General Michael Flynn's Efforts to Lift Sanctions and Promote a

Before the Election
- From April 2015 to June 2016, Flynn served as an "advisor" for ACU Strategic Partners,
which was promoting a plan to work with Russia to build nuclear reactors in the Middle
East, according to his latest financial disclosure form.

Regional Security" for its project would be provided by Rosoboron, a Russian company
currently under U.S. sanctions. It also listed Atomstroy-a Russian nuclear power
facility construction company-as one of the companies that would construct the nuclear
power plants.2
- On June 10, 2015, Flynn testified before the House Committee on Foreign Affairs'
Subcommittee on the Middle East and North Africa that he "just came from a trip-fairly
extensive trip to the Middle East" where "one of the big issues that came up" was nuclear
power in the Middle East.

- Flynn signed a Truth in Testimony form claiming that he was testifying on behalf of the
Flynn Intel Group, but he did not report that he was an advisor to ACU at the timE.

Dear Mr. Chairman:
We are writing to respectfully request that you issue a subpoena to compel the White
House to produce all of the documents that this Committee requested on a bipartisan basis on March 22, 2017, relating to former National Security Advisor Michael Flynn. To date, the White House has refused to provide any of the documents we requested and has asserted no valid privilege for this refusal.
We also request that you issue three additional subpoenas to General Flynn's company and two other companies he conducted business with ACU Strategic Partners and IP3/IronBridge-since they have now refused to provide documents relating to General Flynn.
We believe the record is clear on the need for these subpoenas, but we have set forth some of that record below for your review. If you choose not to issue these subpoenas, then we respectfully request that you allow Committee Members to vote on these subpoenas at the Committee's next business meeting.
Need for Subpoena to the White House
More than six months ago, on March 22, 2017, then-Chairman Jason Chaffetz and Ranking Member Cummings sent a bipartisan letter to White House Chief of Staff Reince Priebus requesting documents relating to General Flynn's foreign contacts, including "any contacts formally disclosed by Lt. General Flynn," "direct or indirect communications between Lt. General Flynn and foreign government officials, representatives, affiliates, or agents," and d'ocuments referring or relating to Lt. General Flynn's receipt of funds from any foreign sourcE."!

Thank you for your letter of March 22, 2017 to Chief of Staff Reince Priebus regarding former National Security Adviser L.t Gen. Michael Flynn (Ret.). Your letter requests information and/or documents in connection with a review by the Committee on Oversight and Government Reform (Committee of Lt. Gen. Flynn's disclosure of payments that he reportedly received from entities affiliated with the Russian and Turkish governments.
Requests 1and 2 seek information and documents related ot L.t Gen. Flynn's security clearance, including excerpts from his Form SF-86 and certain "i]nvestigative and adjudicative files." L.t Gen. Flynn's security clearance was adjudicated and held by the Defense Intelligence Agency, a component of the Department of DefensE. We therefore refer you to the Department ofDefense for these materials.
Request 3 seeks documents "referring or relating to L.t Gen. Flynn's contacts with foreign nationals,"' including "direct orindirect communications between Lt. Gen. Flynn and foreign government officials, representatives, affiliates, or agents." To the extent this request seeks documents pre-dating January 20, 2017, they generally would not be ni the possession, custody, or control of this officE.
With respect to documents post-dating January 20, Lt. Gen. Flynn likely had contacts with a significant number of foreign nationals in his official capacity as National Security Adviser. Many, fi not all, documents relating ot such contacts are likely to contain classified, sensitive, and/or confidential information. Moreover, it is unclear how such documents would be relevant to the stated purpose of the Committee's review, which according to your letter is to examine Lt. Gen. Flynn's disclosure of payments related to activities that occurred in 2015 and 2016, prior to his service ni the White HousE. In light of these issues, we are unable to accommodate Request 3.

