- To declare 2018 a busy year in the Trump administration, both in terms of major policy shifts and major staffing changes, would be an understatement.
As President Trump approaches his halfway mark in his term, his Cabinet and list of top advisers will look quite different at the start of 2019 than at the start of 2018.
- James Mattis
Mattis, who joined in the Trump administration in the first days as defense secretary, officially leaves at midnight. He handed his letter of resignation over to Mr. Trump on Dec. 20 and intended to stay on till February, but the president moved up his departure date.
- Nikki Haley
Haley announced in October that she'd be departing from the role of U.S. Ambassador to the United Nations at the end of the year.
- Jeff Sessions
Sessions' departure was long speculated, as the president repeatedly ridiculed his attorney general for not defending him more vigorously. Mr. Trump finally took the day after the November midterm elections to announce Sessions' departure. In his resignation letter, Sessions noted he was leaving at the president's request..
- John Kelly
President Trump abruptly announced his chief of staff John Kelly's impending departure on the White House South Lawn on Dec. 8. Acting chief of staff Mick Mulvaney is replacing Kelly for now, although it's unclear if he will remain in that role for long. Kelly officially leaves the administration at the turn of the year.
- Don McGahn
McGahn served as the White House counsel until this fall.
- Brett McGurk
CBS News "Face the Nation" host Margaret Brennan first reported the impending departure of McGurk, the U.S. envoy in the war against ISIS. McGurk's resignation coincides with Mr. Trump's announcement that he is pulling troops out of Syria. The president claimed he never even knew McGurk, blasting him as an Obama holdover, even though Mr. Trump could have ousted McGurk at any point. McGurk's last day is Dec. 31.
- Scott Pruitt
Pruitt, the embattled former head of the Environmental Protection Agency who faced a slew of federal investigations, resigned in June.
- Ryan Zinke
Mr. Trump announced Interior Secretary Ryan Zinke would be leaving earlier this month, but has yet to announce his replacement, as the president said he would the following week. Zinke is out at the end of 2018,

- Hope Hicks
Hicks, the president's longtime confidant and White House communications director, left that role in March. Hicks went on to work as an executive at Fox.
- David Shulkin
Mr. Trump announced his then-Veterans Affairs Secretary David Shulkin would be leaving in a March tweet. The White House said Shulkin quit, although Shulkin claimed he was fired. Mr. Trump attempted to replace Shulkin with his White House doctor, Ronny Jackson, but that pick ended in failure over controversy about Jackson's conduct.
- Rex Tillerson
Mr. Trump announced the departure of then-Secretary of State Rex Tillerson in March while Tillerson was on his way back from a trip abroad. Mr. Trump and Tillerson were known to clash. Mr. Trump replaced Tillerson with Mike Pompeo, the current secretary of state.
- Gary Cohn
Cohn served as Mr. Trump's top economic adviser until March, when he stepped down amid disagreements with Mr. Trump on tariffs. Cohn was replaced by Larry Kudlow, who still serves as the president's top economic adviser.
- Rob Porter
Porter was the formerly little-known White House staff secretary who became the focus of controversy in January 2018, when his two ex-wives leveled allegations of abuse.
- Marc Short
Short left his post as the White House's director of legislative affairs in July.

VA relaunches search for top health official after problems surface with previous hiring attempt

