NYPD's top cop Dermot Shea and second in command file for retirement
NYPD Police Commissioner Dermot Shea and another top cop have put in their retirement papers in the weeks before Mayor-elect Eric Adams takes office, The Post has learned.
Shea and First Deputy Commissioner Ben Tucker will step away from the police department on Dec. 31, according to police sources.
Shea, the third white Irish man as the top cop under Mayor Bill de Blasio, was appointed police commissioner in November 2019 after former police leader James O'Neill retired. He, like his predecessor, was considered a protege of Bill Bratton.
Shea joined the force in 1991.
Tucker, the second in command in the NYPD, has been part of the department for 24 years. He had been passed over three times for the police commissioner role.
Adams has publicly vowed to appoint a black woman as the next police commissioner and is expected to make an announcement next week.
His camp has narrowed down the national search to three cops, including former Seattle Police Chief Carmen Best and NYPD Chief of Patrol Juanita Holmes.

Adding to the drama late Monday, The Weinstein Co. filed for bankruptcy protection with a buyout offer from a private equity firm almost two weeks after negotiations to sell the company to a group of investors fell apart.
The company also announced it was releasing any victims of or witnesses to Weinstein's alleged misconduct from non-disclosure agreements preventing them from speaking out. That step had long been sought by New York State Attorney General Eric Schneiderman, who filed a lawsuit against the company last month on behalf of its employees.

Olmeda was accused of recording his sexual encounters with the 15-year-old girl on at least five occasions. He met the teen through her older sister, whom the cop had dated. He paid the teen between $140 and $200 a tryst, investigators alleged.
A former Bronx NYPD cop accused of having sex with a 15-year-old prostitute and recording their trysts was acquitted of felony rape and sex abuse charges at trial, but convicted of official misconduct and witness tampering, officials said Wednesday.
At the close of a nearly month-long trial, a jury found ex-Police Officer Raul Olmeda not guilty of having sex with the minor, but did find him guilty of encouraging her not to testify at his trial. He was also accused of accessing NYPD computers to see what kind of evidence the Internal Affairs Bureau had against him.
He was ultimately convicted of official misconduct and tampering with a witness - misdemeanor crimes that are a far cry from the felony rape, sex abuse, child endangerment and using a child in a sexual performance charges he was facing, officials said.
Olmeda was remanded to custody until his sentencing on Oct. 17. He is facing up to one year in jail.
"From the start, Mr. Olmeda was willing to take responsibility for his actions, but he was not willing to plead guilty to charges where he was the victim of a shakedown," said Peter Brill, Olmeda's lawyer. "We thank the jury for being able to tell the difference."

Olmeda, 41, had been a cop for about four years when Police Commissioner James O'Neill ordered his termination from the NYPD in March 2018 following a department trial.
At the time of Olmeda's arrest, O'Neill called the "nature and scope" of the charges against the officer "egregious."
"The fact that the defendant is an NYPD officer evidences an unconscionable violation of his oath to uphold the law and protect the public," the city's top cop said.

An off-duty New York City police officer was found dead Saturday afternoon of a suspected self-inflicted gunshot wound, a department spokesperson confirmed to Fox News.
The officer's colleagues found him dead in his Staten Island home around 2 p.m., law enforcement sources said. They were concerned when he didn't show up for work and had gone to check on him.
No additional information was released by the NYPD. The NYPD Sergeants Benevolent Association tweeted that the officer was a sergeant, but did not give any other details

The officer is the fifth member of the NYPD to commit suicide since early June.
New York Police Commissioner James O'Neill last month said the department had a "crisis" on its hands after three officers took their own lives over a 10-day period.
"Cops spend so much of their days assisting others. But before we can help the people we serve, it is imperative that we first help ourselves," O'Neill said at the time. "Accepting help is never a sign of weakness - in fact, it's a sign of great strength."
According to Blue H.E.L.P., a non-profit organization that tracks law enforcement suicides, at least 106 police officers have killed themselves in 2019. The same organization recorded 167 verified officer suicides in 2018 and 169 in 2017.