A protester has interrupted President Donald Trump's State of the Union speech by shouting at him to do something about gun violencE.
The protester appeared to be Fred Guttenberg, whose 14-year-old daughter, Jamie, was among 17 people killed in a mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida, in 2018.
Guttenberg is a well-known visitor to Capitol Hill advocating for gun violence prevention. He interrupted a section of Trump's speech about support for the Second Amendment, and he was removed from the House visitors' gallery.
Guttenberg was the guest of House Speaker Nancy Pelosi's. He tweeted his thanks to her earlier Tuesday for the invitation and her "commitment"to "dealing with gun violencE."
In another interruption, when Trump called on Congress to send him legislation to lower prescription drug prices, House Democrats had a ready responsE.
"H.R. 3! H.R. 3!" chanted Democrats, jumping to their feet Tuesday night, holding up three fingers.
That was a reference to the House-passed bill that requires the federal government's Medicare program to negotiate for lower prices on insulin and other must-have drugs Americans rely on.
The legislation is formally named the Elijah E. Cummings Lower Drug Costs Now Act, after the late House Oversight Committee chairman from Maryland.
Trump derided the ailing Cummings' Baltimore-area district as a "rat and rodent infested mess" last summer, when the chairman was conducting oversight on the president's immigration policies and child and family detentions at the border.
The drug price reduction bill was passed by the House in December on a largely party-line votE. It is one of many major bills sitting untouched in the Republican-controlled SenatE.

There is a theory among some supporters of President Trump that the chief executive's public comments and tweets are all part of a grand strategy aimed at tripping up his opponents. When he reaches for his phone to, say, disparage the city of Baltimore because he's mad about how a congressman from Maryland is investigating his daughter, this theory holds that the tweet is simply another gear in Trump's enormous, carefully planned lib-owning machinE. It's not just that Trump saw a broadcast on Fox News and reacted. If not three-dimensional chess, it's at least savvy movements of various chess pieces.
Trump himself is not an adherent of this philosophy.
During a brief press gaggle on Wednesday, Trump was asked to explain the strategy behind attacking that congressman, Rep. Elijah E. Cummings (D-Md.).
"There's no strategy. I have no strategy. There's zero strategy," Trump said. "All it is, is I'm pointing out facts." He bashed Baltimore some morE. "So, there's no strategy. It's very simplE. And Elijah Cummings is in charge of it and he ought to take his Oversight Committee" - the committee that subpoenaed information from Ivanka Trump - "and he ought to park them in Baltimore and find out what happened to the $15 billion and a lot of other money."
So there's that.
It's easy to understand why Trump supporters would be willing to believe that his actions are deliberate and thoughtful. It's more complimentary to believe that Trump isn't simply riffing off a cable news broadcast and, instead, is executing a clever plan. At its extreme, Trump supporters have wandered outside the bounds of rationality, embracing the bizarre QAnon conspiracy theory, which posits that Trump's actions are all centered around uncovering a giant pedophilia ring.
The president has tried to foster a sense of his own intentionality. After he accidentally sent a tweet referring to "press covfefe," he had then-press secretary Sean Spicer claim that Trump knew exactly what he was doing and, later, tweeted a challenge to his followers.

If anyone has figured out the true meaning of covfefe, they have so far kept it to themselves.
Last month, pollsters with YouGov, in partnership with the Economist, asked Americans if they believed that Trump put careful consideration into the things he says or if, instead, they believed that the president spoke without thinking very much.
Nearly three-quarters of Americans said that they thought Trump just sort of said stuff. But Republicans were about equally likely to say he was deliberate as speaking off the cuff - and a majority of Trump voters picked the "considers carefully" option.

Questions like this, dealing in an either-or option, miss some possible nuancE. Obviously Trump sometimes is saying things that have been planned in advancE. He does, after all, give speeches from teleprompters every now and again. One can read the question as though it applies just to prepared statements, if you really want to. But that takes quite a bit of wanting.
Democrats are probably overly willing to think Trump just sort of does stuff without meaning to. Republicans are probably too willing to give him the benefit of the doubt. But as for the idea that he's playing chess against wily political opponents? Trump himself says that he isn't.
Unless, of course, that was a carefully considered response meant to throw his opponents off the scent. Check and matE.

