Peter Sloly has resigned as Ottawa's police chief and will publicly announce his resignation after the Ottawa Police Services Board meeting today, sources tell CBC News.
The former chief has been criticized over his handling of a truck convoy protest that has caused major disruptions to Ottawa's downtown core.
Sloly's resignation comes as sources tell CBC News he's been accused of bullying and volatile behaviour that has damaged relations with senior leadership and compromised the force's ability to cope with the truck protest.
Multiple sources have told CBC News that Sloly allegedly belittled and berated senior Ottawa Police Service officers in front of their colleagues, and has failed to put forward a solid operations plan to end the crisis.
Sources say he allegedly has come into conflict with members of the OPP and RCMP tasked with assisting the city's law enforcement efforts during the crisis.
Sources both inside and outside the police service said Sloly has a short fuse and is quick to yell at members of his senior leadership team.
Since the protest and subsequent occupation of downtown Ottawa began, at least three incident response commanders have been reassigned after working with Sloly, the sources said.
One incident commander who was reassigned described Sloly as having no rationale for his decisions.
"This will all come out in a review," another reassigned incident commander told CBC News. "I can't say any more."
The sources spoke to CBC News on condition they not be named because of concerns about career repercussions.
Chief sidesteps allegations
CBC News emailed Sloly and the Ottawa Police Service on Sunday and multiple times on Monday to seek comment on the allegations. The response provided to CBC News did not directly address or refute the allegations levelled against him by multiple sources.
"Chief Sloly and the Ottawa Police Service have been working, with our policing partners, around the clock for three weeks to end this illegal occupation of our city," the statement said.
"This unprecedented situation, well beyond the experience of any municipal policing body in Canada, has put tremendous strain on all our officers."

The AP attempted to frame the police chief's resignation as coming from 'criticism.' It was due, however, to the chief's disagreement with Trudeau's mishandling of the Freedom Convoy protest.
According to Global News, "Sloly joined the force in October 2019 following his time with the Toronto Police Service, where he was deputy chief of chief for seven years. He served with the Toronto Police Service for a total of 27 years."
"In response to calls to divert municipal funding from the police to social services, Sloly had previously acknowledged the need for 'systemic change' in policing," the report added.
"Canadian Public Safety Minister Marco Mendicino said it is time for police to begin using their broad authority conferred under Canada's Emergencies Act, which allows the government to ban the blockades and begin towing away trucks," the AP reported.
"We need law enforcement to take the reins, to utilize the Emergencies Act and to enforce," Mendecino said after Trudeau's announcement. "We have given new powers to police and we need them to do the job now."
The Canadian Civil Liberties Association condemned the authoritarian crackdown against the protesters.
"The federal government has not met the threshold necessary to invoke the Emergencies Act," the CCLA said on Twitter. "This law creates a high and clear standard for good reason: the Act allows government to bypass ordinary democratic processes. This standard has not been met."
"The Emergencies Act can only be invoked when a situation 'seriously threatens the ability of the Government of Canada to preserve the sovereignty, security and territorial integrity of Canada' & when the situation 'cannot be effectively dealt with under any other law of Canada'," the CCLA went on.
"Governments regularly deal with difficult situations, and do so using powers granted to them by democratically elected representatives," the CCLA added. "Emergency legislation should not be normalized. It threatens our democracy and our civil liberties."

Here's what you need to know about the 'Freedom Convoy' protest in Ottawa today
Ottawa's police chief is issuing a warning to people thinking of coming to the capital for a third weekend of 'Freedom Convoy' protests: don't come.
"We expect that many demonstrators are considering coming to the city this weekend; please do not come," Chief Peter Sloly says.
"For those of you that are planning to come here and commit offences, don't! There will be accountability for any unlawful criminal activities that occur in this city in relation to this demonstration."
As the protest against COVID-19 vaccine mandates and other public health measures in downtown Ottawa reaches its third weekend, 400 trucks remain parked on Wellington Street and roads throughout the Parliamentary Precinct. Several roads, businesses and a COVID-19 vaccine clinic remain closed.
New emergency measures could be on the way from the province in a bid to bring the Ottawa protest, and a blockade at the Ambassador Bridge between Windsor and Detroit, to an end.
CTV News has learned that the Ontario government will invoke new emergency measures on Friday, and possibly issue a state of emergency. Sources say Ontario will use the measures to levy stiffer fines and penalties.
Premier Doug Ford is scheduled to make an announcement Friday morning at 10:30 a.m.
As of Thursday, Ottawa police reported 25 arrests in connection to the demonstrations, while more than 1,700 tickets have been issued for Highway Traffic Act and Bylaw offences, including excessive noise, use of fireworks and suspended licences.
There are 126 active investigations ongoing in connection to the demonstration.
Sloly says negotiations continue to have the remaining vehicles in the so-called 'red zone' leave the area.
"The negotiations have been ongoing, literally ongoing from before the first convoys arrived in Ottawa," Sloly said, adding officers negotiated the removal of 12 trucks from the Ottawa Baseball Stadium and ten trucks from the downtown core on Thursday.
"In every one of the negotiations, we've tried to find a peaceful and lawful way for individuals and groups of individuals, including the vehicles and conveyances that they've brought here, to leave peacefully, lawfully. We have also been clear that unlawful behaviour will be met with consequences."
The chief says a team of Ottawa police liaison officers and negotiators from across the province are in town to speak with the demonstrators.
"To convince people who feel they came here, have made their points, are now suffering, potentially in jeopardy for any unlawful activity to return to their homes and bring their vehicles with them," Sloly said.
"It will continue until the very last day when the very last truck and demonstrator leaves here, either through negotiation or through enforcement."

Documents compiled by protest organisers give a glimpse into a conspiracy theory-drenched outlook
Leaders of the Ottawa "Freedom Convoy" protest have warned fellow protesters that the risk of violence is growing, amid speculation the police may move to disperse the nearly two-week occupation of Canada's capital.
Daily "intelligence reports" compiled by protest leaders and seen by the Guardian - as well as public comments by the organisers - have grown increasingly alarmist in recent days.
While the reports include misinformation, and should not be taken as credible intelligence, they nevertheless offer an insight on the occupiers' conspiratorial mindset.
Thursday's report warns that "the Office of the Prime Minister (PMO) has directed that Freedom Convoy 2022 be dispersed by not [sic] later that [sic] Saturday, 12 February 2022."
In Canada, politicians cannot direct police operations, but the increasing paranoia of the protesters present a worrying change in tone.
The reports are prepared by Tom Quiggin, a private security consultant who has previously been accused of spreading misinformation, particularly by overplaying the threat of terrorism posed by Canada's Muslim community.
Roughly 1,000 people have blockaded downtown Ottawa since late January, demanding an end to all Covid vaccine mandates. Some are calling for Justin Trudeau to step down as prime minister or be removed from office.
They say their occupation will continue until their demands are met, and other protesters have since blocked the international Ambassador Bridge between Detroit and Windsor, Ontario, and two smaller border crossings.
It is not clear how widely these reports are shared, but they accurately reflect the public talking points of the lead organizers.
The reports portray the city's police chief, Peter Sloly, as an antagonist, saying that he has "has played a role in creating a political space where violence can occur".
Earlier this week Tom Marazzo, a protest leader who is described as a "police liaison", said that "the statements and actions by the Chief of Police have deliberately set the conditions for potential violence against the peaceful protesters."
The protesters insist that they are entirely peaceful, but they have resisted attempts to clear them from downtown and stop them resupplying with diesel. Local residents complain that life in the city has been made intolerable by the occupiers' blaring truck horns and nightly fireworks.
"Our city is under siege," said Councillor Diane Deans, who described the protests as a "nationwide insurrection".