HICKSVILLE, Long Island (WABC) – A New York City police officer has died in a suspected suicide, the fourth such death in the department this month.
Police say the off-duty officer was found dead late Wednesday at his home in Hicksville on Long Island.
It appeared the officer, a 24-year veteran who worked at a precinct in the Bronx, shot and killed himself inside his home.
"This is the fourth one that we've had recently, the sixth one this year," Chief of Department Terance Monahan said. "Coming forward when you need help is not going to make you lose your job. There are things in this agency that we're going to do. We're going to get you the help you need. I guarantee you, you're always going to be back on the street."
NYPD Commissioner James O'Neill has declared a mental health crisis in the department amid the recent spate of deaths by suicide.
He has sent messages reminding officers of available resources and urging them to seek help.
Deputy Chief Steven Silks was found dead in a police vehicle in Queens on June 5.
Detective Joseph Calabrese was found the next day at a Brooklyn beach.
Eight days later, 29-year-old officer Michael Caddy killed himself on Staten Island.
Police officials say that when a suicide occurs, the department immediately deploys grief counselors, as well as Chaplains Unit and Employee Assistance Unit professionals to provide continuous support.
Monahan has also put out videos calling for more discussion of mental health and drawing attending to the services available.

After taking flight, McCormack flew around Battery Park on Manhattan's southern tip, then up the island's west side. After that, the helicopter eventually made its way to midtown Manhattan before crashing, CNN reports.

The aircraft crashed on the roof of 787 Seventh Ave. approximately 11 minutes later.
After taking flight, McCormack flew around Battery Park on Manhattan's southern tip, then up the island's west side. After that, the helicopter eventually made its way to midtown Manhattan before crashing, CNN reports.
The crash-landing sparked a fire, which the city's fire department responded to within minutes, New York City Fire Department's fire operations chief, Thomas Richardson, reportedly told media.
Firefighters reached the top of the 54-floor building and extinguished most of the three-alarm fire within half an hour, CNN reports. The city was experiencing 9 mph winds from the east as well as moderate to heavy rain when the accident took place, causing visibility to decrease to about 1.25 miles, CNN reports.
The National Transportation Safety Board is sending an investigator to look into the crash.
McCormack flew for American Continental Properties - the helicopter's owner - for the past five years and survived a previous helicopter crash in October 2014, WABC reports.
He was flying a different helicopter over the Hudson River with six tourists when a bird struck it and broke part of its windshield. He had to make an emergency landing, but no one was injured in the incident.
McCormack was previously a volunteer firefighter at the East Clinton Volunteer Fire Department, where he served as chief for 10 years. In a post on the department's website, he was praised for his "technical knowledge and abilities to command an emergency" being "exceptional."

NEW YORK (CBSNewYork) - A Queens man has been arrested after authorities say he plotted to bomb Manhattan's Times Square.
Ashiqul Alam was taken into custody Thursday by the Joint Terrorism Task Force, which includes both the NYPD and FBI.
The 22-year-old man from Queens allegedly bought illegal guns and wanted to use a suicide vest and grenades to attack Times Square to kill police officers and civilians.
Authorities say Alam bought two guns with their serial numbers removed from undercover agents.
"Mr. Alam discussed guns, suicide vests, hand grenades, and surveilled crowded New York targets such as Times Square", said Police Commissioner James O'Neill. "Our job is to prevent these terrorist attacks whenever we can before they are carried out. This case is another example of the tightly-knit teamwork of the JTTF and the NYPD's Intelligence Bureau. Mr. Alam is charged with illegally purchasing untraceable firearms from undercover officers. That was a clear indicator of his intent to move his plot forward."
Authorities say Alam wanted to either attack Times Square or Washington D.C., with an eye toward killing a "senior government official."
Sources say Alam got on law enforcement's radar after searching for explosives. Authorities then set up a sting.
He was arrested Thursday after trying to purchase guns from officers with the JTTF.
Alam was taken into custody and is expected to be arraigned in federal court Friday afternoon in Brooklyn.

