Q Research General #15274: We Will Soon Be Learning About the Word “Courage†Edition
Information Poisoning is found throughout nature. Organisms exploit perceptual biases to evade and deceive predators or to attract prey; some species, like ours, practice deception on many levels.
The Paussid or "ant's nest" beetle forges chemical signals which blinds the ants, its prey, to the beetle's presence among them. The Paussid beetle eats the ant's children and lays its eggs in worker's bodies which it paralyses an injected toxin which it also manufactures.
Predators exploit perceptual deficiencies of prey, or of host civilizations, they are parasitic on.
Predators can be of the same species, as with the Paussid beetles, or they may create the appearance of being so.
Normally we consider the eye reliable. Unless there is a reason to suspect forgery, we're usually willing to accept the signal we receive from our eyes, even when it comes over a known insecure, anonymous network like the internet. Could our enemies employ similar tactics?
The Paussid beetle injects false information to deceive the ants by synthesizing their chemical language. Ants see the world as chemical "scents" and the Passidae are living organic chem labs, able to synthesize many chemicals, not just to make themselves invisible to ants, but to make the ants voluntarily work for them remaining blind to their own exploitation by the enemies living in their midst.
Like the ants our perceptual senses are limited to a narrow band of visible light and audible vibration. 90+% of what happens around us happens outside the range of our sensory perception.
Entertainment media content is used the same way and for the same reason - to conceal the presence and explain away the activities of predatory parasites living among us, many in positions of great trust and responsibility.

Although the CIA insists that MKUltra-type experiments have been abandoned, some CIA observers say there is little reason to believe it does not continue today under a different set of acronyms. 14-year CIA veteran Victor Marchetti has stated in various interviews that the CIA routinely conducts disinformation campaigns and that CIA mind control research continued. In a 1977 interview, Marchetti specifically called the CIA claim that MKUltra was abandoned a "cover story."

Q Research General #11651: Ready for another BOOM WEEK Edition
Top intel official leaving post
A top intelligence official is leaving her post at the Office of the Director of National Intelligence (ODNI), the agency announced Friday.
Deirdre Walsh, who over a decade has filled several ODNI roles including chief operating officer, said in a statement to Politico that "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."
The ODNI did not immediately respond to a request for comment from The Hill.
It is unclear who will replace Walsh, who, according to her bio, worked on "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making."
The news comes the same day as Richard Grenell, the acting director of national intelligence, announced a list of organizational changes. Among the changes announced Friday are a phasing out of ODNI's Directorate of National Security Partnerships and combining four different ODNI organizations focused on cyber into a single cohort called "the IC Cyber Executive."
Walsh has garnered allies on Capitol Hill, particularly during her tenure from 2014-18 as the ODNI's congressional liaison.
ODNI has gone through several rounds of senior departures, including principal deputy director Sue Gordon; former acting Director of National Intelligence Joseph Maguire; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was ousted by President Trump.

Former Nunes (R-CA22) staffer tapped for Deputy position to replace outgoing ODNI, COO
A top career official is leaving the Office of the Director of National Intelligence, the agency confirmed on Friday.
Deirdre Walsh, who spent more than 10 years at ODNI - most recently as chief operating officer - said in a statement provided through an ODNI spokesperson: "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."

It is unclear who will replace Walsh, who was the office's first COO. Her work included "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making," according to her bio.
A staffer who worked under Rep. Devin Nunes (R-Calif.) on the House Intelligence Committee also recently joined ODNI to serve as a deputy to the COO.
Nick Ciarlante, who interned in Nunes' congressional office before joining the intelligence committee and working on the ODNI portfolio there, started the new job this week, two people with knowledge of the move said.
Richard Grenell, the acting director of national intelligence, also announced a series of other organizational changes on Friday, including phasing out of ODNI's Directorate of National Security Partnerships and merging four previously separate ODNI organizations focused on cyber into a single organization dubbed "the IC Cyber Executive."
Walsh is well-respected in the intelligence community and on Capitol Hill - she served as ODNI's director of legislative affairs from 2014 to 2018 - and has been instrumental in helping shepherd Rep. John Ratcliffe (R-Texas) through the confirmation process to replace Grenell as permanent director, the sources said.
Ratcliffe had his confirmation hearing in front of the Senate Intelligence Committee on Tuesday and is expected to be confirmed.
ODNI has seen a wave of senior departures over the last year, including principal deputy director Sue Gordon; Joseph Maguire, Grenell's predecessor as acting director; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was fired by the president. ODNI's chief information officer, John Sherman, also left last month.

