Daniel Andrews is continuing to defend his government's Belt and Road deal with China despite escalating tensions between the two countries.
Daniel Andrews has defended his controversial decision to sign on to Chinese President Xi Jinping's Belt and Road Initiative (BRI) despite federal Labor colleagues distancing themselves from the agreement.
Opposition Leader Michael O'Brien challenged the Victorian Premier to speak to federal Labor's foreign affairs spokeswoman Penny Wong who said on Sunday: "We have said we would not sign up to the BRI. We have made clear our position on that. Our position is different from that of the Victorian Labor government."
Mr O'Brien asked Mr Andrews what information he had that Senator Wong didn't during a heated question time on Tuesday.
But the Premier said he was in "no position to attest to what information Ssenator Wong does or does not have".
On a supplementary question, Mr O'Brien then put views from the director of defence strategy and national security at the Australian Strategic Policy Institute to Mr Andrews that his stance on China was "naive and dated".
To which the Premier accused the Opposition Leader of political point scoring.
"There are many different views, opinions on Australia's relationship with China - one view and opinion and fact indeed ... is that this relationship is not in a good place," Mr Andrews told parliament.
"That is not good for any Victorian worker, any Victorian business or for our state - it's not good news for any Victorian unless of course your only motivation, not jobs not exports not wealth, not prosperity, but politics.
"If that's your only motivation and who may I be referring to ... stand up and take a bow."

Daniel Andrews has contradicted his own police chief, saying Shane Patton was informed of the controversial 8pm curfew before the decision was made.
Mr Patton on Thursday denied any foreknowledge or input, saying Victoria Police's "policy area" only received a copy of the guidelines "a couple of hours before they were to be brought in".
He was in turn responding to chief health officer Brett Sutton passing the buck on Tuesday, saying the curfew was not based on his medical advice but was a "separate decision-making pathway".
The unprecedented imposition on Victorians' civil liberties has come under growing criticism since Professor Sutton's comments, with Opposition Leader Michael O'Brien calling for the "captain's call" curfew to be lifted.

Consumer Affairs Minister Marlene Kairouz allegedly encouraged parliamentary staff to work on the branch-stacking activities with powerbroker Adem Somyurek, The Age reports today, describing it as an "excellent" use of taxpayer-funded parliamentary officers.
Victorian Premier Daniel Andrews sacked Mr Somyurek and referred him to the state's police and anti-corruption watchdog yesterday, but stood by Ms Kairouz saying she had assured him she had "acted appropriately at all times".
Mr Somyurek will today enter his first parliamentary sitting since losing his job as a minister and his membership of the party.
It's unclear whether the upper house MP will show up at Spring Street today, with coronavirus restrictions limiting the number of MPs who can attend.
But his now-former leader, Mr Andrews, is expected to face a barrage of questions about the claims as well as pressure to dump Ms Kairouz and Assistant Treasurer and Minister for Veteran Affairs Robin Scott, whose staff allegedly assisted branch-stacking efforts.
Mr Scott resigned from Cabinet on Monday night to avoid "distraction" for the Government but vowed to clear his name.
Opposition Leader Michael O'Brien has called for Ms Kairouz, meanwhile, to also be dropped from Cabinet.
But the Premier has so far stood by the two MPs.
An investigation by The Age and 60 Minutes alleges Mr Somyurek handed over cash and used parliamentary employees to create fake branch members and amass political influence.
Mr Somyurek denies the allegations and wants police to investigate the recordings used in the exposé.
He claimed he was resigning solely due to offensive language used about fellow MP Gabrielle Williams. In the recordings, he describes her as "f*ing stupid bch", a "stupid moll" and says he is "going to f*ing knock her f*ing head off".
At another point Mr Somyurek was heard describing Young Labor members as "little passive aggressive f***ing gay kids".
Mr Andrews described the comments as "wicked", "shameful" and "deplorable" and said, contrary to Mr Somyurek's statement, that he was "not offered an opportunity to resign".
"He is not worthy of an opportunity to resign," Mr Andrews said on Monday. "He was sacked. And that is the fact of the matter. Any statements to the contrary are simply false."
Mr Andrews said he had asked the Independent Broad-based Anti-corruption Commission and Victoria Police to investigate the branch-stacking allegations.
The Premier also asked the Labor national executive to expel Mr Somyurek, a step it was preparing to take before he resigned.

There are mounting calls for factional powerbroker Adem Somyurek to face a police investigation and expulsion from the Labor Party if allegations of branch stacking and illegal conduct are proven.
The Age and 60 Minutes on Sunday night revealed Mr Somyurek, a Victorian cabinet minister, handed over thousands of dollars in secret cash drop-offs and used political advisers to stack branches with fake members in a bid to amass significant political power inside the Australian Labor Party.
Premier Daniel Andrews has said he will not be commenting on the scandal until Monday. But senior figures within the Labor Party were on Sunday night already calling for action.
The Victorian Opposition called on Mr Somyurek and others involved to stand down, pending an anti-corruption and police investigation.
Opposition Leader Michael O'Brien said the scandal was a failure of Premier Daniel Andrews' leadership.
"Tonight's 60 Minutes/The Age story shows the Andrews Labor government is corrupt to the core - working to keep themselves in power rather than working for Victorians," Mr O'Brien said.
"Tonight's revelations on corruption within the Andrews Labor government shows a shocking failure of judgement by Daniel Andrews. Tonight's revelations indicate that the law has been broken and crimes have been committed.
"If Labor Ministers and MPs don't face the full force of the law, Victorians can have no faith in the justice system under Labor."
Former long-serving Labor senator Doug Cameron said the party's National Executive, of which Mr Somyurek is a member, must step in and investigate the allegations.
"There must be an immediate ALP National Executive investigation into these serious allegations of branch stacking, threats against MPs and illegal conduct," Mr Cameron posted on Twitter. "If these allegations are true, decisive action must be taken including expulsion and referral to the police."