Ottawa police chief repeats call for more resources to end occupation
Ottawa's police chief says additional police resources on the ground are the key to cutting off fuel supplies, removing vehicles from the downtown core and ending the 14-day demonstration and occupation of downtown Ottawa.
"The more resources, the more reinforcements the safer and quicker we can end this unlawful and unsafe demonstration here in the city," said Chief Peter Sloly.
On Monday, the city of Ottawa sent a request to the federal and Ontario governments for an additional 1,800 officers and staff to assist the Ottawa police operation for the protest over COVID-19 vaccine mandates and other public health measures.
The RCMP has deployed 250 additional officers to Ottawa to assist the Ottawa Police Service. Sloly told reporters that staff are still in "very constructive and very productive discussions" with the RCMP, OPP and the 12 biggest police services in Ontario.
"We have information that indicates there will be other announcements in the next 24 to 48 hours," Sloly said, adding he is certain additional resources will be sent to Ottawa.
"There are a number of public order units that are coming from the GTHA police services that will be arriving today and over the weekend here in Ottawa for immediate deployment."
Twenty-five people have been arrested in connection with the "Freedom Convoy" demonstration in downtown Ottawa. Police say charges include public mischief, mischief, resisting police, and transportation of fuel.
An additional 1,775 tickets have been issued by police and bylaw for several infractions, including excessive noise and use of fireworks.
As of Thursday afternoon, 126 active criminal offence investigations are underway in connection to the demonstration.
This week, police have warned that people transporting fuel and materials will be arrested, and anyone blocking streets could be charged with mischief.
People are wondering why they still see fuel and materials being transported to vehicles inside the "Red Zone" outside of Parliament Hill.
"We are not able with the resources that we have right now to interdict all the sources of supports that are going to the demonstrators," said Sloly. "When we get more resources we will be able to take out fully those supply bases, we will be able to fully interdict those people bringing in gas canisters, we will be able to deploy enough resources to tag, tow and arrest those people who are committing bylaw offences, provincial offences and federal offences, particularly criminal code offences."
Twelve vehicles left the encampment at the Ottawa Baseball Stadium on Coventry Road on Thursday, while 10 trucks have departed the downtown core area.
As of Thursday afternoon, there are 400 vehicles remaining on Wellington Street and streets around Parliament Hill.
Police say an investigation is underway after a demonstrator refused to stop for an officer near Bank and Flora around 12 p.m. Thursday and struck a cruiser. No one was hurt.
As vehicles remain parked in downtown Ottawa, some vehicles have been holding convoys on street around the city. Just after 8 a.m., a group of 60 to 70 truck convoy protesters began driving slowly around the loop at the Ottawa International Airport and honking their horns.
One of the organizers said on a live feed of the demonstration that they planned to stay and slow-roll the airport for "hours."
An airport authority spokesperson said about 60 to 70 light trucks were circling the arrivals and departures roadways, and advised people with travel plans to give themselves extra time.
"Airport traffic is already extremely light due to the pandemic so the impact so far is minimal," Krista Kealey said in an email. "We are monitoring the situation with our security and airport policing teams and advise anyone who is travelling today to give themselves extra time to get to the airport."
"We are very disappointed that the protesters have chosen to disrupt an industry that has already been decimated by the pandemic," she added. "Disrupting our airport will hurt people who are already suffering, including passengers and employees who rely on our industry for their livelihood and wellbeing."
The roadways were clear by around 11 a.m.
The protesters' latest move came days after a judge granted a 10-day interim injunction to silence horn-honking downtown. However, that injunction only applies to a specific area in the city's core.
Ottawa police issued a warning Wednesday to protesters blocking downtown streets they could face criminal charges, and Bylaw Services is increasing fines for noise and idling violations in a bid to break up the demonstration that has gridlocked several downtown streets.

Trucker convoy: Kids in 25% of vehicles could 'complicate' response, cops say
Ottawa police are raising concerns about the safety of children living in "Freedom Convoy" trucks and say their presence "complicates" efforts to end the demonstration.
More than 100 of the trucks remaining as part of the nearly two-week-long protest in downtown Ottawa are estimated to have kids living in them, OPS Deputy Chief Steve Bell told media in a briefing Tuesday afternoon.
"Almost 25 per cent of the 418 trucks have children living in them - children who could be at risk during a police operation," Bell said.
"There's a multitude of concerns" he said, citing effects from carbon monoxide, diesel fumes, cold, noise and a lack of access to sanitation on kids.
Ottawa police have tapped the Children's Aid Society (CAS) for advice on how to proceed with enforcement operations in the downtown core.
They're not seeking to take the kids out of the trucks or away from their parents at this stage, Bell said, but will follow the recommendations of CAS.
"We're not at the stage of looking to do any sort of enforcement activity around that," he said.
"We just think it's an important factor that complicates and makes this an even more challenging operation."
Enforcement becoming dangerous, complex for police
To date, police and bylaw officers have issued more than 1,300 tickets for traffic violations, made 23 arrests and have 85 active criminal investigations related to the protest, which began as a response to vaccination mandates but has expanded to include a wide umbrella of anti-government sentiment.
OPS are also liaising with U.S. and international intelligence agencies to track emailed threats to public officials originating outside Canada.
Bell said that OPS worked with Ohio police on Monday to arrest a man accused of phoning in "fake" threats to "deceive and distract" emergency resources.
Efforts to enforce a ban on refuelling and other actions to reduce the convoy's footprint are increasingly meeting resistance from demonstrators, Bell said.
Police attempting to seize fuel downtown were "swarmed" by a group of demonstrators, he said, resulting in minor injuries to some officers.
"Recent aggressiveness towards our officers is unacceptable," Bell said.
He also said it's "greatly concerning" to see the "level of sophistication" from protesters in countering police enforcement operations.
The past few days have seen demonstrators fill jerrycans with water in an attempt to confuse police enforcing the fuel ban and trucks have had their brakes cut or wheels removed to stymie efforts to remove them from the downtown core.
"There's many layers of complexity to dismantling this occupation," Bell said.
The deputy chief said that "all options remain on the table" when it comes to possible legal avenues to rout the protest, but did not say whether the city or local force would head to court or petition federal or provincial governments for additional declarations in order to end the protest.
Bell renewed calls from Chief Peter Sloly and Ottawa Mayor Jim Watson on Monday for an additional 1,800 sworn and civilian members to join the OPS from federal and provincial sources.
He reiterated that police have good communication channels with the RCMP, OPP, S?ret? du Quebec and other municipal forces, as well as higher levels of government, but did not say Tuesday whether any of the requests for additional officers have been granted.
Having a larger complement of officers on hand will be key to enforcing the refuelling ban and other efforts to stamp out the convoy's footprint in Ottawa, Bell said.
"That's why we've made the large ask we have, so that we can have the presence we need to successfully, expeditiously and quickly end this occupation."

