Trump Picks NRO's Meink as Next Air Force Secretary

President-elect Donald Trump has picked Dr. Troy E. Meink to become the next Secretary of the Air Force, he announced Jan. 16.
Meink is currently the principal deputy director of the National Reconnaissance Office, a Department of Defense intelligence agency that works closely with the Space Force.
If confirmed, Meink would be the first Air Force Secretary to come to the job from the NRO in decades-Hans Mark served concurrently as Undersecretary of the Air Force and head of the NRO before becoming Air Force Secretary in 1979 and John L. McLucas served as the fourth director of the NRO before becoming Air Force Secretary in 1973.
Since then, other Air Force secretaries have had some background in space-Barbara Barrett and Edward Aldridge were both trained for space flight, Michael Wynne and John J. Welch Jr. both oversaw space divisions within defense industry, and Robert Seamans and Mark were both deputy NASA administrators.
But Meink would be unique given how deep his experience is at the intersection of defense and space.
While he served in the Air Force as a KC-135 tanker navigator from 1988-1993, he spent much of his career as a civilian working for the Air Force in various space roles, including as the deputy undersecretary of the Air Force for space.
He has been at the NRO for years, having been appointed to his current role under the previous Trump administration.
Before becoming the NRO's current No. 2 in 2020, Meink was the director of Geospatial Intelligence Systems Acquisition (GEOINT) at the agency and responsible for a $15 billion budget overseeing acquiring satellite systems.
Meink's selection may be a significant boost for the Space Force-USSF leaders have said their service needs more resources and manpower to keep up with a growing mission set, as they face their first ever budget cut in 2025.
Trump is seen as friendly to the Space Force, having championed its creation in his first term, and Meink would be perhaps the most space-knowledgeable senior leader in the Pentagon.
If confirmed, Meink will step on the other side of an ongoing debate between the Space Force and the NRO and other Intelligence Community agencies over roles and responsibilities for intelligence, surveillance, and reconnaissance from space.
Beyond that, however, Meink will face major questions during the confirmation process and early in his tenure about how to handle the Air Force's Next-Generation Air Dominance program, Collaborative Combat Aircraft drones, and the over-budget and behind-schedule Sentinel intercontinental ballistic missile.
The Department of the Air Force pick had been a notable hole in Trump's planned national security team. Pete Hegseth, a former Fox News host and Army National Guard officer, is Trump's pick to be the 29th Secretary of Defense.
Hegseth had a confirmation hearing in front of the Senate on Jan. 14 and appears likely to be confirmed despite allegations of personal misconduct and intense criticism from Democrats.
"Troy will work with our incredible Secretary of Defense Nominee, Pete Hegseth, to ensure that our Nation's Air Force is the most effective and deadly force in the World, as we secure PEACE THROUGH STRENGTH," Trump wrote in a post on his social media network Truth Social.
Meink would round out Trump's picks for service secretaries. Trump named John Phelan, a businessman donor with an MBA from Harvard, to be Secretary of the Navy and Daniel P. Driscoll, an Army veteran and Yale Law School graduate, to lead the Army. Driscoll has been a senior advisor to fellow Yale Law grad Vice President-elect J.D. Vance.
Stephen Feinberg, financier, is Trump's pick for Deputy Secretary of Defense, and Elbridge "Bridge" Colby has been named to lead the Pentagon's policy shop.

$2.3 million on travel in 8 months: Trump Navy secretary flew around the world, despite COVID-19
WASHINGTON - Former Navy Secretary Kenneth Braithwaite traversed the globe in his brief tenure under the Trump administration, spending about $2.4 million in air travel, according to figures and documents obtained by USA TODAY.
Braithwaite spent $232,000 the week before President Joe Biden's inauguration to fly to Wake Island, a tiny Pacific atoll, where, according to Navy spokesman Capt. Jereal Dorsey, no sailors or Marines are stationed. The executive director of the government watchdog Project On Government Oversight called the trip "an expensive abuse of power."
Braithwaite was Navy secretary, the service's most senior civilian, from May 29 until Biden took office on Jan. 21. During that time, Braithwaite embarked on 22 trips to foreign and domestic destinations - more than any other senior Pentagon civilian - even as the COVID-19 pandemic trimmed the wings of other senior officials, according to two Defense Department officials.
The COVID-19 pandemic, according to the two Defense officials who were not authorized to comment publicly, cut back foreign travel for most senior officials. Some countries limited travel for visiting delegations, making trips less useful, one official said. Domestic travel was also limited, the other official said, to prevent exposure and spread of the virus among troops and officials.
Braithwaite's international travels included Norway, Italy, Greece, Japan and India. His domestic trips included more than $24,000 to attend the Army-Navy football game with his family and more than one visit to Hawaii.

Over the same period, then-Defense Secretary Mark Esper and his successor, acting Defense Secretary Christopher Miller, took 15 trips. Army Secretary Ryan McCarthy took 17 trips, and Air Force Secretary Barbara Barrett recorded 19 trips. McCarthy and Barrett had led their services since 2019. McCarthy's trips cost roughly $900,000 and his family did not accompany him on any trips, said spokeswoman Army Lt. Col. Audricia Harris. Army Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, took four trips during Braithwaite's tenure.
Former President Donald Trump nominated Braithwaite for Navy secretary after acting Navy Secretary Thomas Modly was forced to resign for his handling of the outbreak of COVID-19 aboard the aircraft carrier USS Theodore Roosevelt. Modly came under criticism from Congress for his $243,000 flight to Guam where he stayed briefly to blast the captain of the stricken ship in an address to the crew.
In a statement, Braithwaite said his trips were necessary to bolster the Navy, citing recent crises it had endured, including, presumably the troubles surrounding the Roosevelt.
"I am extremely proud of the record of accomplishments of Our Sailors and Marines during my tenure as Secretary, especially following such a tumultuous chapter in the Navy's recent history of crisis following crisis as compared to our other services," Braithwaite wrote in an email. "I submit it's impossible to lead men and women deployed around the world from behind a desk in Washington."
Wake Island: 'Where America's Day Really Begins'
Among Braithwaite's travels, his trip to Hawaii and Wake Island in the South Pacific stands out. The Air Force, not the Navy, has administrative control of the Wake Atoll, a string of islands generally not accessible to civilians. Navy F-18 pilots use the strip and ranges nearby for training. It serves chiefly as a refueling stop and emergency landing strip in the middle of the ocean, thousands of miles from Hawaii. Wake, according to a senior Defense Department official, is not a strategic base like Guam, where the Navy and Air Force have extensive facilities.

Biden to Nominate Former Pentagon Official Frank Kendall to Top Air Force Post
President Joe Biden plans to nominate Frank Kendall, a former top Pentagon official, to be the next Air Force secretary, the White House announced Tuesday.
Defense News first reported the news of Kendall's expected nomination.
Gina Ortiz Jones, a former Air Force captain, has also been nominated to be the under secretary of the service, the White House said. Jones, an intelligence officer who deployed to Iraq and is openly gay, ran as a Democrat for Congress in 2018 and again in 2020.
John Roth is currently the acting Air Force secretary. Barbara Barrett, who served as the fourth female Air Force secretary and succeeded Heather Wilson, was the last person to officially fill the role.
Kendall currently holds a number of positions, including senior fellow at the Center for American Progress and senior adviser to the Center for Strategic and International Studies. He is also a member of the Council on Foreign Relations, the White House said.
"Frank Kendall is exactly the kind of public servant we need at the helm of the Air Force at a time when the service is navigating so many unique challenges, including effective acquisition to meet our nation's future threats," Rep. Adam Smith, D-Wash., chairman of the House Armed Services Committee, said in a statement. "With more than 40 years of experience in defense and national security, and with a particular focus on acquisition policy during his tenure in the Obama administration, I cannot think of a better, more equipped leader to tackle these issues head on."
Smith also praised Biden's nomination of Jones, who would be "the first woman of color to serve as Under Secretary of the Air Force, marking yet another historic nomination as the Biden-Harris administration continues to prove their commitment to building a diverse Department of Defense that reflects the American population."
Kendall spent 10 years on active duty and retired as a lieutenant colonel from the Army Reserve. Under the Obama administration, he served as the under secretary of defense for acquisition, technology and logistics at the Pentagon between 2012 and 2017. He is a graduate of the U.S. Military Academy at West Point, and also received a degree in aerospace engineering from the California Institute of Technology and a law degree from Georgetown University.
Kendall was instrumental in facilitating an expensive overhaul of the Pentagon's military health system in 2015. The Defense Department that year awarded a $4.3 billion contract to a team that included Leidos Inc. and Cerner Corp. to modernize the military's digital medical records system.

