PARIS (Reuters) - French authorities were searching the mayoral offices of former French Prime Minister Edouard Philippe - also the mayor of Le Havre - as part of a preliminary investigation linked to possible corruption and financial wrongdoings, a judicial source said on Wednesday.
Philippe, who is widely seen as a potential candidate to succeed Emmanuel Macron in France's next presidential election, could not immediately be reached for comment.
French paper Le Monde earlier reported the probe is targeting Philippe directly, as well as some of his aides.

PARIS, Jan 8 (Reuters) - French Prime Minister Elisabeth Borne resigned on Monday, as President Emmanuel Macron seeks to give a new impetus to his second mandate ahead of European parliament elections and the Paris Olympics this summer.
Macron did not immediately name her successor.
The change in prime minister comes after a year marred by political crises triggered by contested reforms of the pension system and immigration laws.
It also comes just five months before European Parliament elections, with eurosceptics expected to make record gains at a time of widespread public discontent over surging living costs and the failure of European governments to curb migration flows.
In France, opinion polls show Macron's party trailing that of far-right leader Marine Le Pen by some eight to ten points ahead of the June vote.
Speculation of a government reshuffle had been rife in the weeks since the narrow adoption in parliament of toughened immigration rules exposed deep cracks in Macron's centrist majority. Macron himself promised a new political initiative.
Among those cited as potential candidates to replace Borne are 34-year-old Education Minister Gabriel Attal and 37-year-old Defence Minister Sebastien Lecornu, either of whom would be France's youngest ever prime minister.
Finance Minister Bruno Le Maire and former agriculture minister Julien Denormandie have also been mentioned by pundits as possible options.
The change in prime minister will not necessarily lead to a shift in political tack, but rather signal a desire to move beyond the pension and immigration reforms and focus on new priorities, including hitting full employment.
A soft-spoken career bureaucrat who served numerous Socialist Party ministers before joining Macron's governments, Borne had been prime minister since May 2022.
Aged 62, she was only the second woman to serve in the post.
Macron and his government, led by Borne, have struggled to deal with a more turbulent parliament to pass laws since losing their absolute majority shortly after Macron was reelected for a second mandate in 2022.
The French president's advisers say he has managed to pass the most challenging parts of his economic manifesto in the first year and a half of his second mandate, despite the lack of an absolute majority, and that future reforms, on education and euthanasia for instance, will be more consensual.
But Macron's decision to use executive powers last year to pass a contested increase in the pension age to 64 triggered weeks of violent protests.
The reshuffle is likely to intensify the race in Macron's camp to succeed him in the next presidential election in 2027, with former prime minister Edouard Philippe, Interior Minister Gerard Darmanin and Le Maire all seen as potential candidates.

French senator arrested on suspicion of drugging female MP
Traces of ecstasy were found in a female lawmaker's system after she'd been served a drink by Joel Guerriau at his home
Joel Guerriau, a French senator and member of the centrist Horizons party, was arrested on Thursday amid allegations that he drugged a female MP without her knowledge or consent, after she became ill at his home, prosecutors said on Friday.
Sandrine Josso, who reports indicate has known Guerriau for more than ten years, felt unwell after accepting an alcoholic drink at the Paris home of the 66-year-old senator on Tuesday. The 48-year-old member of the National Assembly sought medical treatment and tests then revealed the presence of the drug ecstasy in her system, prompting her to file a criminal complaint, authorities in the French capital said.
Guerriau was arrested on Wednesday evening, the Paris public prosecutor's office confirmed in a statement to Politico, on suspicion of "administering to a person, without their knowledge, a substance which may alter their judgment or control over their actions in order to commit rape or sexual assault."
Prosecutors added that ecstasy was found at Guerriau's home during a police raid. Guerriau has denied any wrongdoing in a statement provided by his lawyer to news agency AFP, which said "we are miles away from the obscene interpretation that one might infer from reading initial reports in the press."
Josso is in a "state of shock" following the incident, her lawyer Julia Minkowski told AFP, adding that her client had been forced to "overcome her terror and extricate herself at the last minute from this ambush."
Guerriau, a senator from the Loire-Atlantique district on France's west coast - the same area as Josso's - was first elected in 2011. His Horizons party, set up by former Prime Minister Edouard Philippe, is part of President Emmanuel Macron's parliamentary coalition.
In 2016, Guerriau drew media attention when an image of male genitalia was published on his Twitter account. He later claimed that his account had been hacked.
French environment minister Christophe Bechu, a party colleague of Guerriau's, told France Inter on Friday that the reports had caused "consternation and dismay" and said that the senator "obviously cannot stay on with the party" if the allegations are proven true.
If convicted, Guerriau faces up to five years in prison and a fine of ?75,000 ($82,000).

