Xi has continued to press ahead with his signature anti-corruption drive after almost a decade in power, most recently focusing on law enforcement. The campaign has over the years brought down more than 1.5 million government officials, of which the most high-profile ones include the execution of Lai Xiaomin, the former chairman of China Huarong Asset Management Co., and life imprisonment of Hu Huaibang, the former chair of China's biggest policy bank.

[Cai Esheng], former vice chairman of the China Banking Regulatory Commission
former supreme court official Meng Xiang
former deputy director of the national food administration Xu Ming
have all been expelled for "serious violation of discipline and laws"
All three men's cases have been transferred to public prosecutors
Those convicted of corruption can be stripped of their wealth and party membership, and face a lifetime behind bars or even death.
all three men were suspected of accepting bribes and "illegally receiving assets of massive value" as well as using their positions to help others further their personal interests.
The officials allegedly accepted inappropriately lavish banquets and violated the party's principles
The commission accused [Cai] in particular of "complete political degeneration", "severely disrupting the order of the financial market" and engaging in "transactions of money and sex".
The commission last week warned it would show "no mercy" against corruption within the ruling party
Xi is widely expected to be handed a third term in office

The CCDI has this year detained or prosecuted 22 senior officials of deputy provincial or ministerial rank or higher, including the detention in July of financial heavyweight [Cai E'sheng], former vice-chairman of the China Banking Regulatory Commission.
Cai is the former boss of Lai Xiaomin, formerly chairman of Huarong Asset Management, one of the top four state asset managers. Lai was executed in January for accepting 1.8 billion yuan in bribes.

The former head of a Chinese state-owned asset management company has been executed on charges of taking bribes in an unusually severe penalty for a recent corruption case.
Key points:
The official was one of thousands caught in an anti-graft campaign
He asked for or collected over $340 million over a decade
He also had a second family and engaged in sexual dealings with multiple women
Lai Xiaomin of China Huarong Asset Management Co., was among thousands of officials snared in a long-running anti-graft campaign led by President Xi Jinping. Others including China's former insurance regulator have been sentenced to prison.
Lai, 58, was put to death by a court in Tianjin, east of Beijing, the Government announced.
The Second Intermediate People's Court of Tianjin ruled in January that death was justified because Lai took "especially enormous" bribes to make investments, offer construction contracts, help with promotions and provide other favours.
Lai asked for or collected 1.8 billion yuan ($340 million) over a decade, the court said. It said one bribe exceeded 600 million yuan ($120 million). He was also convicted of embezzling more than 25 million yuan ($5 million) and starting a second family while still married to his first wife.
Lai "endangered national financial security and financial stability," said a commentary on the state TV website.
The death penalty "was his own responsibility, and he deserved it," the commentary added.
Most death sentences imposed by Chinese courts are suspended for two years and usually commuted to life. Death penalties without the chance of a reprieve are rare.
Huarong is one of four entities created in the 1990s to buy non-performing loans from Government-owned banks. They expanded into banking, insurance, real estate finance and other fields.
Lai was placed under investigation by the ruling Communist Party's anti-corruption watchdog in 2018 and expelled from the party later the same year.
Lai also was accused of squandering public money, illegally organising banquets, engaging in sexual dealings with multiple women and taking bribes, the anti-corruption agency said in 2018.
Investigators seized hundreds of millions of yuan (tens of millions of dollars) in cash from Lai's properties, the Chinese business news magazine Caixin reported in 2018.

BEIJING (Reuters) -The former chairman of China Huarong Asset Management Co has been sentenced to death, a court in the northern city of Tianjin said on Tuesday, in one of the country's highest profile corruption cases.
Lai Xiaomin was convicted of receiving or seeking bribes totalling 1.788 billion yuan ($276.72 million) from 2008 to 2018, when he was also a senior banking regulator, according to the Secondary Intermediate People's Court of Tianjin.
Lai, who was expelled from the ruling Communist Party in 2018, was also convicted on a charge of bigamy.
Reuters was unable to contact Lai or his lawyer for comment.
"Lai Xiaomin was lawless and extremely greedy," the court statement said.
Huarong said its Communist Party committee supports the verdict.
"The severe treatment of Lai Xiaomin reflects the strong determination of the Central Committee with President Xi Jinping as the core to administer the party and its zero tolerance in punishing corruption," the company said in a statement.
The court noted that most of the activity in question took place after the 18th Party Congress in late 2012, referring to an event that sparked a sweeping anti-corruption campaign by soon-to-be President Xi Jinping that became a hallmark of his first term.
"The social harm was huge and the crimes were extremely serious and he should be severely punished according to law," the court said.

