Susan Rice: Trump Administration 'Has Been Racist to Its Core for the Last Three-and-a-Half Years'
Friday on MSNBC's "Andrea Mitchell Reports," former Obama administration National Security Adviser Susan Rice commented on Mary Elizabeth Taylor resigning as assistant secretary of state for legislative affairs because of President Donald Trump's response to racial tensions in the country.
Mitchell said, "I want to ask you about this resignation. Unlike John Bolton, for instance, resigning, and making a lot of money, or Jim Mattis resigning and not explaining until later exactly why he was resigning, this was direct, it was personal, it names President Trump, it was specific."
Rice said, "Well, I guess, Andrea, I would say better late than never. You know, to serve an administration which has been racist to its core for the last three-and-a-half years, from comparing the peaceful protesters at Charlottesville to white supremacists, call white supremacists very fine people, all the way through to the recent weeks where the administration has disparaged the Black Lives Matter movement, disparaged peaceful protesters, and made plain they prefer to stand by a Confederate legacy than a modern America, it's been an administration whose record on race is just disgraceful. So while I respect the fact that belatedly this assistant secretary, Ms. Taylor, has recognized how unconscionable that is and decided she can no longer serve, what we've seen in recent days is not that different, frankly, than what we've seen over the course of the last three-and-a-half years."

Black Senior State Department Official Resigns to Protest Trump Response to Riots
One of the most senior black Americans in the state department has resigned to protest Donald Trump's response to the recent riots over the death of George Floyd.
Assistant Secretary of State for Legislative Affairs Mary Elizabeth Taylor gave her resignation to Secretary of State Mike Pompeo saying her action was a matter of conscience.
The Hill:
"Moments of upheaval can change you, shift the trajectory of your life, and mold your character," Taylor wrote to Secretary of State Mike Pompeo in a letter obtained by the Post. "The President's comments and actions surrounding racial injustice and Black Americans cut sharply against my core values and convictions. I must follow the dictates of my conscience and resign as Assistant Secretary of State for Legislative Affairs."
Taylor was the youngest assistant secretary for legislative affairs in history. She previously worked for the White House as deputy director for nominations, and on Mitch McConnell's Senate staff.
She was seen as a loyal, reliable Trump aide.
In her resignation letter, Taylor expressed her gratitude to Pompeo.
"You have shown grace and respect in listening to my opinions, and your remarkable leadership have made me a better leader and team member," she reportedly wrote. "I appreciate that you understand my strong loyalty to my personal convictions and values, particularly in light of recent events."
The pressure on Ms. Taylor to resign must have been enormous. You have to think that friends and family were advising her to cut loose from Trump before she went down with him. Outside forces may also have been pressuring her, as the black community in America has become even more monolithic in its beliefs as a result of the demonstrations and riots.
Were there threats made against her? No one would be surprised if there were.
Blacks in the administration have kept a low profile from the beginning given the rabid opposition to anyone who dares work for the president. It's like six degrees of separation as even the families and friends of aides have been targeted by the mob.
I'm sure Taylor heard the taunts of "race traitor" and "Aunt Jane" from those seeking to destroy any black American who disagrees with their political views. It had to have been difficult to work under those circumstances.
That Taylor chose a rather public way to show her disagreement is unfortunate but probably unavoidable given her position as assistant secretary and the temperature of the times. It's troubling that this myopic view of the "protests" held by Taylor and most blacks should obscure the whole truth of what was going.

A high-ranking State Department official who has served President Trump since his inauguration resigned in protest Thursday over his handling of recent racial tensions in the country, according to a report.
Mary Elizabeth Taylor, the assistant secretary of state for legislative affairs, announced her resignation to Secretary of State Mike Pompeo in a letter obtained by The Washington Post.
Taylor, who is black, has been with Trump since the beginning of his presidency, serving first as the White House's deputy director of nominations before moving on to the State Department in October 2018.
Taylor, 30, is both the youngest person and the first black woman to serve as assistant secretary of state for legislative affairs, according to The Washington Post.
"I am deeply grateful to you, Mr. Secretary, for empowering me to lead this team and strategically advise you over these last two years," she continued in her letter to Pompeo. "I appreciate that you understand my strong loyalty to my personal convictions and values, particularly in light of recent events."