'The Gravediggers' Tango' explains the shifting sands in French politics in great detail - and also makes clear that when the dust settles on the 2022 presidential election, it will very much be the end of the road for the loser.
As the battle lines for next year's French elections become ever more clear, President Emmanuel Macron and challenger Marine Le Pen find themselves in a grim war of attrition, both competing for the same voters, both putting everything on the line and both knowing that failure will be the end of their political career.
Of course, they've been here before, having contested two rounds of the 2017 election, which finished 66-34 in Macron's favour. But four years ago, Macron was a former Socialist minister trying to convince the people he was a democratic revolutionary with a bold new third way, while Le Pen was the leader of a hardline, stubbornly right-wing party that wanted out of the European Union and took a tough stance on immigration, Islam and patriotism.
In 'Macron-Le Pen, The Gravediggers' Tango', Le Figaro journalists François-Xavier Bourmaud and Charles Sapin meticulously chart the courses chosen by the two candidates seeking the highest office in La Republique.
But this is no story of Right and Left ideology, because in France these two bastions of political thinking are no longer relevant. Neither of these traditional camps, so commonplace in most other Western democracies, has been able to present a single serious candidate capable of uniting the various splinter groups that now comprise their whole. Nor do they show any capacity to attract voters away from Macron's La République En Marche or Le Pen's Rassemblement National.
As the book's title suggests, Macron and Le Pen have laid the traditional schools of thought to rest, but both have paid a heavy price, lost close allies along the way and, come the day after the second round of the presidential election next year, their ambitions could also be dead and buried.
A breath of fresh air when he declared his candidacy in 2016, Macron had shed the political affiliation he had formed with former President François Hollande, preferring his own route to power which meant a new party, formed from the top down with him as its leader.
The idea was simple. Neither Left nor Right had the solutions to the problems facing France and opinion polls backed that idea. In 2016, pollster Elabe found 45% of French people considered the ideal head of state would be neither Left, in the centre nor on the Right. It was obvious what the people wanted: anything different. So that's what Macron gave them.
To soften his socialist background, he chose Edouard Philippe, a former member of the traditionally Right Les Republicains, to be his prime minister, neatly mixing red and blue into a palatable purple. Then, by maintaining the narrative of Le Pen as an extremist, he kept the pathway to the Elysee clear of competition so he could stride confidently towards the palace gates, before starting work on his ambitious platform of simultaneous right-wing and left-wing reforms.
Le Pen may have lost the battle but she certainly learned her lesson. After 2017 it was back to the drawing board. And that meant a quantum shift in her offering to the French public.
Out went the party's name; the Front National was no longer. Founded by her father, Jean-Marie Le Pen, his legacy of racist policies gave off a stench she just could not get rid of, but the newly branded Rassemblement National would be a fresh, cool breeze. A poll at the time found 72% of traditionally Right Les Republicains supporters approved of the name change.
There would be no more racist talk on immigration or Islam and no more EU-bashing or plans to ditch the euro. And if shifting away from these policies meant some members and supporters were unhappy, then they too could go. And they did. Anything that deterred traditionally centrist-Right voters would be ditched as Le Pen made eyes at prospective supporters.

Modern Le Havre remains deeply influenced by its employment and maritime traditions. Its port is the second largest in France, after that of Marseille, for total traffic, and the largest French container port.
In 2005, UNESCO inscribed the central city of Le Havre as a World Heritage Site. The André Malraux Modern Art Museum is the second of France for the number of impressionist paintings. The city has been awarded two flowers by the National Council of Towns and Villages in Bloom in the Competition of cities and villages in Bloom.[8]

France's former prime minister Edouard Philippe and its health officials will be the targets of a probe into the government's handling of the coronavirus pandemic, prosecutors say.
Health minister Olivier Véran and his predecessor Agnès Buzyn will be investigated, along with Philippe, the attorney general said. The probe comes after nine complaints were found to be admissible by the Court of Justice of the Republic "on the sole count of abstention from fighting a disaster."
Philippe resigned on Friday and was replaced by Jean Castex, as part of a government shuffle by President Emmanuel Macron. The government has been accused of failing to prepare and take adequate action to tackle the deadly pandemic. France has seen more than 166,000 cases of the virus and 29,875 deaths.

While a sacrifice was probably in order following Macron's latest political failure, French political commentators suggested the decision was a "bid to reinvigorate" Macron's flailing administration two years before he must run to defend his position against an increasingly popular right-wing movement, as well as a reinvigorated left.
Philippe handed in his resignation Friday morning, according to the FT.
His replacement, Jean Castex, was described by the FT as a "a low-key centre-right bureaucrat, as his new prime minister for the last two years of his term. Mr Castex, who was appointed recently by Mr Macron to organise France's exit from its coronavirus lockdown." Importantly, Castex is "expected to have a lower-profile than his predecessor." Philippe has long been seen as a key player in Macron's government; he helped the president dream up his program of economic "reforms" that was ultimately abandoned in the face of widespread public unrest (remember the gilets jaunes?)

Jean Castex, a senior official who spearheaded France's coronavirus reopening strategy, has been named the country's new prime minister by President Emmanuel Macron.
His appointment was announced just hours after Edouard Philippe, who served as prime minister for three years, tendered his resignation.
In April, Castex was given the responsibility of coordinating France's easing of Covid-19 restrictions. He is a career public servant who has served in multiple administrations and a member of the conservative party Les Republicains.
The government reshuffling comes days after the Greens scored victories in local elections across France, upsetting Macron's own centrist Republic on the Move party.

French Human Rights Commission: 'Decolonise Minds' to End Discrimination
The French National Consultative Commission for Human Rights (CNCDH) has released a report claiming French people need to "decolonise" their minds to end discrimination against black people.
The Commission handed the report to French prime minister Edouard Philippe earlier this week and included a list of recommendations to combat racism, xenophobia, and discrimination.
The report claims that France's black community and Jewish community have the "best image" in the minds of the general public in France. But, paradoxically, it also said black people are "exposed daily to offensive prejudices and discrimination".
"Beyond offences, it is at the same time a history, a culture, and a set of prejudices which are at the root of anti-black racism," the CNCDH said, Le Point reports.
"Like the struggle for equality between women and men, the fight against racism towards the black minority requires an awareness of the phenomenon by society as a whole, a decolonisation of minds," the commission added.
According to Le Point, the report was created before the current Black Lives Matter (BLM) protests that have erupted in France in the aftermath of the death of American citizen George Floyd.
While protesters in France have expressed solidarity with those in the United States, the French protests have centred around the case of Adama Traoré, a black man who died in French police custody in July 2016.
An initial protest in Paris saw at least 20,000 gather - in violation of France's coronavirus lockdown measures - to protest against alleged police brutality. The protests later turned violent as rioters lit electric scooters and garbage bins on fire and attacked a police station in the diverse Paris suburb of Clichy.
Black Lives Matter and their allies, particularly in the United States and the United Kingdom, have demanded statues of various figures be taken down as part of their movement.
Some statues in the United Kingdom have already been removed by the authorities, and there are plans to remove one of Cecil Rhodes at Oxford University. But Emmanuel Macron has rejected taking down any memorials in France.
"The republic will not erase any trace, or any name, from its history... it will not take down any statue," the French president said.

