The Project for the New American Century (PNAC) was a neoconservative[1][2][3] think tank based in Washington, D.C. that focused on United States foreign policy. It was established as a non-profit educational organization in 1997, and founded by William Kristol and Robert Kagan.[4][5] PNAC's stated goal was "to promote American global leadership."[6] The organization stated that "American leadership is good both for America and for the world," and sought to build support for "a Reaganite policy of military strength and moral clarity."[7]
Of the twenty-five people who signed PNAC's founding statement of principles, ten went on to serve in the administration of U.S. President George W. Bush, including Dick Cheney, Donald Rumsfeld, and Paul Wolfowitz.[8][9][10][11] Observers such as Irwin Stelzer and Dave Grondin have suggested that the PNAC played a key role in shaping the foreign policy of the Bush Administration, particularly in building support for the Iraq WaR.[12][13][14][15] Academics such as Inderjeet Parmar, Phillip Hammond, and Donald E. Abelson have said PNAC's influence on the George W. Bush administration has been exaggerated.[16][17][18]
The Project for the New American Century ceased to function in 2006;[19] it was replaced by a new think-tank named the Foreign Policy Initiative, co-founded by Kristol and Kagan in 2009. The Foreign Policy Initiative was dissolved in 2017.

The Syrian War and the Strategic Logic of US Imperialism's Drive to Dominate the Middle East
The war by proxy waged by the United States (US) against Syria cannot be understood in
isolation and must be analysed in the greater geostrategic context of US imperialism's quest for
dominating the Middle East, for resource control and dollar security. Since the end of the Cold
War, after the implosion of the Soviet Union in 1991, US imperialism has resorted to military
force through its 'humanitarian intervention' in the destruction of Yugoslavia and Somalia, the
military occupation of Haiti, its bombing of the Sudan and Afghanistan, and the bombing
attacks on Iraq. The downing of the World Trade Center towers on September 11, 2001 saw the
US launch its 'War on Terror' as a justification for further military operations in the Middle
East, Central Asia and Africa.
From 2002, the doctrine of 'preventive warfare' has been argued to justify US attacks on
countries seen as supposed threats to US national security. This was emphasised when an 'Axis
of Evil', comprising Iraq, Iran and North Korea, was announced during a State of Union
Address on January 29, 2002 by the then President George W. Bush (Bush 2002). The
denunciation of these states by President Bush was further expanded into 'Beyond the Axis of
Evil' when, on 6 May 2002, the then-Undersecretary of State John R. Bolton added Cuba,
Libya and Syria to this supposed 'Axis of Evil' (Bolton 2002). In fact this 'Axis of Evil'
consists of independent states which are not subservient to Washington.
That doctrine effectively meant that the scope of US operations became both regional and
global. New US-driven wars began and old conflicts never ended. Most recently, the US
invoked a threat to the human rights of Libyan citizens as a justification to destroy Libya, the
same pretext used to organise a proxy war against Syria. Such claims have become a consistent
theme of US intervention across the Middle East.
This article will explore the repercussions the war against Syria will have on that country and
the wider region. These repercussions go beyond the interests of removing an anti-Washington
government from power in Syria, of isolating Iran or of consolidating Israel's security; they
incorporate a drive to dominate the resources of Central Asia. But how consistent or successful
has been Washington's strategy on Syria?