False claims about the number of trucks
Organizers claimed in late January that the convoy had grown to tens of thousands of trucks – even that the number was around 50,000. Others repeated this "50,000" figure.
Theo Fleury, a retired hockey star who's a frequent critic of Trudeau, said on Fox in late January that there were "50,000 truckers" heading to Ottawa. Rogan, who has been criticized for his show's role in promoting Covid-19 misinformation, said on the show in late January that the convoy involved "apparently some insane amount of people, like 50,000 trucks." Even larger figures, like "80,000" or "over 130,000" trucks, swirled on social media.
Facts First: The number of trucks involved in the protest was never anywhere close to 50,000; such a number of trucks would have taken up hundreds of miles more road space than this protest occupied. Canadian journalists put the number of trucks in the hundreds in late January. Ottawa Police Chief Peter Sloly told reporters on January 31 that it was impossible to provide exact crowd-size figures but that he had "heard" numbers as high as 18,000 total demonstrators not just truckers present in the city at the peak of the protest on January 29. No credible source has reported that the number of participating trucks in particular ever approached tens of thousands, let alone "50,000."
Police in Kingston, Ontario, a city through which a portion of the protest convoy passed, tweeted on January 28 that they had counted 17 full tractor-trailers, 104 tractors without trailers, 424 passenger vehicles and 6 RVs. The same day, Global News chief political correspondent David Akin tweeted that police sources had told him there were "230 tractors / tractor-trailers & 725 personal vehicles from Toronto and Western Canada," plus 200 vehicles from the eastern provinces of New Brunswick and Nova Scotia (he added that there were an "unknown" number of others involved).
Rogan could not be immediately reached for comment. When Fleury was asked for comment about how he had repeated the false "50,000 truckers" claim on Fox, he emailed a reply in which he attacked CNN and the Trudeau government and said, "Ever heard of a little thing called marketing??? It worked."

Public Safety Minister Marco Mendicino says the federal government will be in a position to act should law enforcement detect nefarious financial support of the "Freedom Convoy."
His comments come amid speculation that the convoy received American-backed financing as it pursued its occupation of the nation's capital in an attempt to convince elected officials to remove all vaccine mandates and other public health restrictions.
American crowdfunding platform GoFundMe, where the convoy's more than $10 million were raised, removed the group's fundraising page last Friday after stating it violated the platform's terms.
"We now have evidence from law enforcement that the previously peaceful demonstration has become an occupation, with police reports of violence and other unlawful activity," a statement from GoFundMe reads.
One million dollars had already been released to the organizers of the protests with the intention of being spent on fuel, food, and lodging costs. The rest of the money will be refunded directly to donors.
While information about donors, their location, and their intention remains limited, Ottawa Police Chief Peter Sloly indicated in a press conference last week that there may be U.S. ties.
"We are now aware of a significant element from the U.S. that have been involved in the funding, the organizing," he said.
Mendicino said on Monday that Canada has a "robust" intelligence community that will flag to the government concerns of national security, as well as a separate branch within the RCMP that looks into these types of issues.
"That's why I'm certainly confident that wherever there's foul play of the sort, that we'll be in a position to act appropriately," said Mendicino.
The public safety minister added that there are laws in place that prohibit anyone from contributing to an initiative that undermines national security.
"If, for example, someone was contributing with the intent of either causing public harm of trying to undermine public safety, that would be something that would be against the law and there would be appropriate sanctions for that, if proven in the court of law," he said.
Emergency Preparedness Minister Bill Blair added that it is necessary to cast a light on the sources of funding who are endorsing "illegal activity."
"I think when [Canadians] understand the source of some of this funding, it helps them understand the motivation of this protest - who is actually behind it - and I think it also reveals some of the false nature of claims being made and the positions being put forward," he said on Monday.

The deadline for police service members to get vaccinated was Monday. On Thursday, the police service said fewer than 10 sworn officers have not yet received a first dose of a COVID-19 vaccine. The service did not provide a more exact number.
"Pursuant to our policy, these employees are on a leave of absence without pay effective February 1, 2022," a spokesperson said in a statement. "This is not impacting operations."
The police service announced its mandatory vaccination policy in October, after facing pressure to institute one in line with other municipal and federal workplaces.
At the time, 84 per cent of staff were fully vaccinated against COVID-19. That number grew to about 96 per cent by late December, Chief Peter Sloly said at the time.

So, this was the weekend of "surge and contain."
Like many things we've heard from Ottawa police Chief Peter Sloly, it wasn't entirely clear Friday what he was talking about.
It's certainly true there were more police officers in the "red zone" around Parliament Hill than last weekend. There were seven or eight Sudbury police officers, for instance, walking around in a pack on the sidewalk - "patrolling" it is probably called, or "surging," as it were, "containing" who knows what.
But there were barbecues on the go on Wellington Street and wood-burning fires in metal containers and Christian tents set up and fuel containers moving here and there and a religious revival going on in word and song - all on the public roadway - and a ridiculous amount of noise.
So, does it matter if there are 10,000 police officers down there - "surging" or not - if there are no consequences for breaking the rules, for days in a row? More on this in a minute.
There was a quite remarkable "special" meeting of the Ottawa Police Services Board on Saturday.
Bless board member Carol Anne Meehan for her plain-dealing. Though she looked at times as though her head might explode, the Gloucester-South Nepean councillor was seeking an explanation from Sloly about why we haven't seen much push-back from police against even the most obvious infractions.
"Please, I'm begging you. What's going to be done here?"
Indeed, she put her finger on a city's frustration when she further added: "How do we know this will 'blow up' if we haven't done anything except monitor and keep the peace?" (This is in relation to Sloly's repeated warnings about "massive risk" to anything approaching robust enforcement.)
Part of her frustration, no doubt, is Sloly's habit of donning his professor hat and giving wordy, off-point answers about lacking the correct "justice system framework" or absent "multi-lateral agreements" between governments and some unhelpful blather about an outdated Police Services Act.
Good Lord, all we really want to know is why you can't get a bunch of big-ass trucks out of the way, or at least ticket them to death, by the hour if necessary. (On that point, by the way, we're told we don't have enough heavy-lift tow trucks to get the removal job done efficiently.)
The good news, though, and maybe Sloly should have been more clear about this, is that actual enforcement is beginning to happen and there is, no doubt, a plan being worked on to tighten the perimeter on the core group of trucking protesters.
The instant "shack" that was set up at Confederation Park, for instance, was moved, then taken away altogether on Sunday afternoon. While it may have been headed to the baseball stadium parking lot on Coventry Road, we'll take anything as progress at this point.
And Sunday morning brought news the police have, in fact, been doing more than passively patrolling.
The force reports that, since Saturday morning, more than 450 tickets have been written for violations related to the trucker protest, which has now been going on for 10 days.
We're getting smarter with relation to shutting ramps off the 417 so the influx of farm vehicles Saturday did not have disastrous results. New concrete barriers are, at least visually, creating the feeling of "boxing in" the trucks right on the Hill's doorsteps.