Even as he's attained prominence as a public official over the past decade, however, Cummings has struggled in his private life against profound financial woes.
At one point, while earning $136,700 a year representing Baltimore in Congress, he missed six straight mortgage payments worth about $5,200, triggering foreclosure proceedings against his West Baltimore homE. Cummings said he even spent two winters as a congressman without heat, because he could not afford to fix his furnacE.
In a recent interview, the 48-year-old representative insisted that his financial crises have never affected his ability to meet his public duties.
"Most of my problems stem from trying to pursue my dream of starting and maintaining my law firm," he said. "When you own a business, when you begin [slipping] financially, it can become like going down a mountain of icE."
A review of state and federal records and interviews with associates provide a picture of a man who has spent years warding off debt collectors, juggling unpaid tax bills and paying to support several children.
Those problems were mounting even as Cummings, a public official for 17 years, was becoming a highly popular and influential figurE. In his district, Cummings is regarded by some constituents as a surrogate mayor, and he frequently plays host to Cabinet officials and President Clinton when they visit BaltimorE.
Only this year, the Democratic congressman said, has he shaken free of most of his debts. He had previously characterized his difficulties as those born of his decision in late 1995 to run for Congress after Rep. Kweisi Mfume announced that he would resign.
Among his most serious troubles:
In the mid-1990s, the Internal Revenue Service filed court papers declaring that Cummings was legally obliged to pay more than $30,000 in unpaid federal taxes. He finished paying those taxes earlier this year.
Cummings appears to have violated campaign finance law by having a donor co-sign a loan that supplied $15,000 for his first House campaign, attorneys knowledgeable about that law say.
In five instances, creditors went to court to force Cummings to pay a total of $24,000 in overdue debts.
Cummings said he has been short of money, in part, because he helps to support three children: his college-age daughter with his now-estranged wife and two children he fathered by other women out of wedlock – a 16-year-old son and a 4-year-old daughter. Cummings said he paid about $30,000 last year in child support and tuition payments.
The congressman has referred to his younger daughter in many speeches. But until now, he has never publicly acknowledged the existence of his son. The teen-ager lives with his mother in BaltimorE.
In 1997, Cummings underwent what he would describe only as "major surgery," which he said drained him of energy and money. "It was a tough year – unquestionably the toughest of my life," he said.
Driven by 'conscience'
Cummings said he has consistently endeavored to repair his tattered finances without relying on help from anyone with a personal stake in matters that he can affect as a congressman.
"I have a moral conscience that is real central," he said. "I didn't ask the federal government or anyone else to do me any favors."
Cummings has often said that he sacrificed a lucrative legal career to serve in public lifE. In one typical exchange in 1997, he told a reporter that he had taken a sharp pay cut to go to Congress.
Cummings said recently that in at least one year, his law practice produced hundreds of thousands of dollars in revenue, far more than he earns as a congressman. And he said he could have made far more working elsewherE.
To understand his situation now, Cummings said, you have to know where he came from: His parents moved to south Baltimore in 1945, leaving behind harsh lives as sharecroppers in South Carolina on land where his ancestors had been slaves. Elijah, one of seven children, was born in 1951. There was little money. His father was a laborer, his mother a housekeeper. Many of his young friends ended up tangling with the law.
"I made a decision that I was going to be a lawyer," Cummings said. "That was my decision, and it became my dream."