Barrett among six top Air Force officials to step down

Air Force Secretary Barbara Barrett will resign from her role ahead of President-elect Joe Biden's inauguration next week, the service announced Tuesday.
Barrett is one of six top Air Force officials to leave prior to the new administration, with a retirement ceremony set for Thursday at Joint-Base Anacostia-Bolling in Washington, D.C., the service said.
Also to depart are Will Roper, assistant secretary for acquisition, technology and logistics; acting Undersecretary Shon Manasco; Comptroller John Roth; General Counsel Thomas Ayres; and John Henderson, assistant secretary of installations, environment, and energy. Their last day will be Jan. 19, a day prior to President-elect Joe Biden's inauguration ceremony.
The incoming Biden administration has not yet announced who would fill the Air Force's top roles.
The Senate in October 2019 confirmed Barrett as the fourth woman to be the top civilian leading the Air Force after Heather Wilson left to become president of the University of Texas at El Paso.
It is typical for politically appointed officials to step down in the changeover of administrations, but sometimes there are exceptions.
In December, Defense News reported that the Biden administration was considering keeping Army Secretary Ryan McCarthy in his role for the time being, though it is unknown whether a delayed National Guard response to violent riots at the Capitol last week has killed that idea.

Air Force Secretary Barbara Barrett to Resign Before Inauguration
Air Force Secretary Barbara Barrett will resign from her post prior to President-elect Joe Biden's inauguration ceremony next week, according to an announcement.
The Air Force will host a retirement ceremony for Barrett, its fourth female secretary, Thursday at Joint Base Anacostia-Bolling in Washington, D.C., the service said in an AF.mil post Tuesday.
The Senate confirmed Barrett to be the 25th Air Force secretary in October 2019, following the departure of Heather Wilson.
President Donald Trump announced via Twitter in May 2019 that Barrett was his pick after Wilson had vacated the job weeks earlier to take a university position in Texas. Barrett had previously been nominated for the job in 2003 but was never confirmed, according to a report from Defense News.
Barrett is the first service secretary to announce her departure. Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, is also expected to step down.
Defense News reported in December that the Biden administration is weighing keeping Army Secretary Ryan McCarthy in his position for at least another year. However, it is unclear whether that is still on the table in the wake of a delayed National Guard response to insurrectionists storming the Capitol last week; the Army secretary plays a major role in authorizing Guardsmen in the District of Columbia since it has no governor.
Service secretaries have typically resigned or offered to leave when a new administration comes in, but there have been exceptions.
Michael Donley, the 22nd Air Force secretary, was nominated by President George W. Bush in June 2008 and confirmed months later. President Barack Obama reappointed him to the position in 2009.
Robert O. Work, the deputy secretary of defense under the Obama administration, attended his retirement ceremony even as he agreed to stay on in an acting capacity under the Trump administration, according to Defense News' Aaron Mehta.
The service noted that Thursday's ceremony will also honor Roper, Air Force Undersecretary Shon J. Manasco, Comptroller John P. Roth, General Counsel Thomas E. Ayres, and Assistant Secretary of the Air Force for Installations, Environment and Energy John W. Henderson.

Air Force Brass Order Removal of All Offensive, Non-Inclusive Patches, Mottos and Emblems
Commanders have until Feb. 21 to review their units' emblems, morale patches, mottos, nicknames, coins and other heraldry and insignia and remove any that are racist, sexist or derogatory, the Air Force announced Tuesday.
Starting at the squadron level and moving up, commanders must abolish symbols that are derogatory "to any race, gender, sexual orientation, ethnicity, religion, age or disability status to ensure an inclusive and professional environment," according to a memo from Air Force Chief of Staff Gen. Charles "CQ" Brown, Air Force Secretary Barbara Barrett and Gen. John "Jay" Raymond, head of the Space Force.
"It is critical for the Department of the Air Force to embody an environment of dignity, respect and inclusivity for all airmen and guardians," the memo states, according to a service release. "Our core values demand we hold ourselves to high standards and maintain a culture of respect and trust in our chain of command."
Air Force Instruction 84-105, last updated in 2019, directs units on how to best recognize their organizational lineage, honors and heraldry. Commanders should consult the AFI which emphasizes that symbols and language should be original, "in good taste and non-controversial" and their local historian, the release states.
Disparaging language and symbolism "ostracizes our teammates, undermining unit cohesion and impeding our mission readiness and success," according to the memo. "Our diversity of experience, culture, demographics and perspectives is a force multiplier and essential to our success in this dynamic global environment. … We must ensure all our airmen and guardians are valued and respected."
It was not immediately clear whether the latest memo applies to personal call signs – typically given to fighter pilots. In 2019, the Navy created a new process for approving and reviewing pilots' call signs after two Black aviators at an F/A-18 Hornet training squadron in Virginia filed complaints alleging racial bias in the unit.
The Air Force has had its own issues with call signs: A female airman was given an inappropriate call sign by fellow airmen during a drinking game in 2018, which came to light as officials looked into accounts of a separate threatening incident at the 47th Flying Training Wing at Laughlin Air Force Base in Texas.
Last year, the Air Force announced it had removed all "male-only references" in its official song, known as "Wild Blue Yonder," which is traditionally sung before service events. In September, the service encouraged airmen to submit ideas for improvements to uniforms, appearance standards, badges and patches, and even jewelry. Both efforts are aimed at creating a more inclusive culture among the ranks.
The memo on symbols comes the same week as the service's latest initiative to track lesser disciplinary actions by demographic to ensure impartiality.
The service said Wednesday that it will collect data on how airmen and Space Force guardians who receive administrative counseling, admonishments or reprimands are treated, including a comparison based on rank, age, gender, race and ethnicity.

Under law, Air Force Space Command was re-designated as the U.S. Space Force under the recently passed NDAA.

"Soldiers, sailors, airmen, Marines and Guardians will be defending our nation for generations to come," Pence said during a ceremony to commemorate the Space Force's 1st birthday, coming up on Dec. 20.
Pence was flanked by Chief of Space Operations Gen. John Raymond, Acting Defense Secretary Chris Miller and Air Force Secretary Barbara Barrett at the White House.
Space enthusiasts and military members were quick to point out the name 'Guardians,' evokes the Marvel Comics' "Guardians of the Galaxy" film franchise, about a motley crew of superheroes in space.
The announcement comes hours after Air Force astronaut Col. Michael "Hopper" Hopkins transferred into the Space Force onboard the International Space Station, and a few days after Raymond was made an official member of the Joint Chiefs of Staff.
The name change from space professionals or space warfighters, the generic term used before the official name was announced follows the introduction of the service's official logo, which reprises the use of the delta symbol from the Space Force's seal and flag.
In July, officials introduced the logo accompanied with its formal motto, "Semper Supra," which translates from Latin as "always above."
The Space Force's seal, which also uses a delta, was unveiled by President Donald Trump in a tweet in January; in May, the president hosted Barrett, Raymond, and Chief Master Sgt. Roger Towberman, senior enlisted adviser to the Space Force, during a ceremony to present the flag at the White House.
With each unveiling, users on social media have been quick to point out that the insignia is highly reminiscent of the "Star Trek" Starfleet Command logo; but the military says the symbol is part of its history, too.

