Interpol elects Chinese cop in charge of pursuing overseas fugitives to senior role
The international policing agency Interpol has elected a top Chinese public security official to its executive committee in the face of widespread criticism from international parliamentarians and rights groups.
Interpol elected top ministry of public security official Hu Binchen serve for a four-year term on the committee, although the Chinese Communist Party (CCP) has been known to abuse the Interpol "red notice" arrest warrant system to track down peaceful critics of the regime far beyond China's borders, something that is forbidden under Interpol's charter.
The move came despite an open letter from 50 members of the International Inter-Parliamentary Coalition on China Policy (IPAC) warning that countries that abuse the Interpol system shouldn't be given prominent leadership roles in the agency.
Citing the cases of Uyghur activists Dolkun Isa, who was subject to a Chinese Red notice for almost 20 years before it was deleted in 2018, and Idris Hasan, who now faces extradition to China after being arrested in Morocco in July, on the basis of a now-deleted Chinese Red Notice, the lawmakers highlighted "long-standing concerns about China using leadership positions to gain influence in the organization, which in the past has damaged its reputation and reportedly threatened its political neutrality."
"The candidacy of Hu Binchen is particularly worrying, as he has been known as the right-hand man of Meng Hongwei during his Presidency," the lawmakers said in a letter to Interpol before the election.
Meng "disappeared" in 2018 while in post as Interpol president, only to turn up in CCP disciplinary detention. He is currently serving a 13-and-a-half-year jail term after pleading guilty to "bribery."
"Hu Binchen's candidacy and persona is exemplary of China's attempts to abuse multilateral institutions for its own repressive interests," the letter from the 50 IPAC members said.

Interpol Elects Emirati General Accused of Torture as New President
Istanbul (AFP) - An Emirati general accused of torture was elected president of Interpol Thursday, despite the concerns of human rights organisations who fear the agency will be at risk of exploitation by repressive regimes.
The decision follows generous funding by the United Arab Emirates for the Lyon, France-based body and accusations Abu Dhabi has abused Interpol's system of so-called "red notices" for wanted suspects to persecute political dissidents.
Emirati General Ahmed Nasser Al Raisi was elected following three rounds of voting during which he received 68.9 percent of votes cast by member countries, Interpol said in a statement.
Raisi, head of the UAE's security forces, will take on a largely ceremonial and voluntary role for a four-year term.
It is Interpol Secretary General Juergen Stock who handles day-to-day management of the organisation. Stock was given a second five-year term in 2019.
South Korean Kim Jong-yang was president since the 2018 arrest of his predecessor Meng Hongwei in China, where he had served as a vice minister of public security.
Complaints of "torture" were filed against the Emirati general in recent months in France and Turkey, which is hosting Interpol's general assembly in Istanbul this week.
Only the Czech Republic's Sarka Havrankova, a veteran officer overseeing the country's international cooperation in police matters, stood against the general for the post.
'Undermine Interpol'
Raisi joined the Emirati police force in 1980 and worked there for several decades.
Three European Parliament members wrote a letter dated November 11 to European Commission President Ursula von der Leyen to warn of the impact the general's appointment would have on Interpol.
"The election of General Al Raisi would undermine the mission and reputation of Interpol and severely affect the ability of the organisation to carry out its mission effectively," they wrote.
And in October 2020, 19 NGOs, including Human Rights Watch, expressed concern about the possible choice of Raisi, whom they described as being "part of a security apparatus that continues to systematically target peaceful critics".
One of the complainants against Raisi, British national Matthew Hedges, said he was detained and tortured between May and November 2018 in the United Arab Emirates after he was arrested on false charges of espionage during a study trip.