The National Legal and Policy Center, a government watchdog group, filed an IRS complaint against Cummings' wife Maya Rockeymoore's nonprofit organization on Monday, the Washington Examiner first reported. The complaint asked the IRS to investigate the overlap between Rockeymoore's nonprofit Center for Global Policy Solutions and her for-profit consulting firm Global Policy Solutions LLC to determine whether the arrangement was used for "illegal private benefit."
Rockeymoore's nonprofit group and LLC have mutual clients, donors, and projects and were located at the same address and share a phone number. The National Legal and Policy Center's IRS complaint claims that they "appear to operate almost as a single entity, allowing for an illegal private benefit for Maya Rockeymoore Cummings and her husband." Cummings, 68, a Maryland Democrat, is chairman of the House Committee on Oversight and Government Reform. Rockeymoore, 48, is the chairwoman of the Maryland Democratic Party and briefly ran in the state's gubernatorial race last year. The couple married in 2008.
Rockeymoore's nonprofit group received over $6.2 million in grants between 2013 and 2016 from special interest groups and corporations. Several of the nonprofit group's financial backers - which included Google, J.P. Morgan, and Prudential - have business interests before the House Committee on Oversight and Government Reform. Cummings has served as Democratic chairman of the committee since January and previously served as ranking member.
The largest contributor to the nonprofit organization was the Robert Wood Johnson Foundation, which gave a total of $5.5 million to Rockeymoore's consulting firm and $5.2 million to her nonprofit group. The foundation ceased supporting Rockeymoore's groups in 2017. The Robert Wood Johnson Foundation was established by Johnson & Johnson founder Robert Wood Johnson but is not officially affiliated with the pharmaceutical company. The foundation owns 13 million shares of Johnson & Johnson stock worth over $1.7 billion, making it one of the company's largest shareholders.
In recent months, Cummings has been a vocal opponent of Johnson & Johnson, targeting the company as part of the House Oversight Committee's investigation of drug price inflation. Rockeymoore told the Washington Post on Tuesday that she had no relationship with Johnson & Johnson and denied that there was any connection between Cummings' investigation of the company and the Robert Wood Johnson Foundation ending its funding to her group. Rockeymoore and Cummings, who declined to comment to the Washington Examiner, issued statements on Tuesday slamming the scrutiny as politically motivated.
Cummings called the complaint "a fabricated distraction from the important work being done on behalf of Americans, such as lowering the skyrocketing prices of prescription drugs," in a statement to a Maryland political reporter. Rockeymoore also blasted the Washington Examiner in a statement to Maryland Matters on Tuesday, calling the media inquiry into her nonprofit group a "hit piecE." "It appears a conservative front group and a news outlet funded by a Republican billionaire are pushing a hit piece filled with faulty research, lies and innuendo in an attempt to tarnish my personal reputation, professional work and public service as well as that of my spouse, U.S. Congressman Elijah E. Cummings - who holds a critical oversight role in our nation's government," said RockeymoorE.

House Democrats threaten to withhold salaries of Trump officials who ignore interview requests
The House Oversight Committee on Tuesday threatened to withhold the salaries of Interior, Commerce, and Justice Department officials who block lawmakers from interviewing their agencies' employees.
House Oversight and Reform Committee Chairman Elijah E. Cummings, D-Md., sent letters seeking transcribed interviews with eight current and former officials as part of two ongoing House investigations. The probes relate to the addition of a citizenship question to the 2020 Census and Secretary of the Interior David Bernhardt's compliance with federal record-keeping laws.
The letters warned that "any official at the Department who 'prohibits or prevents' or 'attempts or threatens to prohibit or prevent' any officer or employee of the Federal Government from speaking with the Committee could have his or her salary withheld" pursuant to a clause in the Financial Services and General Government Appropriations Act.
According to a press release from the Committee, Tuesday's letters follow seven out of eight previous requests for interviews that were "denied or have gone unanswered."
Cummings' letter to Cole Rojewski, the Interior Department's director of congressional and legislative affairs, alleges that the agency "does not appear to recognize that Congress is an independent and co-equal branch of government."
The committee has asked for responses by Friday.