May 11-LOS ANGELES - Court records concerning the divorce of John R. Bolton, the Bush administration's nominee to become the next ambassador to the United Nations, show his first wife fled the couple's marital home when he was traveling abroad in mid-August 1982. The records further show that she took most of the couple's furniture.
Corroborated allegations that MR. Bolton's first wife, Christina Bolton, was forced to engage in group sex have not been refuted by the State Department despite inquires posed by Hustler magazine publisher Larry Flynt concerning the allegations. MR. Flynt has obtained information from numerous sources that MR. Bolton participated in paid visits to Plato's Retreat, the popular swingers club that operated in New York City in the late 1970s and early 1980s.
"The first Mrs. Bolton's conduct raises the presumption that she fled out of fear for her safety or, at a minimum, it demonstrates that MR. Bolton's established inability to communicate or work respectfully with others extended to his intimate family relations," said MR. Flynt. "The court records alone provide sufficient basis for further investigation of nominee Bolton by the Senate." (Click here for court records). MR. Flynt continued, "The U.S. Ambassador to the United Nations must be free of any potential source of disrepute or blackmail."
MR. Flynt has contacted the State Department asking that they confirm or deny the allegations of MR. Bolton's prior conduct concerning his wife and the alleged paid visits to Plato's Retreat. He has also called upon the Senate Foreign Relations Committee to conduct an inquiry into the very serious evidence concerning his first wife's fear of him.
Neither the State Department nor the Senate Foreign Relations Committee has yet responded to MR. Flynt's inquiries.
The Hustler magazine publisher demanded an immediate response from MR. Bolton. MR. Flynt has personal knowledge about sources corroborating the allegations of nominee Bolton's misconduct, and he has called upon these persons to publicly come forward with their information.
"First wife Christina Bolton has understandably remained silent on what led her to flee her husband of 10 years and to take the family belonging with hers. A full inquiry would necessarily involve meetings with Mrs. Bolton to uncover the circumstances of her flight and the Committee should subpoena her in private session," MR. Flynt said.
MR. Flynt has no further comment at this time, except to ask that the press examine the attached court document pertaining to Mrs. Bolton flight from her home.
MR. Flynt is awaiting further leads regarding MR. Bolton's private behavior, at which point he will have more information to convey.

Sen. Ted Cruz says reports that the GOP can't block witnesses in the impeachment trial are not accurate, saying they're not actually certain what would happen.
"The votes are up in the air; it's not clear where the votes are," he said Tuesday on the latest version of his podcast, "The Verdict."
He was reacting to reporting that said Senate Majority Leader Mitch McConnell told fellow GOP senators in a closed-door meeting Tuesday that they don't have the votes to head off witnesses, meaning Democrats' motion to extend the impeachment trial will win.
MR. Cruz said that was "overstated," and said the moderate Republicans who are likely to decide the matter were silent during the meeting.
"That is a close question. I don't know where the votes are," MR. Cruz said.
He said from where he sits, the answer is obvious: No new witnesses.
The House already heard from 17 witnesses, and he said there's no impeachment case.
"Listen, I think as a constitutional matter, as a legal matter, this is very easy decision," said MR. Cruz, a Harvard-trained lawyer who argued before the Supreme Court before winning his Senate seat. "The House managers haven't proven their case. They have the burden of proof. They have the burden to prove the president committed high crimes or misdemeanors. They haven't done that."
Senate GOP leaders called Tuesday's meeting to take the temperature of lawmakers after House Democrats and President Trump's team both finished a week of laying out their arguments.
A major topic of conversation is former National Security Adviser John R. Bolton, who reportedly has written in a new book that MR. Trump did explicitly tie Ukraine's aid to investigating his political rival, former Vice President Joseph R. Biden, and his son for corruption.
Democrats say those reports should spur the Senate to demand to hear from MR. Bolton.
MR. Cruz said he warned colleagues that Democrats are looking to delay and string out the trial, using the same playbook from Supreme Court Justice Brett M. Kavanaugh's confirmation process, while hoping more dirt emerges.
He said he and fellow conservative Sen. Mike Lee of Utah found it funny being in the room Tuesday where party leaders were trying to convince the moderates to line up. Usually in those kinds of meetings, the conservatives are the targets.
"Mike and I are used to be being the bad guys," MR. Cruz said. He called being on the other side "Nice, although a little terrifying."

Port Canaveral is home to a U.S. Navy submarine base and sits within the nexus of U.S. Air Force and NASA space operations. Canaveral is also the second largest cruise ship port in the world.

Barr was by no means alone in pushing these views, the documents show. Other notable proponents during the Iran-Contra aftermath included then-Congressman Dick Cheney and John R. Bolton, who was also at the Justice Department. After Cheney became defense secretary he continued to press for extraordinarily broad Executive Branch authority, advising then-President George H. W. Bush to veto the Senate's intelligence appropriations bill on the grounds it "attacked" presidential prerogatives - resulting in the only known such veto since the CIA's creation.