Sun Lijun, a former Chinese vice-minister of police, has been sacked and expelled from the Communist Party, and will face trial for "serious violation of discipline rules and law"

Former Interpol Chief Sentenced To 13.5 Years In A Chinese Prison
Roughly 16 months ago, Meng Hongwei, the Chinese President of international crime-fighting agency Interpol, disappeared after returning to China and being detained by authorities.
Now, Meng, who also served as a senior justice official in China, has been sentenced to more than 13 years in a Chinese prison for graft, in a case that the Financial Times said raises "concerns about Beijing's influence on global organizations."
Meng, the first Chinese official to lead Interpol, held his position for two years from November 2016 until he disappeared in October 2018. Days after his disappearance, his family in Lyon reported him missing. But after Chinese officials confirmed that Meng had been arrested on corruption charges, he was apparently coerced to hand in his resignation to Interpol.
At the time of Meng's disappearance, Human Rights Watch said his case "raised concerns at global institutions where high-level Chinese officials already have been installed in powerful positions" because "any government official is vulnerable" to a graft probe in China.
During his trial at a court in Tianjin city, not far from Beijing, prosecutors said Meng had abused his power for personal gain while helping to run China's public security agency. Meng was accused of accepting more than 14 million yuan ( about $2 million) in bribes and kickbacks.
Although the verdict didn't mention Meng's involvement with Interpol, it did claim that he also used his standing abroad to "seek improper profits."
According to the Chinese court, Meng accepted his judgment and would not appeal the case. Though we doubt any appeal would get very far in a legal system which is under total control of Communist Party judges.
Meanwhile, back in Lyon, Meng's wife, Grace Meng, has been granted political asylum. She's launched a lawsuit against Interpol, accusing the organization of leaving her husband twisting in the wind by not standing up to Beijing and demanding his return. Beijing insists that the case was an "internal matter" and was handled according to Chinese law.

Former Interpol chief Meng Hongwei has pleaded guilty to charges of accepting bribes, Chinese state media reported.
Meng - a Chinese citizen - has been under investigation since October 2018. He is accused of taking 14.5 million yuan ($2.1m) in unlawful payments between 2005 and 2017, using his status and positions, including as vice minister of public security and Marine Police Chief to accumulate the money.
He reportedly admitted his guilt during a court hearing on Thursday in the northern city of Tianjin in China, according to the People's Daily, an official newspaper of the Chinese Communist Party's Central Committee.
Interpol, the global police coordination agency based in France, said last October that Meng had resigned as president, days after his wife Grace Meng reported him missing after he travelled back to China.
He was later accused of accepting bribes and expelled from the Communist Party, with China's Public Security Ministry saying in March that Meng's "poisonous influence" had to be "thoroughly eliminated".
It was not clear who Meng's lawyer was and news agencies have been unable to reach them or any legal representative for comment.
Chinese courts are tightly-controlled by the Communist Party and Meng is almost certain to be found guilty, Reuters news agency said.
The court will announce its verdict at a "select date or time," a statement from the court said, without specifying further.
Fall from grace
Meng is among a growing group of Communist Party cadres caught in President Xi Jinping's anti-corruption campaign, which critics say has served as a way to remove the leader's political enemies.
More than one million officials have been punished so far during Xi's six-year tenure. He has vowed to target both "tigers" and "flies", a reference to elite officials and lower-level bureaucrats.
As vice security minister, Meng oversaw as number of sensitive portfolios, including the country's counterterrorism division, and he was in charge of the response to violence in China's fractious northwestern region of Xinjiang.
During his time as vice security minister, the public security bureau arrested and interrogated a number of prominent Chinese dissidents, including Nobel Peace Prize laureate Liu Xiaobo, who was arrested in 2008 and died of liver cancer in 2017 while still in custody.
Meng's appointment at Interpol raised eyebrows, with human rights groups concerned that Beijing would use the organisation to round up Chinese dissidents overseas. Meng had been expected to serve a four-year term, ending in 2020.
Grace Meng, who has been granted political asylum in France along with the couple's two children, has said the charges against him are politically motivated.
In interviews with French media, she has said she fears for her life and was afraid she and her children would be the targets of kidnapping attempts.

The wife of the former Interpol chief being held in China on corruption charges has applied for asylum in France, her spokesperson has said.
Grace Meng was put under police protection in the central French city of Lyon soon after her husband Hongwei's disappearance amid concerns she may be kidnapped, her lawyer Emmanuel Marsigny told the Reuters news agency.
The radio station France Info cited her as saying that strangers have followed her, received suspicious phone calls, and had her car license plates photographed by mysterious people.