WASHINGTON - A top Pentagon civilian has tested positive for COVID-19 after meeting with a foreign dignitary - who may have also exposed acting Defense Secretary Christopher Miller as well as the top civilians from the Air Force, Navy and Army, Defense News has learned.
Lithuanian Defence Minister Raimundas Karoblis met with Miller, the service secretaries and retired Brig. Gen. Anthony Tata, who is performing the duties of the undersecretary for policy, during a Nov. 13 visit to the Pentagon. Upon returning to Vilnius this week, he tested positive for the novel coronavirus.
Miller, as well as Air Force Secretary Barbara Barrett, Army Secretary Ryan McCarthy and Navy Secretary Kenneth Braithwaite, who met with Karbolis Nov. 16, have all tested negative and do not plan to self-isolate.
The disease, which has claimed the lives of more than 250,000 Americans, has an incubation period of up to 14 days, according to the Centers for Disease Control and Prevention. It is unclear when or where Karoblis contracted the disease and whether he was contagious during his visit to the Pentagon.
Photos from the meetings between Karoblis and Department of Defense leaders show those in attendance wearing face masks, although one formal photo shows Miller and Karoblis standing without face coverings.
In response to questions from Defense News about a possible infection, chief Pentagon spokesman Jonathan Rath Hoffman said the department learned of Karoblis' positive test Nov. 19 and began testing. Tata tested positive twice and will now isolate at home for 14 days.
"We have and are continuing to conduct further contact tracing of DoD personnel who have had close contact with the Lithuanian delegation or Mr. Tata, and are taking appropriate precautions in accordance with CDC guidelines," Hoffman said. "Additionally, DoD personnel who had contact with the delegation have received or are receiving at this time rapid COVID tests as deemed necessary based on CDC protocols. Additional necessary testing for individuals who had contact with Mr. Tata is ongoing.
"We will report additional positive cases as appropriate."

Senior Defense Department official Anthony Tata tested positive for COVID-19 this week after an infected foreign official toured the Pentagon - hobnobbing with the upper echelons of the US military, including the defense secretary and the secretaries of the Army, Navy and Air Force.
Tata, a retired Army brigadier general, is the acting undersecretary of defense for policy, one of the top advisers to acting Defense Secretary Chris Miller. His illness may hamper implementation of President Trump's remaining policies, which include a troop drawdown in Iraq and Afghanistan.
As of Friday, Tata, 61, has held the role just 10 days after being elevated amid a shakeup with Trump's post-election firing of Secretary Mark Esper.
The virus apparently reached the Pentagon during visits from Lithuanian Defense Minister Raimundas Karoblis. Miller and the Army, Navy and Air Force secretaries won't quarantine themselves, Hoffman said.

Military leaders: We're not freaking out over Trump coronavirus news
Military officials downplayed worries Friday after President Donald Trump announced overnight that he had tested positive for coronavirus and will be forced into medical quarantine for an undetermined period of time.
In a statement, the Joint Chiefs of Staff said they have not made any adjustments to force posture or operations as a result of the president's diagnosis. Trump tweeted just after midnight on Friday that both he and first lady Melania Trump had tested positive and would begin their "recovery process" immediately.
"There's been no change to our alert levels," the statement said. "The U.S. military stands ready to defend our country and its citizens. There's no change to the readiness or capability of our armed forces."

Defense Secretary Mark Esper, who is currently on an official visit to Morrocco, last saw Trump on Sunday, at a Gold Star families event also attended by Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff, Hoffman said.
"In preparation for and as part of his international travel, Secretary Esper tested negative for COVID on Monday and Wednesday of this week," Hoffman said. "Today he will be tested again as planned for continuation of his travel. He will not be returning to the U.S. early. The chairman was tested this morning and was negative."
Air Force Secretary Barbara Barrett and Chief of Staff Gen. Charles "CQ" Brown, as well as Chief of Space Operations Gen. Jay Raymond also attended the event for Gold Star families, said Air Force spokeswoman Lt. Col. Malinda Singleton on Friday. All have tested negative for coronavirus twice over the past week, including before the event and as recently as Friday, and have exhibited no COVID symptoms.

The Air Force is in the process of replacing their 80s era Sikorsky HH-60J Pave Hawk with the new HH-60W Jolly Green II.
According to Military.com, the Jolly Green II aircraft will have larger fuel tanks, upgraded avionics, navigation, and communication systems, along with new software, armor, and modern-day defensive measures. The Jolly Green II is based on the UH-60M Black Hawk but it is built for special Air Force missions.
This new helicopter was given the name of Jolly Green II, based on the "Jolly Green" nickname that the Air Force HH-3E helicopter earned in Vietnam. During Vietnam, the HH-3E Jolly Greens participated in many CSAR missions, rescuing downed pilots.
Air Force Secretary Barbara Barrett said, "Reviving the Jolly Green name honors our combat search and rescue crews past and present. In the hands of our airmen, the HH-60W ensures the rescue community can perform their duties better than ever."
According to the Air Force, the Jolly Green II's missions will include "civil search and rescue, medical evacuation, disaster response, humanitarian assistance, security cooperation/aviation advisory, NASA space flight and support and CSAR command and control."
For years, Air Force helicopters have filled the role of Combat Search and Rescue (CSAR) and to this day this mission is still at the heart of these Air Force helicopter units.

As a first step in a broad plan to begin declassifying information about US military space capabilities, Air Force Secretary Barbara Barrett today released new details on the X-37B military space plane. She also released the launch date, which had usually been secret.
The mission, she told a webinar hosted by the Space Foundation, "maximizes the X-37B's unique capabilities" and "host more experiments than any prior X-37B flight."
It will involve three sets of experiments, she explained, including a demonstration to test the capability of converting solar power into radio-frequency microwave radiation, which in turn can be beamed to Earth and converted to electrical power. The Naval Research Laboratory is responsible for the experiment, she said.
The experimental X-37B, built by Boeing, long has been the locus of public speculation - and concern from China and Russia, as well as some US allies - regarding its possible role as a space-based weapon. DoD, the Air Force and now the Space Force insist that the autonomous, reusable spacecraft, which resembles a mini-Space Shuttle, is simply an experimental craft.
"The ability to test new systems in space and return them to Earth is unique to the X-37B program and enables the U.S. to more efficiently and effectively develop space capabilities necessary to maintain superiority in the space domain," according to a Space Force press release today.