The much-anticipated release of Victoria's secret infrastructure deal with China has prompted federal Labor leader Bill Shorten to label the agreement as the everyday business of state politicians.
Premiers of many political colours tried to woo China into business deals, and Victoria's Labor leader Daniel Andrews was no different, Mr Shorten told reporters in Melbourne on Monday.
"Premiers of both sides of politics have taken delegations to China trying to interest investment in their particular part of Australia," he said.
"That is the normal day-to-day work of our state politicians."
The Victorian government released the terms of its memorandum of understanding with China on its Belt and Road Initiative late on Sunday.
It was revealed that Victoria was the first Australian state to sign up to the initiative on October 8. Premier Daniel Andrews first mentioned the deal on October 25.
The premier said it had been the intention to release details of the deal on Friday, but it was "not appropriate" following the Bourke Street terror stabbing.
On Monday he gave an outline of the deal and what it means for Victoria.
"It's about a framework and it sets us apart from other Australian states and it sends a very powerful message to those in China who are making these key decisions that Victoria is a destination where the quality of our produce is absolutely trusted and the quality of our offering is absolutely trusted and that's good for jobs," Mr Andrews said.
Victoria could send more produce overseas and more export income could come from a better relationship with China, and other important relationships, he added.
Liberal MP Michael O'Brien said it was concerning Mr Andrews had signed up Victoria to an agreement with far-reaching impacts.
"What does that mean for Victorian businesses to have unimpeded trade with China? Simply means a lot of Victorian businesses will be put under massive pressure," he said.
"Daniel Andrews has signed Victoria up to a secret deal with no consultation beforehand that can't be terminated unless the Chinese government agree to it."
Prime Minister Scott Morrison previously levelled criticism at Mr Andrews for signing the deal, arguing that foreign policy is the Commonwealth's domain and he should have checked first with Canberra.

Abramovich, who was involved in the initial campaign to outlaw the symbol, said the swastika ban was intended as a first step towards addressing the surge in hate-filled ideology.
"There was a very strong and unequivocal indication from the government at that time that they are certainly open and willing to look at banning other Nazi symbols," he said.
Symes has since reached out to Abramovich to set up a meeting to discuss the logistics of expanding the legislation.
"We've been clear there's no place for this hateful ideology in Victoria - public demonstrations and displays such as these do nothing but cause further pain and division. Vilification has no place in our community," a government spokesman said.
"The government will continue to monitor the use of hate symbols and vilification and may consider further legislative reforms at a later stage."
But shadow Attorney-General Michael O'Brien said it would be "hard to believe that existing laws can't deal with this conduct" and have the individuals charged.
"Victoria's equal opportunity, anti-vilification, and public order laws should be able to deal with these attempted provocations from a sad little rabble," he said.
"Many Australians lost their lives in wars fighting against fascism. So it is appalling to see neo-Nazis disrupting public events on Australia Day.
"Acts of intimidation and racial intolerance have no place in our community and will never be tolerated."
Daniel Aghion, president of the Jewish Community Council of Victoria, backed the push to ban the Nazi salute. But he added that any reform needs to extend to the Racial and Religious Tolerance Act.
Aghion, who works as a barrister, said there had only been one prosecution under the act - which deals with instances of religious and racial hatred - since its introduction in 2001.
"It's failing because at the moment what you have to do is you have to prove intent to incite racial hatred against a person," he said. "The trouble is, it's very hard to meet that test."
Josh Roose, an extremism expert and associate professor at Deakin University, said neo-Nazi groups had become more active using the salute following the banning of the swastika.
"They exploit those jurisdictional fault lines and legislative fault lines all the time," he said. "So it's just a matter of cleaning up or mopping up an oversight and extending [the ban]."
Roose said white supremacist groups have other symbols they can use instead, but few have the power and historical significance of the salute - which is used to identify and recruit other members.
Earlier this month, white supremacist Thomas Sewell flashed a Nazi salute while speaking to the media outside Melbourne Magistrates' Court.
Sewell had been handed an 18-month community correction order after being found guilty of assaulting a Channel Nine security guard, who was also racially abused during the attack. Nine is the owner of this masthead.
In another incident earlier this month, 20 white supremacists were photographed doing the gesture on Elwood beach. A child was among those captured doing the salute.