Meng Hongwei was arrested on December 1 in Canada at the behest of the American government, which seeks to prosecute her for creating an economic system to allow Huawei to override international sanctions on Iran. She was released on a $7.5 million bail this week and mandated to remain in her home in Vancouver and wear an ankle bracelet as the trial process commences.
Meng was cited on Thursday receiving flower-carrying guests and ordering Domino's pizza for reporters stationed outside her home.

Pompeo says U.S. backs South Korean as head of police agency Interpol
WASHINGTON (Reuters) - U.S. Secretary of State Mike Pompeo said on Tuesday the United States supported Kim Jong Yang of South Korea to lead the international police agency Interpol, pitting Washington against the Kremlin's candidate for the job, Alexander Prokopchuk.
"We strongly endorse Kim Jong Yang, who is serving as its acting president," Pompeo told reporters at the State Department.
"We encourage all nations and organizations that are part of Interpol and that respect the rule of law to choose a leader of credibility and integrity that reflects one of the world's most critical law enforcement bodies. We believe Mr. Kim will be just that," Pompeo said.
U.S. lawmakers have been lobbying President Donald Trump's administration to oppose Prokopchuk's candidacy, charging that Russia has been abusing Interpol, trying to use it to settle scores and harass dissidents by issuing warrants for their arrest.
Kim was named acting president of Interpol in October after then-President Meng Hongwei disappeared while on a trip to his home country of China. China later said he was being investigated for bribery and other violations.
The France-based Interpol later said Meng had resigned as president, and Beijing said he was being expelled from a high-profile but largely ceremonial advisory body to parliament.
The battle to succeed Meng turned political after Prokopchuk, a former major general in Russia's Ministry of the Interior, emerged as one of the favourites to get the job, a prospect that alarmed critics of President Vladimir Putin.
Russian dissident and former oil tycoon Mikhail Khodorkovsky on Tuesday gave a news conference in London alongside U.S.-born Kremlin critic Bill Browder at which both warned against Prokopchuk's election, saying it would make it easier for the Kremlin to manipulate Interpol. Moscow has rejected such claims.

number of things have happened in the past few days which pushed Mr. Browder's future into uncertainty. The first occurred on September 30th when the Chinese President of Interpol Meng Hongwei was recalled to China on unspecified corruption charges.
As we noted earlier, now that his formal resignation letter has been received by Interpol, the most likely person to replace Meng is Russian Interior Ministry official Alexander Prokopchuk. And Mr. Prokopchuk is no fan of Mr. Browder.
On the heels of this news Russia has now opened up multiple new lawsuits against Browder (who they convicted in absentia last year to nine years in prison for tax evasion) citing him as the creator and coordinator of a criminal conspiracy.

SOCHI, November 20. /TASS/. A letter from some US senators who seek to block the Russian candidate Alexander Prokopchuk from being elected as Interpol chief is an obvious example of exerting undue pressure and election meddling, Russian Presidential Spokesman Dmitry Peskov told reporters.
According to the Kremlin spokesman, this move by US lawmakers can certainly be regarded as undue pressure.
"This is probably some kind of meddling in the electoral process, in elections to an international organization. How else can that be seen? Here, this is a clear manifestation (of meddling)," he noted.

Interpol election and senators' letter
On Monday, a group of US senators from both parties made public an open letter to US President Donald Trump, asking him to influence members of the Interpol General Assembly in order to prevent Russian national Alexander Prokopchuk from becoming the new Interpol head.
In August, US senators put forward an initiative to limit Russia's right to use the mechanism of Interpol's so-called Red Notices (putting individuals on an international wanted list), accusing Russia of taking advantage of that opportunity. The senators asserted at that time that the individuals wanted by Interpol at Russia's request should not be restricted from entering the US and should not be denied political asylum.
Former Interpol chief, Meng Hongwei, resigned in October after being detained in China on suspicion of corruption. Moscow hopes that Russian candidate Alexander Prokopchuk will win the elections scheduled to be held on Wednesday, November 21. He served as the head of Interpol's National Central Bureau at the Russian Interior Ministry since 2006 and the Vice President of the International Criminal Police Organization (Interpol) since 2016.