Netherlands Shooting Suspect Captured, Officials Say
A 37-year-old Turkish national was arrested for allegedly shooting and killing three people on a tram in the Netherlands while wounding several others. Gokmen Tanis was arrested by Dutch police for his involvement in a shooting in Utrecht on March 18. "The chief suspect has been arrested," the city of Utrecht said, reported Reuters. The shooting sparked fears of a terrorist attack in the wake of a mass shooting at a mosque in New Zealand last week. Tanis' relatives told Turkish media outlets that he fired shots at a relative due to "family reasons." He then shot others who tried to help the victim, they told Turkish media.
However, officials in the Netherlands raised the terror threat level to its highest level in Utrecht Province as schools were told to shut their doors. Police were also deployed at airports and other vital infrastructure reported The Independent.
Tanis' father, Mehmet, who lives in Turkey, said that his son should be punished if he is found guilty. "If he did it, he should pay the penalty," he said, reported the New York Post.
Police spokesman Bernhard Jens said police are not "100 percent sure" if it was a family dispute. "It could still be a domestic dispute," he said. "We will wait for the investigation before we say more." Utrecht Mayor Jan van Zanen said, "We cannot exclude, even stronger, we assume a terror motive. Likely there is one attacker, but there could be more," according to The Associated Press. Meanwhile, Prime Minister Mark Rutte said officials could not rule out it being a terror attack. "If it is a terror attack, then we have only one answer: Our nation, democracy, must be stronger that fanaticism and violence," he added.
Jimmy de Koster, who lives in the area, said that several shots were fired. He saw a woman on the ground, shouting, "I didn't do anything," Sky News reported. De Koster added: "At that moment I heard pang pang pang three times, four men walked very fast towards her and they tried to drag her away and then I heard pang pang pang again and those guys let go of that woman again."
New York City Police Commissioner James O'Neill had said that the NYPD was closely monitoring the incident, Fox News reported. "NYPD is closely monitoring reports of a shooting on a tram near Utrecht Central Station, the Netherlands' main transportation hub. There does not appear to be a NYC nexus at this time. A manhunt is ongoing & the motive is so far unknown. We ask everyone to always remain alert," O'Neill said.

Several months after the Department of Defense (DoD) banned the purchase of commercial-over-the-shelf Unmanned Aircraft Systems (UAS), including DJI drones from China for most (if not all) departments, The New York City Police Department (NYPD) has just had the bright idea to launch a fleet of Chinese made drones for surveillance operations across the five boroughs.
According to Fox 5 New York, the NYPD announced its UAS program on Tuesday. FAA Part 107 licensed officers of the Technical Assistance Response Unit will pilot the aircraft.
Police officials told Fox 5 the drones would be used in search-and-rescue operations, to survey inaccessible crime scenes, hostage situations, and mass casualty incidents. The department stressed the drones would not be monitoring civilians, but only used for "routine patrols" and will not be equipped with dangerous weapons.
"As the largest municipal police department in the United States, the NYPD must always be willing to leverage the benefits of new and always-improving technology," Police Commissioner James O'Neill said. "Our new UAS program is part of this evolution - it enables our highly-trained cops to be even more responsive to the people we serve, and to carry out the NYPD's critical work in ways that are more effective, efficient, and safe for everyone."
The department will start with a dozen quadcopter drones that can be launched in minutes for tactical operations. There are plans to scale up the drone program into 2020.
However, neither Fox 5 nor the department mentioned where the drones are manufactured. There is ample evidence from the Fox 5's video that the drones are made in Shenzhen, a southeastern city in China, by SZ DJI Technology Co., Ltd., a leading manufacturer of unmanned aerial vehicles.