University of Wollongong lecturer granted bail amid child rape allegations

A University of Wollongong lecturer has been released from custody after he allegedly raped a seven-year-old girl in 2020.
The man, who cannot be named due to a non-publication order in place to protect the identity of his children, was granted bail at Wollongong Local Court on Monday.
He faces two counts of sexual intercourse with a child under the age of 10. Formal pleas are yet to be entered.
The court heard the man spent ten days in Parklea jail over the New Year period after he was refused bail when he first appeared before the court in December, 2022.
According to tendered court documents, it is alleged the man sexually assaulted the girl while under his care during December 2020.
Police will allege he gave the girl a bath and said "I am going to clean you" before touching her vagina, court documents state. It is alleged that during this incident, he scratched the inside of her genitals.
It is alleged the girl disclosed the incident to her mother some time between Christmas Day, 2020 and January 20, 2021, after saying her vagina hurt.
Court documents state the girl and her mother then went inside together, and that the girl lay on her bedroom floor while her mother went to the bathroom.
It is alleged the accused man then entered the bedroom, pulled the child's pants down and inserted his fingers into her vagina before he left the room after hearing footsteps.
When the child's mother came into the room, the girl allegedly said her pants were down "because (the accused) was in here".
According to court documents, the man allegedly told the child on a number of occasions "we're a family of wizards and witches and we will curse you if you tell anybody".
On November 30 last year, the Wollongong Child Abuse Squad received a report for investigation and a week later, the child attended and disclosed the alleged incidents.
Police arrested the man at his Wollongong address on December 28 last year.
In court on Monday, defence lawyer Graham Morrison said the allegations had "come out of nowhere".
"Reading the allegations, he really couldn't believe it," Mr Morrison said.
"There has never been this level of allegation against him before."
In arguing for his client's release, Mr Morrison said he had been involved with the university for more than two decades.
Police prosecutor Sergeant Rachel Biffin argued the charges were "extremely serious".
"The complainant says there was some type of injury and there is a disclosure to police," Sgt Biffin told the court.
In opposing bail, Sgt Biffin held concerns for the alleged victim's protection and that the man may fail to appear given a full-time jail term would be likely if he is found guilty.
"Were talking about a young child who was obviously at some point or time under the guardianship or care of the accused," Sgt Biffin said.
Mr Morrison said his client had not had any contact with the alleged victim in over 12 months.
He argued there was no flight risk given his client has strong ties to the community and that he was willing to put up a $2000 surety.
Magistrate Michael O'Brien said the surety was not warranted given there were no previous instances of failing to appear.
He accepted the charges were "extremely serious" however granted bail, citing strong community ties, no history of violence, and no breaches of bail as reasons for his decision.
The UOW academic was ordered to not contact the complainant or any prosecution witnesses, to not be in the company of any child unless in the company of an adult except for his own children, and to comply with an apprehended violence order in place to protect the alleged victim.
The matter was adjourned to March 8.

Tens of thousands of Victorians have gathered at the Shrine of Remembrance to commemorate Anzac Day free from COVID-19 restrictions.
For the first time in three years, there were no caps on the number of people allowed to attend, and no security fences barricading the memorial on the 107th anniversary of the landing of Australian troops at Gallipoli.
On a chilly morning, when breath could be seen in the air, an estimated 50,000 people huddled together in near silence to commemorate fallen soldiers.
The crowd sprawled across the courtyard of the shrine and up the path towards the city. Large numbers of people were also gathered at the side of the shrine near St Kilda Road under a bright moonlit sky as journalist Peter Meehan, OAM, delivered the preamble, occasionally brought to tears as he recalled the past sacrifices of veterans who fought in the two world wars.
The official party was led by Victorian Governor Linda Dessau, who laid a wreath inside the sanctuary of the shrine, and included Premier Daniel Andrews, Opposition Leader Matthew Guy and Lord Mayor Sally Capp.
"All those that have served, or who are serving, are the reason we have gathered on this holy ground … indeed this is holy ground," Governor Dessau said.
"Every statue, memorial [and] tree is holy, and they are made holy by the generations of Australians who served our country."
She made special mention of the Vietnam veterans in attendance, as this year marks the 60th anniversary of Australia's involvement in the Vietnam conflict.
"It was wonderful to see so many Victorians commemorating at the Melbourne dawn service this year," RSL Victoria president Dr Robert Webster said.
"This is the first time in three years that we have been able to come together as we traditionally would. I thank Victorians for keeping alive the ANZAC messages of mateship, respect and camaraderie, and ensuring that these messages continue to be heard across our state."
As the dawn light began to filter through, Nikki Deighton, granddaughter of World War I soldier Private Michael O'Brien, read the poem In Flanders Fields.
Senator Jane Hume was the official representative of Prime Minister Scott Morrison, who attended the Anzac Day services at Darwin, where he also marked the 80th anniversary of the city's bombing by the Japanese. Deputy opposition leader Richard Marles was also at Darwin.
"It takes a nation to defend a nation, and what ultimately matters in that task is that people with a fierce and protective love of their nation and their liberty, a love of home, family community, and country," Morrison said.
"A willingness to live for all of these things but if necessary to sacrifice for something far greater than ourselves. This morning far away from here the people of Ukraine are doing exactly that. And on this particular day, as we honour those who fought for our liberty and freedom, we stand with the people of Ukraine who do the same thing at this very moment."