Secretary of the Air Force Barbara Barrett unveiled the new, comprehensive Department of the Air Force Arctic Strategy, July 21.
The strategy outlines the Department's unique regional role and efforts to optimize Air and Space Force capabilities throughout the region in support of the National Defense Strategy.
"The Arctic is among the most strategically significant regions of the world today - the keystone from which the U.S. Air and Space Forces exercise vigilance," Barrett said. "This Arctic Strategy recognizes the immense geostrategic consequence of the region and its critical role for protecting the homeland and projecting global power."
The strategy outlines four coordinated lines of effort that Air and Space Forces will use to enhance vigilance, reach and power to the nation's whole-of-government approach in the Arctic region:
- Vigilance in all domains
- Projecting power through a combat-credible force
- Cooperation with allies and partners
- Preparation for Arctic operations
Vigilance in all domains: The number one Department of Defense priority is homeland defense. Air and Space Forces contribute to this priority by monitoring potential threats across all warfighting domains, including air, space and cyberspace.
When it comes to the Arctic, U.S. Air and Space Forces are responsible for the majority of Department of Defense missions in the region, including the regional architecture for detecting, tracking, and engaging air and missile threats. Space Professionals in the region are responsible for critical nodes of the satellite control network that deliver space capabilities to joint and coalition partners, as well as the U.S. national command authority.

Major Space Force Units to Be Called Deltas, Officials Announce
The U.S. Space Force has determined how it will be organized, right down to the squadron level.
The newest military branch on Tuesday announced that it will operate with three primary field commands, responsible for training space professionals; acquiring space systems from industry; and supporting combatant commanders with space force personnel and capabilities.
The three primary field commands expected to be activated later this summer are: Space Operations Command (SpOC), Space Systems Command (SSC), and Space Training and Readiness Command (STARCOM), according to a release.
In the Air Force, subordinate to its headquarters is the major command, which is then composed of a numbered air force, wing, group, squadron and flight. The Space Force by comparison will only have three echelons of command: the field commands, deltas and squadrons, officials said.
"This is the most significant restructuring of space units undertaken by the United States since the establishment of Air Force Space Command in 1982," Air Force Secretary Barbara Barrett said in a statement. "Innovation and efficiency are driving our mission as we position the Space Force to respond with agility to protect our nation's space capabilities and the American way of life."
STARCOM will be responsible for educating and training space professionals, according to the Space Force announcement. A two-star general will oversee this field command; officials estimate STARCOM will be active by 2021.
Meanwhile, a Space Force officer in the rank of O-6 will lead a provisional Space Training and Readiness Delta, to be established at Peterson Air Force Base, Colorado next month.
"This unit will serve as the parent organization for a number of education, training, and operational test and evaluation units transferring to the Space Force in summer 2020," officials said.
The service said deltas will be led by O-6 officers, a rank equivalent to Navy captains or colonels in the other services, and will be organized to support a specific function, such as operations, training and installation support. Squadrons manage the "specific tactics" needed to execute the Space Force mission, according to the announcement.
Meanwhile, the SpOC will be the provider of forces for the combatant commands, coalition partners and the joint force.

Air Force Launches Review into Racial Disparities in Punishments, Opportunities
Weeks after an advocacy organization found that black airmen in junior enlisted ranks are twice as likely to receive discipline as those from other demographics, the Air Force Inspector General has launched an independent review into the service's history of disparity in military punishment and developmental opportunities given to African American service members, officials announced Tuesday.
In a release, the service said the review, ordered at the direction of Air Force Secretary Barbara Barrett; Chief of Staff Gen. David Goldfein; and Gen. Jay Raymond, chief of space operations for the U.S. Space Force, will "assess and capture existing racial disparities; assess Air Force-specific causal factors, like culture and policies; assimilate the analysis and conclusions of previous racial disparity studies by external organizations; and make concrete recommendations resulting in impactful and lasting change."
"We are listening, and we are taking action," the leaders said in a letter accompanying the announcement.
The IG will reach out to airmen, including those temporarily assigned to the Space Force, through anonymous surveys and one-on-one interview or group discussion requests. The surveys will be made available by mid-June on the Air Force's website.
In a town hall last week, Goldfein and Chief Master Sergeant of the Air Force Kaleth O. Wright called for change and improvement in the service, including a review of the military justice system.
The IG review formalizes that request, according to the release.
"We want to make sure our Air and Space Professionals are able to share their experiences and concerns, and we want to empower them to be a part of the solution," said Lt. Gen. Sami Said, the Air Force Inspector General.
"Their voices will be heard and captured for the record. We have a tremendous opportunity here, and we will not waste it," Said added.
An advisory board will supplement the review process. Said has formed a senior leader advisory group composed of "10 African American general officers, 10 African American chiefs and four African American senior executive service Airmen," the service said.
The IG's office will also reach out to a number of airmen from all the major commands to join its review team.
Following the announcement, Wright praised the move. "Action," he posted on Twitter and linked to the release.
Wright was the first member of senior military leadership to speak out publicly following the May 25 death of George Floyd, a black man, at the hands of police officers in Minneapolis.

Official Space Force Flag Unveiled at the White House
The U.S. Space Force now has an official flag.
It was presented during a closed-door ceremony Friday in front of President Donald Trump, becoming the first new service flag in more than 72 years, the White House said.
"Space is going to be the future," Trump said during the event, according to pool reports.
"We're now the leader in space."
Officials in attendance included Gen. John "Jay" Raymond, the new branch's chief of space operations and head of U.S. Space Command, and Chief Master Sgt. Roger Towberman, senior enlisted adviser to the Space Force. Other attendees included Defense Secretary Mark Esper, Air Force Secretary Barbara Barrett, and Chairman of the Joint Chiefs Gen. Mark Milley.
"It's a very historic moment," Esper said.
"The United States has been a spacefaring nation for decades, but we know there are adversaries in the last several years that have weaponized space," he said. "They've made it a warfighting domain. And so with the establishment of Space Force and establishment of Space Command, the United States is now doing what it needs to do to protect our assets in space and ensure that space remains the heavens by which we not only protect America, but we sustain our economy, we sustain our commercial capabilities, we sustain Americans' way of life."

ARLINGTON, Va. – Chief Master Sgt. Roger A. Towberman became the first Senior Enlisted Advisor of the U.S. Space Force today as Gen. Jay Raymond, USSF Chief of Space Operations, administered the Oath of Enlistment during a small ceremony in the office of the Secretary of the Air Force, Barbara Barrett, at the Pentagon.
Initial plans to formalize Towberman as the USSF's first enlisted member were delayed because of the rapidly developing COVID-19 pandemic. However, the SecAF and CSO decided to move ahead with enlisting Towberman this week.
"On this monumental day, Chief Master Sergeant Towberman joins the Space Force as employee number two. But he is also number one in many ways." said Barrett. "He is the first Space Force enlisted member and the first Senior Enlisted Advisor to the Space Force. He will represent and guide the enlisted corps while designing the future of the Nation's newest Service - the only force dedicated to protecting America's way of life that depends on space."
Today's date signifies a tradition of heritage extending back to April 3, 1967, when Paul Wesley Airey became the first Chief Master Sergeant of the Air Force. A larger ceremony reflective of the significance of today's notable event is tentatively planned for later this year.
"Chief Towberman is the right person at the right time, and that time is now. In a perfect world this event would have brought together family, friends, and military and civilian professionals to celebrate history and begin an exciting new chapter," said Raymond. "However, the global pandemic has made that impossible, and now is the time to take care of our force and our families, and to unify our Space leadership team here in the Pentagon."
The SEA position represents the highest enlisted level of leadership in the USSF. Towberman will serve as the personal advisor to the CSO and SecAF on all issues regarding the welfare, readiness, morale, proper utilization, and progress of USSF enlisted members and their families. He will also continue to serve as Command Senior Enlisted Leader for United States Space Command until another SEL is named.
"This is such an important journey we are beginning. We are focused on the future, and I am excited about what's to come," said Towberman. "More importantly, I'm focused on the crisis at hand ... as we all are."

