The National Endowment for Democracy (NED), a US-funded organization that meddles in elections and pushes regime change around the world in the name of spreading democracy, has confirmed reports that its funding from the US government has been frozen, forcing it to suspend operations.

"The [NED] is currently unable to access its Congressionally appropriated funds, which sustain nearly all of its grantmaking and operations. As a result, for the first time in the organization's four-decade history, it has been unable to meet its obligations and has been forced to suspend support for nearly 2,000 partners worldwide," the NED said in a statement on Tuesday.

While the NED presents itself as an "independent" organization, it is nearly entirely funded by the US government, which it acknowledged in the statement. The NED claimed that its funding should have been exempt from the Trump administration's pause on foreign aid.

"Ninety-five percent of NED's funding is directly appropriated by Congress and is not considered foreign assistance. This funding therefore was not subject to the executive order freezing foreign assistance for a ninety-day review. However, despite being exempt, access to these funds has been inexplicably cut off, forcing NED to halt all partner support and furlough the majority of its staff," the NED said.

The NED, which was founded during the Cold War in 1983, received $315 million from the US government for the 2025 fiscal year. In 1991, Allen Weinstein, a co-founder of NED, acknowledged to The Washington Post that a lot of what the organization did was done "covertly 25 years ago by the CIA."

Western mainstream political parties blaming Russian meddling for electoral failures are increasingly out of touch with voters, US Vice President J.D. Vance has said. EU politicians would rather suppress dissent than reflect on their actions, he told the Wall Street Journal on Thursday.

Ahead of attending the Munich Security Conference on Friday, Vance urged Western politicians to embrace the rise of anti-establishment politics. He criticized attempts to dismiss viewpoints on issues such as traditional values and immigration by those who attribute them to "misinformation."

Allegations of Russian efforts to undermine Romanian democracy were promoted by Context, an NGO funded by the US through the National Endowment for Democracy - an organization that according to its co-founder Allen Weinstein is mostly doing in the open what the CIA previously did covertly. The narrative suggesting Moscow bolstered Georgescu was supported by the US Embassy in Romania and senior American officials.

NGOs Hijacking Civil Society
After the Second World War, American intelligence agencies took on a profound role in manipulating civil society in Europe. The intelligence agencies were embarrassed when they were caught, and the solution was to hide in plain sight.

The Reagan Doctrine entailed setting up NGOs that would openly interfere in the civil society of other states under the guise of supporting human rights. The well-documented objective was to conceal influence operations by US intelligence. The "non-governmental" aspect of the NGOs is fraudulent as they are almost completely funded by states and staffed with people connected to the intelligence community. Case in point, during Ukraine's "Orange Revolution" in 2004, an anti-corruption protest was transformed into a pro-NATO/anti-Russian government. The head of the influential NGO Freedom House in Ukraine was the former Director of the CIA.
Reagan himself gave the inauguration speech when he established the National Endowment for Democracy (NED) in 1983. The Washington Post has called NED the "sugar daddy of overt operations" and "what used to be called 'propaganda' and can now simply be called 'information'." Documents released reveal that NED cooperated closely with CIA propaganda initiatives. Allen Weinstein, a cofounder of NED, acknowledged: "a lot of what we do today was done covertly 25 years ago by the CIA." Philip Agee, a CIA whistle-blower, explained that NED was established as a "propaganda and inducement program" to subvert foreign nations and style it as a democracy promotion initiative. NED also finances the Norwegian Helsinki Committee.

The NGOs enable a loud Western-backed minority to marginalize a silent majority, and then sell it as "democracy." Protests can therefore legitimize the overthrow of elected governments. The Guardian referred to the Ukrainian Orange Revolution in 2004 as "an American creation, a sophisticated and brilliantly conceived exercise in Western branding and mass marketing" for the purpose of "winning other people's elections." Another article by the Guardian labeled the Orange Revolution as a "postmodern coup d'?tat" and a "CIA-sponsored third world uprising of cold war days, adapted to post-Soviet conditions." A similar regime-change operation was repeated in Ukraine in 2014 to mobilize Ukrainian civil society against their government, resulting in overthrowing the democratically elected government against the will of the majority of Ukrainians. The NGOs branded it a "democratic revolution" and was followed by Washington asserting its dominance over key levers of power in Kiev.
Similar operations were also launched against Georgia. The NGOs staged Georgia's "Rose Revolution" in 2003 which eventually resulted in war with Russia after the new authorities in Tbilisi attacked South Ossetia. Recently, the Prime Minister of Georgia cautioned that the US was yet again using NGOs in an effort to topple the government to use his country as a second front against Russia. Georgia's democratically elected parliament passed a law with an overwhelming majority (83 in favor vs 23 against), for greater transparency over their funding. Unsurprisingly, the West decided that transparency over funding of its pressure groups was undemocratic, and it was labeled a "Russian law." The Western public was fed footage of protests for democratic credibility, and they were reassured that the Georgian Prime Minister was merely a Russian puppet. The US and EU subsequently responded by threatening Georgia with sanctions in the name of "supporting" Georgia's civil society.