Mayor Of Nice Demands "Health Passports" To Enter/Leave France
The Food and Drug Administration (FDA) has cleared a new antibody test from diagnostics giant Roche Holding AG on Sunday, who is expected to flood the Western world with more than 100 million tests by the end of 2020, will determine if individuals have already been exposed to COVID-19 and presumably have immunity from it.
What the antibody test is, is a precursor to "immunity cards" or, as some call it "health passports." Already, even before the tests are rolled out, some countries have suggested that health passports could be next. France is the latest country to call for new travel rules during the pandemic that would firmly restrict movement in the country, reported RT News.
The Mayor of Nice urged French Prime Minister Edouard Philippe last week to introduce new travel controls by using health passports in regions of France that border other countries.
Christian Estrosi, the mayor of Nice, posted a letter on Facebook one day after Philippe unveiled plans to ease stay-at-home restrictions for the country that would start in May, these rules could limit a person's travel distance to 62 miles from their home.
Philippe said people need to adjust to a post-corona world where they must "learn to live with the virus" as restrictions are lifted.
Estrosi said the new passport would show the bearer tested negative for COVID-19 in the past 48-hours before travel. The proposal comes as severe lockdowns introduced on March 17 are being relaxed. He said health passports are likely the only method in fully relaxing lockdown measures.
France is not the only country that has spoken about introducing health passports. Other countries in Europe, such as Italy, Greece, Germany, and the UK, have also talked about the new travel rules. Even in the US, Bill Gates has pushed for immunity passports and the erection of the surveillance state to combat the virus.
Last month, we noted with the global economy in freefall as global cases surged to new highs, the suggestion by Western government officials to open crashed economies was through immunity passports.
We have raised several questions with immunity passports: First, nobody knows how long immunity lasts, and second, antibody tests are not 'sufficiently accurate'. And a third issue we brought attention to are concerns over the social implications of immunity passports.
The proposal of immunity passports across the Western world is a sign that governments will seize greater control over people's lives. And just what happens when someone is not considered immune? The government denies them a passport? Which means they would be out of work and can't travel. But, oh yes, that's why universal basic income will become a more concrete thing.

France says coronavirus crisis easing, but far from over
PARIS (Reuters) - The coronavirus situation in France is improving "slowly but surely" and shortages of protective gear such as face masks are easing, Prime Minister Edouard Philippe said on Sunday, although he warned that the crisis was far from over.
France - which has recorded close to 20,000 deaths as a result of the pandemic and has the fourth-highest toll in the world - has been in virtual lockdown for nearly five weeks and is due to start lifting some confinement measures from May 11.
Philippe told a news conference that falls in the number of people in intensive care were one of the encouraging signals that pressures on hospitals were easing.
But he shut down any expectations that the gradual exit from confinement in May, due to start with the reopening of schools, would allow people to move around or interact as before, especially as a vaccine against the virus was still far off.
"It won't be a return to normal life," Philippe said, adding that as France introduces more testing, people with coronavirus would have to remain isolated at home or in hotels laid on by the government. "From May 11, we will enter a second phase, when we will regain some of our freedoms."
The French state has given few details yet of the pace at which businesses like cinemas or bars will reopen, only saying that as some stores open up again, people will have to maintain safe distances from each other.
France will, however, lift its ban on visits to nursing home residents, provided people did not touch their relatives, Health Minister Olivier Veran told the same briefing. Elderly people in nursing homes account for nearly 40% of the coronavirus fatalities in the country.
The government has come under fire in recent weeks after shortages of medicines, hospital equipment such as ventilators and face masks for doctors as well as front line workers in sectors like supermarkets added to problems in handling the crisis.
Philippe said that in the past week France had managed to import just under 81 million masks, exceeding for the first time "in a long time" its weekly needs of about 45 million.
By June, France will also have secured and produced 15,000 more ventilators for resuscitation units in hospitals and another 15,000 less heavy-duty versions - helping it exceed its projected needs.
"That will not only allow us to secure our situation, but thereafter to also mobilise some ventilators to help France's allies internationally," Philippe said.

The government of France plays a major role in retirement pensions - both providing and guaranteeing funds and overseeing the entire system.
The bid to boost the retirement age infuriated moderate unions Macron relies on, despite his insistence that French citizens need to work longer in order to keep the pension system - which may be facing a $19 billion deficit - financially sound.
In a Saturday letter from Prime Minister Edouard Philippe, the Macron administration said that it would "withdraw" the new age limit, and postpone major decisions on how to keep the system solvent until it can better assess the situation "between now and the end of April."
Macron described it as a "constructive compromise," which French union CFDT applauded. The CGT union called the measure "a smokescreen," however, which protesters agreed with as they took to the streets on Saturday.

Right-wing French politician Marine Le Pen called the Macron administration's move a "dishonest" negotiating tactic.
"You introduce something that's unacceptable, and then you withdraw it," she said, adding "Nothing justifies this reform."
Mr. Macron has insisted that his retirement plan represents a fair, rational response to the new world of work, where careers are interrupted and French citizens no longer stay in the same job for life.
The plan would replace the current system of 42 different pension regimes, most tailored to match individual professions, with a single, points-based system that will be the same for everybody. Workers would accumulate points, then cash them in at the end. Bus drivers in Toulouse would get the same retirement benefits as those in Paris - not now the case, as the Paris system has some of the country's most generous benefits. -NYT
As the New York Times notes, "the government's concession is unlikely to end either the strike or the demonstrations," as "The more militant unions - and the ones most heavily represented in the railways and the Paris subway - are demanding that Mr. Macron abandon his entire reform plan."
"We've got to continue to mobilize, until they pull the whole plan, pure and simple," said French Parliamentarian Eric Coquerel from the far-left France Unbowed Party.