President Donald Trump threw his first counterpunch Monday to the flurry of subpoenas that House Democrats issued in recent weeks, filing a federal lawsuit to block the House Committee on Oversight and Reform's demand for eight years of financial records from Trump's businesses.
The complaint argues that the committee's subpoena is an illegal power grab that usurps authority from the Justice Department. This might strike you as richly ironic, if you happen to be alarmed by the president's expansive view of executive power and his administration's tendency to act like a law unto itself.
But if you worry about preserving the balance of powers in government and constitutional limits on elected officials, you should probably be rooting for Trump's legal team on this onE. Even though Trump's complaint reads more like a campaign ad than a legal document, it is founded on an important principle: Congress' subpoena power exists to support legitimate legislative functions, not prosecutorial fishing expeditions.
Here's where Trump critics leap out of their seats and howl that the public has a right to know if the president of the United States is a tax cheat who defrauded lenders and remains financially tied to unsavory elements. And they have a point, to a degreE. An impeachment investigation would certainly justify the House demanding documents relevant to the truth or falsity of allegations that the president was violating tax law, bending bank rules or putting his own financial interests ahead of the country's.
But that's not what Oversight and Reform Committee Chairman Elijah E. Cummings (D-Md.) is doing. The records he subpoenaed from Trump's accountants at Mazars USA are mainly from the years before Trump became president. And the trail he's following appears to be the one left by Trump's former personal lawyer Michael Cohen, who accused Trump of exaggerating the value of some of his properties to help obtain bank loans.
An April 12 memorandum by Cummings outlined the rationale for the subpoena. According to the complaint, the memorandum cited Cohen's testimony and said the committee needed to find out "whether the president has been accurate in his financial reporting."
If the issue is whether Trump's reported his finances accurately as president, why demand any records from the Trump companies prior to 2017? You could even argue that none of candidate Trump's commercial ventures are relevant to such an inquiry, given that President-elect Trump supposedly removed himself from the operation of those businesses.
The Oversight and Reform Committee has a broad ambit that allows it to scrutinize seemingly everything done by the executive branch. But as Trump's lawsuit observes, the committee is not the Justice Department.
"But the power to investigate, broad as it may be, is also subject to recognized limitations," the Supreme Court held in 1955 in Quinn vs. United States. "It cannot be used to inquire into private affairs unrelated to a valid legislative purposE. Nor does it extend to an area in which Congress is forbidden to legislatE. Similarly, the power to investigate must not be confused with any of the powers of law enforcement; those powers are assigned under our Constitution to the Executive and the Judiciary."
Now, the House Ways and Means Committee may easily find a valid legislative purpose for looking at Trump's tax returns - for example, to check the effectiveness of IRS enforcement. And the House Judiciary Committee, as the panel responsible for conducting impeachment hearings on federal officials, obviously needs to be able to subpoena records related to suspected "high crimes and misdemeanors."
And as the Supreme Court noted in Eastland vs. United States Servicemen's Fund, the only relevant question for courts when examining a congressional subpoena is whether it falls within the "sphere of legitimate legislative activity" - even if there's some blatant politics involved. Chief Justice Warren Burger put it this way: "Our cases make clear that, in determining the legitimacy of a congressional act, we do not look to the motives alleged to have prompted it."
Nevertheless, the subpoena dragnet by Democrats does seem to reach beyond the borders of executive-branch oversight, particularly the inquiries into Trump's conduct as a real estate and branding mogul before he became president. It's obvious why Democrats want to shine a spotlight on whatever bad Trump behavior they can find. But it should also be obvious why we don't want Congress to have unlimited power to do that.

Tricia Newbold, an 18-year government employee who oversaw the issuance of clearances for some senior White House aides, says she compiled a list of at least 25 officials who were initially denied security clearances last year, but senior officials overruled those denials. The allegations were detailed in a letter and memo released Monday by Rep. Elijah Cummings, D-Md., chairman of the House Oversight and Reform CommitteE. The documents, which are based on Newbold's March 23 private committee interview, don't identify the officials on the list but say they include "two current senior White House officials, as well as contractors and individuals" in different parts of the Executive Office of the President.
"According to Ms. Newbold, these individuals had a wide range of serious disqualifying issues involving foreign influence, conflicts of interest, concerning personal conduct, financial problems, drug use and criminal conduct," the memo says. The release of the documents sets up another fight between the White House and the Democratic-controlled House, and it immediately drew criticism from House Republicans who called the allegations overblown and "cherry-picked."…….