John R. Bolton Court Divorce Records Show His First Wife Fled Home When He Was Traveling Abroad.
May 11-LOS ANGELES - Court records concerning the divorce of John R. Bolton, the Bush administration's nominee to become the next ambassador to the United Nations, show his first wife fled the couple's marital home when he was traveling abroad in mid-August 1982. The records further show that she took most of the couple's furniture.
Corroborated allegations that MR. Bolton's first wife, Christina Bolton, was forced to engage in group sex have not been refuted by the State Department despite inquires posed by Hustler magazine publisher Larry Flynt concerning the allegations. MR. Flynt has obtained information from numerous sources that MR. Bolton participated in paid visits to Plato's Retreat, the popular swingers club that operated in New York City in the late 1970s and early 1980s.
"The first Mrs. Bolton's conduct raises the presumption that she fled out of fear for her safety or, at a minimum, it demonstrates that MR. Bolton's established inability to communicate or work respectfully with others extended to his intimate family relations," said MR. Flynt. "The court records alone provide sufficient basis for further investigation of nominee Bolton by the Senate." (Click here for court records). MR. Flynt continued, "The U.S. Ambassador to the United Nations must be free of any potential source of disrepute or blackmail."
MR. Flynt has contacted the State Department asking that they confirm or deny the allegations of MR. Bolton's prior conduct concerning his wife and the alleged paid visits to Plato's Retreat. He has also called upon the Senate Foreign Relations Committee to conduct an inquiry into the very serious evidence concerning his first wife's fear of him.
Neither the State Department nor the Senate Foreign Relations Committee has yet responded to MR. Flynt's inquiries.
The Hustler magazine publisher demanded an immediate response from MR. Bolton. MR. Flynt has personal knowledge about sources corroborating the allegations of nominee Bolton's misconduct, and he has called upon these persons to publicly come forward with their information.
"First wife Christina Bolton has understandably remained silent on what led her to flee her husband of 10 years and to take the family belonging with hers. A full inquiry would necessarily involve meetings with Mrs. Bolton to uncover the circumstances of her flight and the Committee should subpoena her in private session," MR. Flynt said.
MR. Flynt has no further comment at this time, except to ask that the press examine the attached court document pertaining to Mrs. Bolton flight from her home.
MR. Flynt is awaiting further leads regarding MR. Bolton's private behavior, at which point he will have more information to convey.

WASHINGTON - There are few things that President Vladimir V. Putin of Russia desires more than the weakening of NATO, the military alliance among the United States, Europe and Canada that has deterred Soviet and Russian aggression for 70 years.
Last year, President Trump suggested a move tantamount to destroying NATO: the withdrawal of the United States.
Senior administration officials told The New York Times that several times over the course of 2018, MR. Trump privately said he wanted to withdraw from the North Atlantic Treaty Organization. Current and former officials who support the alliance said they feared MR. Trump could return to his threat as allied military spending continued to lag behind the goals the president had set.
In the days around a tumultuous NATO summit meeting last summer, they said, MR. Trump told his top national security officials that he did not see the point of the military alliance, which he presented as a drain on the United States.
At the time, MR. Trump's national security team, including Jim Mattis, then the defense secretary, and John R. Bolton, the national security adviser, scrambled to keep American strategy on track without mention of a withdrawal that would drastically reduce Washington's influence in Europe and could embolden Russia for decades.
Now, the president's repeatedly stated desire to withdraw from NATO is raising new worries among national security officials amid growing concern about MR. Trump's efforts to keep his meetings with MR. Putin secret from even his own aides, and an F.B.I. investigation into the administration's Russia ties.

President Trump's often-criticized effort to forge better relations with Russia has morphed into a confrontational stance that this week scored economic and national security wins. German Chancellor Angela Merkel announced that her government is backing construction of a shipping depot for importing liquefied natural gas from the U.S., bowing to MR. Trump's demand that she loosen Russia's grip on the country's energy supply.
MR. Trump then went directly after Moscow. He announced that the U.S. was pulling out of the Intermediate-Range Nuclear Forces Treaty that for the past 31 years limited the development and deployment of missile or launch systems that can threaten Russia's European neighbors. The president accused Russia of violating the missile system ban for years and, to the Kremlin's dismay, vowed to force an expensive new arms race.
Russian President Vladimir Putin was riled. At a meeting Tuesday in Moscow with National Security Adviser John R. Bolton, MR. Putin described the developments as "unprovoked moves that are hard to call friendly." He said a face-to-face meeting with MR. Trump was in ordeR. Later, MR. Trump said he is willing to sit down with MR. Putin when the two men are in Paris next month for events marking the 100th anniversary of the end of World War I. "It hasn't been set up yet, but we probably will" meet, MR. Trump said at the White House.
When he last faced off with MR. Putin at a July summit in Helsinki, MR. Trump was roundly criticized for being too soft and timidly accepting the Russian's denial that his country meddled in the 2016 presidential election. In Paris, MR. Putin might be looking to reset the relationship. House Foreign Affairs Committee Chairman Edward R. Royce told The Washington Times that he welcomed the advances against Russia, saying the LNG terminal would help make Germany "less vulnerable to Russian manipulation."
The California Republican backed up MR. Trump on quitting the nuclear missile treaty. "The Russians have been violating INF for years, making this deal unsustainable. We need durable arms control agreements," he said. Russia's violations of the missile system ban go back 10 years, with allegations of cheating leveled by the Obama administration and European leaders. Critics said that ripping up the INF would free Russia to more aggressively pursue intermediate-range nuclear weapons systems and force the U.S. to do the same as well as deploy missiles in NATO countries. European leaders balked at MR. Trump's decision to quit the nuclear treaty, which aimed to soothe Cold War fears that a limited strike short of all-out global nuclear conflagration could erupt in Europe. "The world doesn't need a new arms race that would benefit no one and on the contrary would bring even more instability," said Federica Mogherini, the European Union's foreign policy chief.