As of today, Towberman will wear the same operational camouflage pattern uniform configuration as the CSO, but with a new, yet interim, rank insignia.
The general shape of the interim rank insignia is consistent with Air Force CMSgt rank insignia as well as other SEAs. The delta, globe and orbit are consistent with the official Space Force seal, and the two stars in the upper portion are consistent with the SEA rank insignia of other services. Until a Space Force service uniform is designed, the stripes will be consistent with the current colors (white and blue) of the Air Force service uniform.
Towberman sees rank insignia and uniform design as a small yet important part of building the overall identity and culture of the nation's sixth and newest military service. But his focus is clearly fixed on building the Space Force to meet the nation's needs.
"We continue to plan our future and I believe it will be incredibly bright," Towberman said. "We have the right people in place and we are dreaming big." The men and women of the USSF now have a SEA as they continue to safely conduct all space operations and planning efforts for the full stand up of the USSF.

'Florida could be back in the running to host Space Command headquarters'
Florida could be back in the running to host the headquarters of U.S. Space Command after the Air Force announced last week a decision to re-open the selection process. Air Force Secretary Barbara Barrett told the House Armed Services Committee last Wednesday of the decision to open applications, seeming to invalidate a shortlist released last year delineating the six locations - four in Colorado, one in Californiaand one in Alabama - that were finalists to host the headquarters of the nation's 11th combatant command. The recently formed command would coordinate space-related military activities across branches of service.
Florida, like other locations across the country, had prepared an aggressive campaign to snag the headquarters, despite Colorado's position as the clear front runner. The current Air Force Space Command is based in Colorado Springs. "We have the workforce, we have the infrastructure, we have the history of space launches and space exploration," said Rep. Michael Waltz, R-St. Augustine, who has led much of the push in Congress. "Florida will be at the tip of the spear of the 21st century space race and I couldn't be more excited to make our case." In May, Florida leaders said they were "misled" about the process for the headquarters selection following the release of the shortlist. But Space Florida, the state's spaceport authority, has continued to meet with military communities and installations across the state. Space Florida also hired a consultant for about $200,000 to aid in those efforts and has been working to develop a strong proposal outlining why the state would be a good location for the future command.
Secretary of Defense Mark Esper said at a Senate Armed Services Committee meeting last week that the decision to reopen the competition was made by him because of complaints from members of Congress that the previous process had not been fair and transparent enough. The Air Force is expected to release its set of guidelines for what states need to include in their proposals by the spring. A decision on the new command location could come at the end of the year or in early 2021.
Florida is already home to three other combatant commands, Southern Command near Miami, and Central Command and Special Operations Command in Tampa. It also has a robust military community and is home to Kennedy Space Center, Patrick Air Force Base and Cape Canaveral Air Force Station - soon to be renamed to Patrick Space Force Base and Cape Canaveral Space Force Station.
It's clear why Florida would want Space Command, said Space Florida's Dale Ketcham. The Pentagon has estimated it would cost about $84 million to set up the unit, which would be comprised of about 1,200 personnel. Space Florida has not performed an economic estimate on the potential impact of basing the command in the state. "We know it's something we want that would be of real value based on existing combatant command," said Ketcham, who is Space Florida's vice president of government and external relations.
But one of its biggest selling points, he said, will likely be large presence of commercial space in Florida. SpaceX, Blue Origin and Boeing are all increasing their operational footprints on the Space Coast. "I think there is a growing recognition that national security requirements in space will want to rely increasingly on the commercial space marketplace to meet those requirements," Ketcham said, "and nowhere is that commercial space marketplace growing more vibrantly and aggressively than here in Florida."

SecAf Reveals When New US Space Command HQ Will Be Selected
As the U.S. Space Force begins to redesignate Air Force units with a space-only mission and to realign and rename bases accordingly, it will also restart its search for a permanent headquarters for U.S. Space Command, the military's 11th combatant command, which stood up in August.
"We will be issuing an invitation for communities to come forward and identify that they would like to [be considered]," Air Force Secretary Barbara Barrett said Tuesday. She first disclosed the move last week during a House Armed Services Committee hearing.
The Pentagon will make its choice "late in the year, or early next year," she said during an Air Force Association event in Washington, D.C.
The new process is a result of staff and personnel movements between Space Command and the U.S. Space Force, Barrett said. The newest military branch, which falls under the Department of the Air Force, was signed into law in December.
"That reshuffles what would be the command headquarters operation, so we are reevaluating and restarting that process," she said.
The secretary's latest comments come after Defense Secretary Mark Esper last week disclosed that some lawmakers whose states are vying to host SPACECOM felt the process wasn't transparent enough.
"During my talks on the Hill prior to my nomination, particularly after my hearing here, I visited the House and heard from members on both sides of the aisle that they thought the process that had been run was unfair and not transparent," Esper said during a Senate Armed Services Committee hearing March 4. "So I directed at that time that we pause in place ,.. [and] we directed it be revisited and a different approach be taken."
Leaders are expected to disclose how candidate bases may be selected "this spring," Barrett said. Bases will be scored based on criteria that could be based on "talent and infrastructure" but may also include "things like the quality of schools and the ability of spouses to get jobs, so the occupational reciprocity of the states," Barrett said.
In May 2019, the Air Force announced it was weighing four Colorado locations, including Buckley Air Force Base, Cheyenne Mountain Air Force Station, Peterson Air Force Base and Schriever Air Force Base, to accomodate SPACECOM. Other options are the Army's Redstone Arsenal in Alabama and Vandenberg Air Force Base in California.
A decision was originally due this summer.
But that February, nearly a dozen elected officials tried to petition the Defense Department and President Donald Trump to have Space Command placed in Florida.
Florida Gov. Ron DeSantis, a Republican, said he would formally ask the president to locate the department's unified combatant command for space at Kennedy Space Center in Cape Canaveral.

PENTAGON: Frustrated with the slow pace of decision-making on the issue, National Guard leaders in states with space units are openly advocating in Congress for the creation of a Space Force National Guard.
"As the adjutants general, we are individually approaching our congressional delegations," Maj. Gen. David Baldwin, adjutant general of California, told reporters at a briefing today. "We are strongly advocating for a Space National Guard, and we are being received very well by the members on the Hill."
Baldwin's counterpart from Colorado, Maj. Gen. Mike Loh, said the question of a Space Force Guard and Reserve component was left up in the air in its first report on Space Force organization to Congress delivered Feb. 3 by Air Force Secretary Barbara Barrett. Guard leaders were expecting a positive decision to be reflected in that report: "That's why," he said, "I'm concerned."
Guard leaders argue that a Space National Guard is required to keep the roughly 1,500 guardsmen who specialize in space operations for the Army and Air National Guard aligned with their active duty counterparts. If those personnel remain in their current chain of command, there could be future disconnect in training and equipment being used by active duty and guard troops.

The US Space Force Just Swore in Its First "Chief of Space Operations"
The U.S. Space Force is now a very real thing.
This week, Air Force Gen. John "Jay" Raymond was sworn in as the chief of Space Operations for the new United States Space Force. While it was initially reported as somewhat of a joke when Donald Trump first announced it, the U.S. Space Force is a very real thing and is now the seventh military branch of the Pentagon.
On Tuesday, Raymond was sworn in by Vice President Pence at his ceremonial office.
"It is President Trump's belief that the United States must remain as dominant in space as we are on land and sea and the air. And your charge is to see to that mission with the United States Space Force," Pence said during the ceremony.
Raymond responded by saying, "Mr. Vice President, we have our marching orders and we are moving out. We do not want a conflict to begin or extend into space, we want to deter that conflict from happening. The best way I know how to do that is to do so from a position of strength."
The Space Force will be comprised of roughly 16,000 officers and other personnel from the U.S. Air Force and U.S. Space Command. In fact Raymond is himself a commander of both the Air Force Space Command and the U.S. Space Command, possibly signaling that these agencies will be working very closely and consisting of many of the same members.