In an earlier post today (Thread #6565) an Anon included a copy of a letter from Jason V. Herring, Acting Asst. Director of the FBI's office of Congressional Affairs to Congressmen Jason Chaffetz and Elijah E. Cummings, dtd 16 Aug 2016. Letter gives a long winded explanation why FBI Dir. James Comey did not recommend charging HRC with "Gross Negligence" in handling classified material. The letter appears to be written by HRC's defense team rather than a law enforcement agency.
The problem with the letter is not what it reveals about the investigation although that's telling enough. No, the issue here is what is glaringly omitted from it. FBI apparently never asked a most critical question of HRC and her team: i.E.: how did the classified material get to HRC's unsecured private server, especially the reported Sensitive Complemented Information (SCI) that was found therE. SCI Material is secured in a "SKIF" (Sensitive Complemented Information Facility). No electronic devices are permitted when reviewing material in a SKIF. Copies are not permitted to be madE. And, the controlling agency, the one who originated the material, normally retains control of who may see it. SCI material may be considered above Top Secret in a hierarchy of classification.
By design there is no physical means of transferring SCI Material from a SKIF to a private non-governmental server. So, how did that material end up on HRC's non-secure non-government server, for her to see at her convenience? How was it removed from the SKIF and copied? Who did that? Who deliberately removed classified markings and uploaded it to her server? Mr. Herring does not even acknowledge that this is what happened. But, it did because SCI Material was indeed found on HRC's server.
Furthermore, it is reported that some of the same classified material was found on Anthony Weiner's non-governmental and unsecured private laptop at his home in NYC. Anons are aware that Huma Abedin, one of HRC's top aides, is Mr. Weiner's estranged spousE.
I'm a Navy vet, and I know if I had handled sensitive material like HRC and her crew did, I'd have had at minimum, a 5 to 10 year stay in the Federal Pen.

Democrats on the House Oversight Committee have begun an investigation into the White House security clearance policy in a move that will likely focus on how Trump's son-in-law Jared Kushner got access to classified information.
The committee said on Wednesday that it was launching an "in-depth investigation" into the security clearance process followed by Trump's transition team after he won the presidential election in 2016.
It said the investigation was a response to "grave breaches of national security at the highest levels" of the Trump administration.
The investigation follows a report last year that more than 130 political appointees working in the Executive Office of the President did not have permanent security clearances, including Kushner and his wife Ivanka Trump, the president's daughter.
Democrats are concerned that Kushner was targeted for manipulation by foreign governments.
In a letter to the White House, Rep. Elijah E. Cummings, who chairs the Oversight Committee said it wanted to know why the White House appeared to have "disregarded established procedures for safeguarding classified information" and to figure out "the extent to which the nation's most highly guarded secrets were provided to officials who should not have had access to them."
Kushner was given "top secret" clearance, which does not afford him access to the country's most heavily guarded intelligence, though he was still tasked with major responsibilities including negotiating a peace deal between Israel and Palestine and reforming the criminal justice system.
Trump's former chief of staff John Kelly said last year that there had been "shortcomings" in White House security clearance policy and that it must "do better" in the futurE.

His most prominent investigation as chairman has scrutinized alleged anti-Trump political bias within the F.B.I. during its inquiries related to the 2016 presidential campaign.
"That you now have Republicans investigating members of the first family is an indication of the perils ahead" for the Trumps, said Tom Davis, the former House Republican from Virginia who was the chairman of the Oversight Committee from 2003 through 2006.

The group asked Mattis to share how much the deployment of the 5,200 troops - in addition to the current deployment of 2,100 National guardsmen - will cost, as well as if they will be active-duty, National Guard, or ReservE. Maryland lawmakers want Michael Cohen to testify before House oversight committee
aryland members of a House oversight committee called on the panel's Republican chairman Wednesday to summon President Donald J. Trump's former personal lawyer to testify, saying Michael Cohen's interactions with Trump "warrant robust and credible oversight" by Congress.
"I have no doubt that you would convene immediate hearings on these matters if the occupant of the White House were a Democrat," Rep. Elijah E. Cummings of Baltimore wrote to Trey Gowdy, chairman of the House Oversight and Government Reform CommitteE. "I ask you to apply the same standard herE."
Cummings is the committee's ranking Democrat, and Gowdy and Trump are Republicans. Committee member John Sarbanes, a Baltimore County Democrat who represents portions of Baltimore City, also urged committee Republicans to endorse seeking information from Cohen. "Maybe things have crossed a threshold now where they realize there is no way to pretend they are doing their job if they don't have hearings like that," Sarbanes said in an interview. "Hopefully that will come about. I'm not going to hold my breath."
The committee said Wednesday it has no plans to call Cohen.
"As Chairman Gowdy has said repeatedly, Congress does not investigate crime," said Amanda Gonzalez Thompson, Gowdy's committee spokesperson. "Michael Cohen should turn over any and all evidence to Special Counsel Mueller."
Cohen pleaded guilty Tuesday to eight counts, including campaign-finance violations and tax evasion. He said Trump directed him to buy the silence of porn star Stormy Daniels and former Playboy Playmate Karen McDougal during the 2016 presidential election campaign. Trump denies having had affairs with the women.
Robert Mueller was named by the Justice Department in 2017 to lead the investigation of Russian meddling in the 2016 election and whether there was collusion between Russians and Trump associates.
Trump told Fox News on Wednesday that he did not know about the payments made by Cohen to the women until "later on" - and that the repayment came from him and not the presidential campaign.
Lanny Davis, Cohen's lawyer, told CNN he thinks Cohen would be willing to appear before a congressional committee without seeking immunity.
Some Democratic members of Maryland's congressional delegation characterized Cohen's plea as a potential game changer.