The discovery comes as investigators in Florida turned up another suspicious package targeting N.J. Sen. Cory Booker.
Both packages are similar to the previous packages targeting prominent Democrats.
The package targeting Booker was reportedly found at the Opa-locka mail facility in Florida, where sources tell CBS News some of the packages were processed.
Investigators have been focusing their search for clues there in the manhunt for whoever is behind the spate of mailings.
With addition of the devices sent to Clapper and Booker, 12 suspicious packages were sent to ten prominent Democrats across the country.

The #FBI has confirmed an 11th package has been recovered in Florida, similar in appearance to the others, addressed to Sen. Cory Booker.
"We are working quickly to process and analyze relevant information from the suspicious packages recovered over the last few days," said Bill Sweeney, the assistant director in charge of the FBI New York.
Many of the packages were addressed to people who have been critics of President Donald Trump, and the president has been critical of them, as well.
Early Friday morning, the president tweeted, "Funny how lowly rated CNN, and others, can criticize me at will, even blaming me for the current spate of Bombs and ridiculously comparing this to September 11th and the Oklahoma City bombing, yet when I criticize them they go wild and scream, 'it's just not Presidential!'"

All of the parcels were sent in similar packaging, and the devices were made to appear like active bombs. None of them detonated, which experts say will be helpful in tracing where the materials came from.
Investigators are working to determine whether the bombs were just poorly designed or if they were simply meant to scare the recipients.
The devices are now being examined at the FBI's laboratory in Quantico, Virginia.
Meanwhile, actor Robert De Niro, who was targeted by one of the mailings, released a statement calling on Americans to vote.
"I thank God no one's been hurt, and I thank the brave and resourceful security and law enforcement people for protecting us," De Niro said. "There's something more powerful than bombs, and that's your vote. People must vote!"

An NYPD cop was hypocritically hiring a prostitute this week and got a dose of karma when she robbed him and stole his car.
Brooklyn, NY - As the Free Thought Project has reported time and again, police will and do arrest people for crimes they frequently commit themselves. One of the most popular one of these "crimes" is the act of hiring a prostitute. When police are lobbying the government to grant them permission to have sex with prostitutes before they bust them, they are often times out participating in it.
To be clear, the act of two consenting adults exchanging voluntary sexual favors for money is not an issue government should be involved in at all. What consenting adults voluntarily do behind closed doors, even when money is involved is of no concern to the state. Sadly, however, unless these consenting adults are filmed and their sex acts distributed online and taxed, the process remains illegal and cops, like the one mentioned below, will jail you for it.
Officer Ali Sheppard was in his personal car on Tuesday when he picked up 20-year-old Taquanna Lawton - known as "Unique" - at Liberty Avenue and Sackman Street to pay her for her sexual services. But Lawton was more than just a sex worker, however. She was a thief.
In what some would call karma, the officer, who has likely arrested prostitutes before, was quickly turned from john to victim.
As the pair headed off to a motel in East New York, Sheppard stopped at an ATM so he could take out money to pay Lawton for her services. However, as Sheppard waited for his money to dispense from the ATM, Lawton hopped into the driver's seat and took off.
Sheppard's Smith & Wesson service-issued pistol was on the front seat which Lawton also got away with.
It only took police a short time before they found Lawton and arrested her just after midnight on Wednesday. Showing his blue privilege, however, Sheppard, who was caught in the act of hiring a prostitute-was not arrested.
The cop, who makes over $100,000 a year, according to SeeThruNY, was merely suspended pending the investigation.
"He was immediately suspended and he'll be facing some disciplinary action," NYPD Commissioner James O'Neill said at a press conference Wednesday. "We're working on the investigation."
"You gotta be f**king kidding me," Sheppard's father Eugene Sheppard told reporters Wednesday morning outside his Brownsville home. "Excuse my lingo man. This is a surprise."
"I would never have thought this," the dad continued. "The man has been in the service twice. I've never heard that he would pick up a prostitute...I'm in shock actually. This is a child that I raised by myself as a single parent and I've never known anything like this to happen, ever. He's a good kid."
Missing the point, however, Sheppard's father is enraged that his son would hire a prostitute while ignoring the hypocrisy of working a job in which he promises to arrest people for the exact same thing.
What this case illustrates is the nature of what happens when sex work is pushed into dark alleys. It fosters criminal behavior, creates an extremely unsafe work environment for the sex workers, and leads to the kidnapping and caging of people for simply wanting to have sex for money.