Q Research General #8825: Trump Curse Strikes Again Edition
State Dept: US Unlikely to Use 2001 War Authorization for Attacking Iran
Administration does not interpret AUMF as authorizing Iran attack
According to a new letter to the House Foreign Affairs Committee from Assistant Secretary of State Mary Elizabeth Taylor, the Trump Administration is unlikely, in the event that they attack Iran, to use the 2001 Authorization for the Use of Military Force (AUMF) as the legal justification.
The 2001 AUMF, passed after 9/11, is extremely broad, and has been used for myriad US wars. At the same time, it was plainly al-Qaeda related, which has led many lawmakers to warn it shouldn't be seen as covering an attack on Iran.
Speculation about this has even led the House to put language ending the AUMF into their most recent military spending bill, though it is widely expected this will be taken out to reconcile it with the Senate version.
President Trump has suggested that no authorization is necessary, and indeed, that he wouldn't even have to inform Congress if he was going to attack Iran. The expectation from the White House seems to be that no legal justification at all would be offered.
That's clearly problematic, legally, but the ongoing Yemen War, in which the US is participating, was never authorized in any way either, and Trump has simply vetoed attempts by Congress to force him to end the plainly illegal conflict.
Taken as the de facto standard, this means that a president can effectively launch any illegal war he wants, and so long as both houses of Congress cannot muster a veto-proof majority, there is really no way of stopping him.

Chairman of the Senate Finance Committee Chuck Grassley (R-IA) said on Tuesday afternoon that the 15 individuals culpable for multiple security incidents related to Hillary Clinton's use of a private server and her mishandling of classified information should be held accountable.
The State Department in a letter to Senator Grassley (R-IA) confirmed Hillary Clinton's classified material violations.
The State Department stated that it has assessed culpability to 15 (unnamed) individuals, some of whom were culpable in MULTIPLE security incidents related to Hillary Clinton's use of a private server and her mishandling of classified information.
In total, there were 23 violations and 7 infractions incidents, according to a letter to Grassley from the Assistant Secretary of Bureau of Legislative Affairs Mary Elizabeth Taylor.
President Trump responded to this news just after midnight.
"Wow! The State Department said it has identified 30 Security Incidents involving current or former employees and their handling of Crooked Hillary Clinton's Emails. @FoxNews This is really big. State Dept. Reports Finding 23 Violations of Security Protocols Related to Hillary Clinton's Emails
The State Department revealed on Monday that at least 15 people mishandled former Secretary Hillary Clinton's emails with a total of 23 different violations. The revelation came in a letter that was written to Iowa Republican Sen. Chuck Grassley. While the review is still not completed, the letter states that 15 people received write-ups for breaking state department rules, The Washington Times reported.
Mary Elizabeth Taylor, the State Department's assistant secretary in the Bureau of Legislative Affairs wrote in the letter: "To this point, the Department has assessed culpability to 15 individuals, some of whom were culpable in multiple security incidents." "DS has issued 23 violations and 7 infractions incidents. ... This number will likely change as the review progresses," she added. "The department considers and violation of security policies to be a serious matter."
Grassley, who is currently overseeing the review, responded to the State Department's findings via Twitter on Tuesday morning. He said that he was "glad" the State Department responded to his inquiry and that classified material must be "handled by the book." Grassley added that "violators" should be held accountable. Likewise, President Trump acknowledged the findings were "really big."
"The State Department said it has identified 30 Security Incidents involving current or former employees and their handling of Crooked Hillary Clinton's Emails," he said. "This is really big. Never admitted before. Highly Classified Material. Will the Dems investigate this?" The State Department said that its investigation should come to an end in early September and acknowledged how time-consuming the probe has been. Taylor wrote, "Given the volume of emails provided to the Department from former Secretary Clinton's private email server, the Department's process has been necessarily more complicated and complex requiring a significant dedication of time and resources." She said that disciplinary actions were pending and that "all valid security incidents are reviewed by DS and taken into account."
While the letter did not mention any specific names, the State Department promised an additional update once the investigation is complete. Clinton's emails have been the subject of criticism, especially among Republicans. In 2016, then-FBI Director James Comey said that Clinton's handling of her emails was "extremely reckless." In a closed-door congressional hearing last October, former FBI general counsel James Baker said he thought that Clinton and her team should have been prosecuted for the handling of her emails, but he was convinced otherwise "pretty late" into the investigation.