The NED, along with Freedom House, has been at the center of all major US State Department-financed 'color revolutions' in the world since 2000 when it was used to topple Milosevic in Serbia. The NED was created during the Reagan Administration to function as a de facto CIA, privatized so as to allow more freedom of action. Allen Weinstein, who helped draft the legislation establishing NED, said in a Washington Post interview in 1991, "A lot of what we do today was done covertly 25 years ago by the CIA."

The NED was the brainchild of Reagan's CIA Director, Bill Casey. Casey wanted to create a funding mechanism to support groups inside foreign countries that would engage in propaganda and political action that the CIA had historically organized and paid for covertly. To partially replace that CIA role, the idea emerged for a congressionally funded entity that would serve as a conduit for this money. The main revenue to finance NED activities in countries like Russia, China, Myanmar, Venezuela, Uzbekistan and other places where the regime is not 100% on Washington's music page, comes from the United States Congress. Documents passed anonymously to MintPress News reveal the National Endowment for Democracy (NED), a notorious CIA front, is laying the foundations for a color revolution in Indonesia.

In February 2024, citizens will elect their President, Vice President, and both legislative chambers. Current maverick leader Joko Widodo, widely beloved by Indonesians, is ineligible for a third term, and NED is preparing to seize power in the wake of his departure. This operation is conducted despite the leaks indicating Jakarta's foremost intelligence agency has expressly warned U.S. officials to stay put.

The paper trail is a stunning insight into how NED operates behind the scenes, from which obvious inferences can be drawn about its activities elsewhere, past and present. By the organization's own reckoning, it operates in over 100 countries and disperses in excess of 2,000 grants every year. In Indonesia, these sums have helped extend the Endowment's tendrils into various NGOs, civil society groups, and, most crucially, political parties and candidates across the ideological spectrum.

This broad spread bet goes some way to ensuring U.S. assets, one way or another, will emerge victorious next February. However, a veritable army of NED operatives on the ground is also primed to chAllenge, if not overturn, the results should the wrong people win. Personal grants - in other words, bribes - from the Endowment have already secretly been distributed to Indonesians for staging anti-government protests.

What skullduggery NED has in store for election day isn't certain, although sparks are assured to fly. At the very least, these documents amply reinforce what Endowment cofounder Allen Weinstein openly admitted in 1991:

'The Jokowi Effect'

Joko Widodo - popularly known as Jokowi - is something of a rockstar. The first Indonesian leader not drawn from the country's established political or military elite since its hard-won independence from the Dutch in 1949, he was born and raised in a riverside slum in Surakarta. From there, he fought to become mayor of his hometown in 2005, then governor of Jakarta in 2012, then President two years later.

Every step of the way, Widodo has battled bureaucracy and corruption while pursuing programs to deliver universal healthcare, economic growth, radical infrastructure development, and material improvements to the lives of average citizens. Such is his domestic popularity that analysts routinely speak of the "Jokowi Effect." After the Indonesian Democratic Party of Struggle named him their presidential candidate in 2014, their vote share leaped 30% in that year's legislative election.

Widodo's candidacy also reportedly stimulated Indonesia's stock market and Rupiah currency due to his sparkling political and economic record. One might think burnishing the country's finances to such a degree through sheer force of personality would make him an ideal leader from Washington's perspective. Yet, the President has also prioritized "protecting Indonesia's sovereignty" and limiting overseas influence in Jakarta. Moreover, he pursues an intensely independent foreign policy, much to the U.S. Empire's chagrin.

