Atlanta Authorities Release New Photos of Wendy's Arson Suspect
The Atlanta Fire Department has released new photos of one of two female suspects in an arson investigation after a Wendy's restaurant was set on fire during protests over the shooting death of Rayshard Brooks. Brooks was shot and killed on June 12 after seizing control of an officer's stun gun and fleeing during an arrest attempt in the parking lot of the Wendy's. According to a police account, Brooks turned and fired the stun gun at Atlanta Police officer Garrett Rolfe, who shot and killed Brooks. The incident, which is being investigated, sparked protests, which became unruly Saturday night, leading to the restaurant being gutted and set ablaze.
In a press conference Tuesday, chief fire investigator James Oliver said the fire was started by several people, using items that included fireworks and a "homemade blowtorch." Oliver said there are multiple suspects in the case and that investigators only have "quality photos of two of them," adding that he believes both suspects are white females. Oliver said the State Arson control board has offered an additional $10,000 reward in the case, bringing the total to $20,000 for information leading to arrests.
Roughly 150 protesters marched Saturday night around the Wendy's restaurant outside where Brooks was shot after police tried to handcuff him for being intoxicated behind the wheel of his car at the restaurant drive-thru. Brooks was cooperative during more than 30 minutes of conversation before things rapidly spun out control. He wrestled with officers, snatched one of their stun guns and pointed it at one of them as he ran through the parking lot. The officer who shot Brooks in the back was fired, and prosecutors are weighing charges against him and another member of the force. The incident prompted the resignation of the city's Police Chief Erika Shields, who in a statement said, "It is time for the city to move forward and build trust between law enforcement and the communities they serve." The Georgia Bureau of Investigation said that Brooks, who was seen on body camera video sleeping in a car blocking the Wendy's drive-thru, failed a sobriety test.

ATLANTA - Mayor Keisha Lance Bottoms faced cheers and boos in Buckhead Thursday night.
An overflowing crowd packed the Atlanta History Center for the Mayor's first of three upcoming town halls. Bottoms was joined by Atlanta Police Chief Erika Shields, along with nearly every department head. Crime was the hot topic of the night.
When we saw what was going on in this space, in our mind as a command staff, it was a failure," Shields told the crowd.
Last month, Buckhead residents - tired of the car break-ins, thefts and home burglaries - told 11Alive they don't feel safe in their own neighborhood.
"We don't want to feel hijacked in our own city," Amber Connor said. "We don't want to feel like we are constantly looking over our shoulder. That's no way to live."

The 11Alive Investigations Team found out that the Buckhead area has had several beat redesigns since 2000 and Zone 2 - which covers the neighborhood - is significantly larger now than it was 18 years ago. According to the Buckhead Coalition, Buckhead's population increased by nearly 30 percent from 2000 to 2016.
The police chief admitted she is embarrassed by the recent uptick in violent crime in Buckhead.
"We struggled last year, with crime being up double digits. It was sickening," Shields said. "We have thrust every imaginable resource up here. It has made a difference."
Shields said the first two months of 2019 saw a drop in the crime rate by about 5 percent.
The most contentious moment of the night came when Mayor Bottoms spoke about her decision last year to end the city jail's relationship with ICE.