Daniel Andrews has moved to quash malicious rumours about the fall that has left him off work for months, by granting Ambulance Victoria permission to release details of the incident.
The state opposition on Monday demanded the Premier answer a list of questions about the fall after rumours flared at the weekend about the true nature of the incident.
Labor MPs reacted furiously to any suggestion of a cover-up.
The Premier's office has consistently maintained the Premier slipped and fell at a Mornington Peninsula property while getting ready for work on March 9.
In a statement released on Tuesday Ambulance Victoria said paramedics were called to a house in Sorrento on March 9 at 6.36am.
"Ambulance Victoria received a triple-0 call for an ambulance at 6.36am on Tuesday 9 March 2021 for a patient who had fallen on steps at a house in Sorrento," the statement read.
"Based on information provided during the call, the case did not require an immediate lights and sirens (life-threatening emergency response) and the call underwent secondary triage.
"This triage determined that the case was appropriate for ambulance response, and an ambulance was dispatched from the nearest ambulance brain in Sorrento.
"The ambulance arrived at 7.01am".
The statement said the patient requested to be taken to a local hospital "in order for the attending crew to remain within the area once cleared from the case".
Ambulance Victoria had previously refused to release any details of the call out.
Victoria's opposition on Monday issued a list of questions regarding Mr Andrews' fall.
In a statement, Shadow Treasurer Louise Staley detailed 12 questions for Mr Andrews, including the time of the incident, who was there, whether an ambulance was called and if police were contacted.
Labor MPs reacted furiously to any suggestion of a cover up, slamming the opposition for promoting conspiracy theories.
"This is the most vile and disgusting gutter politics we're seeing in Victoria," Mordialloc MP Tim Richardson said.
Tim Pallas labelled it a "disgrace" and called on the party to reflect on their approach to politics.
"I don't think Dan Andrews drove the sub that took Harold Holt to China ... he didn't organise the fake moon landing," Mr Pallas said.
"This is nonsense. We know it's nonsense. It's the sort of QAnon craziness that is peddled around the community to create an atmosphere of uncertainty.
"What happened to Daniel Andrews was an unfortunate, indeed a very serious spinal injury, that he's recovering from. There's nothing more to it."
Andrews government Minister Shaun Leane was scathing.
"This is the worst opposition Victoria's ever seen ... this is a new low (but) they're driven by hate," he said.
Greens leader Samantha Ratnam said the Liberal Nationals are "not fit for office" and should focus on holding the government to account rather than "peddling conspiracy theories".
But Ms Staley maintains she wasn't playing at any "conspiracy theories".
"The easiest way to stop any of these conspiracy theories, which I am not playing into, is for these questions to be answered," Ms Staley said.
"They're very simple questions ... It's just time that all this got cleared up.
"Daniel Andrews is a public figure. We all give up certain things when we become public figures and one of the things we give up is the right to absolute privacy. None of us have that anymore."
She added that the Premier's health was a private matter.
Opposition leader Michael O'Brien said it was "legitimate" to ask questions to establish facts.
"It's simply a case of we don't necessarily know the whole truth," he said.
"I'm not suggesting for a second that anything the Premier's office have said about the Premier's accident or his condition is untrue. No one is suggesting that."

The federal Labor MP for Gellibrand, Tim Watts, and the state MP for Bayswater, Jackson Taylor, compared the release to QAnon conspiracy theories.
"This goes beyond the pale of politics," said Taylor. "So extremely disappointing."
The state's local government minister, Shaun Leane, invoked more longstanding conspiracies, asking: "If you play a Beatles record backwards, will we get the answers?"
Earlier, the opposition leader, Michael O'Brien, told reporters he wished the premier well, "but clearly I think there are some questions that are in the public interest to be cleared up at some point".

Andrews issued a statement about how the fall happened within hours of it occurring, and has since provided updates about his recovery.
He said he was staying in a holiday house with his family for the Labour Day long weekend and thanked the paramedics who attended and took him to hospital. He spent six days at the Alfred hospital, four in intensive care, and has since been recovering at home and working regularly with a physiotherapist.
On Saturday his wife, Catharine Andrews, posted a photo of the premier getting a haircut.
Despite these updates, his absence has been the subject of online conspiracy theories.

Dr Cunningham said for injuries such as Mr Andrews', the common treatment was to have corrective surgery soon after the injury. Alternatively, a patient could use a high back brace around the thoracic spine, helping them stay upright and preventing spinal deformity while their fracture heals.
"It is very difficult to be prescriptive when it comes to spinal trauma," he said.

Dr Cunningham said the benefit of surgery over a back brace was that it was quicker, but it ran the risk of needing more surgery down the track.

Regardless of the decision on surgery, Mr Andrews is expected to remain in intensive care for several days and will almost certainly be absent for next week's sitting of Parliament, with Deputy Premier James Merlino set for an extended stint as acting Premier.
Opposition Leader Michael O'Brien said he texted Mr Andrews on Tuesday and wished him well for his recovery.
"You put politics aside for a time like this - you don't like to see anybody going through that sort out of pain, so I do genuinely wish him well," he said.
Mr Andrews' colleague and Environment Minister Lily D'Ambrosio said she had no specific updates on his condition "other than to say he is in good spirits".
"I've extended my best wishes to [wife] Cath and the kids, and I look forward to him having a very speedy recovery, but that one has to be a full recovery."
In a statement on Tuesday, the Premier thanked family, friends, colleagues and the public for their well wishes.
"Cath, the kids and I are extremely grateful to the Ambulance Victoria paramedics who showed such care and kindness to our family … For now, we'd like to ask that our family's privacy is respected," he wrote.

