The Los Angeles police department (LAPD) has directed its officers to collect the social media information of every civilian they interview, including individuals who are not arrested or accused of a crime, according to records shared with the Guardian.

Copies of the "field interview cards" that police complete when they question civilians reveal that LAPD officers are instructed to record a civilian's Facebook, Instagram, Twitter and other social media accounts, alongside basic biographical information. An internal memo further shows that the police chief, Michel Moore, told employees that it was critical to collect the data for use in "investigations, arrests, and prosecutions", and warned that supervisors would review cards to ensure they were complete.
The documents, which were obtained by the not-for-profit organization the Brennan Center for Justice, have raised concerns about civil liberties and the potential for mass surveillance of civilians without justification.
"There are real dangers about police having all of this social media identifying information at their fingertips," said Rachel Levinson-Waldman, a deputy director at the Brennan Center, noting that the information was probably stored in a database that could be used for a wide range of purposes.
The Brennan Center conducted a review of 40 other police agencies in the US and was unable to find another department that required social media collection on interview cards (though many have not publicly disclosed copies of the cards). The organization also obtained records about the LAPD's social media surveillance technologies, which have raised questions about the monitoring of activist groups including Black Lives Matter.

In 2015, the department added "social media accounts" as a line on the physical field interview cards, according to a newly unearthed memo from the previous LAPD chief, Charlie Beck. "Similar to a nickname or an alias, a person's online persona or identity used for social media ... can be highly beneficial to investigations," he wrote.
While the social media collection has gone largely unnoticed, the LAPD's use of field interview cards has prompted controversy. Last October, prosecutors filed criminal charges against three officers in the LAPD's metro division, accusing them of using the cards to falsely label civilians as gang members after stopping them. That unit also has a history of stopping Black drivers at disproportionately high rates, and according to the LA Times, has more frequently filled out cards for Black and Latino residents they stopped.
Meanwhile, more than half of the civilians stopped by metro officers and documented in the cards were not arrested or cited, the Times reported. The fact that a department under scrutiny for racial profiling was also engaged in broad scale social media account collection is troubling, said Levinson-Waldman.

Social Security numbers, mortgage accounts and credit card numbers and bank accounts.
Phone numbers were also posted with some of the celebrities and politicians. Numbers listed
for Sarah Palin went unanswered. A number for Arnold Schwarzenegger went to a movie production
company. Ashton Kutcher's number went to a New York-based CPA firm.
The site was still online Tuesday morning and had more than 147,000 visitors, according to its
own counter. Exactly how much of the information contained on the site is actually accurate
and current remains under investigation.

That '70s Show star Danny Masterson appears in court to be arraigned on rape charges - as outspoken Scientology critic Leah Remini shows up to support his alleged victims
That '70s Show star Danny Masterson has appeared in Los Angeles Supreme Court to be arraigned on rape charges.
Masterson, a Scientologist, appeared in a blue suit and gray mask in the courtroom Friday where he stands accused of raping three women in separate incidents between 2001 and 2003.
The 44-year-old was arrested back in mid-June has been free on $3.3 million bail since. Masterson could face up to 45 years to life in state prison if convicted as charged.
Also at the arraignment was outspoken Scientology critic Leah Remini, who previously called Masterson's arrest 'just the beginning' of the Church of Scientology's demise.
Remini is one of the most outspoken critics of Scientology after leaving the religion and exposing the inner workings with a reality television show Scientology and the Aftermath.
It's unknown what Remini's part is in the case, but she is lending her support to accuser Chrissie Carnell Bixler, who previously dated Masterson.

Remini is perhaps being brought in as a former Scientologist to speak on Masterson's character at the time of her affiliation with the church.
Masterson's lawyer filed a demurrer on the arraignment delaying it to October 19.
His alleged victims were awarded a protective order and Masterson was ordered to turn in his firearms.
It took about three hours for the arraignment to get going, as Masterson arrived with an entourage of about 20 people, according to LA Times reporter James Queally.
Masterson's attorney, Tom Mesereau, accused former LAPD Chief Charlie Beck and Distric Attorney Jackie Lacey of caving to pressure from victims in filing the charges and said they are purely political.
Masterson stands accused of raping a 23-year-old woman between January and December 2001, according to the complaint.
He is also accused of raping a 28-year-old woman in April 2003 and sometime between October and December of that year of raping a woman, 23, who officials say he had invited to his Hollywood Hills home.
Last year four women filed a lawsuit against Masterson in California claiming the actor drugged, raped and sexually assaulted them in the early 2000s.
The lawsuit also names the Church of Scientology and its leader David Miscavige as defendants, claiming the women were stalked in a 'conspiracy to cover up that Daniel Masterson sexually assaulted four young women'.
Two of the women named in the suit were Masterson's ex-girlfriends - Chrissie Bixler and Bobette Riales - while the other two are listed as Jane Does.
The lawsuit states: 'When those women came forward to report Masterson's crimes the Defendants conspired to and systematically stalked, harassed, invaded their and their family's privacy, and intentionally caused them emotional distress and silence and intimidate them.'
Masterson called the lawsuit against him and the Church of Scientology a 'shameful money grab'.
In statement to DailyMail.com, the Church of Scientology called the lawsuit 'baseless' and the claims 'ludicrous and a sham'.
'It's a dishonest and hallucinatory publicity stunt. Leah Remini is taking advantage of these people as pawns in her moneymaking scam.'