Half Of France's National Train System "Grinds To A Halt" As Labor Unions Strike On Christmas Week
French labor unions won't be giving any presents to citizens who want to travel by train this Christmas.
That's because strikes by transport workers against the government's pension-reform plan have shut down half of national train services this weekend, with 59% of services expected to be cut on December 23-24, according to Bloomberg.
French railway company, SNCF, has suspended its unaccompanied minor service, canceling about 6,000 tickets for children this week. Four out of five trains were also suspended in the greater Paris area and the capital's metro system also stopped, with the exception of two automated lines.
French President Emmanuel Macron urged the unions to come to a truce for the holiday week at the same time public support for the strike during the holiday had fallen to 51%. This is down from 63% just five days prior. However, a poll on Thursday showed 55% of respondents thought the labor unions were "wrong" to strike during the holiday period.
Macron commented: "Strikes are protected by the constitution. But there are times in a nation's history when it's also good to know when to call a truce to respect families and family life."
Some unions are calling for truces, others aren't. And the strikes seem to be having an impact. Polls show 57% of people reject Macron's pension reform, which is higher than when the protests started on December 5. Some unions have called for a new day of demonstrations on January 9.
Macron's administration has had better success with tax and labor laws, but the French people are "wedded to their pension system", making reform a difficult task. Macron aims to merge 42 separate regimes into a single, universal points-based system. The plan also seeks to raise the age for full benefits from 62 to 64. Workers have stood in stark opposition to the changes while the French government aims to phase out special retirement plans for sectors ranging from train conductors to dancers at the Paris Opera.
Macron has tried to lead by example, but to no avail:
Le Parisien newspaper reported on Sunday that Macron will also give up his right under a 1955 law to a set pension for life granted to French presidents once they finish their mandate and will instead switch to a points-based calculation. He will also abandon the right to a post for life at France's Constitutional Council, which brings with it 13,500 euros ($14,957) in compensation, the paper said.
Meanwhile, the strikes are resulting in a surge of bookings for car-sharing services, which has, in turn, led to hundreds of miles of traffic jams around the French capital.
Car sharing bookings have "doubled" since the start of the protests and have beaten records, ride hailing company BlaBlaCar said. The company says it'll have 2 million seats available between Dec. 20 and Jan. 5, which works out to the equivalent of 5,000 TGV high speed trains - but, you know, moving much slower.
Nicolas Brusson, chief executive officer of BlaBlaCar, said: "We see a real solidarity of drivers, more people are offering seats than ever."
SNCF says it'll try to keep the main lines running on December 23 and December 24. Union leaders met with French Prime Minister Edouard Philippe on Wednesday and Thursday, but said that talks failed to advance. 69% of people polled said they expect the government to push through with reforms without caving to protests.
One French union, the CFDT, called for a truce over the holiday. Laurent Berger, the leader of the CFDT, said: "Everyone should be able to travel freely to do what they need to do during the holiday season."

Iran's Foreign Ministry has "seriously advised" citizens intending to visit France to rearrange their trips as the European country is grappling with a hardening nationwide strike and transport standstill over the Paris government's planned pension reforms.

As Macron and his prime minister dig their heels in over pension reform while France faces a Black Monday transport chaos and more strikes tomorrow, the pair may yet find that their "let them eat cake" attitude is not working.
While the strikes roll on, Emmanuel Macron and Edouard Philippe have demonstrated they share one key attribute: a tin ear for public sentiment that would make Marie Antoinette blush.
Philippe suggested last week that the country's current crisis would be resolved when workers understood "that little by little we will have to work a bit longer," and his remark was a clear echo of the sentiment expressed earlier this year by Macron who declared "We must work more, I've said it before. France works much less than its neighbours."
Far from accepting the decrees of 'The Emperor' and his Prime Minister, the French people have greeted their proposals with the biggest wave of industrial action for a decade, meaning public transport has ground to a halt, as flights, trains, metro and buses were cancelled across France.
On Monday, only around 15 percent of normal services are running across the country and public transport is severely disrupted in Paris.
Meanwhile the Prime Minister, seemingly oblivious to the fury on the streets, still insists. "I am determined to complete the reform."
But now there are cracks appearing in the Government's case. Sources reported in some newspapers are suggesting that Macron is willing to compromise on his plan to ensure all French workers get the same state pension. He could postpone the implementation of his reform until 2035 in a tactical retreat, which, while reducing the potency of the reform, would still be better than a full-scale capitulation.
While the prime minister is expected to lay out details of the pension reform on Wednesday, that will not be soon enough to avoid a repeat of the chaos caused by last Thursday's strikes, which saw up to 180,000 people take to the streets in Paris, throwing projectiles and fireworks at police, who responded with tear gas and pepper spray.

PARIS (AP) - France's prime minister is holding special meetings Sunday about the government's divisive redesign of the national retirement system, amid warnings that strike-related transport troubles will get even worse in the coming days.
Travel tangles continued Sunday as the strikes entered their fourth day, with most French trains at a standstill. Fourteen of Paris' subway lines were closed, with only two lines - using automated trains with no drivers - functioning. International routes also suffered disruptions.
Monday will be a bigger test of the strike movement's strength, and of travellers' patience. Unions are calling for even more people to walk off the job Monday, when commuters go back to work. Many people worked from home or took a day off when the strike began last week, but that's not sustainable if the strikes drag on.
Warning of safety risks, the SNCF national train network and Paris transit authority RATP warned travellers to stay away Monday instead of packing platforms for the few functioning trains. "On December 9, stay home or find another means of locomotion," SNCF said in a message to travellers.
Looking ahead to a challenging week, Prime Minister Edouard Philippe is holding meetings Sunday afternoon and evening with government ministers involved in the reform - and with President Emmanuel Macron, according to government officials.
Macron, a centrist former investment banker, argues that the retirement overhaul will make a convoluted, out-dated system more fair and financially sustainable. Unions however see the reform as an attack on fundamental worker rights, and fear people will have to work longer for smaller pensions.
The government says it won't change the official retirement age of 62, but the plan is expected to include financial conditions to encourage people to work longer, as life spans lengthen.
New nationwide protests are scheduled Tuesday, and the prime minister is scheduled to release details of the plan Wednesday.