Widodo has encouraged leaders of Muslim states to reconcile and pushed for Palestinian independence. His Foreign Minister visits Palestine but refuses to establish diplomatic relations with Israel. He has also distributed sizable aid to oppressed Muslims abroad. Most egregiously, since Russia's invasion of Ukraine, he flew to both countries and urged their leaders to seek peace. When Jakarta hosted the G20 Summit that year, he invited not only Zelensky but Putin to attend despite fierce Western criticism.

In a nutshell, the idea of what was to become NED arose as a response to revelations about covert CIA efforts to promote democracy, and was debated periodically in Congress between 1967 and 1983. NED was funded initially entirely by Congress, chaired initially by the chairman of the relevant congressional committee, and formally incorporated on the day a congressional conference committee finally decided to authorize spending for it.

In the FAQs on its site, NED acknowledges its ongoing relationship with lawmakers, saying that its "continued funding is dependent on the continued support of the White House and Congress." Those who spearheaded creation of NED have long acknowledged it was part of an effort to move from covert to overt efforts to foster democracy. President Reagan said in 1983 that "this program will not be hidden in the shadows. It will stand proudly in the spotlight, and that's where it belongs." Allen Weinstein, a former acting president of NED and one of the authors of the study that led to its creation, told David Ignatius in a 1991 interview that: "A lot of what we do today was done covertly 25 years ago by the CIA. Twitter CEO Elon Musk has triggered headlines by claiming that the website Bellingcat, a trusted source for establishment US media outlets, engages in "psyops."

Musk invoked Bellingcat's role in "psychological operations" while expressing skepticism about the group's claims that the mass shooter in Allen, Texas was motivated by white supremacist views. Prominent voices came forward to defend Bellingcat as a "a great journalistic organization" (CNN anchor Jake Tapper), and "a treasure trove of hugely important investigative journalism" (Yale professor Timothy Snyder).

While the available evidence supports Bellingcat's findings about the Allen gunman, Musk is correct about the group overall. With complete uniformity, Bellingcat's media cheerleaders omit that the group is funded by NATO states and their contractors. And just as Musk suggested, Bellingcat has regularly promoted propaganda that advances its backers' foreign policy objectives.

Since 2017, Bellingcat's top financial donors have included the National Endowment for Democracy, a U.S. government organization founded by Ronald Reagan's CIA chief, Bill Casey. From its inception, the NED has served as a front for US intelligence operations, including destabilization and regime change in targeted states. "A lot of what we do today was done covertly twenty-five years ago by the CIA," the NED's first director, Allen Weinstein, told the Washington Post in 1991. NED board members have included veteran neoconservative bureaucrats Elliott Abrams and Victoria Nuland.

The NED conceals its funding for Bellingcat, to the point where a search of its database does not return any results. For several years, Bellingcat also refused to specify its NED funding, until finally admitting that the US government organization was its highest "non-profit" donor: more than ?112,000 in 2020 and ?212,000 in 2021. (Bellingcat has potentially received more NED funding via other conduits, according to Declassified UK).

Bellingcat takes in more money from other Western governments and cut-outs, including the Dutch Postcode Lottery. Bellingcat was a founding partner in the Open Information Partnership (OIP), which is funded by the UK government's Foreign, Commonwealth, and Development Office, FCDO. Another OIP partner, Zinc Network, which is funded by the UK and US governments, has given Bellingcat at least ?160,000.

Bellingcat also rakes in donations from firms that profit from from NATO-backed regime change operations. These include the scandal-plagued foreign aid profiteer Adam Smith International (ASI), one of the largest recipients of UK government contracts abroad. In 2017, a UK government agency suspended all future contracts with the company over what it called "inappropriate" conduct and "serious lack of judgement", including fabricating glowing testimonials about its aid services. As The Grayzone has reported, ASI and another private Bellingcat donor, Chemonics, have received Western contracts to aid and abet sectarian insurgents in the regime change war against Syria.

A number of Bellingcat's staffers and contributors have NATO intelligence and military backgrounds, including the UK army, the GCHQ, the Royal United Services Institute, the UK Foreign and Commonwealth Office, and the Pentagon.

Lynne Cheney grew up in Wyoming and married her high-school sweetheart. When she recently started to look into family history, she found a lot she didn't know.

"It's a privilege to live in Washington if you're interested in family history," says Lynne Cheney, wife of Vice President Dick Cheney. When she decided to trace her family background for her new book, Blue Skies, No Fences: A Memoir of Childhood and Family, she found unexpected treasures in the National Archives, the Maryland State Archives, and the library of the Daughters of the American Revolution.