Chinese authorities arrested Lai Xiaomin, who once oversaw more than $280 billion in assets in his role as chairman of China Huarong Asset Management Co.
Lai was expelled from the Chinese Communist Party last month after being placed under investigation for graft in April. Huarong, the biggest of China's four state-run bad-loan managers which rose to prominence through debt-fueled expansion, has lost 60 percent of its market value this year.

There was the head of Interpol, who was unceremoniously seized during a trip to Beijing. There was the state bank executive who was caught hiding tons - literally - of ill-gotten cash in his moldy basement.
There was the disgraced general who was purged by the Communist Party as punishment even after he had hanged himself.
Arrests, disappearances, investigations, posthumous humiliations: The stream of eye-catching headlines coming out of Beijing in October is a reminder that President Xi Jinping's hallmark anti-corruption drive is showing few signs of letting up in its sixth year.
Chasing suspected fraudsters, influence peddlers and others remains popular with the public. But Xi's campaign also shows other tumult within the upper ranks of China's leadership, business world and security apparatus.
Leaders are grappling with internal upheavals at a time when Beijing is juggling mounting challenges, from trade frictions with Washington to economic stress at home.
Despite rounds of purges in recent years, "one serious problem that Xi Jinping faces is that the administration is still actually poorly run," said Willy Lam, who studies Chinese politics at Hong Kong University. "They should have their house in order by now, but they don't. That could affect China's ability to carry out policy or fight the trade war with the U.S."
The numbers are staggering. Since Xi started the push in 2012, authorities have investigated more than 2.7 million officials and punished more than 1.5 million people. They include seven national-level leaders and two dozen high-ranking generals. Prosecutors have tried about 58,000 officials and sentenced two to death.

Huarong is one of the big four state-owned asset-management firms that Beijing established in the late 1990s to buy commercial banks' nonperforming loans, saving the latter from insolvency.
Mr. Lai, a former party secretary, was placed under investigation and detained in April. Analysts say the case is likely linked to Huarong's aggressive expansion beyond what regulators set as its core mandate.
Managing bad loans has become a tougher business for China's asset managers in recent years, as pressure on banks' assets eases and the price of bad-loan packages rises. To generate more revenue, the industry extended into banking, securities, insurance and other financial operations. For example, in late 2016, when bank financing for property developers tightened, some asset managers stepped in with loans.
Huarong was especially aggressive in expanding its loans business and raising debt overseas, analysts say. Huarong's assets quadrupled over five years to 1.87 trillion yuan ($270.2 billion) at the end of 2017.
Officials investigating Mr. Lai seized hundreds of millions of yuan in cash from his properties, according to an August report by Chinese financial publication Caixin that has since been removed from its website. Authorities on Monday said they had also confiscated his "illegal gains."
Dinny McMahon, a Chicago-based fellow at the Paulson Institute, last month wrote in a report on the MacroPolo website that Mr. Lai's detention was a sign authorities believe listed asset managers had overextended their business. In January, Chinese regulators issued draft regulations promising greater oversight of asset managers and instructing them to focus more on bad loans, wrote Mr. McMahon, a former reporter for The Wall Street Journal.
On Monday, the graft agency said Mr. Lai's case involved both political and economic problems. It didn't mention his management of Huarong.
Huarong pledged to "return to its origins, focus on its main business, and increase its ability to serve the real economy," according to an April statement on its website responding to Mr. Lai's detention.

