Army releases militants after standoff with female-led mob
The military said the decision to stand down shows the "humane face" of the Indian Army
India's army released 12 militants from custody on Sunday who had been linked to several attacks in the country. It followed a standoff with a female-led mob of more than 1,200 people on Saturday in the northeastern state of Manipur.
In a statement, Delhi's armed forces said the decision to release the members of the Meitei militant group Kanglei Yawol Kanna Lup (KYKL) was made to ensure a peaceful conclusion to the standoff, which lasted for much of Saturday.
"Keeping in view the sensitivity of the use of kinetic force against alarge irate mob led by women and likely casualtiesdue to such action, a considered decision was taken to hand over all 12 cadres to the local leader,"the Indian Army said in a statement.
It added that the commander overseeing the operation had taken the "mature decision" to quell the disturbance, and that the move showed the "humane face of the Indian Army."
The unrest swiftly followed the apprehension of the KYKL members; a militant separatist outfit fighting to pursue an independent homeland for the Metei community. The group, which is banned in India, is linked to several attacks in the country, the army says. This includes the ambush of a military convoy in the Chandel district of Manipur in June 2015 which resulted in the deaths of 18 members of the Indian Army. A further 15 were injured in the assault.
Indian Prime Minister Narendra Modi, who has been criticized for perceived inaction throughout the crisis in Manipur, has been monitoring the situation and "guiding us with full sensitivity," Home Affairs Minister Amit Shah said on Saturday, according to the PTI news agency.
Thefemale-led mob, which consisted of between 1,200 to 1,500 people, "surrounded the target area and prevented Security Forces from going ahead with the operation," the army said.
"Repeated appeals to the aggressive mob to let the security forces carry on with the operation as per law did not yield any positive result," the statement added.
More than 100 people have been killed in recent clashes between Meitei and Kuki communities in Manipur after violence broke out in early May after a 'Tribal Solidarity March' was arranged to protest the Meitei community's pursuit of Scheduled Tribe (ST) status.
Scheduled Tribes in India are afforded various rights, including increased political representation, easier access to seats in schools and government jobs. Meiteis represent around 53% of Manipur's population, while the Naga and Kuki tribes account for about 40%.
Tensions in the region had been inflamed by the eviction of Kukis from land in Manipur forestlands, leading to several local flashpoints. Objections by the Kuki tribe to Meiteis' pursuit of Scheduled Tribe status led to ethnic violence.
On Sunday, Indian broadcaster NDTV reported that more than25 Kuki insurgent groups have signed a 'suspension of operations' agreement which is to see them confined to campsdesignated by the government. Their arsenals of weaponry are to be kept in a locked storage, where they will be "regularly monitored," the report added.

14 dead, 123 injured after Air India Express flight skids off runway in Kerala with 191 people on board, splits in two
An Air India Express passenger flight en route from Dubai with 191 people on board has overshot the runway during landing at Kerala's Kozhikode airport. Police confirmed 14 deaths with another 123 injured.
Malappuram police superintendent Abdul Kareem confirmed the numbers to the ANI news agency. Fifteen people are said to be "seriously" injured.
Officials also confirmed that both the pilot and co-pilot perished in the crash landing.
Media reports said the plane overshot the runway, fell into a valley and broke up.
Images and video circulating on social media show the aircraft broken into two pieces with rescue operations underway.
Local reports said that the aircraft did not catch fire and that passengers were being evacuated.
The disaster happened at around 7PM local time amid heavy rainfall in the area.
The Blood Donors India volunteer group has issued an urgent plea for people to come forward to donate blood at two hospitals in the city of Kozhikode.
The flight was part of the 'Vande Bharat' government-run program to bring back Indians stranded in foreign countries amid the Covid-19 pandemic.
India's Interior Minister Amit Shah wrote on social media that he was "distressed" by the incident at Kozhikode, and has directed the National Disaster Response Force to assist the rescue efforts.
Prime Minister Narendra Modi has also expressed his condolences to the victims and their families, wishing a speedy recovery for those injured.

