I respectfully request that the Maryland Attorney General's Office investigate potential
abuse and misuse of a Maryland nonprofit through its coordination with a Maryland corporation.
The nonprofit Center for Global Policy Solutions ("Center"), through the for-profit Global Policy
Solutions, LLC ("GPS"), appears to provide an improper financial benefit to Ms. Maya
Rockeymoore Cummings and her husband, Representative Elijah Cummings. As part of your
mission to protect citizens donations to legitimate nonprofit organizations, this situation requires
oversight and investigation to ensure that these entities are operating in accordance with the law.
The Center is a nonprofit organization with its most recent Form 990 filed for 2017. In
the 2017 filing, the address for the nonprofit is listed as 2221 St Paul Street, Baltimore MD
21218.1 The principal officer is listed as Ms. Rockeymoore Cummings.2
GPS is registered with the state of Maryland. Its principal place of business is located at
2221 Saint Paul St. Suite 1, Baltimore, MD 21218. The resident agent for the entity is Ms. Maya
Rockeymoore Cummings, located at the same address. 3 Additionally, Representative Cummings
disclosed with the U.S. House of Representatives a financial interest in GPS, stating that Ms.
Rockeymoore Cummings owns 100 percent of GPS, a for-profit company.4
The Center and GPS bear a strikingly close resemblance. Ms. Rockeymoore Cummings
serves as the principal officer and is the sole staff member listed on the Center's website.5 Ms.

IRS Complaint Filed Against Wife of Rep. Elijah Cummings (D-MD)

National Legal and Policy Center (NLPC) today filed a Complaint with the Internal Revenue Service (IRS) against the Center for Global Policy Solutions (CGPS), a 501(c)(3) organization headed by Maya Rockeymoore Cummings, wife to Rep. Elijah Cummings (D-MD).

Mrs. Cummings is currently Chair of the Maryland Democratic Party and is a former candidate for Governor. Rep. Cummings is Chairman of the House Committee on Oversight and Reform.

The Complaint describes a score of apparent Internal Revenue Code violations, including prohibited private benefit and inurement of the Cummings. CGPS has received millions in grants from the Robert Wood Johnson Foundation and, in late 2017, was granted a million-dollar contract from the General Services Administration. The funds were purportedly provided to fight childhood obesity. The Complaint asks the IRS to investigate whether "its organizers are getting fat off the grants."

The go to members of Congress or other politicians/conspirators and tell them, "You want to make some extra money? You want to get rich?" Here's what you do …

Create your own private foundation. We will arrange for your foundation to get some grant money from the government. You can siphon off some of that money for your "management company," and you donate the rest of the money to our foundations.

Then, we use that money to disburse it to various other foundations that will use it in ways we direct. We will also use those mega funds to own stocks to control the market, companies, industries, advertising, television networks, book publishers, universities, and governments.

Elijah Cummings' wife, Maya Rockeymoore Cummings, is the head of the Maryland DNC. She has been accused of taking large management fees from her foundation, Center for Global Policy Solutions. Here is an article about that:

Items of note:

1. Part I, Line 8: Total contributions (donations coming in) was $1,489,209.

2. Part I, Line 18: Total expenses were $1,623,497. Foundation operating at a loss for that year.

3. Part VII, Item 5 (page 7 of pdf): Maya Rockymoore Cummings is the only officer who earned any money: $152,238. This is a foundation that LOST money.

4. Part IX, Line 24a (page 10 of pdf): Professional Fees: $482,574. The tax return does not disclose to whom those fees were paid, but the above article indicates a substantial amount went to Cummings' management company.

5. Go back to page 2 of the pdf. Note that the amounts spent on the foundation's mission (charitable expenditures) was $1,482,397. Almost the exact amount of the donations coming in, with the rest of the expenses resulting in losses. That is reported on Part III, Line 4 (a, b, c, d).

6. Then, go to page 14 of pdf. Under "Additional Data" it shows that the $1.4 million went to the Ford Foundation, Kansas Health Foundation, and Robert Wood Johnson Foundation.

7. Page 33 of the pdf shows that the remaining money went to the Annie E Casey Foundation.

So, all of the donations to Cummings' foundation went to 4 charities, and a significant amount was also paid out to Mrs. Cummings herself, resulting in a loss for the foundation.

She claims to work 40 hours per week in the foundation. To donate to 4 other foundations? $150k per year to write 4 checks? Hmm.

Let's look at those 4 foundations.

Ford Foundation - one of the biggest in the world. Alleged to be a CIA front nowadays. Not what Henry Ford had in mind, most likely, when he set it up.