Veterans Affairs leaders are relaunching their search for the department's top health official after problems surfaced with the previous commission assigned to review candidates for the job.
The department has been without a Senate-confirmed head of the Veterans Health Administration since the start of 2017, despite attempts by the past two presidential administrations to fill the post.
On Monday, VA officials announced they have established a new commission to identify and interview candidates for the next head of the Veterans Health Administration. It's the second time this year the commission has been stood up, and the fifth time since spring 2017 that the panel has been authorized in an attempt to find suitable candidates.
Veterans Affairs press secretary Terrence Hayes in a statement said the new commission was being established after officials "received information that there may have been some irregularities in the consideration of the previous slate of candidates." He did not offer specifics on what those issues were.
In July, the acting head of the Veterans Health Administration - Dr. Richard Stone - stepped down from that post after the previous hiring commission informed him he was no longer being considered for the permanent job.
Stone had led VA's health operations through the coronavirus pandemic to that point, and was considered by many to be the top candidate for the nomination.
His departure sparked speculation that a nominee would be announced sometime in the summer, but that never happened. VA officials did not publicly release the names of any candidates under consideration for the post.
Acting Under Secretary for Health Steven Lieberman has been overseeing VHA in recent months, since Shulkin's departure. The position hasn't been filled with a confirmed under secretary since David Shulkin stepped down from the post in January 2017, as he was being vetted for the VA Secretary post.
In press conferences, VA Secretary Denis McDonough has repeatedly downplayed the lack of a permanent VHA leader, saying he has confidence that the staff on hand can effectively handle the responsibilities of the office.
VA's Under Secretary for Health oversees the country's largest health care system, providing care for more than 9 million enrolled veterans and employing more than 306,000 full-time health care workers.
Department officials could not say when the commission's work may be completed. Even after a potential candidate is nominated, it could take months before the Senate confirms the individual.
VA Deputy Secretary Donald Remy was nominated for his post in April but waited nearly three months for a final vote from the chamber.
White House officials also have yet to announce a pick for VA's under secretary of benefits, another key leadership post that has been vacant since the start of the year.

Joe Biden is replacing the President's doctor in the White House. Hot Air reports:
The position of White House physician is not normally one in the spotlight. We don't live in normal times, though, so the replacement of Dr. Sean Conley, the White House physician during the Trump administration with President Biden's choice is news. Biden is bringing in his personal physician, Dr. Kevin O'Connor.
O'Connor is no stranger to working in the White House. He was Biden's physician throughout the Obama administration and continued to count Joe Biden as a patient after Biden left the White House. Dr. O'Connor recently treated Biden when he fractured his ankle chasing his dog. The reason this is a story today is that the personnel change is being used to dunk on Trump. Because, of course.
It is unusual that an incoming president brings in a new doctor. Most White House physicians serve more than one presidential administration, as a matter of fact. But during the Trump administration, Dr. Ronny Jackson, who joined the White House Medical Unit in the mid-2000s under George W. Bush, and served as Physician to the President from 2013 to 2018 under Barack Obama and Donald Trump, became a lightning rod for partisan attacks. Trump nominated Jackson to be Secretary of Veterans Affairs to succeed David Shulkin. The long knives came out for a man who was highly respected by White House employees in three administrations because of this nomination, led by Democrat Senator Jon Tester. Suddenly Dr. Jackson became Dr. Feel-Good, a man inclined to over-generously hand out pills. It was a disgraceful partisan attack on Jackson. Jackson is now a member of the House, representing his home district in Texas.
Doctor Jackson was removed in part due to remarks made by VP Pence's doctor, Dr. Jennifer Pena, who raised questions about Jackson in the White House:
Pena had raised concerns about Jackson, who had been tapped by President Donald Trump to lead the Department of Veterans Affairs, involving his medical treatment of Pence's wife, Karen, last fall, officials told NBC News. Pena had reported the concerns to Pence's chief of staff who took the issues to Trump chief of staff John Kelly.
Dr. Pena was apparently not Biden's White House doctor.
It's rumored that Biden is bringing into the White House his own doctor due to suspected cognitive challenges Biden may be having. Many believed Biden lost much of his cognitive abilities last year.