NEW YORK (AP) - Authorities in New York City are facing a security and logistical challenge of epic proportions with the coming arrival of President Donald Trump and other world leaders for the United Nations General Assembly.
Though there's been no credible threats against the event, the security concerns are so broad that the New York Police Department has considered how it would stop assassins armed with poison or killer drones.
The NYPD's main line of defense will be thousands of extra police officers flooding the streets as part of a carefully coordinated effort with the Secret Service and other federal and local law enforcement agencies to protect both the United Nations and Trump Tower in midtown Manhattan, said Police Commissioner James O'Neill.
"Since the end of last year's General Assembly, we've been planning how to best protect the various sites and all the people inside them, while also minimizing the impact on New Yorkers," O'Neill said at recent news conference at a command center at police headquarters.
The 73rd Session of the General Assembly began on Sept. 18, but the higher-level meetings start Monday.
The security arsenal features police boats patrolling the East River near the U.N., aviation units overhead and teams of officers trained to respond to chemical, biological and other potential terror threats. About 50 city Department of Sanitation dump trucks filled with sand and 230 concrete barriers will be positioned at intersections and other strategic locations to guard against car or truck attacks like the one last year that killed eight people on a bike path in Lower Manhattan.
Police said other preparations have included consulting with British authorities about the poisoning of a former Russian spy there earlier this year by way of a weapons-grade nerve agent. British officials say the attack was carried out by Russian operatives.

At least seven NYPD cops have been arrested and dozens more are wanted for questioning after they were busted running a massive prostitution ring.
New York, NY - This week, it was reported that seven NYPD cops of various ranks have been arrested for being involved in a massive prostitution and gambling ring. The officers have reportedly been under investigation since 2015 when the city's internal affairs department received a tip from a whistleblower in the department.
Two detectives were placed on modified duty after the arrests, but it is not clear what their relation to the case is. An additional 30 police officers are wanted for questioning in relation to this investigation. Forty other civilian suspects were also arrested in the investigation, according to an NYPD spokesman.

The people of this Department are rightly held to the highest standard, and should they fail to meet it, the penalty will be swift and severe. On Wednesday, the Brooklyn South Narcotics building was on lock down as investigators searched the premises and looked through the lockers of different officers.
The officers are facing charges of enterprise corruption, promoting prostitution and official misconduct.

Seven members of the NYPD, including at least one detective and one sergeant, were arrested Wednesday as part of a sweeping Internal Affairs probe into gambling and prostitution, The Post has learned.
More than 40 civilians were also arrested - including a retired vice detective who is married to a prostitute, sources said.
The couple opened multiple brothels on Roosevelt Avenue in Queens and in the Sunset Park neighborhood of Brooklyn, the sources said.
The five-year probe included multiple wiretaps and centered on the retired officer, the sources said.
As part of Wednesday's busts, Internal Affairs officers stormed the 72nd Precinct stationhouse in Sunset Park, ordering the desk supervisor to accompany them downstairs to the locker room, where they clipped the lock on a detective's locker, confiscating its contents, sources said.
They also went to the detective's home, detaining him and placing him on modified duty, sources said.
The detective had only been assigned to the 72 since about five months ago, working previously in IAB, sources said.