Indian Prime Minister Narendra Modi's government has set up a trust tasked with building a Hindu temple in Ayodhya, after the Supreme Court sided with Hindus against Muslims who wanted to erect a mosque on the same land.
The 15-member body "will take decisions independently on the construction of a Rama temple and related issues," Modi said in a speech in parliament on Wednesday. He hailed the move as "a historic step,"paving the way for building the shrine in the ancient holy city of Ayodhya in India's northern Uttar Pradesh state, where, according to the Hindu tradition, the deity Lord Rama was born.
Citing sources, NDTV reported that no political party will be part of the new trust. Interior Minister Amit Shah said that additional 67 acres of land will be transferred to the trust on top of the 0.3 acres designated for the Hindu temple by the Supreme Court.
For decades, the area in question was the epicenter of a bitter dispute between Hindu and Muslim communities who argued about whose religious shrine should be built there. Muslims wanted to erect a mosque at the site where their previous shrine, the 16th-century Babri Masjid, stood before being seized and razed by Hindu activists in 1992. The Hindus insisted that their temple should be built there instead.
In 2010, a regional court ruled the disputed land should be partitioned between Muslims and two Hindu groups. Last November, the Supreme Court overruled this decision and handed over the entire area for the construction of a Hindu shrine.

NEW DELHI – Massive protests in India's northeast against a controversial citizenship bill have forced Japan and India to postpone a summit between Prime Minister Narendra Modi and his counterpart, Shinzo Abe, scheduled for Dec. 15-17. Separately, Bangladesh Foreign Minister A. K. Abdul Momen canceled his Dec. 12-14 visit to India amid concerns over the ongoing situation in the country, even though the Indian government said the Muslim-majority neighbor's decision was taken due to changes in "his program on account of domestic issues."
India's Ministry of External Affairs on Friday clarified that the annual Modi-Abe summit had been postponed. Spokesperson Raveesh Kumar said in a statement: "With reference to the proposed visit of Japanese [Prime Minister] Abe to India, both sides have decided to defer the visit to a mutually convenient date in the near future."
Guwahati, the capital of the state of Assam, was slated to host Abe's summit with Modi on Monday, though the meeting place had not been officially announced. On early Friday, sources in Abe's government told Nikkei that they were coordinating plans to cancel his India visit. Parts of Assam and neighboring regions have seen major agitation following parliament's approval of the bill, which would grant citizenship to Hindus, Christians, Sikhs and members of three other minority religious groups who have fled to India to escape persecution in Muslim-majority Pakistan, Afghanistan and Bangladesh. Assamese people, whose state borders Bangladesh, fear that granting citizenship to illegal migrants from the neighboring country would threaten their culture and language. TV footage showed thousands of people taking to the streets of Guwahati, shouting slogans against the bill and burning tires. There were also reports that two people were shot dead by police.
Many Indians also view the bill as anti-Muslim, as it seeks to offer citizenship on the basis of religion, but excludes. India's population of 1.3 billion is around 80% Hindu and 15% Muslim, with other faiths making up the rest. The country has a tradition of secularism and the constitution guarantees fundamental equality to all people.
On Thursday, Modi accused the opposition Indian National Congress of misleading the country on the citizenship bill and fomenting trouble in the northeast. "We are working for [the development] of the northeastern region. We want it to be the growth engine" of the country, he said. "It is well known that those minorities who chose to make Pakistan, Bangladesh and Afghanistan their home had to constantly live in the fear of extinction. This amended legislation by [the] Modi [government] will allow India to extend them dignity and an opportunity to rebuild their lives," tweeted Home Minister Amit Shah.
However, many see the latest move by Modi, whose Hindu nationalist Bharatiya Janata Party leads the government, as a violation of the constitution. "It's not [part of] India's culture, ethos and political ethics to enact such a law," said Narayan Bareth, a political analyst based in India's northwestern state of Rajasthan, which borders Pakistan. "It is not according to the spirit of our constitution."
"The country has the right to deny [or grant] citizenship to anybody, but it has now been underlined that [decisions will be on the basis of] religion, which is unfortunate," he said, dismissing the bill as an electoral ploy aimed at keeping Hindus loyal to the BJP.
The ruling party was returned to power for another five-year term in May, but lost in a recent state election.