National Security Adviser John R. Bolton is headed to Moscow to discuss a possible meeting between President Trump and Russian President Vladimir Putin, the National Security Council announced Thursday.
National Security Council spokesman Garret Marquis announced the trip in a tweet: "On June 25-27, U.S. National Security Advisor John Bolton will meet with U.S. allies in London and Rome to discuss national security issues, and travel to Moscow to discuss a potential meeting between Presidents Trump and Putin," he wrote.
A possible meeting between the two presidents would likely take place next month, when MR. Trump in in Europe for a NATO summit July 11 in Brussels and a July 13 visit to Britain. Russia has increasingly made malicious moves on the world stage, from an nerve-agent assassination attempt on a former spy in England in March to interfering in the 2016 U.S. presidential election to annexing Crimea in 2014.
However, MR. Trump is accustomed to breaking with political norms, having met with North Korea dictator Kim Jong-un last week in Singapore to broker a denuclearization deal. MR. Trump said he wants to improve relations with Russia, including suggesting adding Russia back into the Group of Seven. Russia was kicked out to the then-G-8 over the annexation of Crimea and other interference in Ukraine. MR. All signs may point to a successful and historic summit between President Trump and Kim Jong-un, but the stakes are so high that the U.S. national security community is braced for the possibility of a rapid spiral toward nuclear brinkmanship if the talks between the two men turn souR.
With the North Korean side notorious for bizarre antics and sudden walkouts from diplomatic meetings, it remains anyone's guess how Tuesday's face-to-face will ultimately play out - even as most analysts agree that MR. Trump and MR. Kim are both driven by domestic political motives to make it appear as a major success.
"It's very hard for me to imagine this summit not succeeding," said Robert L. Gallucci, a former chief U.S. negotiator with the North Koreans, although he acknowledged that a sudden meltdown in Singapore could trigger a quick reversal to the threat-soaked posturing between MR. Trump and MR. Kim just a year ago.
"The president of the United States might hop on his airplane and come home pretty unhappy," MR. Gallucci, now a professor at Georgetown University, said Friday at a discussion hosted by the Center for a New American Security in Washington. "We would be in a situation in which we were once again talking preventive strikes and the South Koreans would be caught in the middle."
Others have put it more bluntly. Victor Cha, also a former U.S. negotiator and now adviser at the Center for Strategic and International Studies, has said "the danger of a failed summit is that it could actually take us a step closer to armed conflict, because there is no diplomacy left after a [failed] summit."
MR. Cha made the comment in April to the House Foreign Affairs Committee, arguing that "a preventative unilateral attack by the United States on North Korea" would need congressional approval and take into "sober account" the possibility of counterstrikes targeting the 350,000 U.S. military personnel and other Americans living in Japan and South Korea.
While MR. Trump has upped hopes for success - tweeting just before arrival in Singapore of "a feeling that this one-time opportunity will not be wasted!" - his optimism comes against a backdrop in which the summit nearly fell apart just a few weeks ago.
MR. Trump canceled the summit in late May after North Korea suddenly hurled invective at Washington - and specifically National Security Adviser John R. Bolton - for suggesting that Pyongyang's complete denuclearization must happen quickly along a "Libya model."
With South Korea scrambling to mediate, the two sides worked through the hiccup and got the summit back on track. But the danger of a potential collapse felt all the more real when a Pentagon spokesperson told reporters in late May that the U.S. military was "ready to fight tonight" should North Korea launch strikes against American interests or allies.
The comment was reminiscent of the height of brinkmanship in August, when fears of an armed clash soared amid MR. Trump's warning that North Korea could face "fire and fury like the world has never seen." He made the threat after reports that Pyongyang had succeeded in building a nuclear bomb small enough to fit inside an intercontinental ballistic missile.