Q Research General #10543: Bye Bye Harvey Edition
Trump's new intel chief makes immediate changes, ousts top official
President Trump's new acting director of national intelligence, Richard Grenell, has already made major changes at the agency, including ousting the No. 2 official.
Former acting Director of National Intelligence Joseph Maguire and his deputy, Andrew Hallman, resigned on Friday. According to The New York Times, Grenell told Hallman, who has worked for national intelligence and the CIA for three decades, that his service was no longer needed.
Senate Intelligence Committee Chairman Richard Burr (R-N.C.) praised both Maguire and Hallman for their service after their resignations were announced.
"For nearly four decades, Joe Maguire has dedicated his career to securing our country, both in and out of uniform," Burr said. "I've valued Joe's advice and counsel during his tenure as Director of National Intelligence and at the National Counterterrorism Center, and I wish him the best."
Of Hallman, Burr added he appreciated "his extensive knowledge of intelligence matters and his deep respect for the men and women of our [intelligence community]."
The Times also reported that Grenell - who was only officially tapped into the role on Thursday and who says he will not be the nominee for the full-time role - also made a slew of his own new hires on Friday, including an expert on Trump conspiracy theories.
One hire is Kashyap Patel, a senior member of the National Security Council and former top aide to Rep. Devin Nunes (R-Calif.), the former House Intelligence Committee chairman. Patel was a lead author of a 2018 memo that accused FBI and Justice Department officials under former President Obama of overstepping their surveillance authority ahead of the 2016 presidential election.
Patel has reportedly been given permission to "clean house" at the agency.
Grenell's tenure may only last a few months as Trump announced a list of possible nominations Friday for the permanent director of national intelligence.
The shakeup comes as reports say Trump was frustrated with Maguire and alleged his disloyalty after House lawmakers were briefed last week on Russian interference in the 2020 election to help reelect Trump.
Grenell has reportedly asked for the intelligence information behind the briefing given to lawmakers.
Trump has since denied the reports Russia is interfering on his behalf in the 2020 election, accusing Democrats of "trying to start a rumor" as well as a "disinformation campaign."
Meanwhile, Sen. Bernie Sanders (I-Vt.) revealed Friday that he was briefed by U.S. intelligence officials about Russian interference aiming to help him win the Democratic primary.

Richard Grenell seeks intelligence from briefing on Russia election interference
Richard Grenell moved quickly to review intelligence after President Trump appointed him as acting spy chief last week.
Grenell, a Trump loyalist who may only be acting director of national intelligence for a short time, requested the intelligence that went into a classified briefing to the House Intelligence Committee earlier this month, in which lawmakers were told the Kremlin was interfering in the 2020 election and that Russian President Vladimir Putin favors Trump's reelection, according to the New York Times.
The briefing, conducted by a top aide to former acting Director of National Intelligence Joseph Maguire, reportedly upset Trump, who complained Democrats could use this information against him. Trump announced on Wednesday that Grenell, the U.S. ambassador to Germany, would replace Maguire. Some reports have said Trump was angry with Maguire, but his allies deny the removal had anything to do with the briefing.
Maguire resigned on Friday along with his deputy, Andrew Hallman.
In a couple of days' time, Grenell has requested access to information from intelligence agencies, such as the CIA. An official familiar with the matter told the Washington Examiner the request is completely straightforward and typical of a new director of national intelligence.
Democrats raised concerns about Grenell being a political appointee without sufficient background in intelligence, but Grenell said he won't be nominated to take on the spy chief role permanently. Trump must announce a nominee for Grenell to keep the role in an acting capacity past March 11, after which he would get at least six more months. Trump tweeted on Friday that four people are under consideration and would be making a decision in the coming weeks.
Grenell appointed Kash Patel, a National Security Council staffer who previously worked for the House Intelligence Committee's Devin Nunes, to be his senior adviser. According to a source who spoke with CBS News, Patel has a mandate to "clean house."