In addition to the personnel from other agencies the Space Force was granted $40 million through the 2020 National Defense Authorization Act (NDAA).
Trump is expected to hold a meeting with Pentagon officials this week to discuss uniform and logo details for the new agency. The meeting will include Defense Secretary Mark T. Esper, Air Force Secretary Barbara Barrett, and the new chief of Space Operations Jay Raymond.
The Trump administration is also planning on sending a legislative proposal to Congress for the fiscal year of 2021 which would create National Guard and Reserve units for the Space Force. The proposal also seeks to consolidate other space-related organizations in the government under the Space Force banner including the Space Development Agency.

Vice President Mike Pence Jan. 14 swore in Gen. John W. Raymond as the highest-ranking military leader of the newly created U.S. Space Force, adding a prominent White House ceremony that recognized the arrival of the nation's newest, separate branch of the military.
Raymond was formally designated the first Chief of Space Operations in a formal ceremony sponsored by the White House held at the Eisenhower Executive Office Building. It came less than a month after the Space Force, by law, became the sixth independent branch of the U.S. military and marking the first time since 1947 that a new branch of the military had been created.
"The first decision the president made after establishing the Space Force was deciding who should be its first leader," Pence said prior to delivering the oath of office to Raymond.
"I was around when the President made that decision and I can tell you, he never hesitated.
He knew right away there was no one more qualified or more prepared from a lifetime of service than Gen. Jay Raymond to serve as the first leader of the Space Force."
The Space Force was established Dec. 20 when President Trump signed into law the National Defense Authorization Act (NDAA). On that day he also appointed Raymond to lead the Space Force. Although directed by its own military leadership, the Space Force is nested within the Department of the Air Force.
Raymond noted the historic nature of the moment. "Not only is this historical, it's critical. That is not lost on me or the outstanding Americans who serve with me," he said.
The Space Force's overarching responsibility is training, equipping and organizing a cadre of space professionals who protect U.S. and allied interests in space while also providing space capabilities to the joint force. The Space Force's mandate includes developing military space professionals, acquiring military space systems, refining military doctrine for space power, and organizing space forces for use by combatant commands.
A major reason for creating the Space Force is the importance of space for both national security and everyday life. It is the backbone that allows for instant communication worldwide, precision navigation and global commerce. The U.S. Space Force will ensure the country's continued leadership in space, Raymond said. Equally important, he said, avoiding conflict in space.
"We want to deter that conflict from happening," he said. "The best way I know how to do that is through a position of strength."
Among those attending the ceremony were Defense Secretary Mark Esper, Air Force Secretary Barbara Barrett, Air Force Chief of Staff Gen. David L. Goldfein, Gen. John Hyten, vice chairman of the Joint Chiefs of Staff, Deputy Secretary of Defense David Norquist, Adm. Charles Ray, Vice-Commandant of the U.S. Coast Guard, Adm. Michael Gilday, Chief of Naval Operations and Chief, National Guard Bureau, Gen. Joseph Lengyel.
"We are moving forward with alacrity and in accordance with presidential direction, the law, and DOD guidance," said Secretary Barrett about the establishment of the new U.S. Space Force.
"Directing this effort is the incomparably-qualified leader, Gen. 'Jay' Raymond. As a career space officer, he's the perfect person to guide this lean, agile, vital Space Force."
Raymond was the natural choice for the job. He is currently the commander of the U.S. Space Command; the nation's unified command for space.
Before his new role, Raymond was the commander of Air Force Space Command which carried the nation's primary military focus on space, managing a constellation of satellites, developing policy and programs and training frontline space operators. Under law, Air Force Space Command was re-designated as the U.S. Space Force under the recently passed NDAA.
More broadly, the Space Force is responsible for maintaining the United States' space superiority, even as space becomes more crowded and contested. The (NDAA), which created the Space Force, also directs that the Space Force "shall provide the freedom of operation in, from, and to space, while providing prompt and sustained space operations."

DoD Wants Army, Navy To Join Space Force; May Ask Hill For Help
Space Force is looking to establish an independent identity, based on the legacy of the Air Force space community, but focused on "22nd century warfare," says Maj. Gen. John Shaw.
WASHINGTON: Top Pentagon officials are hammering out a legislative proposal to Congress to bring personnel from the Army, Navy and Marines into the newly inaugurated Space Force.
DoD and military sources say Air Force Maj. Gen. Clint Crosier, charged by Air Force Secretary Barbara Barrett with planning how to flesh out the nascent Space Force, is crafting the plan, that will ultimately be sent to Defense Secretary Mark Esper. The Army and the Navy Department maintain significant space capabilities and forces that so far are barred from Space Force integration under the 2020 National Defense Authorization Act (NDAA), signed by President Donald Trump Dec. 20.
If approved, these sources say, the proposal then would be sent to Congress - with a particular eye to convincing the Senate Armed Services Committee (SASC), which has been skeptical about the whole idea of a Space Force. Breaking D readers know that it was SASC language in the 2020 NDAA that limits DoD to transferring only Air Force billets to Space Force, and bans the creation of any new ones. Republican SASC Chair Jim Inhofe's goal is to have the 2021 NDAA approved by Memorial Day, his spokesperson confirmed today.
Barrett owes Congress a report on plans for Space Force organization the first of next month, Air Force Maj. Gen. John Shaw told the Mitchell Institute at a breakfast this morning. Shaw is now head of the Space Force Space Operations Command, formerly the 14th Air Force under Air Force Space Command, at Vandenberg AFB.
"Congress has asked for additional legislation with regard to Space Force ideas as part of the whole work that we're going to be doing this year. And I suspect that that will be a topic that will come up," he said. "How do we need to look at laws and see how they might change to make us get to that?"
Shaw stressed that the Space Force is looking to establish an independent identity, that builds not just on the Air Force's legacy but also brings in lessons learned from other services. In particular, he said, the new service needs to focus on "22nd century warfare" when speed of decision-making and reaction is paramount.
"We have the opportunity to create a new service, from scratch, that can be a warfighting service - and I've been telling the team, 'Don't even think about a warfighting service for the next decade or even this century; create a warfighting service for the 22nd century'," he said. "What is warfighting look like at the end of this century, and into the next. We've started with that."
"I'm sure we didn't get it 100 percent right," he added. "We didn't have the 'Time Infinity Stone' that we could kinda just jump into the future and come back. But the general feeling is that it's going to happen fast. ... It's going to happen across the planet and beyond the planet very quickly." (For those who aren't sci-fi aficionados, the Infinity Stones are key to the plot of the hit Marvel Comics "Avengers" movie and comic book series.)

Cooperation and coordination with allies is another major thrust in figuring out what Space Force will look like, said Shaw, who also serves as the head of Space Command's Combined Space Force Component Command (CSFCC), that includes allies and coalition partners.
"We have a lot of ground that we can still cover in integrating with our allies, and getting together as an alliance from a space domain perspective. We have made a lot of progress, don't get me wrong," he said.
For example, there is a now a weekly meeting between all the Space Operations Centers of the so-called Five Eyes - an intelligence-sharing alliance comprising Australia, Canada, New Zealand, the United Kingdom and the United States. New Zealand was the latest of the Five Eyes to join CFSCC in December, Shaw said.