'Bad bank' chief was 'enemy within,' China watchdogs say
China's top corruption watchdog has branded a financial big shot sentenced to death for bribery as an "enemy within" for the financial system, using the high-profile case to underscore the resolve of the country's leaders to tighten their grip on bad-debt managers and curb financial risks.
The case of the former chairman of China Huarong Asset Management, one of China's "Big Four" state-owned bad-debt managers, is "shocking" and involved "extremely serious crimes" that caused significant damage to the interests of the country and its people, according to a statement published Monday by the Communist Party's Central Commission for Discipline Inspection (CCDI) and the National Supervisory Commission (NSC).
Lai Xiaomin was sentenced to death by a court in Tianjin on Jan. 5. after he was found guilty of taking a record 1.79 billion yuan ($280 million) in bribes, colluding with others to embezzle 25.1 million yuan of public funds, and bigamy. Under Lai's leadership, Huarong became a troublemaker that was led astray from its original role as a distressed-asset manager, investing funds in sectors restricted by national policies including real estate, the corruption watchdog said in the statement. Lai's crimes were used by the CCDI and the NSC to highlight the first episode in a 10-part series of posts on their website recounting 10 major corruption cases, the lessons to be learned, and how the problems uncovered should be rectified.
The second episode was released on Wednesday and focused on Wang Xiaoguang, a former vice governor of Guizhou Province, who was sentenced to 20 years in prison in April 2019 after being found guilty of bribery, embezzlement and insider trading. His case was linked to another corruption investigation centered around state-owned liquor giant China Kweichow Moutai Wintery Group, the province's biggest company. The graft probe into Lai, which started in 2018, triggered a broader regulatory purge of the four national asset management companies (AMCs) that were set up in 1999 with the original aim of cleaning up nonperforming loans in the banking system. But under a lax regulatory environment they expanded far beyond bad-debt management and built financial empires that included brokerages, trust companies, banks and insurers.
As a result of the massive corruption revealed in the wake of the investigation into Lai, the four AMCs Huarong, China Great Wall, China Orient, and China Cinda are retrenching under the guidance of regulators. They have exited some businesses suffering from weak profitability and poor synergy with their core business, and 56 subsidiaries in total have been merged or dissolved, according to Monday's statement. As a result, the total assets of their nonfinancial subsidiaries have shrunk by 188.4 billion yuan, it said.
In 2019, the four AMCs acquired a combined 571.6 billion yuan of new nonperforming assets (NPAs), increasing the proportion of the NPA business in their total operations by 10.3 percentage points to 65%, according to the statement. For Huarong alone, its revenue from the NPA business increased by 7.8% to 69.8 billion yuan in 2019, accounting for 62% of its total revenue, 1.6 percentage points higher than 2018, the company's 2019 annual report showed.
In addition to ordering the companies to refocus on their core business of bad-debt management, regulators have reshuffled their top management in a bid to prevent corruption fueled by senior executives spending lengthy periods of time at the same company.
In a further attempt to gain more control over the activities of the four AMCs, and improve their management, the government is considering setting up a holding company to oversee them, a source close to one of the companies told Caixin in March. The new entity would be headed by an official with the rank of deputy minister, the source said.
Lai is one of the most senior financial officials to fall under investigation in Beijing's yearslong anti-graft campaign. His case especially shocked the public due to its astonishing details, such as the three tons of cash stashed at his home, the 300 million yuan bank account under his mother's name, and the number of mistresses he kept which allegedly ran to more than 100. Lai was also found to have channeled Huarong funds into privately owned companies and made highly risky investments, Caixin previously reported.