Russian official Alexander Prokopchuk is set to become the next head of Interpol, in what The Times calls a "significant victory for the Kremlin" in spite of concerns that Moscow has been using the international policing agency to target political opponents.
If elected, the 56-year-old Russian interior ministry veteran would replace Meng Hongwei, the still-missing former president who resigned last month amid an investigation by Chinese anti-corruption authorities.
Meng was taken for questioning by Chinese "discipline authorities" after taking a September 25 flight from Stockholm. The day he disappeared he texted his wife Grace an emoji of a knife, implying his life was in danger. She reported him missing on October 4.
After Interpol demanded to know Meng's status, Beijing said that he was under investigation by the National Supervisory Commission (NSC) for illegal conduct. A resignation letter was also sent to Interpol. To date, China has provided no evidence that Meng is actually alive. On Friday, Interpol's secretary general, Jürgen Stock, admitted that Interpol was in a "difficult situation" over Meng's disappearance.
"Of course, we have been strongly encouraging China to provide comprehensive details concerning what occurred at the earliest opportunity," Stock said in a phone interview with FT. "But again, on the other hand, we also have to accept that China says there are investigations going on and they are deciding about the next steps."
Meanwhile, The Times reports that Prokopchuk's appointment "would be a significant victory for the Kremlin after criticism of the Russian state for abusing the agency's "red notice" system."
"Red notices" are effectively international arrest warrants which restrict the ability of political opponents to travel or secure extradition. Those subject to red notices risk arrest in Interpol member countries, and can have their assets frozen.
In particular, the Times points to the case of US financier and Putin critic, Bill Browder, who was arrested in Spain in May under a Russian arrest warrant.
Browder claimed that he had been the subject of a red notice, although Interpol rejected this claim. The Spanish police suggested that Interpol had failed to delete an expired arrest warrant. At Britain's request Interpol has issued red notices for Alexander Mishkin and Anatoliy Chepiga, the Russians accused of poisoning Sergei and Yulia Skripal in Salisbury. -The Times

UK officials say that Prokopchuk - one of two confirmed candidates for the top job at Interpol, has "unstoppable momentum" before Wednesday's election. They have concluded that he will win and that there is "no point in trying to stop im," according to a Whitehall official. The other confirmed candidate is Kimg Jong Yang - the South Korean acting head of Interpol. South Africa may also nominate a candidate.
Mr Prokopchuk is one of four Interpol vice-presidents after being nominated by Russia two years ago. He has had a long career at the interior ministry and was given the rank of major-general of police in 2011. -The Times
According to former foreign office special adviser David Clark, the interior ministry had been responsible for many red notice requests during Prokopchuk's tenure. "Mr Prokopchuk is a problem because he was the person in the Russian interior ministry who was responsible for concocting many of these fabricated red notice requests when he was a Russian government official," said Clark.
Meanwhile, Ben Keith - a barrister who specializes in red notices, said that the potential for Prokopchuk's appointment "beggars belief," and that the notices are "frequently misused by unscrupulous regimes because Interpol don't have proper checks and balances in place."
Russia, which according to the liberal press - and Hillary Clinton - has successfully manipulated every single Western election ever since Brexit to get the desired outcome, has denied misusing red notices.