Ottawa Mayor Jim Watson says downtown Ottawa is "out of control" as the trucker convoy protest and occupation is now in its 10th day.
Hundreds of trucks remain parked on Parliament Hill and through the Parliamentary Precinct this morning. Police and city officials are urging people to avoid the downtown core, and warn roads and interprovincial bridges could be closed again today to slow the flow of vehicles into the downtown core.
Speaking on Newstalk 580 CFRA's CFRA Live with Andrew Pinsent Sunday morning, Watson said it's apparent the protesters have taken over the core.
"The situation at this point is completely out of control because the individuals with the protest are calling the shots," Watson said. "They have far more people than we have police officers and I've indicated to the chief that we have to be much more nimble and proactive when it comes to these activities."
Watson mentioned the wooden structure protesters built at Confederation Park, which has become a "community kitchen." He said more should have been done to stop that sooner.
"Now, it's become a rallying point, where there's so many people there. How do we go in and enforce the laws and the NCC's property rights?"
On Saturday, Ottawa's police chief admitted the force doesn't have enough resources to address the situation.
"We do not have sufficient resources to adequately and effectively address this situation while adequately and effectively providing policing in this city," said Chief Peter Sloly during a special Ottawa Police Services Board meeting.
On Saturday, an estimated 5,000 people and 1,000 tractor trailers and personal vehicles filled downtown Ottawa to join the protest. Hundreds of people attended a counter-protest at Ottawa City Hall, calling for an end to the demonstration.
"This is a siege. It is a something that is different in our democracy than something I've ever experienced in my life," said Sloly.
"It's not a demonstration, it's not an occupation, it's something and we don't have a Police Act that can adequately or effectively address this circumstance."
The chief told the board that all active Ottawa police officers are on duty, and most officers are working 12-hour and 14-hour shifts.
The Ottawa Police Services Board approved the deployment of 257 RCMP officers to further assist with the enforcement of the demonstration. Officers from the OPP and municipal police forces in London, Toronto, York, Cornwall and Sudbury have been deployed to Ottawa to assist with policing.
Acting Deputy Chief Trish Ferguson outlined the staffing deployed to police the city and the protest zone.
"It takes us about 495 officers for a 24-hour cycle to staff this right now," said Ferguson.
Normally, Ottawa police have 478 frontline officers.
"For the city itself, for a 24-hour period we have on average 150 officers - just to cover what we need across from Cumberland to Arnprior," said Ferguson.
For the "footprint" Ottawa police need to hold during the demonstration, Ferguson says they need 225 officers for traffic patrol downtown.
"Finally, for the surge that we announced on Friday morning, it's 120 officers over a 24-hour period."
Organizers of the demonstration say they plan to hold a press conference this afternoon. In a statement, organizers said they would not be honking their truck horns Sunday morning.
"Out of respect for the Lord's Day, for members of our military who have sacrificed and who continue to sacrifice so much for our freedom, for the men and women in blue who are doing such a superb job protecting us, and as a gesture of goodwill, members of our Convoy will desist from the blowing of Horns tomorrow, Sunday from 9 a.m. to 1 p.m. Ottawa time," a news release said.
However, horns could still be heard downtown.

Reports of residents being harassed and threatened for wearing masks or being accosted while walking in their neighbourhoods have caused uproar on social media and led to tense questions between city councillors, the police, and Ottawa Mayor Jim Watson.
The statement of claim also makes reference to these experiences of harassment, alleging that when the lead plaintiff has left her residence, she is "almost immediately subjected to heckling by members of the Freedom Convoy, yelling at her to remove the mask she wears to protect herself and others from contracting COVID-19."
Parts of the convoy arrived in Ottawa last Friday ahead of a big rally on Parliament Hill Saturday in protest of COVID-19 vaccine mandates for truckers and broader public health measures.
On Thursday, some of the main organizers for the "Freedom Convoy" announced their intention to stay encamped in downtown Ottawa until all COVID-19 mandates are lifted, and decried that they had been painted in a bad light by the examples of bad behaviour of some protesters.
Organizers also suggested that they have received support from locals and the residents who feel their presence is an "inconvenience," should take it up with their elected officials because the politicians have not yielded to their demands.
Ottawa Police Chief Peter Sloly said Friday that while officials are bracing for an increase in protesters coming into the city over the weekend, they are now working with police forces and governments at all levels to "effect a safe, timely, and lawful end to this unlawful and unacceptably dangerous demonstration."
Through a GoFundMe page, the convoy had raised nearly $10.1 million in donations, but on Friday night the company announced it has removed the fundraiser from its platform for violating its terms of service after releasing an initial $1 million to the organizers.
In a statement, GoFundMe said that "no further funds will be directly distributed to the Freedom Convoy organizers." Donors have until Feb. 19 to submit a request for a full refund, with GoFundMe stating that the remaining funds will be sent to credible charities.
CTV News has reached out to convoy organizers for comment.
The allegations made in the statement of claim have not been proven in court.

Ottawa police launch 'surge and contain' strategy at 'Freedom Convoy' protest
Ottawa police say they are stepping up measures to protect downtown neighbourhoods as the 'Freedom Convoy' protest reaches the one-week mark.
Chief Peter Sloly announced a new "surge and contain strategy" Friday that he said would "restore order, hold offenders to account and protect our neighbourhoods."
The strategy includes sending 150 more officers to affected neighbourhoods to target unlawful behaviour connected to the ongoing occupation, which is a protest against COVID-19 mandates.
"The surge will deliver a clear message to the demonstrators: the lawlessness must end," Sloly said.
The new measures also include barricading the protest "red zone" using hundreds of concrete and heavy-equipment barricades, cutting off access to the downtown core for more vehicles. Sloly said this will further isolate and contain the demonstration.
Incoming vehicles will be directed to designated parking zones outside the downtown core, and vehicles parked illegally will be ticketed and towed. Police said they may close highways, interprovincial bridges and major roadways to keep vehicles out of downtown. The city released a full list of road closures Friday afternoon.
Deputy Chief Steve Bell said police are expecting 300 to 400 trucks to try to enter the downtown core throughout the weekend, along with up to 2,000 people on foot. He also said police are expecting about 1,000 counter-protesters.
Bell said he understands residents' frustration, but asked counter-protesters not to come downtown this weekend.
"We would like to not have that to be another dynamic we have to manage," he said. "Let us successfully work to restore the trust and confidence in the police, restore feelings of safety and security in the neighbourhood, by being able to deploy our resources."
There are about 200 to 250 trucks parked in the city right now, he said.
Police say they have also increased efforts to identify protesters who are funding and enabling unlawful activity.
"The hatred, violence, and illegal acts that Ottawa residents and businesses have endured over the last week is unacceptable in any circumstance," Sloly said.
"The current occupation of the Parliamentary Precinct remains unresolved despite significant success in reducing the number of trucks/demonstrators while preventing riots, injuries and death. We take no solace in these operational successes," he added.
The demonstrators, he said, "remain highly organized, well-funded, and extremely committed to resisting efforts to end the demonstration safely. This remains a very volatile and very dangerous demonstration."
The police force is facing growing criticism from downtown residents who say they have faced noise, harassment and other disturbances. Sloly said he understands there's "a range of opinion" on the force's response, but they have learned from the past week.
"We need to do better. We're committed to doing better," he said. "We have learned from our experience. We have gathered new evidence."