VA spent $5 million on wasteful contract that went to pal of agency executive
The VA's former Assistant Secretary for Human Resources and Administration engaged in an unethical scheme to award a contract to his friend. The entire cost of the contract ended up going to waste
The Golden Horseshoe is a weekly designation from Just the News intended to highlight egregious examples of wasteful taxpayer spending by the government. The ward is named for the horseshoe-shaped toilet seats for military airplanes that cost the Pentagon a whopping $640 each back in the 1980s.
This week, our award is going to the Department of Veteran Affairs for awarding a $5 million contract to a company whose owners, according to a report by the department's Office of Inspector General (OIG), had a personal relationship with Peter Shelby, the VA's then-assistant secretary for human resources and administration. The contract "resulted entirely in waste," the OIG determined.
In February 2018, the recently appointed Shelby awarded a one-year contract to a service-disabled veteran-owned small business. The small business, which remains unnamed in the IG report, was supposed to provide leadership and development trainings, in addition to talent assessment services that could be employed for hiring and promotion decisions.
However, the VA purchased services from the company far in excess of what could actually be used. Over the course of the year-long contract, the VA used only 232 of the 17,000 training licenses it had paid for. Not only that, but the talent assessment software that the government had procured for $1.2 million could not be used at all because the information technology that it relied upon to function did not meet the privacy and security standard required by federal regulations.
The entire $5 million spent by the VA was effectively wasted as a result of actions described by the VA Inspector General report, detailed below.
On June 5, 2017, when Shelby had been sworn into his position but did not yet have any official duties, he sent an email to the owner of the small business that said, "please be patient, my friend," explaining that he needed to "get structures and authorities aligned" before starting work on the contract assignment.
Later, when asked about his relationship with the small business owner, Shelby told OIG investigators that he did not know the owner prior to his appointment. However, several months before Shelby joined the VA, "the Small Business Owner sent an email to then VA Secretary David Shulkin recommending Mr. Shelby for the assistant secretary position."

Shulkin attempted to mislead the public and press about a second European trip with his wife scheduled for April. Only after massive blowback from the press following the release of his first Europe trip did he cancel. Shulkin went on to deceive the press about whether he accepted the invitation. He most certainly did accept the invitation.
Former VA secretary David Shulkin had a second European trip scheduled with his wife that included a three-day conference at the Vatican scheduled as "work" to justify the 10-day trip.

Interior Department Secretary Ryan Zinke submitted his resignation to the White House Saturday, facing intense pressure to step down because of multiple probes tied to his real estate dealings in his home state of Montana and his conduct while in office.
President Trump announced Zinke's exit via Twitter Saturday morning, and offered praise for the departing Interior chief. "Secretary of the Interior @RyanZinke will be leaving the Administration at the end of the year after having served for a period of almost two years," the president tweeted. "Ryan has accomplished much during his tenure and I want to thank him for his service to our Nation……."
Behind the scenes, however, the White House had been pushing Zinke to resign for weeks, administration officials said.
Zinke - the first Montanan to serve in a presidential Cabinet - is the fourth Trump Cabinet member to resign under an ethics cloud in less than two years. Health and Human Services Secretary Tom Price, Veterans Affairs Secretary David Shulkin and Environmental Protection Agency chief Scott Pruitt also relinquished their posts after coming under scrutiny for how they spent taxpayer dollars on their travel, among other allegations.

Mar-a-Lago trio reviewed confidential $10 billion VA contract before its release: report
Three Mar-a-Lago club members friendly with President Trump were reportedly given access to review a $10 billion government contract to overhaul electronic health records for veterans even though they had no prior experience in the field.
The three men, Marvel Entertainment chairman Ike Perlmutter, West Palm Beach physician Bruce Moskowitz and lawyer Marc Sherman, were given unprecedented access to confidential documents and shaped policy at the Department of Veterans' Affairs (VA), according to emails obtained by ProPublica through a Freedom of Information Act request.
The trio had no health information technology or federal contracting experience but were listed among more than 40 experts reviewing the government contract, including hospital executives and university health system administrators.
Records obtained by ProPublica show the men editing the budget and being placed on an "executive committee."
Emails also show Moskowitz negotiating to get the VA and Apple to use a cellphone application he developed.
The findings from ProPublica come months after the publication discovered the Mar-a-Lago trio were shaping policy at the VA. The men reportedly spoke with VA officials daily and inquired about new programs, including the deal with Apple.
A liberal veterans group filed a lawsuit in federal court in August attempting to block the men from shaping policy at the VA.
All three men declined to comment to ProPublica, as did the White House.
The VA has been fraught with turnover over the past year following Trump's firing of former secretary David Shulkin in March. New VA secretary Robert Wilkie was confirmed by the Senate in July.
Wilkie has distanced himself from the Mar-a-Lago trio, according to ProPublica. His spokesman appeared to blame Wilkie's predecessors for the access given to the three businessmen.
"Although his predecessors may have done things differently, Sec. Wilkie has been clear about how he does business," Cashour said in a statement to ProPublica. "No one from outside the administration dictates VA policies or decisions - that's up to Sec. Wilkie and President Trump. Period."