Lynne Cheney's forebear Nicholas Leyberger arrived in Philadelphia from Germany in 1739, and she was able to find material about him in the DAR library. It has nearly 30,000 family histories as well as church records and letters.

Cheney says what she found helped her "flesh out the stories" of her family's early years. A Leyberger grandson, also named Nicholas, testified about his Revolutionary War experiences to prove he was a veteran. "Seeing your ancestor's words is a remarkable experience," she says.

But it was more recent family history that sparked Cheney's interest in her roots. When she was growing up in Casper, Wyoming, her maternal aunts shared "bits and pieces" of family lore-including that her grandparents had lived in a cave and the family moved from there into a tent in the oil fields.

The "cave," a shelter dug out of the side of a hill, was temporary. The tent was home long enough to get a nickname-Lybyer Mansion. (Nicholas Leyberger's great-grandson Daniel had shortened the family name to Lybyer.) The "mansion" had two rooms and housed the family of six plus a dog and Lynne Cheney's great-uncle Clyde.

"It struck me as so exotic," Cheney says. "As an adult, I more fully appreciate the hardships this life meant."

Her father's family, the Vincents, were descendants of Mormons who had traveled from Wales to the New World and settled in Utah. Cheney's father wanted no part of the church or ancestors who lived by its precepts, so there were few childhood tales about her paternal history. But the Lybyers had rich stories.

Cheney knew that her grandfather Ben Lybyer had grown up on a farm in Missouri as one of 18 children. He ran away from home at age 13 and eventually got to Wyoming. He and several of his brothers, who later joined him there, talked about their escape from the backbreaking labor their father demanded.

At the National Archives, she found her great-grandfather Andrew Lybyer's Civil War enlistment papers. "They told me what he looked like and that he was 'entirely sober' when he enlisted," Cheney says. The archives also held Lybyer's Civil War pension records.

As a private in the Union Army's Sixth Indiana Cavalry, Lybyer was sent to defend Knoxville, Tennessee, then under siege by Confederate forces. His company was driven into the mountains, "where they had to survive in freezing weather without tents, blankets, or rations," Cheney writes in her book. Her great-grandfather got very sick and, according to his pension file, never fully recovered. "He probably worked his sons so hard because he couldn't do it himself," Cheney says.

While researching, Cheney learned that the National Building Museum was originally the Pension Building, housing the federal agency that handled Civil War pensions.

In the early 1880s, Cheney's great-grandfather moved west to Missouri to take advantage of the Homestead Act, which gave citizens the right to claim 160-acre plots of public land. In the National Archives, Cheney found the homestead file describing the land and the farmhouse where her grandfather was born.

Archivist of the United States Allen Weinstein has made the archives much more user-friendly for genealogy researchers, according to Cheney. Many of its documents are now available on the Internet.

Media Completely Ignore American Secret Agent's Trial for Terrorism in Venezuela

CARACAS - Unless you read the local Venezuelan press, you are unlikely to know that an American secret agent is currently standing trial in Venezuela on charges of terrorism and weapons trafficking.

Matthew John Heath was arrested in September outside Amuay and Cardon oil refineries in possession of a submachine gun, a grenade launcher, C4 explosives, a satellite phone and bricks of $20 bills. The Venezuelan government also alleges that he was found carrying a small coin or badge that CIA employees use to prove their identity to one another without raising suspicions. On Wednesday, Heath pled not guilty to all charges.

Situated in Falcon state in the west of the country, the Amuay and Cardon facilities are the largest refineries in the oil-rich nation, considered an enemy of the United States since it elected socialist president Hugo Chavez in 1998. The facilities have been the site of controversy before: in 2012, a fire at the plants killed 55 people; after conducting hundreds of interviews with experts and witnesses and carrying out over 200 inspections and technical tests, the Venezuelan government claimed that the evidence of sabotage was "overwhelming."
A spy falls

A former marine, Heath is also widely reported to have been a CIA agent, serving the agency as a communications operator between 2006 and 2016, at which time he took a job at security firm MVM (for obvious reasons, the CIA does not confirm or deny the identity of its staff). Although MVM is technically a private company, it was founded by three former Secret Service agents and continues to work closely with Washington. According to business directory Dun & Bradstreet, the firm "provides security staffing and consulting services, primarily to U.S. government entities." Indeed, the only clients listed on its website are American government agencies. "Need a secret agent?" begins its description of the company.