Attorney-General Hennessy quits to spend more time with her children
The Andrews government lost its sixth minister in just nine months on Wednesday with the surprise resignation of Attorney-General Jill Hennessy, who cited family reasons for stepping down from cabinet.
Ms Hennessy's decision is effective immediately with several up-and-coming Labor frontbenchers - including Agriculture Minister Jaclyn Symes, Public Transport Minister Ben Carroll and Women's Minister Gabrielle Williams - potentially ready to step into the sensitive attorney-general portfolio.
The vacant cabinet spot will be filled by a Labor MP from Ms Hennessy's Socialist Left faction with three women - Harriet Shing from the upper house and lower house MPs Vicki Ward and Mary-Anne Thomas - likely to be in contention.
Ms Hennessy issued a statement just after 3pm on Wednesday, saying she had decided to step back from her cabinet role to be more involved in the lives of her two daughters, Lily Rose and Ginger, who are in their last years of high school.
The former health minister says she will stay in Parliament and contest the 2022 state election for her western suburbs seat of Altona.
Ms Hennessy has been regarded as one of the Andrews government's more effective operators in the two high-profile portfolios she has held and was seen as a potential successor to Premier Daniel Andrews.
Her departure comes at the end of a dramatic political year for the Andrews government which began with the resignation of one of its key members Gavin Jennings from cabinet and the Parliament in March.
The "faceless man" branch stacking scandal sparked the sacking of local government minister Adem Somyurek in June, followed quickly by the resignations of his close factional allies and fellow ministers Marlene Kairouz and Robin Scott.
October brought the resignation of Ms Hennessy's successor in the health portfolio, Jenny Mikakos, as the official inquiry into the hotel quarantine debacle plunged the government into serious crisis.
Ms Hennessy said on Wednesday that she had made her decision with the help of Mr Andrews.
"We have discussed this for some time," she said. "He has demonstrated his support for colleagues through various stages of their life journeys before and I am particularly grateful to him for his wise counsel, compassion and understanding about my decision."
Soon after Ms Hennessy's announcement, Mr Andrews issued a statement of his own praising his colleague's performance in the ministry.
"Our cabinet has been stronger, and our state made fairer by her outstanding contribution," the Premier's statement read.
"I know Jill will bring that same intellect and energy as she continues to represent the people of Altona and I am pleased that she has indicated she intends to stand again at the 2022 state election."
Ms Hennessy said she had been discussing her future with Mr Andrews for some time before deciding to resign.
"Political life can be hard on families," she said.
"Mine is at a stage where they need more of me and even more importantly, I need more of them.
"Like everyone, managing the collision between work and family life, sometimes something has to give, at least for a little while."
During Ms Hennessy's time as health minister, Victoria became the first Australian state to pass assisted dying laws.
The bill was one of the most contentious pieces of legislaton in the Parliament's history and split the Labor Party, with Deputy Premier James Merlino and his factional allies opposing the bill. It passed after an emotional 24-hour debate in Parliament.
Ms Hennessy said the time was right to step down from the Attorney-General's role having overseen the Gobbo Royal Commission, legislative reforms to decriminalise public drunkenness, the spent convictions scheme and the legislation banning gay conversion therapy.
Opposition Leader Michael O'Brien said on Wednesday that ministers resigning or being sacked was no help to Victorians as they tried to emerge from the COVID-19 crisis.
"Jill Hennessy is the sixth Labor minister to resign or be sacked this year," the Liberal leader said.
"With Victoria facing a jobs and budget crisis, Labor's ministerial musical chairs won't help the economic recovery."

Alleged spy Di Sanh Duong was facing expulsion from the Liberal Party, but he quit before his membership could be discussed at the next meeting.
The Chinese Communist Party-linked Liberal charged under new foreign interference laws has quit the Liberal Party.
Di Sanh Duong was facing expulsion from the party after it was revealed he was still a paid up member after becoming the first person to be charged under the new laws.
The revelation prompted state party leader Michael O'Brien to write to the director of the Liberal Party asking that Mr Duong's membership be on the agenda at the next meeting in accordance with party rules.
Under the move Mr Duong would have faced suspension or expulsion from the party.
The alleged spy has also been stood down from his role at the Museum of Chinese Australian History.
A man and woman arrived at the Surrey Hills home owned by Mr Di Sanh Duong about 9.50pm on Friday.
The man was wearing a baseball cap and had a face mask on, while driving the Toyota four-wheel-drive.
He and the woman did not respond to media questions.
Michael Shoebridge, director of defence, strategy and national security at the Australian Strategic Policy Institute, said the prosecution of Mr Duong will be watched closely from overseas.
"These actions have been congealing for some time ... these are longer frequency waves rather than short frequency waves - it's a deeper long term interaction," he said.
Mr Shoebridge said there will be "high international interest" in the test case as it progresses to the courts.
"Foreign interference is a topic multiple governments are now putting much more resources into and there will be interest from other governments about how it is prosecuted under Australia's legislation," he said.
Museum of Chinese Australian History CEO Mark Wang on Friday announced Mr Duong had been stood down as deputy chairman in the wake of the counterespionage investigation.
Mr Wang distanced the museum from the scandal amid claims it has been taken over by Chinese Australians sympathetic to the Chinese Communist Party.
"We are an Australian Museum that supports the life and culture of multicultural Australia and has a strong policy not to promote any political view point," he said.
Mr Duong was charged with planning an act of foreign interference following a 12-month investigation by the domestic spy agency, Australian Security Intelligence Organisation and the Australian Federal Police.
Police suspect he was involved with a foreign intelligence agency.