Atlanta police chief resigns after fatal police shooting
Atlanta's police chief resigned Saturday hours after a black man was fatally shot by officers in a struggle following a field sobriety test. Authorities said the slain man had grabbed an officer's Taser, but was running away when he was shot. Atlanta Mayor Keisha Lance Bottoms announced the resignation of Police Chief Erika Shields at a Saturday news conference as roughly 150 protesters marched outside the Wendy's restaurant where 27-year-old Rayshard Brooks was fatally shot late Friday. The mayor also said she called for the immediate firing of the officer who opened fire at Brooks. "I do not believe that this was a justified use of deadly force and have called for the immediate termination of the officer," Bottoms said.
She said it was Shields' own decision to step aside as police chief and that she would remain with the city in an undetermined role. Interim Corrections Chief Rodney Bryant would serve as interim police chief until a permanent replacement is found. The Georgia Bureau of Investigation, which is investigating the shooting, said the deadly confrontation started with officers responding to a complaint that a man was sleeping in a car blocking the restaurant's drive-thru lane. The GBI said Brooks failed a field sobriety test and then resisted officers' attempts to arrest him. The GBI released security camera video of the shooting Saturday. The footage shows a man running from two police officers as he raises a hand, which is holding some type of object, toward an officer a few steps behind him. The officer draws his gun and fires as the man keeps running, then falls to the ground in the parking lot.
GBI Director Vic Reynolds said Brooks had grabbed a Taser from one of the officers and appeared to point it at the officer as he fled, prompting the officer to reach for his gun. "In a circumstance like this where an officer is involved in the use of deadly force, the public has a right to know what happened," GBI Director Vic Reynolds told a news conference on a day when protesters gathered at the scene of the shooting and in other areas of Atlanta. The security camera video does not show Brooks' the initial struggle with police.
The shooting came at a time of heightened tension over police brutality and calls for reforms across the U.S. following the May 25 death of George Floyd in Minneapolis. Atlanta was among U.S. cities where large crowds of protesters took to the streets. A crowd of roughly 150 demonstrators, including members of Brooks' family, gathered Saturday outside the restaurant where he was shot. Police shut down streets for several blocks around the restaurant as protesters marched peacefully in the streets.
Among them was Crystal Brooks, who said she is Rayshard Brooks' sister-in-law. "He wasn't causing anyone any harm," she said. "The police went up to the car and even though the car was parked they pulled him out of the car and started tussling with him." She added: "He did grab the Taser, but he just grabbed the Taser and ran." Gerald Griggs, an attorney and a vice president of Atlanta's NAACP chapter, estimated there were 150 people protesting at the scene as he walked with them Saturday afternoon. "The people are upset," Griggs said. "They want to know why their dear brother Rayshard Brooks was shot and killed when he was merely asleep on the passenger side and not doing anything." Even though Brooks struggled with officers, Griggs said, "they could have used nonlethal force to take him down."
Reynolds said his agents worked through the night interviewing witnesses and reviewing video. He said their findings show that Brooks tried to fight off two officers when they tried to arrest him and at one point managed to take a Taser away from one of them. A security camera recorded Brooks "running or fleeing from Atlanta police officers," Reynolds said. "It appears that he has in his hand a Taser." During a short foot chase Brooks "turns around and it appears at that time he points a Taser at an Atlanta officer," Reynolds said. That's when the officer drew his gun and shot Brooks, he said, estimating the officer fired three times.
Atlanta Deputy Police Chief Timothy Peek told reporters late Friday that both officers deployed their Tasers in an attempt to subdue the suspect but were unable to "stop the aggression of the fight." Reynolds said his agents will turn over results of their investigation to Fulton County District Attorney Paul Howard, whose office will decide whether criminal charges are warranted against either of the officers.

ATLANTA (CBS46) – Atlanta Police Chief Erika Shields resigned her position Saturday afternoon, less than 24 hours after an APD officer shot and killed Rayshard Brooks after a struggle in the parking lot of a fast food restaurant on the city's south side.
Atlanta Mayor Keisha Lance Bottoms said in a Saturday press conference the decision to resign was former Chief Shields' and the mayor said she accepted the resignation.
"Because of her desire that Atlanta be a model of what meaningful reform should look like across this country, Chief Shields has offered to immediately step aside as police chief so that the city may move forward with urgency and rebuilding the trust that is desperately needed throughout our communities," Mayor Bottoms said Saturday.
Mayor Bottoms said the former chief will remain with the city in a role that has yet to be determined. Bottoms said the officer who fired the shot should be fired.
The former chief's resignation came just hours after the Georgia NAACP called for her to leave her position and capped off a more than two week period in Atlanta that saw peaceful protests, violent protests, two college students violently pulled form a car, multiple APD officers fired and charged for the car incident, and now a deadly police-involved shooting.
The incident involving two college students pulled from a car happened live on CBS46. Cameras captured two students being violently pulled out of their car after being hit with tasers. The footage sparked outrage and two of the officers were fired the next day. Charges were filed a few days later against six officers. Since then, two other officers have been fired for their roles in the incident.