Kansas Health Foundation - Kind of weird that a Baltimore foundation would grant money to a foundation that serves people in Wichita, Kansas. I have not looked into this foundation.

Robert Wood Johnson Foundation - Created by the Johnson & Johnson company family. It serves the needs of … children.

Annie E. Casey Foundation – Created by the founder of UPS. Also serves the needs of … children.

ALL the money is donated to other foundations – NOT individuals.

Annie E. Casey Foundation, as far as I can tell, is a PRIVATE FOUNDATION.

Cumming's foundation is ALSO a PRIVATE FOUNDATION.

General rule is a private foundation can NOT donate money to another private foundation, only to public charities (who give the money directly to individuals, not a network of other foundations).

Also, look at all the stock ownership of the Casey foundation.

Casey, Johnson, and Ford will have a combined total of MASSIVE amounts of money owning stocks. These are just 3 foundations, not including all the smaller foundations these companies donate to and not to mention all the other large foundations, who do the same thing.

THIS is how money could be moved around, resulting in certain people "benefiting" from the money.

Think about all the government money that goes to "charity" and "foreign aid."

This is how they move it around and pay people off.

This does not even include all the "board of director" positions that former politicians get paid from. Romney was on multiple boars, including Marriott. Paul Ryan is on the board of FOX NEWS.

IRS Complaint Filed Against Wife of Rep. Elijah Cummings (D-MD)

National Legal and Policy Center (NLPC) today filed a Complaint with the Internal Revenue Service (IRS) against the Center for Global Policy Solutions (CGPS), a 501(c)(3) organization headed by Maya Rockeymoore Cummings, wife to Rep. Elijah Cummings (D-MD).

Mrs. Cummings is currently Chair of the Maryland Democratic Party and is a former candidate for Governor. Rep. Cummings is Chairman of the House Committee on Oversight and Reform.

The Complaint describes a score of apparent Internal Revenue Code violations, including prohibited private benefit and inurement of the Cummings. CGPS has received millions in grants from the Robert Wood Johnson Foundation and, in late 2017, was granted a million-dollar contract from the General Services Administration. The funds were purportedly provided to fight childhood obesity. The Complaint asks the IRS to investigate whether "its organizers are getting fat off the grants."

At the same time she heads CGPS, Mrs. Cummings heads a for-profit ...

Not corrupt enough.
My company donated millions of dollars to this organization run by Elijah Cummings's wife. Cummings is the chairman of the committee on oversight and reform.
We did things exactly as Maya Rockeymoore Cummings told us to. We donated the money to the nonprofit the Center for Global Policy Solutions, and then we requested the changes we wanted in the policy through the private Group Policy Solutions LLC. So that way the IRS wouldn't find out on our our pay for play scandal that is just like the Clinton Global initiative when Hilary was Secretary of State. This is just on a smaller scale but same business model.
Congressman Elijah still hasn't passed the laws that we requested.
Now who do we go to to complain? What's a criminal to do?

Elijah Cummings And Wife Embroiled In Scandal
The developing scandal involves a series of entities created by Maya Rockeymoore Cummings, similar in scope to the Clinton Foundation, in which a "not for profit" charity is created along with a private LCC.

Then when donations come in, a portion of those dollars are funneled back to the company - which of course is controlled by Maya Cummings.

According to the Daily Caller News Foundation Maya Rockeymoore Cummings's charity, called the "Center for Global Policy Solutions" (CGPS), paid her for-profit venture, "Global Policy Solutions LLC", over $250,000 in "management fees" between 2013 and 2015, according to the charity's audited financial statements.

In addition to receiving "management fees," Cummings also received payments for "cost-sharing" in which the charity pays for its share of equipment, personnel, and other expenditures.

To complicate matters even further (which of course is by design). Rockeymoore Cummings's "charity" is funded by companies that have dealings with her husband Rep. Elijah Cummings, which makes for a very cozy relationship for everyone concerned

National Legal and Policy Center (NLPC) investigator Tom Anderson told The Daily Caller News Foundation, "It's self-dealing. It's taking the charity's resources and turning them into personal profits."

Adding, "IRS law doesn't allow a charity for this purpose. This isn't for the public interest; this is for her personal interest. You can't do that."

In May NLPC filed a complaint with the IRS against Rockeymoore Cummings's charity and LLC alleging that companies with interests before the House Oversight Committee are buying influence from Chairman Elijah Cummings, through their donations to the charity.