(CNN)President Donald Trump's John Hancock is getting some attention, but it turns out the President, who made his mark bucking tradition during the election, is sticking with a long-standing White House pen supplier.
When he signs executive orders, Trump is using a Century II black lacquer and gold roller ball pen, made by manufacturer A. T. Cross. The Trump White House put in an initial order for 150 of the pens.

Presidents Barack Obama, George W. Bush and Bill Clinton also used the Cross Townsend pen, although Obama later switched to the Century II. Presidents Gerald Ford, Ronald Reagan and George H. W. Bush were also known to use Cross pens, however, the official Cross-White House program began under Clinton.
Trump, Obama and Bush use the medium felt tip refills – Bush in blue, Obama and Trump in black. A spokesperson to Cross North America told CNN the felt tip refill is "extremely quick to dry and can write on most surfaces."
The Century II in black lacquer is available for purchase for the general public with an MSRP of $110 for the rollerball pen, plus the $6.50 felt tip refill.

Traditionally, these pens are handed out as souvenirs to guests attending the bill signings, and Trump has used the pen for each order he's signed thus far, often holding up the paper to show off his signature.
Trump's pen first made its mark moments after the inauguration ceremony when he headed inside the Capitol to sign some bills for his Cabinet nominees alongside family members and Hill leadership.
"Yeah, I'd like to give some pens out. The government is getting stingy, right?" the newly sworn-in President said, a stack of Cross pens before him.
The congressional leaders were picky about their pens, and Trump worked to accommodate everyone.
When he tried to pass off a pen to Senate Minority Leader Chuck Schumer that was used for a bill regarding Housing and Urban Development Secretary nominee Ben Carson, Schumer groaned, prompting a laugh from House Speaker Paul Ryan and Minority Leader Nancy Pelosi. Schumer also emphatically stated he didn't want the Education Department nominee Betsy DeVos pen, "No, thank you."

"Come here, I'll give you Elaine. Do you want Elaine?" Trump asked Pelosi.
But she passed the Elaine Chao pen over to Senate Majority Leader Mitch McConnell, Chao's husband, saying: "The leader wants Elaine."
"You know what, the leader should have Elaine," the President said.
Schumer later made a pen trade, swapping Carson at HUD, for the Department of Veterans Affairs nominee David Shulkin.
"I can't get too many pens," he said.

In contrast to the media reports, Trump reportedly told Ruddy that he believes the White House is "operating like a smooth machine."
He added that White House sources, but not Trump, told him Veterans Affairs Secretary David Shulkin is on the way out, which, if true, would corroborate multiple reports.
According to Ruddy, that doesn't mean every report bears truth, though. He said:
"But other reports, people like [Housing and Urban Development Secretary] Ben Carson, I'm told that the president is happy with the job he's doing, he will be staying; Chief of Staff [John] Kelly, the president is happy with the job he is doing, he will be staying."
However, the Newsmax CEO shared that Trump also told him, "he's expecting to make one or two major changes to his government very soon and that's going to be it."

The interview came on the heels of the firing of former Secretary of State Rex Tillerson, who Ruddy classified as someone who "didn't click" with Trump.
"He didn't have the political smarts of - for someone to run the State Department, never engaged with his own staff at the State Department," he said.
In contrast, Ruddy lauded Trump's choice of Defense Secretary General James Mattis and CIA Director Mike Pompeo, who was nominated to replace Tillerson.
He also called National Economic Council Director nominee Larry Kudlow and National Security Advisor-designate John Bolton "very experienced guys" who are "going to do a tremendous job for the president and the country."