Russia Is Helping Elect Trump Again, Intel Official Says
Word of the meeting trickled back to the White House. And in the wake of the briefing, Trump forced out Maguire, whose tenure was set to expire next month. Other major changes are soon to follow. According to several sources, including one former high-ranking intelligence official, ODNI Principal Executive Andrew Hallman is departing, as is ODNI General Counsel Jason Klitenic. Klitenic's last day is March 2, a DNI spokesperson said. Hallman is returning to the CIA, sources said. The Times first reported on Hallman's pending departure.

(Bio)
Andrew Hallman has joined the Office of the Director of National Intelligence (ODNI) as principal executive, ODNI announced October 30. Hallman is responsible for performing the duties and responsibilities of the principal deputy director of national intelligence until the position is filled by a presidential appointee confirmed by the Senate.
"I am delighted Andrew has joined ODNI as principal executive" said Acting DNI Joseph Maguire. "His exceptional experience and wise counsel are tremendously valuable as our nation faces a dynamic range of current and future global threats."
A career professional from the CIA, Hallman has held a number of significant leadership positions over the past 30 years. Most recently, he served as the deputy director of CIA for Digital Innovation, responsible for accelerating the integration of digital and cyber capabilities across all of CIA's mission areas.
Hallman previously served at ODNI from 2011 to 2013 as assistant deputy director of national intelligence for intelligence integration, where he helped lead efforts to better integrate the Intelligence Community.
Hallman earned a master's degree in international affairs from American University's School of International Service in 1986 and a bachelor's degree in public affairs management from Michigan State University in 1984.

NSC aide who helped discredit Russia probe moves to senior ODNI post
Kash Patel, a former top National Security Council official who also played a key role as a Hill staffer in helping Republicans discredit the Russia probe, is now a senior adviser for new acting Director of National Intelligence Richard Grenell, according to four people familiar with the matter.
It's not clear what exact role Patel is playing in the Office of the Director of National Intelligence, which oversees the U.S. intelligence community. He started at ODNI on Thursday, according to an administration official.
Patel, who did not immediately respond to a request for comment, joined the National Security Council's International Organizations and Alliances directorate last February and was promoted to a senior counterterrorism role at the NSC in mid-summer.
He had previously worked as Rep. Devin Nunes (R-Calif.)'s top staffer on the House Intelligence Committee and was the lead author of a report questioning the conduct of FBI and DOJ officials investigating Russia's election interference. Republicans later used the report to bolster arguments that the probe was a plot to take down President Donald Trump.
Grenell, who has not served in any U.S. intelligence agency and will also continue as the U.S. ambassador to Germany, will not require Senate confirmation to serve as acting director. Nor will Patel in his new role.
On Thursday, Grenell won early support from two key members of GOP leadership. But it's unclear if most Republicans - particularly on the Senate Intelligence Committee - are comfortable with the president's choice. Intel Chairman Richard Burr (R-N.C.) has remained conspicuously silent on the president's choice of Grenell as acting director.
Burr's counterpart Sen. Mark Warner of Virginia, blasted the selection of Grenell, and said it was "an effort to sidestep the Senate's constitutional authority to advise and consent on such critical national security positions."
The selection of Patel is likely to raise hackles further among Democrats, who often tangled with the former Nunes staffer when he worked on Capitol Hill.
ODNI's Principal Executive Andrew Hallman, who has been performing the duties of the principal deputy director of national intelligence, will be leaving the office as soon as Friday, according to three people familiar with the matter. It's not clear whether Hallman, who is weighing his next steps, will go back to the CIA.
Spokespeople for the NSC and ODNI didn't immediately respond to requests for comment.