French police have banned the Yellow Vest protests from the Champs-Elysées and its surrounding area in the center of Paris on Saturday. Anyone found violating the ban faces a fine of up to ?135.
"Didier Lallement, prefect of police, hereby prohibits any gathering of the yellow vests along the Avenue des Champs-Elysees and its perimeter including the presidency of the Republic and the National Assembly," the Prefecture of Police of Paris said in a statement.
This coming Saturday would mark the 19th weekend of protests since the movement started on November 17, 2018.
On Monday, following yet another weekend of violence, Prime Minister Edouard Philippe announced a ban on the protests in several areas of France including the Champs-Elysées, the Capitol in Toulouse and the Pey-Berland plaza in Bordeaux.
Authorities were quick to emphasize that the citizens may protest freely outside of the prohibited zones stating it is a "fundamental freedom."
French authorities have called for calm amid plans to deploy troops across the country to provide additional security during this weekend's protests.
As part of the 'Sentinelle' counter-terrorism operation, launched in January 2015, troops will be deployed to secure government buildings and other important sites, to allow police to maintain public order.
"The last time the State requisitioned the army for policing operations was in 1947-1948," Élie Tenenbaum, researcher and defense specialist with the Institut Francais de Relations Internationale, told France 24.
However, the soldiers will reportedly be armed with automatic weapons, sparking fierce criticism over concerns about potential confrontations between protesters and heavily armed forces.
"Maintaining order in France should be the police's and the National Gendarmerie's business. It is not the army's job," Guillaume Larrivé, MP for the center-right Les Républicains party, said.
"It's unheard of," Benoît Hamon of France's Socialist Party said Thursday, adding that "the government was releasing an arsenal of security and martial measures to mask the Interior Minister Christophe Castaner's incompetence."

Caught napping, Mr Macron had rushed back from a ski break to pledge "strong measures" amid calls on social media for fresh violence next Saturday. The Right-wing opposition accused the president of being a soft touch, while police unions said they had not been given sufficiently robust orders to engage with rioters.
After crisis security talks on Monday, Edouard Philippe, the French prime minister, said: "The strategy for maintaining order was not correctly executed." As a result, he said Paris police chief Michel Delpuech would be replaced by the current state prefect of the Nouvelle Aquitaine region, Didier Lallement.
Mr Philippe pledged to ban "yellow vest" demonstrations in the worst-hit areas - including the Champs-Elysées but also squares in the cities of Bordeaux and Toulouse - if police deem they have been infiltrated by ultra-violent trouble makers. In these three areas, police will have "greater autonomy" to disband any groups with the use of"drones" and "marker products" to identity individuals.
Fines for those who participate in illegal gatherings will be "significantly increased". Mr Philippe also promised to beef up Paris' police's security doctrine to engage in more "contact" with rioters at the behest of police unions, despite the risk of greater injury.
"You have to take responsibility and engage, with the possibility that people will get hurt," said Frederic Lagache of the Alliance police union.
France has for decades preferred to tackle mass protests with tear gas and rubber bullets but avoid physical clashes against large groups.

Philippe then announced that the city's police chief, Michel Delpuech, will be sacked and replaced on Wednesday by Didier Lallement, currently the top police official in the southwestern region of Nouvelle-Aquitaine. Philippe criticized the Paris police for their handling of Saturday's protests, saying "the strategy for maintaining order was not correctly implemented."
Philippe also took aim at those social media users who he said were encouraging the rioting, saying that "all those who participate, encourage, or glorify it on social networks are complicit," and warning that "they will have to take responsibility."

He estimated up to a few thousand troublemakers were responsible for Saturday's "unacceptable" violence. Speaking to reporters, he praised firefighters who saved people trapped in a building set fire by protesters.
The situation remains tense Saturday along the Champs-Elysees after hours of violence and clashes with police firing tear gas and water cannon.
Armoured vehicles and about 15 police vans are lined up at one spot, facing down a mixture of yellow-vested protesters and black-clad people who seemed to be seeking opportunities to target police.

Paris police say more than 100 people have been arrested amid rioting in the French capital by yellow vest protesters.
The violence started minutes after yellow vest protesters started gathering Saturday morning around the Arc de Triomphe. They set life-threatening fires, smashed up luxury stores and clashed with police firing tear gas and water cannon.
Interior Minister Christophe Castaner said on French television that an estimated 10,000 protesters were taking in protests in Paris and another 4,500 were demonstrating around France.
That was up from about 3,000 protesters in Paris last weekend.
But the yellow vest numbers paled beside the 30,000 people taking part in a climate march weaving through Paris at the same time, according to Castaner.

A bank has been set ablaze as French yellow vest protesters clash with police in Paris and firefighters had to rescue a mother and her child as the fire threatened to engulf their floor.
Florian Lointier, spokesman for Paris' firefighters, told The Associated Press that 11 people sustained light injuries Saturday in the blaze, including two firefighters.
The fire in the bank, which was on the ground floor of a seven-story residential building near the Champs-Elysees Avenue, was later extinguished. Lointier said a mother and her child were saved from the flames on the second floor and other residents were safely evacuated.