The latest police killing of an "unarmed" black man unfolded Friday night in Atlanta, and footage released Saturday afternoon is already causing a major uproar in the city. Activists are demanding that Atlanta's police chief Erika Shields, whose statements to the press and willingness to push deescalation tactics made her a media darling during the unrest that followed the killing of George Floyd.
Though the only details of the incident so far involve grainy cellphone camera footage, it's clear in the video that one of the two APD officers involved in the incident shot a suspect in the back as he was running away after wresting one of the officer's tasers away from him.
The Georgia NAACP claimed the APD needs "a serious overhaul" and argued that the deceased suspect, later identified as Rayshard Brooks, 27, was killed for "sleeping" (not for attacking two officers and stealing one of their weapons)>
The footage posted to twitter earlier shows Brooks successfully wrestle both officers to the ground before running off with the taser. At the end of the video, several gunshots ring out, though the shooting of Brooks isn't shown.

Atlanta Police Chief Erika Shields told her staff Friday the entire department would have a zero-chase policy effective immediately, sources confirmed to CBS46 News. Chief Shields indicated the policy will remain in place for the department until more policy decisions have been made. The move came in a staff email Friday that took aim at the judicial system.
Shields said in the email to her staff that she had to weigh the success of the chases the department engages in with, "the level of pursuit training received by officers who are engaging in the pursuits, the rate of occurrence of injury/death as a result of the pursuits and the likelihood of the judicial system according any level of accountability to the defendants arrested as a result of the pursuits."
The email from Shields continued, "At this point and time, the department is assuming an enormous amount of risk to the safety of officers and the public for each pursuit, knowing that the judicial system is largely unresponsive to the actions of the defendants."
According to the memo, the Executive Command Staff will "work to identify specific personnel and certain specialized pursuit training to enable the department to conduct pursuits in limited instances," however, until those standards are formalized, "the department has a zero-chase policy, and this is effective immediately."
The move comes after some recent high-speed chases ended in tragedy. In early December, a traffic stop turned into a high-speed chase that ended in a multi-car collision near the intersection of Campbellton Road and Lee Street. Two people died in the accident at the end of the chase. A separate accident in September saw a brief high-speed chase end with the suspect's car crashing into a building off Donald Lee Hollowell Parkway. The car hit a customer standing outside the business critically injuring him.
Chief Shields acknowledged in her email the decision, "will not be a popular decision; and more disconcerting to me personally, is that this decision may drive crime up."

Super Bowl Crime Sweep Nets 33 Arrests on Sex-Trafficking Charges
With only a few days before the Super Bowl kicks off, law enforcement officials in Atlanta announced that a security sweep of the area has resulted in the arrests of 33 people on sex-trafficking charges, a report says.
The crackdown was part of a campaign to quash an influx of prostitution into Atlanta ahead of the big game, according to the Atlanta Journal-Constitution.
Nick Annan, Homeland Security Investigations special agent in charge, told the media that sex crimes often rise for special events such as the Super Bowl. He added that the security sweep was carried out over the previous four days and that the effort will continue through the Super Bowl.
The sweep is part of the larger security plans for the NFL game that has included a stepped-up police presence in and around Atlanta's Mercedes-Benz Stadium by members of 40 local and state law enforcement agencies who are supported by 25 federal agencies. The stepped-up security also includes flyovers by helicopters from the Department of Energy's National Nuclear Security Administration.
The sweep was conducted in and around Douglas County and included monitoring social media and the use of undercover officers in various hotels. The youngest person arrested was 17, officials said.
Authorities also announced the confiscation of more than 2,000 counterfeit items including fake tickets, but no further details on this topic were released.
"This is a fantastic city," Atlanta police Chief Erika Shields said. "We really want people to come and just have a great time."