Minutes before the shooting, video shows a seemingly relaxed Roman walking from one subway car to another, with listing to earphones. One officer follows him into the other car and approaches him as he pulls off his earphones to listen. Seconds later, he steps off the train at the he Grand station stop.
Off the train, officers speak to Roman briefly before he seems to bolt for the escalator, with the officers on his heels. The bystander video released earlier shows officers tackling Roman, pepper spraying and Tasering him as he tries to wriggle from their grasp. In the bystander video, Roman can be heard saying, "I did nothing to you." A male officer on his back keeps yelling, "Stop resisting!"
Moments later, as Roman stands, he is shot in the stomach and he then scurries up the stairs. He is shot a second time in the lower back when he gets to the top.
Lawyers for Roman say he clearly wasn't armed when the female officer shot him the first time, nor when the injured Roman scrambled up the escalator with his back turned. The first bullet damaged his small intestine and bladder, and the second one entered his buttocks and lodged near a sciatic nerve, his lawyers say.
Two days after Roman was shot, the Cook County State's Attorney Kim Foxx's office dropped resisting arrest and criminal narcotics charges against Roman at the request of then-interim Police Superintendent Charlie Beck. Roman in March sued the city and the two officers for unspecified damages.'

Chicago, IL - California has been locked down with their governor skirting the idea of Martial Law, the rest of the country is following suit, people shutter themselves inside and those who have been exposed are being told to self-quarantine for 14 days. Curfews are rolling out, businesses closed, millions unemployed, and a national lockdown is looming as governments attempt to stop the spread of COVID-19. There is one group of people, however, who are remaining on the streets in spite of their exposure - cops.
According to the CDC, if you come in contact with someone who tested positive for COVID-19, you should monitor your health for fever, cough and shortness of breath during the 14 days after the last day you were in close contact with the sick person with COVID-19. You should not go to work or school, and should avoid public places for 14 days.
We could not find the section in their guidelines that says cops should not follow these recommendations.
Nevertheless, on Thursday, the Chicago police department notified its officers that a member of the force has tested positive for COVID-19. Following the notification, the cops who worked in close proximity to the infected officer were told to stay on the job.
In an email sent to department employees, interim Chicago Police Superintendent Charlie Beck wrote that "all members who work in close contact with this individual have been notified and advised to continue to report for work and self-monitor for any symptoms."
This move is being met with harsh criticism from health experts.
As WBEZ reports, Dr. Robert Murphy, executive director of the Institute for Global Health at Northwestern University's Feinberg School of Medicine said the decision to tell people who have had direct exposure to a case of COVID-19 to keep coming to work is "wrong."
"I mean, if we want to get rid of this thing, everybody in close proximity to that person should be quarantined at home," Murphy said. "We're so behind in the testing still. But anyone with close contact has to be in self-quarantine. I mean, that's just, I don't think there's any question."
Murphy explained how the shortage of test kits makes us vulnerable and therefore everyone exposed should self-quarantine for 14 days. He said that for cops, self-quarantine is especially important since they not only put their coworker's health at risk, but the general public as well.
"[Officers will be] interacting with the public, interacting with people who may end up in prison or jail. Who then could spread it in jail? You know how hard it is to isolate people in a jail? I mean, it's gonna be a nightmare if that happens," Murphy said.
According to WBEZ, in a statement, department spokesman Anthony Guglielmi said CPD is working with the Department of Public Health "to identify all individuals who were in contact with the member."
Guglielmi ensures the public that they wiped down the officer's area, so there is nothing to worry about.
Guglielmi said once they were notified of the positive COVID-19 test, "the department began a thorough cleaning and disinfection of the facility where the employee was stationed. The employee's work area and any vehicles and equipment used by the individual are also being cleaned."
"The health and safety of our employees is the utmost priority," Guglielmi said. But given the department's current policy, that statement rings hollow. What's more, it appears that the department couldn't care less about the public's health either. Given their history with illegal and violent raids on countless innocent families, this information should come as no surprise.

"It was not until Chief Moore was sworn in, conducted a new assessment of the threat, determined that this arrangement was no longer needed, and informed Mayor Garcetti, that the mayor became aware of the state-wide detail," Garcetti spokesman Alex Comisar wrote in an email Wednesday.

"Chief of Police Charlie Beck assigned a security detail for US Senator Kamala Harris shortly before she was sworn into office in 2017, based on a threat assessment he believed to be credible," said LAPD spokesman Josh Rubenstein. "Funding for the detail was provided by the Department budget."
Former Chief Beck's signature can be found on several LAPD documents authorizing the excursions, including one in which two officers flew to Oakland with Harris to a "retirement event" for a CA DOJ official - just 10 days after she was sworn-in to the Senate.
Meanwhile, records reveal that Harris flew to San Francisco at least seven times between January 2017 and July 2018, including an April 2017 trip in which Harris gave television interviews, and a March 2018 speech at a YMCA event. Also included were a June 2018 police escort to the San Francisco Pride Parade, where LAPD officers can be seen flanking the Senator.
LAPD officers have also traveled to Fresno, Sacramento and San Diego for Harris - whose communications director Lily Adams told NBC: "Since she became a protectee more than a decade ago, Senator Harris has always deferred to public safety experts on procedures, protocols and determinations," adding "Our office did not request or question LAPD's decision to provide protection and we are grateful for the ongoing work of officers in Los Angeles and across the state who risk their lives to keep all Californians safe."
Chief Moore canceled the program right around the time the Los Angeles Times filed a lawsuit demanding that Mayor Garcetti turn over records on his own taxpayer-funded security detail while traveling out of state, following the refusal by both City Hall and the LAPD to provide the documents through a California Public Records Act request.
"Unfortunately we are not able to give out this information, as it could potentially undermine the Mayor's safety and security," LAPD spokesman Rubenstein wrote in an email to the Los Angeles Times that was cited in the newspaper's lawsuit.
The LA Times says in their lawsuit that the records are not exempt from public disclosure - noting that the US Secret Service have provided security detail costs for both Presidents Trump and Obama, while the cities of Seattle, Baltimore and Chicago have all produced similar mayoral expense records to the public.