Eccles 'absolutely certain' he did not make private security decision
In a written statement to the hotel quarantine inquiry, Mr Ashton said he sent a text message to Mr Eccles at 1:16pm on March 27 saying:
"Chris I am getting word from Canberra for a plan whereby arrivals from overseas are to be subjected to enforced isolation from tomorrow.
"The suggestion is Victorian arrivals are conveyed to a hotel Somewhere where they are guarded by police for 14 days.
"Are you aware of anything in this regard?? Graham."
Mr Ashton's statement said he did not receive a reply to that text message and could not recall whether anyone phoned him about the private security arrangements.
Mr Ashton's statement said he sent a text message at 1:22pm to Australian Federal Police Commissioner Reece Kershaw and said:
"Mate my advise [sic] is that ADF will do Passenger transfer and private security will be used."
Mr Eccles told the hotel quarantine inquiry he could not recall whether he called Mr Ashton following that 1:16pm text message.
Today, he said he did not have his full telephone records until the hotel quarantine inquiry requested them on Saturday.
But he said although the telephone records show he did call the then-chief commissioner on March 27, they did not show that he or anyone in the Premier's department made the decision to use private security.
"I am absolutely certain I did not convey to Mr Ashton any decision regarding the use of private security as I was unaware any such decision had been made, and I most certainly had not made such a decision myself," Mr Eccles said.
Mr Eccles said he was resigning because he did not want to distract from the Government's response to the coronavirus pandemic.
"I do not want a focus on me to in any way undermine the extraordinary work of the public sector as it continues to respond to unprecedented challenges of 2020," he said.
The Premier said Mr Eccles advised his department about the March 27 phone call late yesterday.
"Until last night, I had understood that Mr Eccles did not know if he had telephoned Mr Ashton at that time," Mr Andrews said in a statement.
"That matter is now beyond doubt."
Responding to Mr Eccles' resignation, Opposition Leader Michael O'Brien said Mr Andrews was ultimately responsible.
"All roads lead to Daniel Andrews," he said.
"How many other careers are going to be thrown under a bus to protect this Premier? The buck stops with Daniel Andrews."

A bizarre anti-lockdown flash mob at Chadstone shopping centre in Melbourne's south-east quickly fizzled within minutes on Sunday.
About 50 demonstrators formed a makeshift choir outside Coles supermarket and sang You're The Voice by John Farnham at 1pm.
But before they had a chance to belt out an encore, the group quickly dispersed over fear of being caught by police.
Five police Public Order Response vans arrived on the scene at 1.15pm, but by then most of the demonstrators had split up.
Victoria Police arrested two people and issued six fines to singers.
"It is only a very small number of people that still choose to put the rest of the community at risk through their selfish behaviour," a police spokeswoman said.
"We will continue to take the same swift and firm action against those who choose to blatantly ignore the CHO directions."
Victoria Police said it would continue investigating the people who attended the protest.

Speaking to the Herald Sun after the rally, one demonstrator accused the Victorian government of "protecting paedophiles and taking our rights away".
His words echoed that of QAnon, a far-right group pushing conspiracy theories about COVID-19 and paedophile rings.
"Innocent people want to protest for freedom against our government - Black Lives Matter is OK, but it's not OK when you want to speak up against the government," the woman said.
"It's disgusting. Our freedom of speech and human rights have been violated, so we're going to stand up for Victoria."
Another anti-lockdown supporter told the Herald Sun he wanted to "expose the lies that are going on and the trans-human agenda that's coming next".
On Saturday, Victoria Police arrested 16 people and issued 21 fines to anti-lockdown protesters in the Elsternwick area.
Punishment hypocrisy
Victorian Premier Daniel Andrews has been accused of hypocrisy for allowing anti-lockdown protesters to be fined, but not any of the people in Melbourne's south-eastern suburbs who spread COVID-19 after illegally visiting other family members' homes.
The group behind the outbreak, which has grown to 40 virus infections, is largely from the Afghan community in Casey. Two of those infected by the virus are in hospital.
Victorian Opposition Leader Michael O'Brien seized the opportunity to slam Labor for "double standards" that were "as toxic as this virus".
"It's a disgrace that Labor has locked up innocent Victorians under a curfew while those who break the law and spread the virus get off scot free," he said.
"This is the same Andrews hypocrisy that saw teenagers fined for learning to drive while 10,000 Black Lives Matter protesters were ignored."
However, on Sunday Mr Andrews defended his decision not to fine the families in Casey for breaching lockdown because it might stop them from being "full and frank" in crucial contact-tracing interviews.
"If people are going to get fined for telling the truth ... well then, I think we know what happens," he said.
"People won't tell the truth, and we won't know where they've been, who they've infected, and we won't be able to pull up an outbreak at 40 [cases]. It'll be hundreds."
He said he was "frustrated that people were doing the wrong thing", but said the "truth was worth everything".