The State Department has identified 30 instances of classified-intel mishandling involving 15 individuals connected to former Secretary of State Hillary Clinton's unauthorized use of a private, unsecured email server.
The mishandling of classified information was revealed in a letterfrom Mary Elizabeth Taylor, the assistant secretary of state for legislative affairs at the State Department, to Senator Chuck Grassley. Grassley, a Republican, is leading Congressional oversight of the security review.
The State Department did not identify the culpable individuals pursuant to longstanding policy, nor did it reveal if any of the individuals still work at the State Department.
"The Department has assessed culpability to 15 individuals, some of whom were culpable in multiple security incidents. DS has issued 23 violations and 7 infractions incidents under 12 FAM 550," Taylor noted. "This number will likely change as the review progresses."

New Clinton Email Review Reveals 'Multiple Security Incidents'
The State Department revealed in a letter to Sen. Chuck Grassley (R-IA) that it had identified "multiple security incidents" committed by current or former employees who handled Hillary Clinton's emails, according to Fox News.
So far 23 "violations" and seven "infractions" have been issued as a part of the department's ongoing investigation - a number that will likely rise according to State Department Assistant Secretary in the Bureau of Legislative Affairs, Mary Elizabeth Taylor.
"To this point, the Department has assessed culpability to 15 individuals, some of whom were culpable in multiple security incidents," said Taylor in the letter to Grassley, adding "DS has issued 23 violations and 7 infractions incidents. … This number will likely change as the review progresses."
Taylor called the matter "serious" and acknowledged that it was time consuming.
"Given the volume of emails provided to the Department from former Secretary Clinton's private email server, the Department's process has been necessarily more complicated and complex requiring a significant dedication of time and resources," she wrote, saying that the department expects to conclude its investigation by September 1.
What's the consequence for these "multiple security incidents?" An official slap on the wrist according to the report:
"In every instance in which the Department found an individual to be culpable of a valid security violation or three or more infractions, the Department forwarded the outcome to the Bureau of Diplomatic Security's Office of Personnel Security and Suitability (DS/PSS), to be placed in the individuals' official security file," wrote Taylor. "All valid security incidents are reviewed by DS and taken into account every time an individual's eligibility for access to classified information is considered."

The State Department in a letter to the Chairman of the very powerful Finance Committee, Senator Grassley (R-IA) confirmed Hillary Clinton's classified material violations
The State Department stated that it has assessed culpability to 15 (unnamed) individuals, some of whom were culpable in MULTIPLE security incidents related to Hillary Clinton's use of a private server and her mishandling of classified information.
Consistent with longstanding policy, the Department does not release the names of current or former employees participating in the security incident program. However, in the spirit of cooperation, the Department can share with you certain information about the status of the ongoing review.
To this point, the Department has assessed culpability to 15 individuals, some of whom were culpable in multiple security incidents. Individuals still employed by the State Department will be referred to the Bureau of Human Resources and some may receive disciplinary action...that's it?
""Consistent with the referral policy, for individuals who were still employed with the Department at the time of adjudication, the Department referred all valid security violations or multiple infractions to the Bureau of Human Resources. In reviewing any violation of agency policy including policies regarding the appropriate handling of classified or sensitive information, the Department may consider a broad range of disciplinary or other administrative actions. These may include, depending upon the circumstances, counseling, reprimand, suspension, and/or separation. For example, the Department's discipline policies for employees are laid out in the Foreign Affairs Manual, 3 FAM 4100, 4300 and 4500, and apply to violations of statutes, regulations, or Department policy as stated in the Foreign Affairs Manual or Handbook, Department Notices or ALDA Cs, or bureau or post policy documents," Mary Elizabeth Taylor added.""
The State Department said it "considers any violation of security policies to be a serious matter." Right, which is why Hillary Clinton was able to use a private server while she was the head of the Department of State where she hid her Clinton Foundation pay-to-play and transmitted classified material - and she's still not in prison.
