Top Voice Of America officials resign as Trump appointee takes charge
The director of the Voice of America and her top deputy resigned Monday following the recent Senate confirmation of the Trump administration's pick to oversee all U.S. government broadcasting.
Director Amanda Bennett and Sandy Sugawara, deputy VOA director, notified Michael Pack, the new chief executive officer for the U.S. Agency for Global Media, of the resignations Monday, a VOA spokeswoman said. The agency is the umbrella organization that oversees VOA.
Mr. Pack, a conservative documentary filmmaker, "has the right to replace us with his own VOA leadership," the two said in a letter also posted on Twitter. "We depart with the gratitude and joy that has marked our time together, with a dedication to our mission and admiration for each one of you."
VOA has come under fire from senior Trump administration officials and outside critics for its what they say is its often "soft news" approach to official U.S. broadcasts.
In April, the White House issued an unusual attack on VOA, accusing the global broadcaster of misusing taxpayer money in its operations. The VOA "too often speaks for America's adversaries - not its citizens," the White House said.

Voice of America director, deputy resign amid Trump clash
The director of Voice of America and her deputy resigned Monday following recent clashes with the Trump administration that have sparked fears about the independence of the U.S. government-funded news organization.
Amanda Bennett and Deputy Director Sandy Sugawara announced they were leaving the organization as Trump ally and conservative filmmaker Michael Pack takes over leadership of the agency that oversees VOA.
Bennett and Sugawara told the staff in an email obtained by The Associated Press that Pack should be able to choose the leadership of the organization, which was created to promote democracy and American values abroad.

CDC email tells staff to shun Greta Van Susteren and Voice of America
The media relations department at the Centers for Disease Control and Prevention told communications staff to ignore inquiries from journalists at Voice of America. Michawn Rich, a Department of Agriculture spokesperson who was detailed to the CDC to help with coronavirus coverage, noted in an April 30 "rundown" email for a new employee that they don't send media requests from "Greta Van Susteren or anyone affiliated with Voice of America" to the Department of Health and Human Services or Office of the Vice President. "NOTE: as a rule, do not send up requests for Greta Van Susteren or anyone affiliated with Voice of America," the email states. The email also included a link to a story in the White House's evening newsletter on April 10, accusing VOA, a U.S.-funded but independent news organization, of spending taxpayer dollars to "Promote Foreign Propaganda." "Voice of America is a global news network funded by American taxpayers. It spends about $200 million each year on its mission to 'tell America's story' and "present the policies of the United States clearly and effectively" to people around the globe," the email said. "Today, however, VOA too often speaks for America's adversaries - not its citizens. The Coronavirus pandemic is no exception. Secrecy from the Communist Party of China allowed the deadly virus to spread across the world."
This email, along with three others, was released on Friday in response to a Freedom of Information Act lawsuit by the Knight Institute, an independent group dedicated to expanding freedom of the president. Anna Diakun, staff attorney of the Knight First Amendment Institute, told VOA, "We brought this lawsuit because we were concerned about the politicization of public health messaging and we thought it was critical for the public to know if and how the administration was stage-managing CDC communications, so that the public was able to judge for themselves the accuracy of any statements." Van Susteren said her inclusion on the blacklist was "stunning," given that no one at either the CDC or White House had complained about her reporting. "The thing that's stunning to me is that it's VOA and I'm specifically named, and nobody at the CDC, or the White House, or anyplace else has ever said that my reporting on the coronavirus or anything else has been unfair or inaccurate," Van Susteren told VOA, adding that it was "absurd to blackball a person." VOA Director Amanda Bennett also denounced the revealed policy saying that they were "shocked" and that it was "troubling." President Trump and the White House have criticized the outlet over its coverage of the coronavirus outbreak. The Senate confirmed conservative activist and filmmaker Michael Pack earlier this month to lead the U.S. Agency for Global Media, which oversees VOA. The CDC and the White House did not respond to requests for comment.

White House Slams Voice of America; VOA Fights Back
Voice of America
11 Apr 2020, 09:35 GMT+10
"WASHINGTON - The White House on Friday launched an unusual attack on the congressionally funded Voice of America, the U.S. broadcaster that for decades has provided independent news reporting around the world.
In a broadside directed against VOA's coverage of the pandemic and China on Friday, an official White House publication accused it of using taxpayer money "to speak for authoritarian regimes" because it covered the lifting of the lockdown in the Chinese city of Wuhan, where the new coronavirus first emerged. VOA promptly fired back, defending its coverage.
"Voice of America spends your money to speak for authoritarian regimes," the White House said in its "1600 Daily" email summary of news and events. It said VOA's roughly $200 million annual budget should be spent on its mission to "tell America's story" and "present the policies of the United States clearly and effectively" to global audiences.
But, citing a VOA report from earlier this week on the lifting of travel restrictions and easing of the lockdown in Wuhan, the White House said that "VOA too often speaks for America's adversaries - not its citizens." It noted that VOA had also recently pointed out comments by Iran's foreign minister critical of the U.S.
'Disgrace'
Friday's attack followed another barb directed at VOA on Thursday by White House social media director Dan Scavino, who branded VOA a "disgrace" in a tweet.
VOA fired back at both attacks, responding to Scavino on Twitter and defending its coverage as unbiased. It noted that it is required by law to present all sides of an issue.
"One of the big differences between publicly funded independent media, like the Voice of America, and state-controlled media is that we are free to show all sides of an issue and are actually mandated to do so by law as stated in the VOA Charter," director Amanda Bennett said in a lengthy statement that included links to numerous VOA stories highlighting shortcomings in China's response to the virus.
Bennett noted that VOA, along with several other U.S. news outlets, has been effectively barred from working in China but that it continues to report and broadcast news from inside the country.
VOA is run by the U.S. Agency for Global Media, which also oversees other government-funded broadcasters like Radio Free Europe/Radio Liberty and Radio Free Asia."