The commander of the Defence response to the pandemic has confirmed an ADF offer to make troops available to strengthen Victoria's hotel quarantine scheme was not taken up by the Andrews government.
Lieutenant-General John Frewen, the head of the Defence COVID-19 Taskforce, told a Senate inquiry the same support offered to NSW and Queensland to establish and maintain their hotel quarantine regimes was available to Victoria.
The general's testimony made clear that had Victoria sought ADF assistance on the same scale as NSW, hundreds of personnel could have been mobilised to bolster the state's quarantine arrangements.
It prompted the Victorian opposition to renew its call for Premier Daniel Andrews to resign for misleading the public about a crucial element of the deadly hotel quarantine debacle.
Breakouts from two quarantine hotels in Melbourne were identified in scientific evidence presented to the Coate inquiry on Tuesday as the source of nearly all cases in Victoria's COVID-19 second wave, now responsible for more than 300 deaths.
Dr Charles Alpren, an epidemiologist with Victoria's Department of Health and Human Services, told the hotel quarantine inquiry that 90 per cent of infections since late May could be traced to the Rydges on Swanston hotel.
Subsequent outbreaks at the Stamford Plaza hotel were responsible for the remainder of second-wave cases, Dr Alpren told the hearing.
General Frewen's testimony confirmed a timeline of events published last week by The Age and The Sydney Morning Herald setting out the ADF's standing offer to help with hotel quarantine from March 27, the day the national cabinet agreed to back the mandatory quarantine program.
It contradicted what Mr Andrews said last week when he told a Victorian parliamentary hearing that "ADF support was not on offer" for hotel quarantine.
Mr Andrews told the hearing that it was "fundamentally incorrect to assert that there were hundreds of ADF staff on offer and somehow, someone said no".
Opposition Leader Michael O'Brien said the Lieutenant General's account showed that the Premier had provided "false evidence" to the parliamentary hearing.
"A decorated officer has confirmed that the ADF did offer Victoria support, including for security in hotel quarantine," Mr O'Brien said.
"This proves that the Premier gave false evidence to the Parliament when he claimed this did not occur. A Premier willing to lie to Victorians can't be trusted to lead us through this pandemic. It's time for him to go."
Mr Andrews said he stood by his previous comments.

CANADA, July 15, 2021 (LifeSiteNews) - The head of Rebel News, Ezra Levant, told FOX News host Tucker Carlson that the multitude of arson attacks on churches in Canada are the nation's "Black Lives Matter" moment, and called out the near silence regarding the burnings from the nation's top leaders.
"It's the Canadian equivalent of when Black Lives Matter burns down black owned businesses in black neighborhoods - that does not help black people," Levant told Carlson last week.
There has been heavy media coverage of the discovery of unmarked graves at now-closed residential schools once run by the Church in parts of Canada and now nearly 40 churches, most of them Catholic, have either been burned or vandalized.
An online map posted by True North News shows the locations of these churches.
"All of a sudden Canada looks a lot like the Soviet Union," Carlson began.
"Seem like we're exaggerating a little bit? Well, they're burning Catholic and Anglican churches in recent days. Leftist groups are. But Canada's leaders aren't condemning the burning of churches. No, they're endorsing the burning of churches," he continued.
Levant told Carlson that most of the churches being burned are "Aboriginal-focused."
"And you often have, in one case, white Antifa-style vandals…filming themselves desecrating a church. And the trouble is from the very top, it's either silence or tacit support," said Levant.
Levant added he is "reluctant to use the word Kristallnacht because we're not there yet," in regard to the church burnings in Canada.
"It was a precursor to the Holocaust. Obviously, we are not that far gone yet, but what do you call it when literally dozens of churches are being systematically vandalized, torched?"
Kristallnacht was the burning of Jewish synagogues, homes, businesses, schools, and hospitals at the hands of the Nazis in Germany in 1938, which resulted in many deaths and thousands of Jewish people taken to concentration camps; ultimately six million Jews died in the Holocaust.
Canada's Prime Minister Justin Trudeau waited weeks before acknowledging the church vandalism, and when he did speak, he said it is "understandable" that churches have been burned, also saying it is "unacceptable and wrong."
In early July, Gerald Butts, a former adviser and close friend to Trudeau was called out for saying the recent rash of arson and vandalism attacks on mostly Catholic churches are "understandable."
Carlson called out both Butts as well as Harsha Walia, executive director of the British Columbia (B.C.) Civil Liberties Association (BCCLA). Walia recently sparked online fury after openly calling for violence against Catholic parishes, writing on Twitter, "Burn it all down."
Said Carlson of Walia, "the head of the B.C. Civil Rights Commission says burn it all down. I mean, that person sounds like a dangerous lunatic. Is that who is that? What is going on?"
Levant responded to Carlson by noting that Walia "hasn't been sacked" yet because of her comments, noting that a lot the churches being burned have been ones with Aboriginal Indigenous congregants, who have asked for their churches to not be burned down.
Although the residential school system was founded by the secular government in the 19th century, and then woefully underfunded by the state, and although different religious groups were asked to run the schools, the Catholic Church has borne the brunt of recent criticism.
Catholic author Michael O'Brien who attended residential schools and gave testimony to the Truth and Reconciliation Commission, previously told LifeSiteNews that the chief underlying issue in the residential school saga was the institutional abuse of children by removing them from their families by the state authorities, and then taken to the schools, noting the "long-term psychological and social effects of this."
Furthermore, residential schools were severely underfunded, meaning that children did not receive sufficient medical care. These children often suffered from excessively high rates of tuberculosis. From 1910 through 1920, child mortality rates were consistently high. Additionally, the Department of Indian Affairs often refused to ship home the bodies of children who died at the government-mandated schools, meaning they were frequently buried on site.