New Delhi (Sputnik): The proposed legislation has evoked severe criticism from India's opposition parties, who claim it is unconstitutional. However, Indian home minister Amit Shah has rejected such allegations and has given assurances that it will not have any adverse impact on Indian Muslims.
The lower house of the Indian parliament has passed the proposed legislation with 311 votes in favour and only 80 against. Owaisi said that the legislation is an attempt to "divide the nation" and is against the basic principles of the Indian constitution.
"Don't include Muslims (In the legislation). But why do you hate Muslims so much? What is our crime?" Owaisi said, while asking the government the reasoning behind not including minorities oppressed by China.
Owaisi said that Mahatma Gandhi (Father of the Nation) gained the title "Mahatma" after he tore up the discriminatory citizenship card in South Africa. "This bill is against the constitution… it is worse than (Adolf) Hitler's law and a conspiracy to make Muslims stateless," Owaisi said in a fiery speech on Monday night.
Ruling Bharatiya Janata Party (BJP) members described Owaisi's act as an "insult" to the house.
However, Indian Home Minister Amit Shah, responding to the debate at around midnight emphasised that this bill has nothing to do with Indian Muslims and urged leaders like Owaisi to not pollute the minds of his countrymen.
"The Citizenship Amendment Bill wouldn't have been needed if the Congress had not allowed partition on the basis of religion. It was the Congress that divided the country on religious lines, not us," he repeated on several occasions while replying to every single questions raised against the legislation in the house.
Minister Shah also said that parties should not oppose the legislation in the upper house, as it will protect the people of six minorities - Hindus, Parsis, Christians, Buddhists, Sikhs, and Jains - from Bangladesh, Pakistan and Afghanistan who come to India due to persecution in order to preserve their religious freedom and protect the honour of the women of their family. The legislation will come up before the upper house later this week. Once approved, it will become the law of the land with assent from the president.
Trying to calm the anger in the northeastern states of the country, Amit Shah assures that they should not be worried about the Citizenship (Amendment) Bill as they are covered under the Inner Line Permit (ILP), i.e. the legislation will not be imposed in these areas.
In contrast to this legislation, Home Minister Amit Shah announced that the government will launch a national citizenship registry across India which seeks to deport people who have entered illegally from neighbouring countries, especially Muslim-majority Bangladesh and Buddhist-majority Myanmar.

India will identify and expel illegal immigrants from across the country, the interior minister said on Wednesday. Critics say the stepped up campaign could stoke religious tension and further alienate minority Muslims.
An exercise to identify alien immigrants from Muslim-majority Bangladesh has been going on in the northeastern state of Assam for years. The campaign was a key issue in this year's general election, won by PM Narendra Modi's Hindu-nationalist party.
Home Minister Amit Shah told parliament the government would not limit its efforts to Assam, but would come down hard on illegal immigrants anywhere.
Shah called illegal migrants "termites" eating into Assam's resources during the election campaign, Reuters reports.

Questions Arise If Indian Airstrikes In Kashmir Were A "Election Gimmick" As Tensions Subside
Tensions seem to be subsiding on the Line of Control between Pakistan and India in Kashmir, both armies reported on March 3rd.
Indian security forces said they were carrying out mjor anti-militancy operations on their side of Kashmir and had shot dead two militants.
"By and large the LoC was calm last night but you never know when it will become active again," said Chaudhry Tariq Farooq, a minister in Pakistani Kashmir. "Tension still prevails."
The US Embassy in Islamabad, Pakistan said that it was looking into reports that the Pakistani Air Force used US-built F-16 to down the Indian Air Force's fighter jet. That would be a violation of Washington's military sales agreements, which limit how Pakistan can use the fighter jets.
"We are aware of these reports and are seeking more information," an embassy spokesperson said. "We take all allegations of misuse of defence articles very seriously."
Pakistan denied using US F-16 in the incident. In contrast, Indian Air Chief Marshal BS Dhanoa was cited to have said "We have got pieces of [Pakistan's] F-16 which we have shown."
On March 4th he also asked "If we had dropped bombs in the jungle, why would they respond," when asked about the effectiveness of IAF's air strike against JeM's alleged Balakot terror camp.
He was also asked why MiG-21 Bison was used against Pakistan's F-16, Air Chief Marshal Dhanoa said that "MiG-21 Bison is capable, it has been upgraded, it has a better weapons system and a better radar. It is an upgraded aircraft."
Earlier, on February 28th, Indian officials displayed to reporters parts of what they called an air-to-air missile that can only be fired from F-16 jets, alleging they were used to bomb its side of the disputed Kashmir border on the previous day.
However, in India there are concerns that the IAF's air strike on a forest near the city of Balakot did not target militants and was simply used as a way to politicize terror.
Indian Union Minister SS Ahluwalia said that the aim of the airstrike was to send out a message that India is capable of hitting deep inside enemy lines and did not intend to inflict "any human casualty."
Ahluwalia said neither Prime Minister Narendra Modi nor any government spokesperson had given any figure on casualty of the IAF air strikes.
"I have seen reports in Indian media and international media and also what Modi ji had said. After the air strike, there was a rally by Modi ji and he didn't say anything on the casualty figures. I want to ask if Modi ji, or any government spokesperson, or our party president Amit Shah has given any figures?" Mr Ahluwalia told reporters.
The minister of state for electronics and information technology said the intention of the strike was to send out a message that India is capable of destruction in Pakistan's own backyard if needed. "We didn't want any human casualty."