Bush was cautious about pardons, an administration official told Time, and Libby failed to meet the president's own criteria. "Pardons tend to be for the repentant . . . not for those who think the system was politicized or they were unfairly targeted."
In an Oval Office meeting, Cheney tried once more to persuade the president. According to Time, he argued Libby was a loyal team player who had been made into a political fall guy. Fred F. Fielding, the White House counsel, argued against the pardon. Bush eventually sided with Fielding.
Only months after leaving the White House, Cheney expressed his frustration with Bush's decision. "I was clearly not happy that we, in effect, left Scooter sort of hanging in the wind, which I didn't think was appropriate," he told CNN.
Other Bush loyalists also expressed their frustration - including a number who are now in Trump's orbit.
"Somebody's going to have to ask President Bush why he went out of his way to say he respected the jury's verdict," John R. Bolton, Bush's U.N. ambassador and Trump's new national security adviser, said at the time. "If you think it was a miscarriage of justice, then you think it shouldn't have gone to a jury to begin with."
Alan Dershowitz, a vocal Trump defender on cable television, also pushed Libby's appellate cause, calling his appeals "serious and substantial" and filing a brief in 2007 asking for Libby to be granted bail pending his appeal.
Victoria Toensing and Joe diGenova, the husband-and-wife attorney team Trump considered hiring earlier this year, are also vocal Libby backers.
When Libby got his law license back in 2016, diGenova told the Daily Caller: "Comey and Fitzgerald tried to frame Scooter Libby, and they did, but then they didn't get it done. And then of course that idiot George W. Bush didn't give him a pardon."

More than 100 current and former military officers, senior government officials, and other national security figures issued a public statement today urging the United States to maintain its commitment to the Iran Deal.
"Doing so will bring substantial benefits and strengthen America's hand in dealing with North Korea, as well as Iran, and help maintain the reliability of America's word and influence as a world leader," they write. "Ditching it would serve no national security purpose." The statement goes on to list 10 reasons for keeping the deal, which include strengthening of national and regional security, the enhancement of U.S. stature and leadership globally, and the opportunity to de-escalate rising tensions in the region.
Under the banner of the National Coalition to Prevent an Iranian Nuclear Weapon, signatories to the statement include former U.S. Ambassador and Rockefeller Brothers Fund Trustee Ryan Crocker and RBF President Stephen Heintz.
The prospects that the Trump Administration will restore sanctions against Iran, thus nullifying America's role in the deal, "rose significantly in the past few weeks," Rick Gladstone writes in the New York Times. "MR. Trump's new choices for secretary of state, the C.I.A. director Mike Pompeo, and for national security adviser, the former ambassador John R. Bolton, have both denounced the nuclear agreement."