IQALUIT, Nunavut, July 12, 2021 (LifeSiteNews) - The mayor of Iqaluit, the capital of the Canadian territory of Nunavut, recently proposed taxing local churches, and he plans to bring forward this motion at the upcoming city council meeting.
According to Nunatsiaq News, this announcement came after reports of the discovery of 751 bodies, some of which are believed to be former students, located in unmarked graves at the former Marieval Indian Residential school, which is about 160 kilometres east of Regina, Sask.
Mayor Kenny Bell threatened to remove the churches' exemption from paying municipal property taxes, claiming they did not deserve it. "We're not retaliating against them; they literally killed thousands of children," he alleged in an interview with Nunatsiaq News. In 2020, Bell supported the removal of a Nunavut cabinet official from office after he made comments defending black unborn babies.
"Tax exemptions, as a whole, are supposed to be for groups that do the community good. It's very clear that the Catholic Church hasn't done the community any good," Bell claimed, regardless of the fact that some Indigenous people say that they benefited from and are grateful for the residential schools they attended.
He said this to persuade the Catholic Church to release documents about the history of residential schools. Bell also says that the Catholic Church needs to apologize, despite the fact that the Catholic Church in Canada - and in Rome - has long acknowledged some Catholics were at fault in the residential school system. It was the Canadian government, however, that mandated that First Nations children be taken from their parents and placed in residential schools, some of which were run by the Catholic Church.
"Other than [removing the tax exemption], there's no [recourse] to deal with them," Bell said, claiming he was not targeting Catholic Churches, but all local churches.
Father Daniel Perreault, a priest at the Iqaluit Roman Catholic Church, responded by saying that his parish "stands in solidarity with the Native peoples of Canada," but "it is sad that the mayor of our community chooses to target the churches of Iqaluit by proposing to cancel the property tax exemption provisions."
"Placing an additional financial burden on local parishes does not harm the Canadian or world-wide Catholic Church, which is not responsible for our financial viability," Perreault said. "It rather limits our ability to help our fellow Iqalummiut."
He pointed out that the diocese responsible for the Iqaluit Catholic Church was the first in Canada to apologize to residential school alumni in 1996, and again in 2014.
Although the residential school system was founded by the secular government in the 19th century, and then woefully underfunded by the state, and although different religious groups were asked to run the schools, the Catholic Church has borne the brunt of recent criticism.

Furthermore, residential schools were severely underfunded, meaning that children did not receive sufficient medical care. These children often suffered from excessively high rates of tuberculosis. From 1910 through 1920, child mortality rates were consistently high. Additionally, the Department of Indian Affairs often refused to ship home the bodies of children who died at the government-mandated schools, meaning they were frequently buried on site.

This week, mainstream media reported that ground-penetrating radar discovered 182 unmarked graves at the site of the former Kootenay Residential School at St. Eugene Mission just outside Cranbrook, B.C.
Former chief of the St Mary's Indian Band and former student of this school, Sophie Pierre, told Global News that this was not news to the community. "There's no discovery, we knew it was there, it's a graveyard," Pierre said. "The fact there are graves inside a graveyard shouldn't be a surprise to anyone."
She explained that the graves had been marked with wooden crosses which had either been burned or deteriorated over time. Currently, the use of wooden markers is still common practice among many Indigenous communities across Canada.
Additionally, Pierre revealed that the graves may contain the bodies of children from the residential schools; however, this is not confirmed. "There could very well be, and in good likelihood, some children that were in the residential school that died here because of [tuberculosis] or other diseases, and were buried there," Pierre said. "To just assume that every unmarked grave inside a graveyard is already tied to a residential school, we've got to be a little bit more respectful of our people who are buried in our graveyards," Pierre continued.

Despite this swift reaction, numerous questions still remain regarding the case. Canadian author Michael O'Brien, himself a former pupil at one of the residential schools, has warned of the danger of accusing the Church of murder before any real information is known about the recently discovered graves, including the context of the residential school period.

Residential school system
Kamloops residential school, located in southern British Columbia, was run by the Catholic Church from 1890 to 1969, at which point the federal government took over the running of the facility and turned it into a day school until its closure in 1978. At its height, Kamloops had over 500 children enrolled during the 1950s and was once the largest school of the residential system.
The school was given to the guidance of the Oblates of Mary Immaculate in 1893, by order of the government. However, by 1910, the principal reported that the government was not providing sufficient funding to properly feed the children. A similar report was made in the 1920s.
In 1924, the building was partly destroyed by fire.
It was part of the nation-wide residential school system in Canada, which saw indigenous children unjustly removed from their families, and taken to the schools for the supposed purpose of education and assimilation into the non-indigenous culture.