A LOWER THRESHOLD
The rules and state of play of espionage across the board have shifted dramatically, particularly in the past few years, experts say.
Dr John Coyne, head of the Border Security Program at the Australian Strategic Policy Institute (ASPI), said some regimes have been emboldened by the West's inaction.
"If I said to you a decade ago that the Russians would kill two of their citizens on UK soil, one with a chemical agent and the other using a radioactive agent, you'd think I was reading from the script of a James Bond film," Dr Coyne said.
"If I told you North Korea would poison one of its citizens in a major airport using a chemical agent, you'd think it wasn't possible."
Earlier this month, president of Interpol Meng Hongwei was detained by Communist Party authorities during a visit to Beijing. The Chinese national hasn't been heard from since and his wife now fears he is dead.
"If I'd raised that as a remote possibility a decade ago, you'd think I was crazy, just as you would if I told you the Saudis would kill one of their citizens in one of their embassies and chop him up into pieces.
"The thresholds have dropped significantly and we face a completely different threat environment."
He blames the slow international response to major, high-profile incidents for a growing confidence felt by certain regimes.
Prof Medcalf said states like Russia tended to favour short-term and highly disruptive acts while China was very carefully and strategic playing a "long game".
"A lot of it is about cultivating individuals, not for immediate use but to support China's interests in the long run," he said.
"Of course, that's quite difficult to detect or respond to because it's happening below the surface over a long period of time."
BUYING LONG-TERM FRIENDS
In May, Mr Lewis told the Senate that foreign states have maintained an interest in attempting to sway key figures in public and private life in Australia.
Their efforts often appear harmless and friendly, but could have significant consequences down the track, the ASIO chief warned.
"Foreign (individuals) covertly attempt to influence and shape the views of members of the Australian public, the Australian media, officials in the Australian government and members of the diaspora communities here in Australia," he said.
Former Labor senator Sam Dastyari was embroiled in two scandals involving dealings with a Chinese businessman who was linked to the Communist Party.
Mr Dastyari was sensationally forced to quit the shadow frontbench in 2016 when it was revealed Huang Xiangmo had paid some of his bills, as well as being a campaign donor.
Then in 2017, he left politics all together after revelations he told the man his phone was likely being tapped, including by US intelligence agencies.
Mr Dastyari has denied any deliberate wrongdoing.

Grace Meng, wife of former Interpol President Meng Hongwei, began issuing a series of interviews last week, and most recently spoke to the Associated Press this weekend, urging the Chinese government to provide more information on her husband's whereabouts and guarantee both of their safeties since Beijing admitted to arrested him early this month.
Meng disappeared on September 29 while on a trip to China from France, where he and his wife live and where Interpol's headquarters are located. China's Public Security Ministry announced on October 7 that authorities had arrested Meng, who spent decades in Chinese law enforcement before moving to Interpol, on charges of accepting bribes. Beijing has not confirmed to the outside world that Meng is alive or safe, however, and he has not been seen since the day he was reported missing. Grace Meng told the Associated Press Saturday that Chinese authorities claimed to have a letter Meng had written her as proof of his wellbeing while detained. "They said my husband wrote a letter to me. They said they can only give it to me alone," she noted. The officials insisted, however, that she meet with them in private to receive it directly. Fearing for her safety, Meng says she has demanded to meet with an attorney and journalists present, or that the Chinese government hand over the letter to French police to give to her. She is reportedly awaiting a response.
She used her conversation with the AP to argue that, if the Chinese government can so swiftly apprehend the head of an international institution like Interpol, "everybody in China is at risk. Everyone should be concerned that something like this could happen to them." "The term anti-corruption in China has become a synonym for crimes that are unjustifiable," she continued. In a conversation with the BBC last week, she said she would begin speaking out publicly against the Chinese government in the hopes that public awareness could prevent them from arbitrarily arresting more people like they did her husband. "I don't want any other wives and children like me," she told the broadcast outlet. Meng also spoke to CNN, reiterating her message from the BBC interview: "I do these things ... for all of China's children. For all of China's wives." She added in her BBC interview that, in addition to official communications from the Chinese government, she had begun receiving threatening phone calls, including one that told her not to speak, only to listen that "two teams [are] target[ing] you in France." "I think it is political persecution. I'm not sure he's alive. They are cruel. They are dirty. This thing shows it means they can do anything, I can't imagine," she lamented.
The Chinese Foreign Ministry, addressing early reports that Beijing had begun threatening Meng into silence, accused her of "slandering" Xi Jinping, the head of the Chinese Communist Party. "If Meng Hongwei's wife is a Chinese citizen, it's natural for Chinese diplomatic missions to contact her. Every government does so," Foreign Ministry spokesman Lu Kang added. Grace Meng's attorney, speaking to French journalists, said that she may seek political asylum in France to do away with her Chinese citizenship, which she believes may make her more vulnerable to kidnapping or threats. When Meng Hongwei first disappeared, Grace Meng told reporters, supplying images of the communications, that the last she heard from her husband was a message stating "wait for my call" followed by a knife emoji, which she interpreted as a sign he was in danger. There is no public confirmation of any existing communication from Meng since the emoji text was sent from his phone.
Interpol did reveal following China's announcement of his arrest that the organization had received his resignation "with immediate effect, naming Senior Vice-President Kim Jong Yang as his acting replacement." The statement did not specify via what medium that resignation came or if conclusive evidence existed that Meng was alive and safe in Chinese police custody. The wife of missing Interpol chief Meng Hongwei says she is "not sure if he is alive" following his disappearance while visiting China.
Grace Meng said her husband was the victim of "political persecution" after he was vanished by the country's authorities.
Mr Hongwei has not been seen since 25 September when he left France, where he is based in Lyon, to see family back home. It has since been confirmed by Chinese authorities that he has been detained on suspicion of bribery. Interpol has received notice of his immediate resignation.
Ms Meng said: "I'm not sure if he is alive. They are cruel. They are dirty. This thing shows it means they can do anything, I can't imagine. No limit."
During a BBC interview, she also said the couple's young children were missing their father and that she herself had been threatened.
She explained: "A certain phone call asked me: 'No words, just listen. Two teams for you'. The two teams target me. In France."
It followed earlier revelations that her husband had sent her an emoji picture of a knife, signalling danger, in the couple's last message exchange before his phone went silent.