The former director general of the Organization for the Prohibition of Chemical Weapons, which won the 2013 Nobel Peace Prize, declared Sunday that he was ousted from the organization's helm over a decade ago for making plans to investigate Iraq's weapons stocks, thereby limiting the Bush administration's ability to build justification for invasion on unverified weapons claims.
The public statements are likely to cast a further pall over a Norwegian Nobel Committee decision that, many have charged, fails to stand up to U.S. power and aggression.
Former director general José Bustani, now France's ambassador to Brazil, told the New York Times in an exclusive interview published Sunday that efforts to unseat him date back to late 2001, when Iraq showed interest in joining the Chemical Weapons Convention, which OPCW oversees. As one condition of joining, countries must open their doors to weapons inspection and destruction. Under Bustani, OPCW inspectors made plans for Iraq weapons inspections in 2002.
Bustani says those plans caused an "uproar in Washington" and unleashed a torrent of threats against him. "By the end of December 2001, it became evident that the Americans were serious about getting rid of me," he stated. "People were telling me, 'They want your head.'"
Bustani says he received a call in 2002 from then-U.S. Under Secretary of State John R. Bolton that he had 24 hours to resign. When he refused, his ouster was put to a vote, and after a U.S. pressure campaign, he was pushed out. "He was reportedly the first head of an international organization to be pushed out of office this way, and some diplomats said the pressure campaign had made them uneasy," the New York Times reports. One of the pressure tactics the U.S. used to achieve Bustani's ouster was to threaten a cut to the OPCW's budget, 22 percent of which was controlled by the U.S., and warning other countries would do the same, diplomats told the New York Times.
Bustani holds that he was pushed out because he presented an obstacle in the path of George W. Bush's drive for waR. Claims that Saddam Hussein possessed chemical weapons were central to the push for invasion. "Everybody knew there weren't any," Bustani told the New York Times. "An inspection would make it obvious there were no weapons to destroy. This would completely nullify the decision to invade."
While Bolton vigorously denied Bustani's claims when interviewed by the New York TImes, arguing he was ousted for 'incompetence,' several diplomats back up Bustani's version of events. They include Celso Lafer, the former Brazilian foreign minister, who said that in 2002, he was told by Secretary of State Colin L. Powell, 'I have people in the administration who don't want Bustani to stay, and my role is to inform you of this.'
Many charge that, by awarding the Nobel Prize to a weakened OPCW that caves to U.S. power, the Norwegian Nobel Committee falls short of pushing universal principles of peace and disarmament. "Under the Bush administration, the OPCW and its leadership was attacked and undermined because it dared to use inspections rather than unsubstantiated claims to determine the existence of these dangerous arsenals and peaceful means rather than war to eliminate them," declared leading Middle East scholar Stephen Zunes in a statement released by the Institute for Public Accuracy.
"I think the very fact that we do have the OPCW beginning the process of disarming Syria's chemical weapons, whereas we don't have such activity in Israel and Egypt, is indicative that even the best international organizations are limited by what the great powers can say they can or cannot do," he added in an interview with Democracy Now! Friday.
Some, however, hope that by awarding the OPCW this prize, the Norwegian Nobel Committee can ultimately strengthen diplomacy as an alternative to waR. Robert Naiman of Just Foreign Policy told Common Dreams, "The decision of the Nobel committee to give the Peace Prize to the OPCW will help add pressure for Israel to ratify the chemical weapons treaty, for Egypt to ratify the treaty, and for the U.S. to use its leverage with the Egyptian government to bring them into the convention."

Trump Told Bolton to Help His Ukraine Pressure Campaign, Book Says

WASHINGTON - More than two months before he asked Ukraine's president to investigate his political opponents, President Trump directed John R. Bolton, then his national security adviser, to help with his pressure campaign to extract damaging information on Democrats from Ukrainian officials, according to an unpublished manuscript by MR. Bolton.
MR. Trump gave the instruction, MR. Bolton wrote, during an Oval Office conversation in early May that included the acting White House chief of staff, Mick Mulvaney, the president's personal lawyer Rudolph W. Giuliani and the White House counsel, Pat A. Cipollone, who is now leading the president's impeachment defense.
MR. Trump told MR. Bolton to call Volodymyr Zelensky, who had recently won election as president of Ukraine, to ensure MR. Zelensky would meet with MR. Giuliani, who was planning a trip to Ukraine to discuss the investigations that the president sought, in MR. Bolton's account. MR. Bolton never made the call, he wrote.
The previously undisclosed directive that MR. Bolton describes would be the earliest known instance of MR. Trump seeking to harness the power of the United States government to advance his pressure campaign against Ukraine, as he later did on the July call with MR. Zelensky that triggered a whistle-blower complaint and impeachment proceedings. House Democrats have accused him of abusing his authority and are arguing their case before senators in the impeachment trial of MR. Trump, whose lawyers have said he did nothing wrong.

The account in MR. Bolton's manuscript portrays the most senior White House advisers as early witnesses in the effort that they have sought to distance the president from. And disclosure of the meeting underscores the kind of information Democrats were looking for in seeking testimony from his top advisers in their impeachment investigation, including MR. The aide, Fiona Hill, testified that MR. Bolton told her to notify the chief lawyer for the National Security Council about a rogue effort by MR. Sondland, MR. Giuliani and Mick Mulvaney, the acting White House chief of staff, according to the people familiar with the testimony.

"I am not part of whatever drug deal Sondland and Mulvaney are cooking up," MR. Bolton, a Yale-trained lawyer, told Ms. Hill to tell White House lawyers, according to two people at the deposition. It was not the first time MR. Bolton expressed grave concerns to Ms. Hill about the campaign being run by MR. Giuliani. "Giuliani's a hand grenade who's going to blow everybody up," Ms. Hill quoted MR. Bolton as saying during an earlier conversation.