NYPD Commissioner Bratton defends policing tactics
The Boston-born cop started his career in his hometown, where he rose to police commissioner before heading to New York. He served as NYPD commissioner from 1994 to 1996 under Mayor Rudy Giuliani and was credited for the city's large decline in crime at the time. In 2002, he became chief of the Los Angeles Police Department, a job he held for seven years.
De Blasio, who on Tuesday called Bratton's contributions "inestimable and extraordinary," brought him back to New York in 2014 to run the nation's largest police force. During his most recent tenure, Bratton was again credited for reducing crime to new lows, with homicides and shootings for 2016 on track to achieve historic declines.
NYPD Commissioner Says Rappers Are 'Basically Thugs'
At the same time, Bratton has been a frequent target of criticism by the city's minority communities, particularly over high-profile civilian deaths during confrontations with city police officers. The list includes Eric Garner, who died in 2014 after cops held him in a choke hold while arresting him for selling loose cigarettes on a Staten Island street.
Activist organizations also criticized Bratton's championing of the "broken windows" policy of policing - making arrests for minor infractions as a way to avoid the potential for major offenses in the future. Supporters of Black Lives Matter occupied City Hall Park on Monday in a demonstration calling for Bratton's resignation.
Bratton previously said his eventual departure would be unrelated to such external factors.

NYPD Police Commissioner Dermot Shea and another top cop have put in their retirement papers in the weeks before Mayor-elect Eric Adams takes office, The Post has learned.
Shea and First Deputy Commissioner Ben Tucker will step away from the police department on Dec. 31, according to police sources.
Shea, the third white Irish man as the top cop under Mayor Bill de Blasio, was appointed police commissioner in November 2019 after former police leader James O'Neill retired. He, like his predecessor, was considered a protege of Bill Bratton.
Shea joined the force in 1991.
Tucker, the second in command in the NYPD, has been part of the department for 24 years. He had been passed over three times for the police commissioner role.
Adams has publicly vowed to appoint a black woman as the next police commissioner and is expected to make an announcement next week.
His camp has narrowed down the national search to three cops, including former Seattle Police Chief Carmen Best and NYPD Chief of Patrol Juanita Holmes.

An administrative judge on Friday recommended firing the New York City police officer accused of using a chokehold in the 2014 death of an unarmed black man whose dying pleas of "I can't breathe" became a rallying cry against alleged police brutality.
Soon after the recommendation became public, the police department suspended Officer Daniel Pantaleo, saying such a move was standard in disciplinary cases where termination has been recommended. A spokesman reiterated that the final punishment decision rests with the commissioner and said the department would not comment further until he makes his decision
The judge's findings in Pantaleo's disciplinary case were provided to his lawyer and the city agency that acted as a prosecutor at his department trial last spring.
"Today's decision confirms what the Civilian Complaint Review Board always has maintained: Officer Daniel Pantaleo committed misconduct on July 17, 2014, and his actions caused the death of Eric Garner," said Fred Davie, chairman of the review board that served as the prosecutor.
Pantaleo's lawyer will have about two weeks to submit responses before Police Commissioner James O'Neill makes his decision.
"All of New York City understandably seeks closure to this difficult chapter in our city's history," said Deputy Commissioner Phillip Walzak.
The administrative judge, NYPD Deputy Commissioner of Trials Rosemarie Maldonado, had been tasked with deciding whether Pantaleo used a banned chokehold to take Eric Garner to the ground during a tense confrontation on a Staten Island street.
Pantaleo's lawyers had argued he used an approved "seat belt" technique to subdue Garner, who refused to be handcuffed after officers accused him of selling untaxed cigarettes.
Videos taken by bystanders showed Garner crying out "I can't breathe" at least 11 times before he fell unconscious. The medical examiner's office said a chokehold contributed to Garner's death.
The head of the Police Benevolent Association, the city's largest police union, called the judge's recommendation "purely political insanity" and warned that if O'Neill fires Pantaleo it will paralyze the department.