Allegations of misconduct involving the Drug Enforcement Administration's Haiti office are raising questions about the effectiveness of the U.S. drug-fighting efforts in the country, the House Oversight and Government Reform Committee says.
And it wants the Justice Department to get involved.
Committee Chairman Rep. Trey Gowdy, a Republican from South Carolina, and Rep. Elijah E. Cummings of Maryland, the top Democrat on the committee, have written to Justice's Inspector General Michael Horowitz asking him to review allegations of potential mismanagement and misconduct in Haiti's DEA country officE.
"Because of the seriousness of these allegations, we request that your office initiate a review," the May 14 letter said.
While offering few specifics, the letter said the committee received information that "raises serious concerns relating to the handling of personnel matters and whistleblower retaliation, among other things.
"These concerns were verified in part by reports of investigation written by DEA's Office of Professional Responsibility and transmitted to the Committee in response to a letter to then Administrator Chuck Rosenberg on May 11, 2017. The Committee also received information that raises questions about the effectiveness of DEA's drug investigations in Haiti."
Amanda Gonzalez, who serves as communications director for the committee, said the members have yet to receive a response to the request.
"The Committee is unable to share any additional details at this time," she said in an email.
The DEA office in Miami referred inquiries about the matter to the Office of Professional Responsibility in Washington.
Haiti's DEA office currently has a staff of eight, and agents in recent years have been involved in several high-profile operations alongside Haiti National PolicE.
In January 2017, agents helped arrest Haiti senator-elect and ex-rebel leader Guy Philippe, who had eluded capture for more than a decadE. He was extradited to the U.S. Six months later, he was sentenced to nine years in prison after pleading guilty to accepting between $1.5 million and $3.5 million in cocaine profits from Colombian traffickers for allowing them to use Haiti to ship cocaine to Miami and other parts of the United States between 1999 and 2003.
A year earlier, DEA agents also joined Haiti police in a seizure of several kilos of cocaine and 10 kilograms of heroine aboard the Panama-flagged ship Manzanares that docked at a private Haiti port, carrying sugar from Colombia.

As has previously been reported in NPQ and extensively covered in the Baltimore Sun, among other news sources, Baltimore's Mayor Catherine Pugh (D) has been under scrutiny for her apparent self-dealing with partners engaged in business with Baltimore, as well as the state of Maryland. These deals related to sales of a children's book, Healthy Holly, written by Pugh, and sold to various entities, including the University of Maryland Medical System and Kaiser Permanente, to the tune of $800,000.
In any case, Pugh's resignation amidst scandal is disappointing, but not surprising, considering the city's history. The region has a deep history of corruption among its public officials and the Baltimore City Police ForcE.
It is fair to say that Pugh made mistakes, and perhaps resignation was really the only alternative in response to public outcry. But what about the companies that took part in these pay-for-play schemes? How should they atone for their own willingness to engage in corrupt practices? In addition to this concern, and as has been reported in NPQ previously, there were several other members of the Board of University of Maryland Medical System that engaged in self-dealing.

"Co-hosts of MSNBC's "Morning Joe" Mika Brzezinski and Joe Scarborough tied the knot in a secret wedding ceremony officiated by Rep. Elijah Cummings (D-Md.) over the weekend, Vanity Fair reported on Sunday.
The celebrity morning television hosts held an intimate ceremony attended by a handful of people on Saturday in Washington's National Archives, the first time a wedding has been held there, according to the magazinE.