The Maryland Congressman on his latest financial disclosure report listed his wife's LCC as an asset worth between $250,000 to $500,000

However, on Friday Rockeymoore Cummings was hit with a series of new allegations stemming from her original financial disclosure of self-dealing and perjury.

According to the Daily Caller News Foundation, an additional complaint filed with the IRS by a watchdog group called The National Legal and Policy Center amended its original May 20th complaint against Maya Rockeymoore Cummings's charity, alleging that the nonprofit's along with her for-profit company may have personally and "illegally benefited" her husband

NLPC also alleges that Rockeymoore Cummings may have committed perjury by answering "no" in her charity's 2015 tax return when asked if it conducted business with an entity owned by an officer or director of the charity.

"As a Director, Officer and Key Employee of CGPS at the same time she was the sole Governor of [Global Policy Solutions, LLC], Maya Rockeymoore Cummings should have answered 'yes,'" the NLPC's complaint states. "The false entry appears to be willful. Form 990 was signed by Maya Rockeymoore Cummings 'under penalties of perjury."

Scott Walter, the president of the conservative watchdog group Capital Research Center, said, "It's a red flag for a powerful member like Elijah Cummings to have a family member receiving money from entities with issues before his powerful committee."

Both the congressmen and his wife have refused to discuss the allegations with the Washington Examiner or explain the overlap between companies with interests before his committee and donors to his wife's foundation.

The complaint also asks the IRS to investigate the "shared leadership," "integrated operations," and "shared address and physical facilities" of her two companies.

Maryland Democratic Rep. Elijah Cummings' wife is breaking the law by not revealing financial disclosures about her nonprofit, an uninvolved legal expert told The Daily Caller News Foundation. Maya Rockeymoore Cummings runs a nonprofit called the Center for Global Policy Solutions that is closely intertwined with a for-profit consulting firm, Global Policy Solutions LLC. The nonprofit has received millions of dollars from groups with interests before the congressman's committee, potentially buying them favorable treatment, according to a complaint filed with the IRS by the National Legal and Policy Center (NLPC).

At least three different groups have requested the forms, and to each, Rockeymoore Cummings has refused, even when told that the law requires it. She refused on the phone to NLPC, and did not answer formal requests to view the forms from the Washington Examiner and TheDCNF. "Wow. That's illegal," Sally Wagenmaker, a Chicago attorney who specializes in nonprofit tax law, told TheDCNF. "It's interesting and sad. You have the right to get them. The organization absolutely is required to provide the information, so to not do so would appear to be flaunting the law." "As a family member of an elected official, we'd expect high-road, integrity and compliance. If anyone should be responding promptly, it should be her. He should be above approach."

Rockeymoore Cummings did not provide any reasoning for her refusal. The congressman later launched ad hominem attacks at the requesters, saying the Examiner and the NLPC leaned conservative, without explaining how that would negate any potential legal issues. Nonprofits must publicly disclose information about their operations in exchange for being exempt from taxes, and the IRS form on which they disclose the information is called a Form 990. "One of the policy reasons for disclosure is to be able to to illuminate conflict of interest, and the media's role is to help illuminate that: is she trying to hide information, is she being secretive, does she think she's above the law? And one of the ways that happens is through the required disclosure of 990s," Wagenmaker said.

Cummings chairs the House Committee on Oversight and Government Reform. It was the same committee that, when controlled by Republicans, used its oversight powers over federal agencies including the IRS to subpoena Lois Lerner, then the IRS's head of nonprofit compliance. Then-chairman Darrell Issa said the IRS's nonprofit tax division was selectively enforcing the law based on politics, giving Tea Party groups a hard time while looking the other way at violations by Democratic groups.

Tom Anderson, an investigator with the NLPC, a good-governance group that leans conservative, told TheDCNF that his group's phone calls with Rockeymoore Cummings - who is chair of the Maryland Democratic Party - were a bizarre experience.

"We called the phone number for the nonprofit and she answered it like her personal cell. Then every time we asked a question, she just kept repeating 'And how can I help you?' And then finally hung up. It was so creepy. "We pointed out that it was required by law, and her response was 'And how can I help you?' It was so weird." "It's against the law. You have to hand those over. We're a 501(c)(3) and if George Soros or a 10-year old kid requested our 990, we'd have to hand it over on the spot. The idea that she thinks she doesn't have to is outrageous." "The problem is there are millions of dollars coming into these entities from corporations and special interests with business before Elijah Cummings, and any time you have that, every rule has to be followed or else it opens the door for massive corruption. And that holds whether the politician in question is Donald Trump, Elijah Cummings or someone else." Cummings "went on to rant about how we're a conspiracy right-wing group for super-mega billionaires, which sounds like something out of Star Wars," Anderson said.