Disappeared Interpol Chief Mysteriously Resigns
The strange story of the vanishing Interpol chief just got even stranger.
Days after Meng Hongwei, the president of Interpol, was reported missing in China, the Chinese government said on Monday that Meng was "under supervision" and being investigated on bribery charges. Meng, a Chinese national, has also resigned from his post "with immediate effect," according to a statement from Interpol.
It's a stunning development in a bizarre saga that began unfolding late last week.
Meng, who led Interpol, an international organization that coordinates law enforcement agencies worldwide, traveled from France to China on September 29.
Then he disappeared.
Meng's wife went to the authorities in Lyon, France, on October 4 - where Interpol is headquartered - to say she hadn't heard from her husband since he landed in China. Meng's wife also told journalists Sunday that Meng had sent her a text message of a knife emoji before he vanished - which she interpreted as a sign that he was in danger.
According to the South China Morning Post, Meng is a former Communist Party official whose lost his position in the party last year.
Chinese authorities did not offer many details on what Meng is accused of or why he has been detained. The ministry of public security only indicated that he was being investigated for bribery and other crimes related to his "willfulness," according to the Associated Press.
The head of Interpol seems to have been caught in a widening anti-corruption crackdown
Meng helps set Interpol's policies and agenda, but he doesn't run the day-to-day operations of the world's largest international police organization, which provides support to law enforcement agencies across 192 countries.
That job belongs to the Interpol's Secretary General Jürgen Stock, according to NPR, who said in a statement that the agency was trying to get more information about Meng's status from Chinese authorities. (Kim Jong Yang, of South Korea, will take over as Interpol president until a new one is confirmed.)
Interpol focuses on cross-border or transnational crimes, such as trafficking and, well, cases of missing people. It's probably best known for issuing color-coded "notices," or worldwide alerts for law enforcement. For example, a "red notice" is basically a flag that a specific agency is looking to apprehend someone.
Interpol itself can't arrest people, but critics say some authoritarian countries (Russia and China, among them) abuse the system to target strong critics or dissidents by issuing wanted notices through the organization.
China has also used Interpol to identify allegedly corrupt officials. That led to some speculation that Meng might have been ensnared in an anti-corruption investigation - a suspicion that was ultimately confirmed.
Chinese President Xi Jinping has recently presided over a sweeping anti-corruption crackdown, which he used to help consolidate his power earlier this year. Officials who are targeted by the anti-graft campaign often vanish for weeks or months.
But it's a particularly peculiar plot twist that Meng himself got caught up in such a crackdown. China had cheered his ascension to the top of the international agency when he took over in 2016, a sign of its growing global clout.
Meng's detainment may ultimately end up being a setback for China's aspirations to rise to global leadership. Julian Ku, a professor at Hofstra University's Maurice A. Deane School of Law, told the New York Times that "the fact that Meng was 'disappeared' without any notice to Interpol will undermine this Chinese global outreach effort."
"It is hard to imagine another international organization feeling comfortable placing a Chinese national in charge without feeling nervous that this might happen," Ku said.
Meng's disappearance also puts more attention on the Xi's widening anti-corruption campaign in China, and the country's draconian detainment and judicial processes. China has already garnered unwanted international attention this year for its mass detention of religious minorities, including the Muslim minority Uighurs.
The circumstances are vastly different from Meng's, but both reveal the increasingly authoritarian policies of the Xi government - which are often at odds with China's attempts to sell itself as a vital international partner.