China Huarong Delays Release of 2020 Results Past April Deadline
China Huarong Asset Management Co. said its 2020 earnings results would be delayed past an April 30 deadline, potentially further fraying investors' nerves after mounting worries over potential defaults by the state-owned bad-debt manager caused a meltdown in its bonds.
The company's auditors need more time to finalize an unspecified transaction before it can publish the results, according to a statement posted on Chinamoney.com, which is run by China Foreign Exchange Trade System. Huarong reiterated that its operations are stable and all lines of business are running normally. The firm, China's largest distressed-asset manager, missed an earlier March 31 deadline to announce preliminary results, also saying that its auditors needed more time. The company's shares have been suspended since April 1.
China Huarong's initial delay of the announcement stoked concerns over its financial health and kicked off an almost two-week plunge in its dollar bonds. Three major credit firms, Moody's Investors Service, Fitch Ratings and S&P Global Ratings, have put the company's debt rating on review for a potential downgrade. The Hong Kong stock exchange, where the shares are listed, has a deadline of April 30 for companies to file final earnings results. Market worries eased after reports that Huarong made moves to pay off bonds maturing in April. Earlier, Bloomberg reported that the company proposed a sweeping overhaul which includes offloading its unprofitable, non-core businesses to revive profitability and avoid the need for a debt restructuring.
China's Ministry of Finance, Huarong's biggest shareholder, is considering transferring its ownership stake to Central Huijin Investment Ltd., a unit of the nation's sovereign wealth fund, a person familiar with the matter told Bloomberg earlier this month. China is also considering a plan that would see the central bank assume more than 100 billion yuan ($15.4 billion) of assets from China Huarong to help the company clean up its balance sheet.
Huarong is one of four state-owned entities set up by China in 1999 to help manage bad debt in the country's banking system. The firm listed in Hong Kong after a $2.5 billion initial public offering in 2015, giving it a market value of more than $15 billion. Its shares last traded at a third of that. Under former Chairman Lai Xiaomin, Huarong expanded into areas including securities trading, trusts and other investments, deviating from the original mandate of disposing of bad debt. But it has faced challenges since Lai came under investigation in 2018. He was executed earlier this year for bribery after a brief trial, an unusually harsh sentence for such a crime.
The company owes bondholders the equivalent of $41.8 billion, with $16.9 billion of that falling due by the end of next year, according to data compiled by Bloomberg. Huarong reported a 92% drop in net income for the first half of 2020 as the value of some assets fell in wake of the Covid-19 pandemic.

China Considering Huarong Bailout With $15 Billion PBOC Backstop
One day after the latest report - this time from Reorg Research - that China was considering options for bad-debt asset manager Huarong that included restructuring the debt of its offshore unit and which again sent Huarong dollar bonds tumbling, Beijing has had enough of the daily rollercoaster and leaked through Bloomberg - which quoted the usual "people familiar with the matter" - that the central bank is considering a plan to "assume more than 100 billion yuan ($15 billion) of assets from China Huarong Asset Management, helping the state-owned company clean up its balance sheet and refocus on its core business of managing distressed debt."
As Bloomberg's PBOC source details, under the proposal that's still being finalized and could change, a PBOC unit would assume assets from some of Huarong's unprofitable operations. At the same time, China Huarong International Holdings Ltd., the offshore unit that issues or guarantees most of Huarong's dollar bonds, is in the process of transferring distressed assets worth tens of billions of yuan into a separate offshore entity called China Huarong Overseas Investment Holding Co., a move which is also aimed at improving the financial health of China Huarong International, the group's main link to overseas funding.
Naturally, if the PBOC proposal is effectuated, it would not only end the turmoil surrounding Huarong's future - and its dollar bonds - but mark a significant show of government support for a company that has faced intense investor scrutiny after missing a deadline to report earnings at the end of March.
It would also ease much of the pressure that China's dollar bond sector has found itself in in recent days as speculation about a looming debt restructuring sent Huarong's dollar bonds to record lows last week, stoking market contagion and prompting some investors, as Bloomberg put it, "to reconsider assumptions about implicit government guarantees that have underpinned China's credit market for decades." Understandably, Huarong's bonds have swung wildly in recent days amid conflicting signals about the company's fate. The company's 4.5% perpetual bond gained 6.4 cents on the dollar to 79.8 cents on Wednesday, while its 3.75% dollar bond due in 2022 climbed 5 cents to 87.7 cents.
In retrospect, the bailout was inevitable: with nearly 1.6 trillion yuan of liabilities including $22 billion in dollar bonds, and a vast web of connections with other financial institutions, Huarong has long been among China's most systemically important companies outside the nation's state-owned banks. It's also majority-owned by China's finance ministry, making it a closely watched barometer of the government's willingness to backstop debt of troubled state-owned enterprises. Which is why the mere speculation that Beijing would let it default was enough to send shockwaves across China's market.
Huarong and China's three other main bad-debt managers have nearly $50 billion in outstanding dollar bonds, or about 8% of China's overseas investment-grade credit market, data compiled by Bloomberg show. Huarong is the third largest Chinese financial issuer in international markets, according to S&P.
As Bloomberg further details, worries about the company's fate have been most acute among offshore bondholders, in part because most of Huarong's dollar debt contains a form of credit protection called a keepwell agreement that has yet to be fully tested in court. It's unclear whether Huarong would be compelled to make good on more than $20 billion in dollar bonds if its offshore units especially China Huarong International were unable to repay.
The imminent PBOC bailout seeks to put an end to a saga that has enthralled China watchers since 2018, when Huarong's then-chairman Lai Xiaomin was charged and then sentenced to death for bribery in one of the country's biggest-ever financial scandals. Under Lai, who was executed earlier this year, Huarong moved far beyond its original mandate of helping banks dispose of bad debt. The company raised billions of dollars from offshore bondholders and expanded into everything from trust companies to securities trading and illiquid investments. Despite Huarong's history of mismanagement, some market observers have said the costs of allowing the company to suffer a major default probably outweigh the benefits.