Anderson is a Florida resident who worked at a department store before finding his calling as an anti-fraud investigator when an injury left him temporarily unable to walk, according to NLPC's website. What Cummings did not do, Anderson said, is provide any evidence that his IRS complaint was wrong. "We're going to Johnson + Johnson, Prudential, lining up all the dots," he said of groups whose donations to the nonprofit could raise conflict of interest concerns.

An IRS complaint filed against the wife of House Oversight and Government Reform Committee Chairman Elijah Cummings (D-MD) by a conservative watchdog group has all the makings of a primer on how the Swamp operates.

The National and Legal Policy Center (NLPC) filed the complaint on May 20, noting that a charity and a for-profit consulting group run by Maya Rockeymoore Cummings have each received millions of dollars over the years from the Robert Wood Johnson Foundation. This foundation, created by the founder of Johnson & Johnson, is not officially affiliated with the pharmaceutical giant, but the two hold close ties. The foundation is a major shareholder in Johnson & Johnson, for example.

It does not take a Sherlock Holmes to spot the reasons to fear political corruption may be at play here. Elijah Cummings is chairing a committee that is investigating the high prices of pharmaceutical drugs. Johnson & Johnson has been hit by a rash of lawsuits over allegations that it was a major player in exacerbating the opioid epidemic that has ravaged America. The company reported in April that its first-quarter earnings for 2019 had fallen by 14% in large part due to the high legal costs involved in battling these suits. It can use all the friends in high places it can find.

Red Flags Are Flying
"When a powerful chairman of a committee of the House of Representatives has a wife that is bringing in money from entities with interests before his Committee and she is not providing the transparency mandated by the IRS, there's a serious problem," Tom Anderson, director of the NLPC, told the Washington Examiner. "The potential for corruption in this situation is simply off the charts and can't be understated."

A look into examples of the Robert Wood Johnson Foundation's financial largesse to Mrs. Cummings' organizations does nothing to dim suspicion. Her charity and for-profit business have received $5.2 million and $5.5 million respectively, from the Robert Wood Johnson Foundation. In Sept. 2016, the foundation announced it was awarding a $1.5 million grant to the nonprofit run by Rockeymoore Cummings, The Center For Global Policy Solutions, and its Allies for Reaching Community Health Equity program. In a press release posted on the center's website, the foundation stated the grant would:

"Create a yearlong health equity initiative that seeks to strengthen families and communities and build a culture of health.'Allies for Reaching Community Health Equity' (ARCHE) will advance equitable public health strategies across the social determinants of health that work to combat disparities by race, gender, geography, and income while building a culture that supports healthier kids and communities."
Observe how vague the stated goals are. How exactly does one measure actual individual performance in building "a culture of health" for racial minorities? The ARCHE program can be found on the center's website. Under "staff" there is only one listing: Maya Rockeymoore Cummings.

Rockeymoore's nonprofit group received over $6.2 million in grants between 2013 and 2016 from special interest groups and corporations. Several of the nonprofit group's financial backers - which included Google, J.P. Morgan, and Prudential - have business interests before the House Committee on Oversight and Government Reform. Cummings has served as Democratic chairman of the committee since January and previously served as ranking member.

The largest contributor to the nonprofit organization was the Robert Wood Johnson Foundation, which gave a total of $5.5 million to Rockeymoore's consulting firm and $5.2 million to her nonprofit group. The foundation ceased supporting Rockeymoore's groups in 2017. The Robert Wood Johnson Foundation was established by Johnson & Johnson founder Robert Wood Johnson but is not officially affiliated with the pharmaceutical company. The foundation owns 13 million shares of Johnson & Johnson stock worth over $1.7 billion, making it one of the company's largest shareholders.

In recent months, Cummings has been a vocal opponent of Johnson & Johnson, targeting the company as part of the House Oversight Committee's investigation of drug price inflation. Rockeymoore told the Washington Post on Tuesday that she had no relationship with Johnson & Johnson and denied that there was any connection between Cummings' investigation of the company and the Robert Wood Johnson Foundation ending its funding to her group. (GPS) According to a Monday filing by the watchdog group, National Legal and Policy Center (NPLC), the two entities have overlapping operations, and may have been used for "illegal private benefit."

According to the report, CGPS and GPS "have mutual clients, donors and projects, and were located at the same address and share a phone number."