The Interpol chief who went missing last week has resigned his post after it emerged he is being questioned by Chinese authorities, the international police agency said.
The announcement came shortly after China confirmed it is holding Meng Hongwei, who has been missing for days, and his wife revealed he sent her an image of a knife before he disappeared as a sign that he was in danger.
"Today, Sunday 7 October, (at) the Interpol General Secretariat in Lyon, France received the resignation of Mr Meng Hongwei as President of Interpol with immediate effect," Interpol said in a statement late on Sunday. It did not give a reason for the resignation.
The agency said South Korean national Kim Jong Yang would becomes its acting president, while it would appoint a new president at a Nov 18-21 meeting of the organisation in Dubai.
Earlier, China's new anti-corruption body said authorities were investigating Mr Meng, who is also a vice minister of public security in China, for suspected violations of the law.
The National Supervision Commission, which is also the ruling Communist party's watchdog for political disloyalty, did not specify what the alleged violations were.
Its statement was the first from China since Mr Meng's disappearance was reported on Friday in France, where Interpol is based in the city of Lyon and where Mr Meng was living with his wife and children.
French prosecutors opened an investigation last week after his wife Grace went to local police to report him missing, saying she had not heard from him since he left for China in late September.
Mrs Meng, who has been placed under police protection after receiving threats, held a press conference in Lyon on Sunday and told reporters said she had not heard from her 64-year-old husband husband since September 25.
She said he sent her the knife image that day, four minutes after he sent a message that said: "Wait for my call."
But the call never came and she said she does not know what happened to her husband, who in recent months appears to have fallen out of favour with the ruling party in Beijing.
Mrs Meng urged national governments to intervene, saying she feared that her husband's life was in danger.
She kept her back turned to the reporters at the press conference, and refused to be photographed out of fear for her safety.
"I have gone from sorrow and fear to the pursuit of truth, justice, and responsibility toward history," she said.
"For the husband whom I deeply love, for my young children, for the people of my motherland, for all the wives and children's husbands and fathers to no longer disappear," she said.
It was about an hour later that China's National Supervision Commission issued its statement confirming Mr Meng had been detained.
Several high ranking Chinese officials, wealthy businessmen and celebrities have disappeared without explanation since Xi Jinping, the Chinese president, launched a sweeping anti-corruption campaign after coming to power in 2012.
About 1.5 million government officials have been punished for wrongdoing in the crackdown, which critics say is an excuse for President Xi to target political enemies and punish disloyalty.
Mr Meng was elected to a four year term as president of Interpol in 2016.
He is the first Chinese national to hold the post and had been one of Beijing's top law enforcement officials, overseeing the country's coastguard and counter-terrorism efforts, as well as international police cooperation.

The Chinese authorities suspect Interpol President Meng Hongwei of corruption, local media reported Saturday citing sources.
According to Le Parisien sources, Meng is suspected of assisting a certain company in obtaining a cybersecurity contract, and is currently under investigation.
Earlier, French media reported that the Interpol president, Meng Hongwei, has been missing since he traveled to China in late September. French authorities have begun an investigation into the disappearance of Interpol president and Chinese Public Security official, Meng Hongwei.
Meng traveled to China in late September, where he conducted senior police official duties, and lost contact prompted his wife to report him missing, according to a New York Times report on Friday.
An official connected to the investigation said anonymously that Meng's wife sought police in Lyon, France where the couple resides, and the Interpol headquarters is located. She reported him missing early Friday morning after losing contact with him following his arrival in China.