Information Poisoning
Information Poisoning is found throughout nature. Organisms exploit perceptual biases to evade and deceive predators or to attract prey; some species, like ours, practice deception on many levels.
The Paussid or "ant's nest" beetle forges chemical signals which blinds the ants, its prey, to the beetle's presence among them. The Paussid beetle eats the ant's children and lays its eggs in worker's bodies which it paralyses an injected toxin it also manufactures.
Predators exploit perceptual deficiencies of prey, or of host civilizations, they are parasitic on.
Predators can be of the same species, or as with the Paussid beetles, they may create the appearance of being so.
Normally we consider the eye reliable. Unless there is a reason to suspect forgery, we're usually willing to accept the signal we receive from our eyes, even when it comes over a known insecure, anonymous network like the internet. Could our enemies employ similar tactics?
If you care to look..
Note that the Paussid beetle injects false information to deceive the ants by synthesizing their chemical language. Ants see the world as chemical "scents" and the Passidae are living organic chem labs, able to synthesize many chemicals, not just to make themselves invisible to ants, but to make the ants voluntarily work for for them remain blind to their own exploitation by the enemies living in their midst.
Entertainment media content is used the same way and for the same reason - to conceal the presence and the activities of predatory parasites living among us, many in positions of great trust and responsibility.

Q Research General #7664: The Full Bloom, Full Blossom Edition
China is the acknowledged leader in using an emerging technique called generative adversarial networks to trick computers into seeing objects in landscapes or in satellite images that aren't there, says Todd Myers, automation lead and Chief Information Officer in the Office of the Director of Technology at the National Geospatial-Intelligence Agency.
"The Chinese are well ahead of us. This is not classified info," Myers said Thursday at the second annual Genius Machines summit, hosted by Defense One and Nextgov. "The Chinese have already designed; they're already doing it right now, using GANs-which are generative adversarial networks-to manipulate scenes and pixels to create things for nefarious reasons."
For example, Myers said, an adversary might fool your computer-assisted imagery analysts into reporting that a bridge crosses an important river at a given point.
"So from a tactical perspective or mission planning, you train your forces to go a certain route, toward a bridge, but it's not there. Then there's a big surprise waiting for you," he said.
First described in 2014, GANs represent a big evolution in the way neural networks learn to see and recognize objects and even detect truth from fiction.
Say you ask your conventional neural network to figure out which objects are what in satellite photos. The network will break the image into multiple pieces, or pixel clusters, calculate how those broken pieces relate to one another, and then make a determination about what the final product is, or, whether the photos are real or doctored. It's all based on the experience of looking at lots of satellite photos.
Myers worries that as the world comes to rely more and more on open-source images to understand the physical terrain, just a handful of expertly manipulated data sets entered into the open-source image supply line could create havoc. "Forget about the [Department of Defense] and the [intelligence community]. Imagine Google Maps being infiltrated with that, purposefully? And imagine five years from now when the Tesla [self-driving] semis are out there routing stuff?" he said.
When it comes to deep fake videos of people, biometric indicators like pulse and speech can defeat the fake effect. But faked landscape isn't vulnerable to the same techniques.
Even if you can defeat GANs, a lot of image-recognition systems can be fooled by adding small visual changes to the physical objects in the environment themselves, such as stickers added to stop signs that are barely noticeable to human drivers but that can throw off machine vision systems, as DARPA program manager Hava Siegelmann has demonstrated.
Myers says the military and intelligence community can defeat GAN, but it's time-consuming and costly, requiring multiple, duplicate collections of satellite images and other pieces of corroborating evidence. "For every collect, you have to have a duplicate collect of what occurred from different sources," he said. "Otherwise, you're trusting the one source."
But when it comes to protecting open-source data and images, used by everybody from news organizations to citizens to human rights groups to hedge funds to make decisions about what is real and what isn't, the question of how to protect it is frighteningly open. The gap between the "truth" that the government can access and the "truth" that the public can access may soon become unbridgeable, which would further erode the public credibility of the national security community and the functioning of democratic institutions.
Andrew Hallman, who heads the CIA's Digital Directorate, framed the question in terms of epic conflict. "We are in an existential battle for truth in the digital domain," Hallman said. "That's, again, where the help of the private sector is important and these data providers. Because that's frankly the digital conflict we're in, in that battle space...This is one of my highest priorities."
When asked if he felt the CIA had a firm grasp of the challenge of fake information in the open-source domain, Hallman said, "I think we are starting to. We are just starting to understand the magnitude of the problem."

The CIA is getting serious about monitoring social media.
Yet among the 38 previously undisclosed companies receiving In-Q-Tel funding, the research focus that stands out is social media mining and surveillance; the portfolio document lists several tech companies pursuing work in this area, including Dataminr, Geofeedia, PATHAR, and TransVoyant.
Those four firms, which provide unique tools to mine data from platforms such as Twitter, presented at a February "CEO Summit" in San Jose sponsored by the fund, along with other In-Q-Tel portfolio companies.