The NLPC's complaint asks the IRS to investigate allegations of "shared leadership," "integrated operations," and "shared address and physical facilities" of Rockeymoore's operations. The Examiner also points out that since marrying Rockeymoore in 2008, Cummings' financial situation has improved considerably. According to financial disclosures, the couple currently owns two rental properties worth up to $500,000 each, and last year they sold their three-bedroom Victorian row house in northwest Washington DC for $896,000.

According to its website, the Center for Global Policy Solutions is a nonprofit group that seeks to "create healthier communities, strengthen Social Security, and close racial wealth disparities." The for-profit consulting firm, Global Policy Solutions LLC, describes itself as "a social change strategy firm dedicated to making policy work for people and their environments." The complaint states that they "appear to operate almost as a single entity, allowing for an illegal private benefit for Maya Rockeymoore Cummings and her husband."

Rockeymoore's consulting firm was selected for a $1 million federal contract with the General Services Administration in 2017 for work on the "Leadership for Healthy Communities" project to combat childhood obesity, according to federal records. At the same time, Rockeymoore's nonprofit group "served as the national program office for Leadership for Healthy Communities," according to its website. -Washington Examiner

GPS was awarded over $6.2 million in grants between 2013 and 2016 according to tax filings, while the nonprofit CGPS received backing from the likes of Google, JP Morgan and Prudential - which have business before the House Oversight Committee - currently chaired by Elijah Cummings. The Maryland Congressman has been on the committee for the better part of a decade, where he is now desperately seeking President Trump's tax returns.

Tom Anderson, director of the National Legal and Policy Center's Government Integrity Project, which has been investigating the nonprofit arrangement and provided research to the Washington Examiner, said the potential for corruption is "off the charts." ANNAPOLIS, Md. (AP) - Maryland political leaders from both parties and civil rights groups made growing calls for the resignation of a Democratic state lawmaker on Wednesday, after she used a racial slur for African-Americans at an after-hours gathering.

The chairs of the Maryland Democratic Party and the Maryland Republican Party, as well as Gov. Larry Hogan and the Legislative Black Caucus of Maryland called on Del. Mary Ann Lisanti to resign, a day after she issued a public apology for making the comment last month in reference to Prince George's County, which is majority black.

"African-Americans comprise approximately a third of the voters in Lisanti's district and they deserve to be represented by a person who is considerate of their views, a champion of their issues, respectful and appreciative of diverse people, and dedicated to cultivating an inclusive economy and democracy," said Maya Rockeymoore Cummings, who chairs the Maryland Democratic Party.

Hogan, a Republican, tweeted that "the language of racism and hate has no place on our public discourse." Dirk Haire, the chairman of the Maryland Republican Party, called for her immediate resignation.

"Any public official who engages in this reprehensible conduct should do the right thing and step down," Hogan wrote.

Lisanti, 51, apologized to lawmakers and released a statement Tuesday, saying she was "sickened" she used the word several weeks ago. She also said she agreed to participate in sensitivity training.

"I am sorry for the hurt I have caused and will do everything I can to help heal that pain and regain the trust of my colleagues and constituents," Lisanti said.

The Legislative Black Caucus said the apology was inadequate and called for her resignation Wednesday.

"It is clear that you are unsuited to continue as a member of the Maryland General Assembly," Del. Darryl Barnes, the caucus chairman, wrote to the delegate. "The use of a racially-charged term is unacceptable and will not be tolerated."

House Speaker Michael Busch stripped Lisanti of her chairmanship of a legislative subcommittee on Tuesday as a result of the comment.

The Washington Post was first to report Monday that Lisanti allegedly used the slur last month. She told the newspaper she didn't recall using the word on the occasion. Asked whether she had ever used the slur, the Post reported that she said: "I'm sure I have … I'm sure everyone has used it."

Dana Shelley, executive director of the American Civil Liberties of Maryland, called for Lisanti's resignation as well, saying "we should never accept blatant racism from anyone, much less our elected leaders."

The Council on American-Islamic Relations, the nation's largest Muslim civil rights and advocacy organization, also condemned the racial slur and called on Lisanti to resign.

Other Democrats who have urged Lisanti to resign include U.S. Sen. Chris Van Hollen and U.S. Rep. Anthony Brown, whose district includes parts of Prince George's County.

"In 2019, we should not have to explain the seriousness of using this epithet," Brown, the state's former lieutenant governor, said in a statement Wednesday. "This hateful word was, and is still callously used in an effort to dehumanize black Americans."

The outrage against the delegate's comment is happening as state government in neighboring Virginia has been embroiled in scandal after Gov. Ralph Northam and Attorney General Mark Herring, both Democrats, have acknowledged they wore blackface in the 1980s. They have resisted calls to resign.