PARIS (Reuters) - French police are investigating the disappearance of Interpol chief, Meng Hongwei, who was reported missing after traveling from France to his native China, and they have placed his wife under protection after threats, the interior ministry said on Friday.
Meng's wife contacted police in Lyon, the French city where the international police agency is based, after not hearing from him since Sept. 25, and after receiving threats by phone and on social media, the ministry said.
A person familiar with the investigation into the disappearance said the initial working assumption of Western investigators was that Meng had antagonized Chinese authorities in some way and had been detained as a result.
"France is puzzled about the situation of Interpol's president and concerned about the threats made to his wife," the ministry said.

Has Meng Hongwei angered China?
According to BBC Asia Editor Celia Hatton, Meng Hongwei's disappearance seems to fit in with a now familiar pattern among China's senior Communist Party officials.
The official in question suddenly drops out of the public eye and an alarm is raised that the person is "missing", usually by members of the public, she said.
Eventually, the party issues a terse statement that the official is "under investigation", the official is then booted from the party for "disciplinary infractions" and - eventually - a prison sentence is announced. She said since Xi Jinping came to power in 2012, well over a million party officials have been disciplined in some way.
Celia Hatton said Mr Hongwei's case was notable in that his wife notified the French authorities. She said family members of missing party officials rarely, if ever, reached out to foreign authorities, in fear their relatives would face ever greater punishment.
Also, at one time, China prized Mr Meng's lofty position at Interpol so it was hard to imagine what he had done for Beijing to willingly, and publicly, forfeit the top job at Interpol.
How has Interpol reacted?
In a statement, the organisation said it was aware of reports of the "alleged disappearance" of Mr Meng.
"This is a matter for the relevant authorities in both France and China," it said.
Interpol added that the secretary general - not the president - was in charge of the day-to-day running of the 192-member organisation.
As president, Mr Meng leads the Executive Committee, which provides the overall guidance and direction to Interpol. Mr Meng's term is scheduled to run until 2020.
Before taking over at Interpol, Meng Hongwei was deputy minister in charge of public security in China.
When Meng Hongwei was elected as Interpol's president in November 2016 he said he was ready to do "everything he could towards the cause of policing in the world".
Mr Meng has 40 years of experience in criminal justice and policing in China, notably in the fields of drugs, counter-terrorism and border control, according to Interpol.
After his election human rights groups expressed concern that the move could help China pursue political dissidents who have fled the country.
Interpol can issue a red notice - an international alert - for a wanted person.
But it does not have the power to send officers into countries to arrest individuals or issue arrest warrants.

PARIS - A French judicial official says the president of Interpol has been reported missing after traveling to China.
The official, who spoke on condition of anonymity for an ongoing investigation, said Meng Hongwei's wife reported him missing on Friday.
The official said the Interpol chief left France, where the international police organization is based, and arrived in China at the end of September. She said there had been no news of him since.
The 64-year-old Meng Hongwei was elected president of Interpol in November 2016. His term is due to run until 2020. He previously served as vice chairman of the national narcotics control commission and director of the National Counter-Terrorism Office for China.

The international policing agency Interpol has elected a top Chinese public security official to its executive committee in the face of widespread criticism from international parliamentarians and rights groups.
Interpol elected top ministry of public security official Hu Binchen serve for a four-year term on the committee, although the Chinese Communist Party (CCP) has been known to abuse the Interpol "red notice" arrest warrant system to track down peaceful critics of the regime far beyond China's borders, something that is forbidden under Interpol's charter.
The move came despite an open letter from 50 members of the International Inter-Parliamentary Coalition on China Policy (IPAC) warning that countries that abuse the Interpol system shouldn't be given prominent leadership roles in the agency.
Citing the cases of Uyghur activists Dolkun Isa, who was subject to a Chinese Red notice for almost 20 years before it was deleted in 2018, and Idris Hasan, who now faces extradition to China after being arrested in Morocco in July, on the basis of a now-deleted Chinese Red Notice, the lawmakers highlighted "long-standing concerns about China using leadership positions to gain influence in the organization, which in the past has damaged its reputation and reportedly threatened its political neutrality."
"The candidacy of Hu Binchen is particularly worrying, as he has been known as the right-hand man of Meng Hongwei during his Presidency," the lawmakers said in a letter to Interpol before the election.