Far-left Canadian Prime Minister Justin Trudeau told reporters on Thursday he did not believe deploying the Canadian military against a mostly peaceful anti-coronavirus mandate protest in Ottawa was "in the cards."
Trudeau's rejection of turning the nation's military on a civilian exercise that has resulted in no significant violent or property damage followed remarks from Ottawa Police Chief Peter Sloly in which he said there may be no "policing solution" to ending the protests, suggesting a military solution was an option. Sloly had previously stated on Monday that police had no evidence of violence or major disruptions at the congregation of thousands in the capital city, which is calling for an end to vaccine passports, sanitary mask mandates, and all civil rights violations in the name of containing the Chinese coronavirus pandemic.
Trudeau made the remarks during a "virtual" press conference from an undisclosed location where he has been in hiding since announcing that he tested positive for Chinese coronavirus.
"One has to be very, very cautious before deploying military in situations engaging Canadians. It is not something that anyone should enter in lightly," Trudeau said, according to the Globe and Mail. "But as of now, there have been no requests and that is not in the cards right now."
Trudeau has severely condemned the protesters in the past, accusing them without evidence of being racists and misogynists for opposing lockdowns and mandates.
"The concerns expressed by a few people gathered in Ottawa, right now, are not new, not surprising, are heard," Trudeau said during remarks from the undisclosed location on Monday, "but are a continuation of what we've unfortunately seen in disinformation and misinformation, online conspiracy theorists, about microchips, about God knows what else that go with tinfoil hats."
Trudeau's resistance to using the military to dislodge the protesters appears to be an attempt to diminish concerns prompted by Sloly during a briefing on Wednesday. As Ottawa police chief, Sloly is in charge of maintaining order and public safety on the streets.
"This is a national issue, not an Ottawa issue. I am increasingly concerned there is no policing solution to this," Sloly said. He estimated that it would take about 50,000 officers to seal the city to prevent people from out of town from joining the protesters; Ottawa has less than 1,500.
Sloly conceded that a military response to a peaceful protest may "mitigate some risk, but escalate" the situation.
Prior to those remarks, on Monday, Sloly said that "all options are on the table" for ending the protests, even while conceding that they were not violent.

Here we are, violently occupied by one group of people, self-described as 'protesters,' while being led by another group who can only be described as incompetent.
This past Monday afternoon, with the sun shining, the birds singing, and the air crisp and fresh, I walked into a popular downtown park and was assaulted by three men. They didn't want my wallet. They didn't want any of my belongings. What they wanted was my city. And now, five days later, it looks like they have succeeded in stealing it.
One week ago today, trucks and cars and minivans began rolling into Ottawa and set up camp in the heart of our city. Our city officials had been warned that this demonstration was not going to be like other demonstrations. They were warned that, beneath the cries of freedom and personal choice, there was a black heart of violence and hate. Instead of heeding those warnings, our police service rolled out the red carpet and welcomed the demonstrators into our neighbourhoods, giving them free rein. They'll get tired of this, they said. They'll protest, pack up and go home they said.
Now, our city is an occupation zone. Calling it anything else is wishful thinking or naivet?. At a press conference on Wednesday, our police chief barked at city officials and residents alike, blaming them for his predicament. He threw up his hands and waved a metaphorical, pathetic white flag: "There may not be a policing solution available." He surrendered without a fight, an exchange of harsh words or even a consistently enforced bylaw. He abandoned us while the mayor casually looked on, seemingly unable even to pay proper attention to the questions he was being asked by understandably perplexed reporters.
So, here we are, violently occupied by one group of people, self-described as "protesters," while being led by another group who can only be described as incompetent.
To be clear: the protesters' demands are unintelligible and anti-democratic. They want to be in charge. That's basically it. They don't like democracy, they just like "FREEDOM!!!" Putting the contradictions aside, they want what they want and they are willing to threaten and terrorize until they get it. And most of our public officials seem more than ready to give it to them. Certainly our chief of police is.
In his news conference, Chief Peter Sloly told us the protesters are so dangerously violent that they cannot be safely policed. He alluded to rumours of weapons and intentions to violence. He waved an arrest, many miles away, as proof of his concerns. He is right to be concerned. Those rumours are disturbing. They are cause for alarm and caution. But they are not cause for inaction.
Despite the chief's dire warnings, we are asked to continue living with the protesters as unwelcome neighbours. We are told to stay indoors, avoid public areas and deal with the constant deafening blare of horns and the constant terror of being unsafe on our own streets. They are dangerous, we are told. There may be weapons, we are told. Their vehicles alone are a great menace, we are told. And yet, while warning us of the dangers of multi-tonne vehicles as weapons, our police service continues to accommodate this encampment of weapons of mass destruction as they facilitate the transfer of large amounts of gas and diesel into the so-called Red Zone (I prefer to call it "down the street").
Let me repeat that: the protesters are being supplied with fuel, all while threatening violence so dire it has our chief of police throwing in the towel and calling for a political solution. And still, the parade of jerry cans continues, delivering flammable liquid to the doorstep of our duly, democratically elected government. It boggles the mind. And as a resident, a friend, a parent and someone who believes in the importance of real democratic engagement, it enrages me. And it should enrage you, too.
Tomorrow, this problem will only deepen. More protesters will rejoin the crowd (hotels are fully booked). By all accounts, the police will continue to stand around, doing little, allowing public trust to erode even further. They will watch as our civil society is repeatedly assaulted, in broad daylight, while the sun shines, and the birds sing. Freedom? I don't think so.