Space Force falls under the U.S. Air Force, so recruits can surf the Air Force's career website, AirForce.com, to search for space-related jobs – including space operations, space systems operations, missile- and space-related maintenance and protection of missile and space facilities.
"The U.S. Space Force, an independent service singularly focused on protecting our interests and security in space, launches the nation into a new era," Air Force leaders said in a letter to the force Dec. 20. Air Force Chief of Staff Gen. David Goldfein, Air Force Secretary Barbara Barrett and Gen. Fellow panelist Rep. Mike Rogers, R-Ala., said he met with the secretary earlier in the week to discuss that very issue, calling the information on space programs "overwhelmingly classified."
For Rogers, that overclassification is one of the reasons it's been so difficult for him and others to build support both in the public and with other members of Congress for a Space Force, a sixth branch of the military under the Air Force uniquely focused on space as a war-fighting domain.
"As members of the Armed Services Committee and the defense appropriators, we get it. But we have to have our other colleagues in the Congress to be supportive of us making the changes we need and the resources we need into this," he said. "It's not going to happen until they understand the threat and the dependence we have. And I don't think that can happen until we see significant declassification of what we're doing in space and what China and Russia are doing, and how space is in their day-to-day lives."
Once Americans have access to that currently classified data, they will throw their support behind a Space Force, he concluded.
"The lack of an understanding really does hurt us in doing things that we need to do in space," added Barrett. "There isn't a constituency for space even though almost everyone uses space before their first cup of coffee in the morning."
The two declined to say how much of the black space portfolio could move into the public, nor when changes would start happening. But Barrett pledged that it would be a focus for her office moving forward, a sign that progress could come during 2020.
The push comes as the intelligence community is also moving to declassify more information to combat threats posed by China, Russia and other nations. Then-Principal Deputy Director of Intelligence Sue Gordon stated in June that declassification is key to combating attempts by foreign powers to target American civilians for data collection. And that same month, the top Democrat on the Senate Intelligence Committee, Sen. Mark Warner, D-Va., called on the intelligence community to declassify more data to combat the growing threat that China's government poses to American businesses.
The Defense Intelligence Agency has made efforts to make more unclassified information available to the public through a series of reports on the military capabilities of other nations. Air Force leaders enthused as Space Force legislation heads to House floor
LOS ANGELES - A bipartisan deal struck between congressional leaders and the White House would allow the Defense Department to establish a U.S. Space Force as a separate military branch. The compromise language in the National Defense Authorization Act for Fiscal Year 2020 will be introduced Dec. 9 and a House vote is scheduled for Dec. 11, Rep. Mike Rogers (R-Ala.), told attendees at the Reagan National Defense Forum in Simi Valley.
Under a deal first reported Dec. 6 by the Wall Street Journal, the White House agreed to grant 12 weeks of paid parental leave to all federal workers in exchange for the Space Force authorization, which has been a high priority for the Trump administration.
"Space Force has been agreed upon for a couple of months as far as the structure," Rogers said Dec. 7 at the Reagan forum.
Air Force Secretary Barbara Barrett, speaking on a panel alongside Rogers, said the Air Force will be ready to start organizing the new branch as soon as legislation is signed. The Space Force would be an independent branch but nested inside the Department of the Air Force, the same way the Marine Corps is part of the Department of the Navy.
A DoD source told SpaceNews that the proposed language would authorize a civilian leader for the Space Force who would report to Barrett and also would create a Senate-confirmable post to oversee Space Force acquisitions.
"We are going to see what the NDAA includes. There is a war room that has started to meet to work this out," Barrett said. "The whole team is very much devoted to the idea that this is a serious business and we have to get this done ... We are going to get this as close to right from the beginning."
The DoD source said Barrett has been closely monitoring the Air Force's preparations to stand up a Space Force even though service leaders were not involved in the final negotiations between lawmakers and the White House. According to the source, Barrett is enthusiastic about the prospect of leading a space service and has spoken about it as a historic event and an extraordinary moment for the nation. A new military service has not been created since 1947 when the Air Force was spun off from the Army.
At the Reagan forum, Barrett said: "America has more to lose if there is malicious behavior in space. Where we are is ahead but that lead is shrinking. It is time for us to move forward with the Space Force."
Rogers, a central player who has advocated for a space service for years, long before Trump embraced the issue, said he was relieved to hear that a compromise had been reached.
"I've been glowing for the last day," he said.
"We have allowed China and Russia to become our peers, not our near peers and that's unacceptable," Rogers said. "We have been doing some things short of the Space Force. I feel good but I will feel a lot better in about three or four years."
Since the administration began its push to create a space service, many lawmakers raised objections due to the cost, estimated to be anywhere from $500 million to $2 billion a year. But Rogers insisted that the Air Force should not do it on the cheap. "We want the secretary to create the best Space Force the world has ever seen," he said. "If she needs more, tell us and that's our problem."
Rogers said he hopes the Space Force will not be loaded with bureaucracy and will serve as a model for the other services. "Space Force can be done leanly," he said. "We can then replicate that in the other services."

Arizona governor faces task of making appointment to Sen. McCain's seat until 2020 special election
Arizona Gov. Doug Ducey faces the task of appointing a successor for Sen. John McCain, who died Saturday. McCain, remembered by many as a 'maverick' Republican, held his seat in the U.S. Senate for nearly 32 years.
What are the options?
Under Arizona law, Ducey, a Republican, can appoint someone fill the Senate vacancy for the next two years, until a special election in 2020 to decide the right to complete the final years of McCain's term. In 2022, the seat will be up again for a full six-year term.
According to state law, the appointee must be from McCain's party.
In recent months, the governor has declined to say - citing respect for McCain and his family - which Republican he might appoint to McCain's seat.
In a statement published Sunday by the Arizona Republic, Ducey's senior adviser Daniel Ruiz II indicated that the governor will not make any announcements about an appointment until after McCain's burial.
On Saturday, Ducey released a lengthy statement honoring McCain as an "American hero" and "icon."
"Here at home, we were most proud to call him a fellow Arizonan," Ducey stated. "Like so many of us, he was not born here, but his spirit, service and fierce independence shaped the state with which he became synonymous."
What are the possibilities?
Cindy McCain, the senator's wife, is viewed as a likely appointee, Politico reported. In May, Ducey and his wife spent time with the McCains and that led to speculation about her possible appointment.
Other potential appointees are Kirk Adams, the governor's chief of staff; former state lawmaker Barbara Barrett, a businesswoman and former gubernatorial candidate; and former Sen. Jon Kyl, who retired from the Senate in 2013, the Arizona Republic reported. Added to that list are former Reps. Matt Salmon and John Shadegg; Karrin Taylor Robson, a state board of regents member; and Eileen Klein, the state treasurer.
Ducey is seeking re-election this fall and has ruled out appointing himself to McCain's seat.
Speculation about a potential replacements have been met with criticism from Ducey and his office multiple times this year. Ducey has also made it clear that people who are actively campaigning for the appointment will not be considered.
"To the politicians out there that have been openly lobbying for this position, they've basically disqualified themselves by showing their true character," Ducey said in December. His statement to a local radio station came after Rep. Paul Gosar's chief of staff sent a text to a Ducey member to indicate interest in a potential appointment, according to published reports.
During McCain's battle with an aggressive form of brain cancer, the topic of his possible replacement was generally considered taboo in both Arizona and Washington.
Former Arizona secretary of state Ken Bennett, who is challenging Ducey in next week's gubernatorial primary, pledged on social media earlier this year that he would not appoint McCain's wife to the seat. Ducey at the time called Bennett's comments "indecent" and "embarrassing," according to reports.
Still, Bennett has repeatedly raised the topic. On Saturday morning, prior to the announcement of McCain's death, Bennett tweeted that Ducey had still not ruled out Cindy McCain for the appointment. Bennett called that a "lack of leadership."