With India and Pakistan standing on the brink of war this week, several false videos, pictures and messages circulated widely on social media, sparking anger and heightening tension in both countries.
The video of an injured pilot from a recent Indian air show and images from a 2005 earthquake have been taken out of context to attempt to mislead tens of millions on platforms like Twitter , Facebook and its messenger service, WhatsApp.
The spurt of fake news comes after New Delhi this week launched an air strike inside Pakistan, the first such move in over more than decades. India says the attack destroyed a militant camp run by the group that claimed responsibility for killing 40 paramilitary troops in Indian Kashmir on Feb 14. Pakistan denied there had been any casualties in the attack.
Tensions between the nuclear-armed nations peaked with both sides claiming they'd shot down each other's fighter jets on Wednesday, and Pakistan capturing an Indian pilot.
As claims and counter claims poured in from both sides, social media became a hotbed of unverified news, pictures and video clips, according to fact checkers.
Partik Sinha, co-founder of one such fact-checking website, Alt News, said it had received requests to verify news from journalists and people on social media.
"It's been crazy since Tuesday. There is so much out there that we know is fake, but we're not able to fact-check all of it," Sinha said.
A Facebook group that says it supports Amit Shah, the chief of India's ruling Bharatiya Janata Party (BJP), posted images on Tuesday of the alleged destruction caused inside Pakistan by the Indian air strike.
Three photos posted on the group page showed debris from a destroyed building and bodies and have been shared hundreds of times.
Alt News said the pictures were from a 2005 earthquake in Kashmir.
India, where roughly 450 million people have smartphones, is already struggling with a huge fake news problem with misinformation having led to mass beatings and mob lynchings.
Facebook, Whatsapp and Twitter have begun to take steps to combat the issue, but as India heads toward general elections, due by May, fake news is getting more intensely politicized.
Another message circulated on a WhatsApp group supporting the BJP claimed the Indian jet was not shot down, but crashed due to a technical snag and blamed the opposition Congress party for failing to upgrade the jets during its tenure.
Similarly in Pakistan, a purported video of a second captured Indian pilot was being widely circulated. Fact-checking website Boom noted the clip was from an air show in the southern Indian city of Bengaluru, where two planes crashed on Feb. 19.
"Everyone has a role to play in ensuring misinformation doesn't spread on the internet and we encourage people who use Twitter not to share information unless they can verify that it's true," a spokeswoman for Twitter said.

Denied permission by the West Bengal government to land his chopper at the Malda airstrip for a rally tomorrow, BJP chief Amit Shah has decided to circumvent the issue by touching down at a private helipad in the region instead. According to a press note from the state BJP, the helicopter will now land at the Golden Park Hotels and Resorts – a property with adequate infrastructure for the purpose.
The administration's refusal to allow Mr Shah's helicopter to land at the Malda airstrip had snowballed into a major controversy, with the BJP citing it as an instance of Bengal Chief Minister Mamata Banerjee "misusing state machinery for political ends". The government, however, maintained that the BJP president could not be allowed to land there due to ongoing renovation work.
"As there were security issues, the police said that the chopper carrying Amit Shah should land at some other site. I also change my chopper's landing spot on the police's request. We granted permission for the rally because we believe in democracy. They (BJP leaders) are distorting information and misleading people," Ms Banerjee said.
The state authorities had cited ongoing construction work to direct Mr Shah's helicopter to another landing strip. "Upgradation work is going on, and there is sand as well as construction material lying around. Permission cannot be given because the airport is not suitable for the safe landing of helicopters. Moreover, the temporary helipad in Malda is not being maintained properly due to the ongoing construction work," a letter from the Additional District Magistrate of Malda, dated January 20, stated.
BJP Malda district secretary Gopal Saha, in his response, wondered how the state government manages to use the Malda helipad for landing its choppers if it is in such a bad state. Union Law Minister Ravi Shankar Prasad alleged that the rejection of permission amounted to "abuse of power" on the state government's part. "Permission was denied on the grounds that renovation work is being taken up, and there is construction material littered on the runway. But Mamataji's helicopter had landed on the same airstrip a few days ago. Some journalists went there too, and I have pictures to prove it," he said.
Mr Shah was discharged from Delhi's All India Institute of Medical Sciences, where he was being treated for swine flu, on Sunday.