The new Directorate for Digital Innovation resulted from the technological explosion of connectivity and data among devices, sensors and people.
Helmed by Deputy Director Andrew Hallman, the new entity is a result of big data - the technological explosion of connectivity and data among devices, sensors and people - and the CIA's wish to make sense of it all.

Security Breach and Spilled Secrets Have Shaken the N.S.A. to Its Core
A serial leak of the agency's cyberweapons has damaged morale, slowed intelligence operations and resulted in hacking attacks on businesses and civilians worldwide.
Current and former agency officials say the Shadow Brokers disclosures, which began in August 2016, have been catastrophic for the N.S.A., calling into question its ability to protect potent cyberweapons and its very value to national security.

Q Research #596: Abridged
BRIDGEWATER: What happens when Phoenix/Montauk Project (never really ended) and the CIA get together? You get a Minority Report-like product called "Good Judgement" from Bridgewater Associates focused on HEDGEFUNDS. Maybe George Soro's QUANTUM Fund is an example since Soro's fund outperforms all others for decades?
Bridgewater Associates is an American investment management firm founded by Ray Dalio in 1975. The firm serves institutional clients including pension funds, endowments, foundations, foreign governments, and central banks.
Stanislav Lunev is a SUPPOSED EX-RUSSIAN Spy who is mentioned in Q's "The Bridge" post. Q's past post about "watch the water" appears to be linked as Lunev past interview with TruNews from 2002 mentions that Russians have plans to poison water supplies (he mentioned the Potomic River as a target). Lunev is an expert at Physcotronics. I will submit the theory that The CIA and Bridgewater are finding people with physic capabilities to see into the future and/or possibly time travel to manipulate results of stock markets, wars and geopolitical events. It appears that Lunev, as a double agent, worked with Bridgewater to further psychotronics and he came to America "posing as a journalist".
These psychotronic projects appear to be located at Dobbins AFB, Denver International Airport and one is possible at Elgin, AFB. There are likely more, mostly co-located at military AFB's. They use chemtrails to create a conductive sky to bounce signals as need for many purposes.
As with GPS, future prediction machines will act as partners with humans-providing guidance and reasoning that humans might miss, making human forecasters better than they ever could be on their own.

U.S. intelligence agencies are at work on prediction machines. So are giant hedge funds. The biggest hedge fund, Bridgewater Associates, employs renowned computer scientist David Ferrucci for that reason.
That's what a prediction machine could do for an organization like Bridgewater-or the CIA: give it the kind of anticipatory thinking that would bring a distinct advantage over any competitor or combatant. CIA Deputy Director Andrew Hallman called it "anticipatory intelligence" in an interview with military site Defense One. The publication concluded: "Intelligence, in this context, becomes almost a superpower."
The CIA funds an ongoing project called Good Judgment, run by Philip Tetlock, a professor at Wharton School of Business (Connected to Tavistock). It appears that Phoenix/Montauk never ended, but was further developed to develop "prediction machines" to help forecast stock markets and war prediction as well as weather and mind control.
Good Judgement regularly holds forecasting tournaments where people from all walks of life try to answer questions like, "Will Iran honor the nuclear treaty?" Past games helped identify people Tetlock calls "superforecasters," who are better at this than most. Then Tetlock's team, as he puts it, "tested the bejesus out of those poor people," and found that the traits of a great forecaster are actually discernible and teachable. "They've shown that you can significantly improve the accuracy of geopolitical forecasts, compared to methods that had been the state of the art before this project started,"
As with GPS, in the near future prediction machines will act as partners with humans-providing guidance and reasoning that humans might miss, making human forecasters better than they ever could be on their own.
Elaine Rich, appears to be a person who was selected by the "Good Judgement". SHE IS A PHARMACIST. Rich does make true forecasts; she is curiously good at predicting future world events. When Rich, who is in her 60s, first heard about the experiment, she didn't think she would be especially good at predicting world events. She didn't know a lot about international affairs, and she hadn't taken much math in school.