Canadian Truckers Vow To Continue "Until It's A Free Nation Again"
Overnight, truckers with the Freedom Convoy who have gathered in Coutts, Alberta near the border with Montana managed to refuel and re-supply as supporters continued to contribute to keep the protests going even as the RCMP continue to surround them in a blockade that has disrupted commerce - something the government has tried to blame on the truckers.
But back in Ottawa, where hundreds of protesters remain camped out after this weekend's Freedom Rally at the seat of Canadian government, locals - and local officials (who have already tried to seize money raised for the truckers on GoFundMe) are growing increasingly anxious, since organizers expect the number of supporters in Ottawa to swell in the coming days as the weekend arrives and with it, another wave of protests.
The movement's organizers have pledged not to relent until the Canadian government drops some of its more draconian policies, including a quarantine requirement that essentially would make life impossible for unvaccinated truckers.
He conceded the protest would likely grow again this coming weekend and "there may not be a policing solution" to resolve the impasse.
Tamara Lich, a spokeswoman for the protestors, said she and fellow organizers had been surprised by the turnout at first "but we are now well organized and are settling in, until Canada is a free nation again."
Unfortunately, it seems like local police are insistent on cracking down; they have arrested a handful of demonstrators for a range of charges including carrying a "weapon" to "posting threats on social media".
Police acknowledged to the BBC that demonstrators have come from "all parts of Canada" and some even from the US.
"Most demonstrators have left," police chief Peter Sloly said at a Wednesday news conference. "What remains is a highly determined and highly volatile group of unlawful individuals."
He conceded the protest would likely grow again this coming weekend and "there may not be a policing solution" to resolve the impasse.
As we noted above, some Ottawa officials have suggested trying to cut off the supply of donations financing the truckers. One even proposed suing GoFundMe to block the money raised by supporters from reaching the truckers, whom the council member described as "mercenaries" who are "unlawfully occupying our communities".

Police in Ottawa warned they may have to call in the military to disband "unlawful" protests in the nation's capital and a town near the US border, amid mounting tensions between protesters opposing Covid restrictions and local residents.
The Ottawa police chief, Peter Sloly, warned on Wednesday that the officers did not have the resources to remove a fleet of trucks parked by the protesters in the national capital, adding the city was considering requesting help from Canadian armed forces.
But he warned bringing in the military carried a "massive risk", adding that protesters are believed to have weapons.
"We do not want riots, but all options remain on the table," he said.
The police chief said that a "significant element" in the United States was involved in organizing and funding the protests.
A GoFundMe campaign to support the demonstration has raised more than C$10m (US$7.9m) in recent days for what began as a protest against a vaccine mandate for truck drivers but has increasingly become an avenue for far-right groups.
Tamara Lich, the crowdfunding organizer, is part of the separatist Maverick party, and Patrick King has previously claimed the coronavirus vaccine is being used to "depopulate the white race".
Officials expect more protesters to arrive in the city over the weekend, and described the situation "volatile".
Residents have become increasingly frustrated with the blaring truck horns and a number of local businesses have shuttered. The Rideau Centre, a popular mall downtown, announced it would remain closed until 6 February.
"Residents have been abandoned during a national crisis - an occupation of our city," said city councillor Catherine McKenney, calling on police ask the RCMP for help.
Protesters released a statement on Wednesday, saying they sympathized with residents over the disruption to daily life, but added trucks would only leave once the federal government repealed its public health restrictions, many of which are under provincial and municipal jurisdiction.
Many senior conservative lawmakers have embraced the movement, prompting accusations of hypocrisy, after those same parliamentarians called for police to disband Indigenous-led blockades in 2020.
The standoff near the Alberta border town of Coutts has entered its fifth day, with dozens of trucks blocking access to a key highway used to enter the United States. The town is an important border crossing for Alberta's meat exports and imports of livestock feed.
Police issued an ultimatum to protesters on Tuesday, threatening them with arrest if they remained on the road. A small group left, but many trucks remained. Others breached a police barricade to join the blockade.
The Alberta premier, Jason Kenney, condemned the "unlawful" blockades, calling on protesters to disband and return home. He told reporters people sympathetic with the protests had assaulted police and someone tried to ram RCMP members.
"Without hesitation, I condemn those actions and I call for calm amongst anybody who feels sympathetic to those engaged in this blockade," said Kenney.
After a series of Indigenous-led blockades paralyzed rail traffic in 2020, Kenney's government passed a law that allows for additional penalties against protesters blockading highways and other infrastructure.

Ottawa's police chief says policing alone might not solve the ongoing, volatile occupation of the city's downtown core that has lasted for nearly a week, and military aid might be necessary.
"This is a national issue, not an Ottawa issue," Ottawa police Chief Peter Sloly said in a briefing to city councillors Wednesday afternoon.
"I am increasingly concerned there is no policing solution to this."
Sloly said options being considered include requesting military aid, negotiation, political response, a court injunction or forced removal of protesters. But all approaches come with significant concerns, including rioting, injury and death, he said.
"I don't have a singular mandate in this city, this province or this country, to negotiate the end to any demonstration. There always needs to be an element outside of the police for any truly successful end to any demonstration, particularly one of this size," he said.
People across the country, as well as from other countries, have brought their frustrations with government response to the pandemic - all levels of government - to the nation's capital.

Ottawa Police Chief Peter Sloly told reporters on Monday that "all options are on the table," including "enforcement," to end an ongoing protest led by truckers in the Canadian capital against the country's onerous anti-coronavirus mandates that Sloly himself admitted had led to no injuries or violence.

Trudeau has adamantly refused to address the protesters' concerns and dismissed them as a "small fringe minority" that is representative of neither truckers nor Canadians generally.
The "Freedom Convoy" of thousands in Ottawa is demanding an end to all business, travel, education, and movement restrictions in the country. A GoFundMe page for the campaign, which has attracted upwards of 9 million Canadian dollars in donations, demands Trudeau's government "cease all mandates against its people."
"Small businesses are being destroyed, homes are being destroyed, and people are being mistreated and denied fundamental necessities to survive. It's our duty as Canadians to put an end to this mandates," the page reads. "It is imperative that this happens because if we don't, our country will no longer be the country we have come to love. We are doing this for our future Generations and to regain our lives back."
Sloly, the Ottawa police chief, told reporters that "all options are on the table, from negotiation through to enforcement," to end the event. He did not specify if lifting the mandates was among those options.
Similarly, in the same briefing, Ottawa Mayor Jim Watson asserted that he and his local government were "doing everything possible to bring this to an end peacefully." Unlike Sloly, he explicitly rejected using force to dislodge the peaceful assembly.
"I get a lot of emails and tweets, why don't you just send in the tow trucks, send in the parking control people? We're not interested in inflaming the situation," Watson asserted. "The last thing we need is to have some behavior that creates a mini-riot. We don't want that to happen. We don't want to see bloodshed."

On Saturday, the organizers posted on the group's Facebook page urging protesters not to enter government buildings, harass police officers, to remain calm and not make any threats.
Ottawa police say they are preparing to deal with possible instances of violence and have warned of the risk that "social media actors" and "lone wolf individuals" may cause disruptions. Ottawa police Chief Peter Sloly said on Friday that there have been various online threats locally, nationally and internationally inciting violence, hate and criminal acts.
"We cannot ignore the direct hate language and threats, and we cannot ignore the direct attempts to incite violence and criminality in and around the demonstration,'" Sloly said.
Members of the Muslim community and others, both in Quebec and elsewhere, are marking the five-year anniversary of the mosque attack.
A gunman entered the Islamic Cultural Centre in Quebec City and opened fire on worshippers inside. Mamadou Tanou Barry, Ibrahima Barry, Khaled Belkacemi, Abdelkrim Hassane, Azzeddine Soufiane and Aboubaker Thabti were killed, and 19 others were wounded in the attack.