Europe's dreams of integration are slipping away as the people wake up from the nightmare erected for them.
As we approach Act IX of the Yellow Vest protests in France and the threats of creating bank runs we get the news that both Presidents Trump and Macron will not be attending the convocation of globalists known as the World Economic Forum at Davos.
Trump's not attending because it's clear he's no longer a member of The Davos Crowd and Macron isn't because any public appearance by him will double the number of people donning high visibility safety gear and taking to the streets.
It almost feels like we've reached Peak Davos, with these announcements. But, clearly neither of these men are invited because in the minds of The Davos Crowd they no longer figure in their long-term plans.
Macron not attending is also a sign his government will be sacrificed on the altar of the Yellow Vests in the near future.
The Yellow Vest protests will have to be dealt with in a substantive manner that goes far beyond a few temporary injunctions against higher taxes. They are now vandalizing another symbol of middle class oppression in France, speed cameras.
All of the governments of Europe are broke. And the speed camera is simply another in a long line of instances of them trying to squeeze blood from the now impoverished and shrinking middle class.
The symbology of them smashing speed cameras and demanding their money from the banks cannot be clearer. When you take everything from someone, when he has nothing left to lose, he becomes free.
Free to strike the root, as we libertarians like to say. Go after not just the immediate source of your anger, but the root cause of it. Macron and his Prime Minister Edouard Philippe don't have any other answer than to crack down harder.

Most are disabled with paint, tape, or other coverings rather than by burning, but Castaner is adamant that they are "fools, unconscious, inconsequential, when they think that a trophy, a victory, would be to burn a radar".
The Macron government is expecting another round of large-scale protests by the Yellow Vests over the coming weekend, with Prime Minister Edouard Philippe confirming 80,000 police and gendarmes will be deployed on Saturday, including 5,000 in the capital of Paris.

Activists from the yellow vest movement, which started with protests over fuel tax increases, recommended the massive cash withdrawals on social media. One protester, Maxime Nicolle called it the "tax collector's referendum."

The movement's adherents said they hoped the banking action will force the French government to heed their demands, especially giving citizens the right to propose and vote on new laws.

"We want it to be rich, impartial and fruitful," Philippe said.
The debates will focus on four main topics: climate change, democratic issues, taxes and public services, the prime minister said. Anyone can propose a local event and an internet platform will provide another venue for discussion, he said.
President Emmanuel Macron proposed the debate as a way for the government to hear and to respond to the movement's central complaints.
Macron also announced 10 billion euros ($11.5 billion) worth of measures to boost the purchasing power of French households.
About 200 protesters, including trade union members and participants in the yellow vest movement, gathered Wednesday in Creteil, a Paris suburb as Macron visited a handball facility dedicated to handball gymnasium.
Police officers used tear gas to keep the crowd at a distance from the French leader.
The yellow vest movement was named after the fluorescent garments French motorists must carry so they are visible if they need to get out of their vehicles in a place that could be unsafe.
The protests started in November to oppose fuel tax hikes and have expanded into broader public rejections of Macron's economic policies, deemed to favor the rich.

There are no doubts about the grassroots nature of the ongoing "yellow vests" protests, however, one should not underestimate the possibility of a split within the French political establishment, Munich-based Italian journalist and political analyst Daniele Pozzati told Sputnik.
"Last October, [conservative Italian journalist Maurizio] Blondet pointed out that a series of resignations at the highest level of French government had left Macron struggling to fill vacant posts, due to the reluctance of French senior politicians to associate their names with an apparently doomed presidency. This was before yellow vests came along," he recalled.
He highlighted that the protests were well-arranged, with all types of social media platforms being used. "By wearing an instantly recognisable, bright coloured street-uniform, the protestors make a visual, media-friendly impact", Pozzati said, adding that his first impression was that the protests resembled nothing so much as a so-called "color revolt."
Ruling out an "external factor", the Italian journalist suggested that apparently, part of the French establishment could side with the protesters.
He referred to a 3 December interview with Christophe Chalencon, spokesman for the yellow vests in Vaucluse, on Europe 1 radio station. In the interview, Chalencon called for the resignation of the government of Edouard Philippe and the appointment of General de Villiers to his position.
"Interestingly, General Pierre de Villiers resigned as the chief of staff of the French Armed Forces on July 2017, shortly after Macron was elected as the French president", Pozzati said. "De Villiers resigned in protest against Macron's cuts to the French defence budget".
Pozzati has also called attention to the fact that some policemen, firemen, as well as soldiers, joined the protesters.
"If yellow vests do turn into a successful political movement, they will clearly receive help and encouragement from some very powerful circles - but certainly not the finance, media and pro-EU political elites", he presumed. "Significantly, the yellow vests' political program includes Frexit and leaving NATO. We need to ask who, apart from common people, would benefit from such a program. Just a week ago, he was basking in the international limelight at the Group of 20 summit in Argentina, challenging U.S. President Donald Trump on climate change and protectionist trade measures.

On Friday evening, Macron paid a quick visit to anti-riot security forces that were to be deployed Saturday in the French capital. No media was there. His office said he met with about 60 police officers at a fort east of Paris and thanked them for their service.
Instead, Prime Minister Edouard Philippe has been sent to the front lines to face opposition lawmakers at parliament and explain the government's security measures on television.
In France, the president traditionally makes the key policy choices, especially in the fields of defense and foreign policy, while the prime minister is in charge of day-to-day decisions, especially those related to domestic issues.
Macron doesn't face re-election until 2022 and his party has a strong majority in parliament -yet his ability to pass sweeping reforms may be weakened by the yellow vests movement.

French government preparing to suspend fuel tax increases
PARIS (Reuters) - The French government is preparing to suspend fuel tax increases, a government source said on Tuesday, following violent protests against the measures.
Prime Minister Edouard Philippe was due to announce the suspension later on Tuesday, the source added, in what would mark President Emmanuel Macron's first significant U-turn on a major policy since taking power in 2017.
The so-called "yellow vests" protests, which started on Nov. 17, were focused on denouncing a squeeze on household spending brought about by Macron's taxes on diesel, which he says are necessary to combat climate change and protect the environment.
However, they have since evolved into a bigger, general anti-Macron uprising, with many criticizing the president for pursuing policies they claim favor the richest members of French society.
Protests in Paris on Saturday turned particularly violent, with the Arc de Triomphe defaced and avenues off the capital's Champs Elysees suffering damage.
The demonstrations have been given the "yellow vest" tag due to the fluorescent jackets kept in all vehicles in France, and the protests are estimated to have cost millions to the economy.