https://www.dailysignal.com/2019/02/01/its-long-past-time-for-leadership-change-at-us-agency-for-global-media/
In the CEO position, Pack would replace John F. Lansing, formerly of Scripps Networks, an Obama-era appointee, who has been running the U.S. Agency for Global Media (previously called the Broadcasting Board of Governors) since 2015.
In a last-ditch effort to save the jobs of Obama-era broadcasting officials late last year, Sens. Bob Corker, R-Tenn., who has since left office, and Bob Menendez, D-N.J., introduced a legislative measure to gut the position of CEO of its power to hire and fire staff.
The legislation would protect-among others-Amanda Bennett, director of Voice of America, whose job would be endangered by a change of leadership. Several outraged Republican senators placed holds on the legislation, which died when the 115thh Congress adjourned.
Though foiled, this legislative maneuver showed the importance of getting President Donald Trump's own appointee in place without further delay.
The U.S. Agency for Global Media is the government's primary public diplomacy tool and is funded to the tune of $685 million by U.S. taxpayers. It dwarfs any other expenditure by the government on international outreach, including educational and cultural exchanges, embassy outreach, and American centers at foreign universities.
In the hands of left-leaning producers and directors, much of the broadcasting paid for by U.S. taxpayers resembles that of CNN more than anything else, both in its story selection and its anti-Trump bias.
Additionally, a number of scandals have erupted in recent years, calling into question management and professionalism. One example was the report in December by the House Foreign Affairs Committee detailing abuses by broadcasting staff in political postings on their social media pages.

They all thought she was going to win
http://bbgwatch.com/bbgwatch/usagm-ceo-john-lansing-ignored-early-warnings-of-ads-targeting-americans/
U.S. Agency for Global Media CEO John Lansing, who had been appointed in 2015 during the Obama administration, had ignored early warnings of taxpayer-funded USAGM media entities such as the Voice of America (VOA) targeting Americans in violation of the Smith-Mundt Act.
Chairman of the House Committee on Foreign Affairs, Rep. Ed Royce (R-CA), has issued a report on the investigation of some of the Smith-Mundt Act violations at USAGM under John Lansing's watch.
USAGM CEO John Lansing, who has been in his position since 2015, had received warnings in private emails as well as through BBG Watch articles posted online where he could read them.
Similar warnings were sent to both Democratic and Republican members of the Broadcasting Board of Governors (BBG) which had an oversight role and has now an advisory role after the agency changed its name earlier this year to U.S. Agency for Global Media.
Voice of America Director Amanda Bennett who was hired by Lansing also did not respond to similar early warnings sent to her e-mail address about questionable advertising and other abuses of journalistic standards by VOA.
BBG Watch has been pointing out that a significant segment of the VOA audience is in the United States, especially for VOA English online content. During the 2016 presidential election campaign, some VOA reporters and many VOA reports included one-sided attacks on Donald Trump and Bernie Sanders in VOA coverage as well as in their personal Facebook and other social media posts. These serious violations of the VOA Charter have continued well after the 2016 elections and into Donald Trump's presidency.

The ham radio thing has thrown me for a loop. Especially Voice of America https://en.wikipedia.org/wiki/Voice_of_America
>Some scholars and commentators consider Voice of America to be a form of propaganda.[6][7] In response to the United States Department of Justice request that RT register as a foreign agent under the Foreign Agents Registration Act, December 2017 saw Russia's Justice Ministry label Voice of America and Radio Free Europe/Radio Liberty as foreign agents.[8][9]
>From 1948 until its repeal in 2013, Voice of America was forbidden to broadcast directly to American citizens under § 501 of the Smith-Mundt Act.[6] The act was repealed as a result of the passing of the Smith-Mundt Modernization Act provision of the National Defense Authorization Act for 2013.[7] The intent of the legislation in 1948 was to protect the American public from propaganda actions by their own government.[45]
Are there a lot of people who still use ham radios? What the point of airing propaganda on them?
>Voice of America's central newsroom has hundreds of journalists and dozens of full-time domestic and overseas correspondents, who are employees of the U.S. government or paid contractors. They are augmented by hundreds of contract correspondents and stringers throughout the world, who file in English or in one of VOA's other radio and television broadcast languages.
Then there's the stuff about stringers.
>fter the inauguration of US President Donald Trump, several tweets by Voice of America (one of which was later removed) seemed to support the widely criticized statements by White House press secretary Sean Spicer about the crowd size and biased media coverage. This first raised concerns over possible attempts by Trump to politicize the state-funded agency.[59][60][61][62] This amplified already growing propaganda concerns over the provisions in the National Defense Authorization Act for Fiscal Year 2017, signed into law by Barack Obama, which replaced the board of the Broadcasting Board of Governors with a CEO appointed by the president and to allow the VOA to broadcast to American audiences. Trump sent two of his political aides, Matthew Ciepielowski and Matthew Schuck, to the agency to aid its current CEO in the transition to the Trump administration. Criticism was raised over Trump's choice of aides; Schuck was a staff writer for right-wing website The Daily Surge until April 2015, while Ciepielowski was a field director at the conservative advocacy group Americans for Prosperity.[59] VOA officials responded with assurances that they would not become "Trump TV".[59] BBG head John F. Lansing told NPR that it would be illegal for the administration to tell VOA what to broadcast, while VOA director Amanda Bennett stressed that while "government-funded", the agency is not "government-run".[61]