Freedom Convoy: Why Canadian truckers are protesting in Ottawa
After a week-long drive across Canada, a convoy of big rigs has arrived in the national capital to protest vaccine mandates and Covid-19 measures. Organisers insist it will be peaceful, but police say they're prepared for trouble.
It's been dubbed the Freedom Convoy, and it's got the country talking.
The movement was sparked by a vaccine mandate for truckers crossing the US-Canada border, implemented by Prime Minister Justin Trudeau's Liberal government earlier this month.
Upset with the new measure that would require unvaccinated Canadian truckers crossing the two nations' boundary to quarantine once they've returned home, a loose coalition of truckers and conservative groups began to organise the cross-country drive that began in western Canada.
It picked up steam and gathered support as it drove east. Many supporters, already opposed to Mr Trudeau and his politics, have grown frustrated with pandemic measures they see as political overreach.
Social media and news footage showed trucks and companion vehicles snaking along highways, cheered on by people gathered on roadsides and overpasses, often waving Canadian flags and signs disparaging Mr Trudeau.
A GoFundMe campaign has raised, to date, over a whopping C$7m ($5.4m; ?4m) from over 99,000 donors.
The unusual protest even caught the attention of people outside Canada's borders, with podcaster Joe Rogan, Donald Trump Jr - the son of the former US president - and British comedian Russell Brand showing support.
The protesters plan to stay in downtown Ottawa near Parliament Hill for at least the weekend, and their demands have grown from reversing the border vaccine mandate to ending all such mandates nationwide.
"We want to be free, we want to have our choice again, and we want hope - and the government has taken that away," Harold Jonker, a truck driver and trucking company owner, told the BBC as he drove through the town of Brockville, about 115km (72 miles) from Ottawa on Friday.
The convoy has been peaceful as it passed through Canadian towns and cities, and Ottawa police have said they're in touch with organisers, who've been cooperative.
But police say they are concerned about how the convoy has attracted extremist rhetoric, and some far-right groups have suggested they might also head to Ottawa.
"The demonstrations this weekend will be unique - fluid, risky and significant," Ottawa police chief Peter Sloly said on Friday, noting they are "massive in scale" and "unfortunately they are polarising in nature".
He said that police are preparing for potential parallel and counter-demonstrations and were concerned about people on social media in Canada and abroad "who may or may not come to the city" but "who are nonetheless inciting hate, violence and in some cases criminality".
Organisers have called out fringe elements, urging participants to report any misbehaviour. Mr Jonker also said extremists would not be welcome.
Police have urged locals to avoid the gridlocked downtown core. Thousands of vehicles and participants are expected for a weekend of planned demonstrations.

Consistent honks from truck horns could be heard through the downtown core on Friday as participants in the trucker convoy drove into the area and began gathering around Parliament Hill in what's set to be a "unique, fluid, risky, and significant" protest, according to city officials.
Stretches of local roadways were closed, or reduced to a few lanes as truckers and drivers of other vehicles-many sporting Canadian flags- began to cause what could be days of gridlock across Ottawa, with the main protesting set to take place on Saturday.
During a briefing on Friday, Ottawa Police Chief Peter Sloly told reporters that city police have been working with provincial and national agencies including the RCMP to plan for an event that has garnered attention across the country as well as internationally.
"These demonstrations are national in scope, they're massive in scale. Unfortunately, they are polarizing in nature," Sloly said, adding that "significantly more" national security and emergency service resources have been called into Ottawa for the weekend.
There are drivers converging from different routes originating from British Columbia, Atlantic Canada and many places in-between, that are all soon set to be landing into Ottawa with plans to spend the weekend protesting the federal government and pandemic restrictions that they feel curb their freedoms.
Convoys from Western Canada are scheduled to arrive in Arnprior, Ont. late Friday afternoon, before travelling into downtown Ottawa Saturday morning. Convoys from eastern Canada will roll into Vankleek Hill this evening, before completing the journey to Ottawa on Saturday morning.
As the convoy picked up steam-raising now more than $7 million through an online fundraiser- concerns were raised based on some of the messaging being put out by those claiming affiliation to the protest and the potential for the demonstration to turn violent.
Ottawa police have been engaged with CSIS and international agencies to conduct threat assessments and have said that while the "core organizers" have expressed their intent to run a lawful event, they are aware of "other groups and individuals" who may not "share the same peaceful goals."
Sloly said that police are prepared to investigate, arrest, charge, and prosecute anyone committing violent acts or participating in unlawful behaviour.
"We have intelligence assets and investigators who will be working throughout the entire event," he said.
Some trucking organizations have made efforts to distance themselves from the convoy entirely, saying the messaging coming from supporters is tarnishing the largely vaccinated industry.
Because of the security risk, MPs and government staff have been advised to avoid the parliamentary precinct this weekend. Ottawa residents are being asked to brace for "significant" disruptions, and already two downtown vaccination clinics have been closed due to the convoy.
Despite some organizers asserting there will be upwards of hundreds of thousands of participants by the time the convoy reaches the capital, Ottawa police have said that they do not have a confirmed number of demonstrators.

Poilievre cites an instance in April when Mendicino, knowingly or otherwise, explicitly spread false information regarding the justifications used in invoking the Emergencies Act.
In late April, Mendicino claimed, "It was on the advice of law enforcement that we invoked the Emergencies Act."
But law enforcement disputes this.
"No, there was never a question of requesting the Emergencies Act," RCMP Commissioner Brenda Lucki said on May 11.
Former Ottawa Police Chief Peter Sloly also disputed Mendicino.
"I did not make that request. I'm not aware of anybody else in the Ottawa Police Service who did," said Sloly.
Mendicino subsequently attempted to walk back his claims, suggesting law enforcement didn't ask for the Emergencies Act to be invoked specifically but said they wanted the powers included in it.
"The request was for the powers, which required the invocation of the Emergencies Act," Mendicino said.
However, Poilievre isn't buying it.
According to Poilievre, "It's clear that Minister made false statements in the House of Commons. And it wasn't just about something trivial. He wanted to give Trudeau cover to invoke the Emergencies Act, freeze people's bank accounts, and trample on civil liberties."
Poilievre then demanded that Marco Mendicino resign.
"The Minister made false statements. If he messed up, then he's incompetent. If he lied, then he's dishonest. Either way, he can't keep this important job."

Despite earlier allegations by unnamed sources, Ottawa Police interim chief Steve Bell admitted before a parliamentary committee on Thursday that no loaded firearms had been seized during the crackdown on the Freedom Convoy in Ottawa last month.
Bell, who had been tasked with ending the convoy protests after former chief Peter Sloly resigned, made the admission under questioning by Conservative MP Dane Lloyd during a Commons public safety committee.
"In Ottawa during the protest clearing operation were any loaded shotguns found in the trucks of protestors?" asked Lloyd.
"What I can indicate is throughout the protest, we did receive information and intelligence around weapons and possession of weapons by people that either had attended or intended on attending the occupation," said Bell. "As a result of clearing, at no point did we make any firearm-related charges, yet there are investigations that continue in relations to weapons possession at the occupation."
Lloyd continued to press Bell on the matter, asking for a clear yes or no response to the question.
"I guess, yes or no, Interim Chief - were loaded firearms found in the trucks during the protest clearing operation? Yes or no?" said Lloyd.
"There have been no charges laid to date in relation to weapons at the occupation site," responded Bell.
"It's just a clear question, Interim Chief. Were weapons found? Were loaded firearms found? Yes or no?" asked Lloyd once more.