Representatives from the Gilet Jaunes protest movement have said they will not meet with French President Emmanuel Macron's government.
Two members of the Yellow Vests confirmed with Agence France-Presse Monday evening that they will not be going to the Hôtel de Matignon, the official residence of the Prime Minister of France, on Tuesday as planned.
Le Figaro reported that the group spokesman cited "security reasons."
French party representatives were supposed to meet with the Yellow Vests in attempts to resolve the ongoing protests against an increase in fuel taxes inspired by President Macron's environmental agenda.
According to sources, a ministerial meeting took place Monday evening at the Élysée Palace, the official residence of the President of France, to address the crisis.
Prime Minister Edouard Philippe, Minister of the Economy Bruno Le Maire, and the Minister of Public Accounts, Gerald Darmanin, are all said to be present.

There are lots of happenings in France at the moment. President Macron, already in the dumpster of approval ratings, in what appears to be an attempt to sink yet lower, has imposed a tax hike on already rising diesel prices in France.
The French people are outraged and on Saturday, began their 'Yellow Vest' protests. Quite possibly one of the largest protests to date as it's estimated that 300,000 to one million people are protesting throughout the country.
They are angry over the high fuel prices and the governments refusal to back down on fuel taxes on Monday. Protesters are blocking access to fuel depots and are stopping traffic on major roads throughout France.
The 'Yellow Vest' movement began on social media in October over a surge in fuel prices this year, particularly the price of diesel, with many blaming taxes implemented in recent years in France's anti-pollution fight.
It has quickly escalated into a much broader protest over slack spending under President Emmanuel Macron. More than 850,000 people signed a petition supporting the 'Yellow Vests' and there are hundreds of pages on Facebook calling on people to join the protests.
Prime Minister Edouard Philippe said that the government has heard the anger of the people, but on Sunday night reiterated that it would maintain the fuel taxes, which are due to increase yet again in January.

The French government will not reverse its decision to raise the tax on diesel and carbon fuels, despite massive protests across the country last weekend, French Prime Minister Edouard Philippe said.
On Sunday, French Interior Minister Cristophe Castaner said that over 400 people have suffered injuries in France in the protests against fuel prices hikes. The rioters, wearing high-visibility yellow vests, were blocking traffic. One woman was knocked down and killed in the southeastern Isere department during the demonstration, according to media reports.
"The carbon tax will be kept in place. We will stick to the line that we have set, " Philippe told the France 2 broadcaster.
The government understands that the citizens are tired of growing tax burden, the prime minister added, pledging that it will be reduced by the end of French President Emmanuel Macron's term.
"The 'yellow vests' movement has spoken out very clearly ...... But I also say that the government, which is constantly changing direction, wriggles in front of difficulties, would do what too many governments have done in the past, and this would not lead France to where it should be" Philippe noted.
In late 2017, the French government approved the decision to raise direct tax on diesel fuel, which is the most popular type of fuel in the country. Since then diesel prices in France have grown up over 40 percent.

Fast forward one year, when things haven't quite panned out as expected for the former Rothschild banker.
At the end of September, Macron has been hit with his lowest ever approval rating as his popularity continues to tumble with only 29% of French citizens saying they were satisfied with Mr Macron, according to a new Ifop poll - the lowest figure recorded by the firm during his presidency. The leader's rating has fallen from 34% in August and 39% in July.
Macron's fall from grace follows a series of high-profile departures from his government and a summer scandal over the firing of his bodyguard; the president was also heavily criticized in September week for telling an unemployed man he could easily get a job simply by "crossing the street".
While the former investment banker pledged to modernize the French economy, many voters have complained that Macron is arrogant, out of touch, that his labor reforms have benefited only the country's largest businesses and have grown impatient with the sluggish pace of economic growth and job creation.
And now, amid a plunge in approval, Macron will be force to undergo his first major restructuring of his cabinet just days after the resignation of his interior minister, as allies press for a broad rejig to draw a line under a tumultuous few months.
According to the French media, Prime Minister Edouard Philippe will submit his government's resignation to Macron as early as today. Macron would then ask Philippe to form a new government, on which parliament, dominated by Macron's ruling party, would hold a vote of confidence according to Reuters.
Macron and Philippe were due to have lunch together on Monday, a weekly event, after being in "close contact" over the weekend, according to a source in the prime minister's office. Officials neither confirmed nor denied that a wide reshuffle was on the cards. A presidency source said nothing was finalized and the reshuffle was still being worked on.
"We need to remain true to our initial project, but we need a breath of fresh air," said Richard Ferrand, speaker of the National Assembly and close ally of Macron told the Journal du Dimanche, realizing that absent major changes to the cabinet, Macron's popularity may soon rival that of his predecessor, socialist Francois Hollande.
As previously noted, the straw that broke the camel's back was the departure of Gerard Collomb against Macron's wishes; it exposed chinks in the armor of a president who has sought to lead with a tight grip on decision-making but who lacks political experience, having never previously held elected office. Particularly damaging to Macron were Collomb's criticisms that the president displayed a "lack of humility" and that there were few around him who would speak their mind frankly.
Collomb was the third minister to resign in five weeks, raising questions over the durability of the government, after the resignations of the popular ecology minister Nicolas Hulot and sports minister Laura Flessel.
Hulot, a popular former activist and TV presenter, complained about his disappointment in the government's lack of ambition on climate issues. Meanwhile, sports minister Laura Flessel said she decided to leave for reasons linked to her "fiscal situation" as she had allegedly underreported her earnings.

