rumors in 2007 that Preynat abused children long before 1990.
Barbarin's lawyers said he never reported the allegations because they were decades old and no alleged victims had come forward to corroborate them, WSJ reported Friday.
Barbarin subsequently questioned Preynat concerning the allegations brought up by the journalist, but Preynat provided no clarification and, with no identified victims, Barbarin allowed Preynat to remain in parish ministry and later promoted him in 2013 to oversee six Lyon parishes. An alleged victim did come forward in 2014, however, and claimed to Barbarin that Preynat abused him. Barbarin then reported the allegation to Vatican officials and removed Preynat from ministry, but did not inform French authorities.
Cardinal Ladaria instructed Barbarin in 2015 to take "adequate measures" to discipline Preynat "while avoiding a public scandal," Barbarin's lawyers said.
Kurt Martens, Catholic University of America professor of canon law, said that "avoiding a public scandal" typically means "avoiding that people get upset by the events."
"Some call this keeping it confidential, others would say this is basically covering up," he added, according to WSJ.
Jean-Félix Luciani, a lawyer for Cardinal Barbarin, contested that definition of the phrase, saying that it meant "not giving the opportunity to a sinner to sin again."
Regardless, the complainants will focus on the communication between Barbarin and Ladaria as evidence of cover-up during Monday's hearing.

A French priest from the town of Orleans was handed a two-year jail term today and a bishop was convicted for failing to report him in rare prosecutions that have shaken the French Catholic church.
Pierre de Castelet, 69, was sentenced to two years in prison, with another year suspended, after abusing children during a summer camp in 1993 where he touched them while pretending to carry out medical examinations.
His superior, the former bishop of Orleans Andre Fort, 83, was given a suspended prison sentence of eight months for failing to notify French police when he was made aware of the abuse allegations in 2008.
Both men are expected to avoid serving time behind bars, however, under French law that allows a convict to apply for a non-custodial punishment in cases involving short jail sentences.
Prosecutions of bishops are extremely rare in France, with the last case dating back to 2001 when a bishop in the town of Bayeux-Lisieux was given a three-month suspended jail term for failing to report abuse.
After the judgements in the court in Orleans in central France, one of de Castelet's victims, Olivier Savignac, said he was satisfied with the outcome.
"We were heard. I am happy with my country," he told reporters.
Mr Savignac and other victims of sexual abuse in the French church were invited to a meeting of French bishops in the religious town of Lourdes in November to testify about their experiences.
The move was seen as a symbolic acknowledgement of the church's responsibility amid a mounting number of recent scandals, which have hit the Catholic faith in other countries including the United States and Australia.
The Bishops' Conference of France (CEF) said in early November they were setting up an "independent" commission to "shed light on the sexual abuse of minors in the Catholic church since 1950".
The most senior French Catholic cleric to be caught up in the abuse scandal is Cardinal Philippe Barbarin, who is to go on trial in January for allegedly covering up for a priest accused of abusing boy scouts in the Lyon area in the 1980s.