Ottawa's police chief Peter Sloly has resigned, according to a tweet by an Ottawa city councillor.
Riley Brockington says the official announcement will be made by the Police Services Board after a meeting that's closed to the public.
Ottawa's police board said it would hold a public meeting to address the matter today at 2:30 p.m.
The news comes amid the ongoing protests in Ottawa against the government's COVID-19 mandates.
The protests were initiated by truck drivers opposed to COVID-19 vaccination mandates for cross-border travel. As convoys of truckers made their to Ottawa, many supporters joined the movement, which turned into a large-scale protest against all COVID-19 mandates and restrictions.
Many protesters who converged into Ottawa on Jan. 29 say they intend to stay in the capital until COVID-19 mandates are lifted.
The city of Ottawa, province of Ontario, and the federal government have declared states of emergency over the protests.

The Ottawa Freedom Convoy protests are exposing too many hypocrisies of the leftist Canadian government and their faux conservative opposition. It is only a matter of time before both wings of the Federal UniParty vulture known as Parliament sanction an aggressive federal response.
An insider within the Royal Canadian Mounted Police (RCMP), essentially the Canadian federal police force, has leaked some of the details. The leaked plan as outlined in this video warning {Direct Rumble Link} does seem to be authentic and aligns with the statements from federal ministers inside the administration of Prime Minister Justin Trudeau.
Previously Ottawa Police Chief Peter Sloly said his agency was working with RCMP officials "collecting financial, digital, vehicle registration, driver identification, insurance status and other related evidence." Additionally, Justin Trudeau's Public Safety Minister Marco Mendicino stated that U.S. and Canadian intelligence units had been cooperating to identify targets within the protest. Federal agents have also been working undercover to gather information about the truckers and their supporters.
From the video of the leaked plan, the process is straightforward:
? Disable cell phone communication. Prevent communication and livestreaming.
? Add additional resources to raid the truckers, selecting key targets first.
? Remove arrested individuals to the Landsdown processing center. Dissident Detention Camp.

Here we are, violently occupied by one group of people, self-described as 'protesters,' while being led by another group who can only be described as incompetent.
This past Monday afternoon, with the sun shining, the birds singing, and the air crisp and fresh, I walked into a popular downtown park and was assaulted by three men. They didn't want my wallet. They didn't want any of my belongings. What they wanted was my city. And now, five days later, it looks like they have succeeded in stealing it.
One week ago today, trucks and cars and minivans began rolling into Ottawa and set up camp in the heart of our city. Our city officials had been warned that this demonstration was not going to be like other demonstrations. They were warned that, beneath the cries of freedom and personal choice, there was a black heart of violence and hate. Instead of heeding those warnings, our police service rolled out the red carpet and welcomed the demonstrators into our neighbourhoods, giving them free rein. They'll get tired of this, they said. They'll protest, pack up and go home they said.
Now, our city is an occupation zone. Calling it anything else is wishful thinking or naivet?. At a press conference on Wednesday, our police chief barked at city officials and residents alike, blaming them for his predicament. He threw up his hands and waved a metaphorical, pathetic white flag: "There may not be a policing solution available." He surrendered without a fight, an exchange of harsh words or even a consistently enforced bylaw. He abandoned us while the mayor casually looked on, seemingly unable even to pay proper attention to the questions he was being asked by understandably perplexed reporters.
So, here we are, violently occupied by one group of people, self-described as "protesters," while being led by another group who can only be described as incompetent.
To be clear: the protesters' demands are unintelligible and anti-democratic. They want to be in charge. That's basically it. They don't like democracy, they just like "FREEDOM!!!" Putting the contradictions aside, they want what they want and they are willing to threaten and terrorize until they get it. And most of our public officials seem more than ready to give it to them. Certainly our chief of police is.
In his news conference, Chief Peter Sloly told us the protesters are so dangerously violent that they cannot be safely policed. He alluded to rumours of weapons and intentions to violence. He waved an arrest, many miles away, as proof of his concerns. He is right to be concerned. Those rumours are disturbing. They are cause for alarm and caution. But they are not cause for inaction.
Despite the chief's dire warnings, we are asked to continue living with the protesters as unwelcome neighbours. We are told to stay indoors, avoid public areas and deal with the constant deafening blare of horns and the constant terror of being unsafe on our own streets. They are dangerous, we are told. There may be weapons, we are told. Their vehicles alone are a great menace, we are told. And yet, while warning us of the dangers of multi-tonne vehicles as weapons, our police service continues to accommodate this encampment of weapons of mass destruction as they facilitate the transfer of large amounts of gas and diesel into the so-called Red Zone (I prefer to call it "down the street").
Let me repeat that: the protesters are being supplied with fuel, all while threatening violence so dire it has our chief of police throwing in the towel and calling for a political solution. And still, the parade of jerry cans continues, delivering flammable liquid to the doorstep of our duly, democratically elected government. It boggles the mind. And as a resident, a friend, a parent and someone who believes in the importance of real democratic engagement, it enrages me. And it should enrage you, too.
Tomorrow, this problem will only deepen. More protesters will rejoin the crowd (hotels are fully booked). By all accounts, the police will continue to stand around, doing little, allowing public trust to erode even further. They will watch as our civil society is repeatedly assaulted, in broad daylight, while the sun shines, and the birds sing. Freedom? I don't think so.

Ottawa Police Chief Peter Sloly told reporters on Monday that "all options are on the table," including "enforcement," to end an ongoing protest led by truckers in the Canadian capital against the country's onerous anti-coronavirus mandates that Sloly himself admitted had led to no injuries or violence.
"It could have led to significant and severe injuries, and it could have led to the loss of life. None of that has occurred over the last four days," Sloly said, according to Canada's CTV, while asserting that police would act by any means necessary to end the event.
Sloly's remarks follow a bizarre speech by far-left Canadian Prime Minister Justin Trudeau - from an undisclosed location in which he is allegedly recovering from a Chinese coronavirus infection - in which he condemned the protesters as wearing "tinfoil hats," compared them unfavorably to violent "Black Lives Matter" protests, and equated receiving coronavirus vaccine products to "what being Canadian is."
Trudeau has adamantly refused to address the protesters' concerns and dismissed them as a "small fringe minority" that is representative of neither truckers nor Canadians generally.
The "Freedom Convoy" of thousands in Ottawa is demanding an end to all business, travel, education, and movement restrictions in the country. A GoFundMe page for the campaign, which has attracted upwards of 9 million Canadian dollars in donations, demands Trudeau's government "cease all mandates against its people."
"Small businesses are being destroyed, homes are being destroyed, and people are being mistreated and denied fundamental necessities to survive. It's our duty as Canadians to put an end to this mandates," the page reads. "It is imperative that this happens because if we don't, our country will no longer be the country we have come to love.