BEIJING (AP) - China's government defended its trade record as a benefit to the world in a new effort Thursday to defuse U.S. and European pressure over market access and technology policy.
A Cabinet report repeated promises to cut tariffs and open more industries to investment. But it didn't address complaints about plans to create Chinese global technology competitors that are at the heart of a spiraling trade dispute with U.S. President Donald Trump.
China's growth "has brought great opportunities to trading partners all over the world," a deputy commerce minister, Wang Shouwen, said at a news conference.
The report highlights the clash between Beijing's insistence it has honored market-opening promises made when it joined the World Trade Organization in 2001 and arguments by Washington, Europe and others that Beijing improperly hampers access to emerging industries and steals or pressures foreign companies to hand over technology.
Trump's threat of tariff hikes on up to $450 billion of Chinese products reflects fears Beijing's plans are a threat to American technological leadership and prosperity. China has tried to recruit Europe as an ally in the dispute but faces complaints by Germany and other governments that it bars purchases of Chinese assets while its own companies are on a global acquisition spree.
Asked about possible U.S. plans to restrict Chinese investment in technology industries, Wang said, "We hope countries concerned can do the right thing and adopt policies that support free trade and investment."
Thursday's report was the latest effort by President Xi Jinping's government to deflect pressure to change development tactics by highlighting the benefits of trade with the world's second-largest economy.
The United States and other trading partners say China's emergence as a competitor in smartphones, solar panels and other fields means it no longer qualifies for the protections it was granted as a developing country when it joined the WTO.
Beijing has offered to narrow its multibillion-dollar trade surplus with the United States but has resisted pressure to roll back a state-led industry strategy seen by Communist leaders as a path to prosperity and global influence.
Thursday's report emphasized changes since China joined the WTO including cuts in import duties and improved protection of foreign patents and copyrights.
Foreign business groups say while Beijing has made legal changes promised when it joined the WTO, regulators have thrown up new barriers by imposing licensing and other requirements.
The dispute with Trump has allowed China, the most closed major economy, to position itself as a defender of free trade.
This week, Beijing and the European Union announced they will form a group to work on modernizing WTO rules to keep pace with developments in the global economy. An EU vice president said Europe wants to focus on technology policy, subsidies and the status of state companies - all issues on which Beijing has disputes with other governments.
Chinese officials have tried to appeal to Europe by promising to buy more of its farm goods and saying its companies are welcome to invest.
They repeated that message during visits by German Chancellor Angela Merkel in May and French Premier Edouard Philippe this week, though they did not address complains about market and investment barriers.
Merkel and other European officials are frustrated by Trump's tactics but say they are not allying with Beijing.

In Frankreich haben die Patienten bisher entschieden, welches Rettungsunternehmen eingesetzt werden soll. Die Krankenhäuser und Kliniken werden jedoch nach den Reformen entscheiden, welchen Dienst sie anbieten, und die Kosten direkt bezahlen.
Kleinere Rettungsdienstfirmen befürchten, dass größere Unternehmen Preise festsetzen und sie zwingen.
Die Gesetzesvorlage wird den Mitgliedern der Nationalversammlung am Montag zur Schlussabstimmung vorgelegt.
Jean-François, ein Inhaber einer Ambulanzfirma, der zehn andere Fahrer beschäftigt, sagte gegenüber Le Figaro: "Das Problem geht weit über den Fall der Sanitäter hinaus. Es gibt eine allgemeine Trägheit. Es ist 28 Jahre her, seit ich mein Unternehmen gegründet habe. Wir haben keine Steigerung erhalten. "

Französische Medien berichten, dass Proteste in dem unruhigen, hochmigrant besiedelten Pariser Vorort Seine-Saint-Denis als zerstörerisch angesehen werden, wobei auf der Straße Material in Brand gesetzt und Autos umgestürzt werden. Feuerwehrleute, die versuchen, einzugreifen, wurden mit Projektilen zurückgeschoben.

als die Gelben Westen landesweit gegen steigende Treibstoffkosten protestierten, inspiriert von Macrons Klimawandelagenda. Die Dieselsteuer stieg in nur 12 Monaten um 23 Prozent.
Nach dem dritten Protestwochenende in Paris traf Macron am Sonntag mit Regierungsvertretern zusammen, um zu besprechen, wie mit den wachsenden Protesten umzugehen sei. Ein Sprecher bestätigte, dass der Ausnahmezustand auf dem Tisch lag.
Ministerpräsident Édouard Philippe hat seinen Auftritt beim COP24-Gipfel zum Klimawandel im polnischen Katowice abgesagt, um Vorbereitungen für Maßnahmen gegen die Unruhen in der Öffentlichkeit und für ein Treffen mit Sprechern der Yellow Vest-Bewegung am Dienstag bekannt zu geben.
AFP berichtet, dass am Mittwoch eine Debatte über die Situation in der Nationalversammlung und am Donnerstag eine Debatte in der Oberkammer, dem Senat, stattfinden wird, während Finanzminister Bruno Le Maire beabsichtigt, geplante Steuersenkungen und Kürzungen für die Öffentlichkeit zu beschleunigen als Reaktion auf die Unruhen ausgeben.
Macron hat jedoch behauptet, dass er nicht von seiner fortschreitenden Agenda zum Klimawandel zurücktreten wird und die Treibstoffpflicht im neuen Jahr wieder steigen wird.

Protestierende der Gelben Westen ziehen sich aus Treffen mit der französischen Regierung zurück
Vertreter der Gilet Jaunes-Protestbewegung sagten, sie würden sich nicht mit dem französischen Präsidenten Emmanuel Macron treffen.
Zwei Mitglieder der Gelben Westen haben am Montagabend bei Agence France-Presse bestätigt, dass sie nicht wie geplant am Dienstag in das Hôtel de Matignon, dem offiziellen Wohnsitz des französischen Premierministers, reisen werden.
Le Figaro berichtete, der Sprecher der Gruppe nannte "Sicherheitsgründe".
Französische Parteivertreter sollten sich mit den Gelben Westen treffen, um die anhaltenden Proteste gegen eine Erhöhung der Kraftstoffsteuern, die von der Umweltagenda von Präsident Macron inspiriert wurde, zu lösen.
Quellen zufolge fand am Montagabend ein Ministertreffen im Élysée-Palast statt, der offiziellen Residenz des französischen Präsidenten, um die Krise zu bewältigen.