"This Is A Fatal Event": China's Bond Market Hammered After Huarong Bankruptcy Rumors
The last time we looked at Huarong, China's largest state-controlled bad-debt asset manager and one of the most recognizable financial firms in the country, its former chairman Lai Xiaomin was sentenced to death after he was convicted for stealing 1.8BN yuan (roughly $277M) from the company.
And while we don't know if Lai is still with us, his former employer probably wishes the money he embezzled was still around, because over the past few days Huarong has emerged as the latest a 'weakest link' in China's financial system, one which is sending shockwaves across all of China's capital markets.
Not helping was the latest pileup by rating agencies, with both Moody's and Fitch saying Tuesday they will review their ratings of Huarong - an investment grade credit for now - for a potential downgrade, following a similar announcement from rival S&P Global Ratings last week. This led to a record plunge in China Huarong Asset Management's $300 million 3.375% bond due May 2022, which tumbled 13.1 cents on the dollar to 76.1 cents, while a 5% bond maturing in 2025 fell 12.1 cents to 77.3 cents. Other bonds suffered similarly, with the company's yield spreads hitting record highs.
In typical Chinese style contagion, the Huargon selloff spread to other high-yield Chinese dollar notes on Tuesday, with some property bonds falling by a record. Asia's investment-grade dollar debt spreads widened as much as 3 basis points, while a gauge of Asia credit risk widened for a seventh straight day, set for the longest rising streak since 2018. Despite the market rout, it is still unclear whether Chinese leaders have discussed the fate of China Huarong's bondholders or outlined specific measures that the fund would take if it assumes control of the China Huarong stake.
China Huarong has been under a cloud since its then-chairman Lai Xiaomin came under investigation in 2018 . Under his watch, the company expanded into areas including securities trading, trusts and other investments, deviating from the original mandate of disposing bad debt, and building up billions in liabilities. As Larry McDonalds puts it in his latest Bear Traps report, "instead of offloading the bad debt of China's commercial banks - Huarong's official mandate - Lai went rogue, playing in everything from private equity to junk bond trading in Hong Kong." He would live to regret it.
The selloff in Huaron bonds started earlier this month after the company failed to publish its 2020 preliminary results by the March 31 deadline, with Caixin attributing the delay to plans for a significant financial restructuring. The stock has been suspended in Hong Kong since April 1. The company has until the end of the month to release its final earnings report. China Huarong's biggest shareholder is the country's Ministry of Finance, which likely means that the worst case outcome is a nationalization of the company however with potential substantial spillovers and contagion.
To be sure, there is one clear reason why Beijing will not let anything too "terminal" happen to Huarong: the company has symbolic value, as it was one of the four state-owned entities set up by China's government in 1999 to help clean up a banking system riddled with bad debt, as such it would be ironic if the company were to fail because of... bad debt. The company was listed in Hong Kong after a $2.5 billion initial public offering in 2015.
There is another reason why China won't let Huarong fail: the giant asset manager and its subsidiaries have some $42 billion worth of offshore and local bonds outstanding and 41% of that will come due by the end of next year, according to Bloomberg-compiled data. Dollar bonds make up about $22 billion of its outstanding notes. A default would result in a historic domino effect spreading across the Chinese financial system.

Ironically, it is precisely because of its massive debt load that the company was previously seen as a safe bet, the securities are widely held by both local and international investors. Institutional investors such as BlackRock and Goldman Sachs previously disclosed they held Huarong bonds, had exposure to them via fund products or both. 'So while the Archegos was contained, a similar collapse in Huaron will have far wider reaching consequences.
