n February 2011, journalist Michael Hastings reported in Rolling Stone that Lt. Colonel Michael Holmes, the supposed leader of a PSYOP group in Afghanistan, alleged that Lt. Gen. William B. Caldwell a three-star General in charge of training troops in Afghanistan, ordered Holmes and his group to perform in-depth research on visiting U.S. congressmen in order to spin presentations and visits. According to Holmes, his team was tasked with "illegally providing themes and messages to influence the people and leadership of the United States." Reported targets included United States Senators John McCain, Joe Lieberman, Jack Reed, Al Franken, Carl Levin, Rep. Steve Israel of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and think-tank analysts.
Under the 1948 Smith-Mundt Act, such operations may not be used to target Americans. When Holmes attempted to seek counsel and to protest, he was placed under investigation by the military at the behest of General Caldwell's chief of staff.

New Free Speech App Parler Could Cause 'Harms' to 'Democracy': Tech Researcher on CNN
A lead researcher for technology condemned conservatives for doing what many on the left have told conservatives to do - join a new social media platform. And she used CNN to do it.
Political ads lead researcher Bridget Barrett seemed disgusted by the fact conservatives have any safe-haven online to share their ideas. She joined CNN in an interview Nov. 15. Her comments in the interview demonstrate that liberals don't care about conservatives' rights to free speech, but merely want those views to be silenced. CNN anchor Michael Holmes began with a leading question about how Parler constitutes an "echo chamber" and asked "what are the risks in that?" Barrett responded by panicking over how Parler will enable "the spread of hate, of false information" and "terrorists, both foreign and domestic to recruit or plan."
Barrett also warned that Parler could cause "harms" to "our democracy" itself:
"[I]f you allow a space where none of these claims are going to be countered, that people are going to believe that an election was unfair or illegitimate when every valid and legitimate source has been clear that this was one of the best run elections that we've had in years."
But conservatives concerned about free speech are abandoning Twitter for good reason.
Twitter has a reputation for moderating posts based on political biases rather than objective truth, however. Twitter banned feminist Meghan Murphy's account for tweeting such statements as "Women aren't men" and "How are transwomen not men? What is the difference between a man and a transwoman?"
While Parler is nowhere near the size of censorious Big Tech establishment platforms, its rise to popularity has accelerated as censorship has grown worse on Facebook and Twitter.
In an interview with Mornings with Maria on Fox Business, Parler CEO John Matze described his website's appeal: "I think people are really just fed up with what's going on on Twitter and Facebook and these other places that are really cracking down and trying to just interfere, I guess, with what people are trying to talk about during this time." The platform's Community Guidelines have explained, "While the First Amendment does not apply to private companies such as Parler, our mission is to create a social platform in the spirit of the First Amendment to the United States Constitution."
Parler "was the most downloaded app on both Android and Apple devices for most of last week, according to data from Google and analytics firm App Annie," The Wall Street Journal reported. Rebekah Mercer, daughter of conservative mega donor Robert Mercer, is among the company's financial investors. Mercer said in a post that she and Matze "started Parler to provide a neutral platform for free speech, as our founders intended." She later added that this enterprise was made in response to "ever increasing tyranny and hubris of our tech overlords."

General accused of using psychological manipulation on senators to get more funding in Afghanistan

A rogue U.S. general allegedly ordered soldiers to psychologically manipulate senators visiting Afghanistan last year in order to boost funding for the war, according to a shocking new report in Rolling Stone.
Lt. Gen. William Caldwell, the officer in charge of training Afghan soldiers, illegally commanded the Army's "information operations" to secretly study lawmakers and diplomats, the unit's leader, Lt. Col. Michael Holmes, told the magazine.
Holmes, who said his job is "to play with people's heads," was formally reprimanded for objecting to Caldwell's orders.
"I'm prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressmen, you're crossing a line," Holmes said.
Sens. John McCain (R-Ariz.), Joe Lieberman (I-Conn.), Al Franken (D-Minn.) and Carl Levin (D-Mich.) head the list of senators Holmes was told to target.
Caldwell wanted a "deeper analysis of pressure points we could use to leverage the delegation for more funds," Holmes said, adding that the general's chief of staff also pressed him for information.
"What do I have to plant inside their heads?" Holmes said the chief of staff demanded.
A spokesman for Caldwell told the magazine the general "categorically denies" he used the information operations team on American politicians.
Holmes said he resisted the alleged orders and consulted a military lawyer for help.
"[Public affairs] works on the hearts and minds of our own citizens, and IO works on the hearts and minds of the citizens of other nations. While the twain do occasionally intersect, such intersections, like violent contact during a soccer game, should be unintentional," Capt. John Scott wrote Holmes in an e-mail.
It remains unclear whether or not the attempts to influence the senators worked.
In January, Caldwell asked the White House for and received $2 billion to help train 70,000 more Afghan troops, Rolling Stone reports, noting that Sen. Levin was one of the biggest backers of the extra funds.
The Obama administration upped U.S. troop levels in Afghanistan by 30,000 last year and plans to begin withdrawing soldiers starting in July.