Arizona Gov. Doug Ducey (R) will name the successor to Sen. John McCain's (R-Ariz.) Senate seat, following news of McCain's death late Saturday afternoon.
Under Arizona state law, Ducey is charged with appointing McCain's successor to fill his seat until 2020, when there will be a special election for the right to finish out the final two years of McCain's term, Politico reported. There will be an election for a full six-year term in the 2022 election.
The law also states that the appointee must be a member of McCain's party.

After McCain's death, Republicans now have a 50-49 majority in the Senate, meaning one GOP defection could sink Kavanaugh's nomination if every Democrat votes no.
A replacement would shift the majority to 51-49, allowing Republicans to lose one GOP vote and have Vice President Pence cast the tie-breaking vote, which would likely go in Kavanaugh's favor.

Why Alabama landed the national headquarters for Space Command
Alabama "won" the multi-state competition to host the nation's new Space Command because it offered more of the things the Air Force wanted and needed in a permanent base location, especially in terms of costs and existing facilities, according to the Air Force's decision announcement.
But Colorado, the current home of the command and a finalist to host it permanently, launched a political war Wednesday after the Alabama pick was announced. Colorado leaders said President Trump decided the winner, not the legitimate selection process, and Colorado hopes to have it overturned by incoming President-elect Joe Biden. Alabama supporters instead countered today by pointing to a story in Politico Wednesday quoting John Henderson, the assistant secretary of the Air Force for installations, environment and energy. Henderson told Politico the Air Force sent a team of experts to the two finalist states of Colorado and Alabama for a more "qualitative and comprehensive" evaluation of each location.
The team looked at the two bases and their surrounding communities in terms of whether the bases had room to grow and to host employees and their families. Outside factors included cost of living, and the availability of quality, affordable housing off base.
In the end, Air Force designated Huntsville its "preferred" site. The final decision isn't expected until the spring of 2023 pending the outcome of the required environmental impact analysis
Colorado media reported Wednesday that Air Force Secretary Barbara Barrett "traveled to the White House this week to tell Trump the military had chosen Colorado Springs." Citing unnamed sources the paper said Trump "instead ordered the command to Alabama" in reward for Alabama's support of Trump in the election and its congressional delegation's support in his campaign and impeachment battles. But the Air Force said the official factors that went into the decision "related to mission, infrastructure capacity, community support and costs to the Department of Defense." The Air Force release said Huntsville "compared favorably across more of these factors than any other community."
The announcement cited the presence of a "large, qualified workforce, quality schools, superior infrastructure capacity, and low and initial and recurring costs."
The Air Force secretary considered both the short- and long-term benefits, the Air Force said.
Colorado Springs was a strong contender, the Air Force said, "but for different reasons … mostly because it mitigates the short-term disruptions caused by the move, delayed hiring processes and through the re-use of existing infrastructure."
Reinforcing the importance of cost, the Air Force release said of Alabama: "Additionally, Redstone Arsenal offered a facility to support the headquarters, at no cost, while the permanent facility is being constructed."

Biden to Nominate Former Pentagon Official Frank Kendall to Top Air Force Post
President Joe Biden plans to nominate Frank Kendall, a former top Pentagon official, to be the next Air Force secretary, the White House announced Tuesday.
Defense News first reported the news of Kendall's expected nomination.
Gina Ortiz Jones, a former Air Force captain, has also been nominated to be the under secretary of the service, the White House said. Jones, an intelligence officer who deployed to Iraq and is openly gay, ran as a Democrat for Congress in 2018 and again in 2020.
John Roth is currently the acting Air Force secretary. Barbara Barrett, who served as the fourth female Air Force secretary and succeeded Heather Wilson, was the last person to officially fill the role.
Kendall currently holds a number of positions, including senior fellow at the Center for American Progress and senior adviser to the Center for Strategic and International Studies. He is also a member of the Council on Foreign Relations, the White House said.
"Frank Kendall is exactly the kind of public servant we need at the helm of the Air Force at a time when the service is navigating so many unique challenges, including effective acquisition to meet our nation's future threats," Rep. Adam Smith, D-Wash., chairman of the House Armed Services Committee, said in a statement. "With more than 40 years of experience in defense and national security, and with a particular focus on acquisition policy during his tenure in the Obama administration, I cannot think of a better, more equipped leader to tackle these issues head on."
Smith also praised Biden's nomination of Jones, who would be "the first woman of color to serve as Under Secretary of the Air Force, marking yet another historic nomination as the Biden-Harris administration continues to prove their commitment to building a diverse Department of Defense that reflects the American population."
Kendall spent 10 years on active duty and retired as a lieutenant colonel from the Army Reserve. Under the Obama administration, he served as the under secretary of defense for acquisition, technology and logistics at the Pentagon between 2012 and 2017. He is a graduate of the U.S. Military Academy at West Point, and also received a degree in aerospace engineering from the California Institute of Technology and a law degree from Georgetown University.
Kendall was instrumental in facilitating an expensive overhaul of the Pentagon's military health system in 2015. The Defense Department that year awarded a $4.3 billion contract to a team that included Leidos Inc. and Cerner Corp. to modernize the military's digital medical records system.

SIMI VALLEY, California - The U.S. Air Force's top civilian and a key member of Congress agreed Saturday on the need to declassify a large amount of information about America's military space programs to both intimidate foes and encourage support among the public.
"Declassifying some of what is currently held in secure vaults would be a good idea," Air Force Secretary Barbara Barrett said during a panel at the Reagan National Defense Forum. "You would have to be careful about what we declassify, but there is much more classified than what needs to be."
Fellow panelist Rep. Mike Rogers, R-Ala., said he met with the secretary earlier in the week to discuss that very issue, calling the information on space programs "overwhelmingly classified."
For Rogers, that overclassification is one of the reasons it's been so difficult for him and others to build support both in the public and with other members of Congress for a Space Force, a sixth branch of the military under the Air Force uniquely focused on space as a war-fighting domain.
"As members of the Armed Services Committee and the defense appropriators, we get it. But we have to have our other colleagues in the Congress to be supportive of us making the changes we need and the resources we need into this," he said. "It's not going to happen until they understand the threat and the dependence we have. And I don't think that can happen until we see significant declassification of what we're doing in space and what China and Russia are doing, and how space is in their day-to-day lives."
Once Americans have access to that currently classified data, they will throw their support behind a Space Force, he concluded.
"The lack of an understanding really does hurt us in doing things that we need to do in space," added Barrett. "There isn't a constituency for space even though almost everyone uses space before their first cup of coffee in the morning."
The two declined to say how much of the black space portfolio could move into the public, nor when changes would start happening. But Barrett pledged that it would be a focus for her office moving forward, a sign that progress could come during 2020.
The push comes as the intelligence community is also moving to declassify more information to combat threats posed by China, Russia and other nations. Then-Principal Deputy Director of Intelligence Sue Gordon stated in June that declassification is key to combating attempts by foreign powers to target American civilians for data collection. And that same month, the top Democrat on the Senate Intelligence Committee, Sen. Mark Warner, D-Va., called on the intelligence community to declassify more data to combat the growing threat that China's government poses to American businesses.
The Defense Intelligence Agency has made efforts to make more unclassified information available to the public through a series of reports on the military capabilities of other nations. Earlier this year the agency released a report on the threats to space that was entirely unclassified, although that approach limited what information the agency could reveal.
For Barrett, that same approach to declassification needs to be taken for space.
"America is the best there is in space. Yet, as we watch the trajectory of potential enemies, we see that the relationship is changing. America is also the biggest user of space," she said. "Our way of life is more dependent on space than any other nation's, and our capability in space was predominantly built at a time when we thought space was a benign environment."