There is not a hint of this, however, on MVM's public-facing website, which describes the organization as merely "providing extensive domain expertise in the areas of counter-narcotics, criminal and civil investigations, public safety, and national security." MVM's 800 employees, it states, are here to offer "professional and administrative services, ... informational technology services, ... and mission solutions."

This follows a broader trend of the U.S. government outsourcing clandestine operations to private contractors - a process that ensures there is less accountability and public scrutiny, as well as one that keeps its more controversial actions at arm's length. "A lot of what we do today was done covertly 25 years ago by the CIA," said Allen Weinstein, cofounder of the National Endowment for Democracy, an organization that funds pro-American groups worldwide.
Radio silence

One might think that a supposedly innocent American citizen on trial for terrorism inside a hostile enemy country, facing decades behind bars in Venezuela's notorious prisons, would spark a nationwide media furor - especially as Heath claims that he was tortured while incarcerated. But far from it. In fact, there has been zero mention of the case in national U.S. media this week, including nothing in The New York Times, CNN, MSNBC, ABC News, The Washington Post, Fox News, or USA Today. This is striking, as the news was published on the largest newswire service, Reuters, meaning that virtually every outlet in the West must have seen it and could freely republish it themselves or use its material for a story.

Virtually the only Western media outlets touching the story were local news stations in Tennessee, Heath's home state. Yet none of those outlets mentioned Heath's alleged background as a secret agent, nor the incriminating items in possession of which he was arrested, rather presenting him as a completely innocent victim of an authoritarian regime. Few even offered an explanation as to why, amid a raging pandemic, he would leave the U.S. and go to Venezuela of all places. NBC affiliate WBIR Channel 10 was the only exception, claiming he had traveled there to gain "more boating experience," a defense that is unlikely to convince many Venezuelan prosecutors.

The State Department, which rarely misses an opportunity to denounce Venezuela's Maduro government for human rights transgressions, has also been largely silent over the case. Its entire comment on the situation amounts to one tweet from spokesman Ned Price, in which he tepidly asks Venezuela for a "fair trial."

The NED was founded in 1983 by U.S. Congress as a "private nonprofit foundation dedicated to (((the growth and strengthening of democratic institutions))) around the world." With a budget of $160 million per year, the NED supports projects and NGOs in more than 90 countries.

Some of these NGOs may serve multiple purposes. As NED co-founder Allen Weinstein famously explained in 1991:="A lot of what we do today was done covertly 25 years ago by the C_A." Such activities may include information operations, subversion, and regime change campaigns.

Obama picks Ferriero to head NARA

President Barack Obama has announced that he plans to nominate David Ferriero to head the National Archives and Records Administration, White House officials have said.

If confirmed as the new U.S. Archivist, Ferriero would be responsible for working to improve how the government tracks and maintains its electronic records. NARA is putting in place its next-generation Electronic Records Archive system, estimated to cost more than $550 million.

Ferriero currently serves as the Andrew W. Mellon Director of the New York Public Libraries where he is responsible for the libraries' collection strategy, conservation efforts, digital experience and research services, as well as education, programming and exhibitions, the officials said July 28.

The previous archivist, Allen Weinstein, resigned in December 2008 after having served since 2005. Since then, Deputy Archivist Adrienne Thomas has been acting as NARA's head.

Patrice McDermott, director of OpenTheGovernment.org, said Ferriero is highly regarded by the library community.

"We are hopeful from the fact that he has apparently a deep understanding of [information technology] and because he comes from the library community he has a deep understanding of the importance of public access to information, and of course government information in particular," McDermott said.

The Homeland Security Act (HSA) was pushed through Congress in the months following 9/11, ostensibly to "organize a government that is fractured, divided and under-prepared to handle the all-important task of defending our great nation from terrorist attack."

The 484-page Act prescribed the biggest change in the federal government in over 50 years. Its passage, on November 25, 2002, consolidated more than 20 existing federal agencies into a single Homeland Security Department, including the Federal Emergency Management Agency (FEMA), the U.S. Secret Service, the U.S. Customs Service, the U.S. Coast Guard and the Immigration and Naturalization Service (INS). Not since President Truman created the Department of Defense in 1947 has the federal government undergone such dramatic restructuring.

Attack on Civil Liberties

The purported aim of this consolidation was to detect and eliminate emerging terrorist threats by removing information firewalls between government agencies, and centralizing the unprecedented flood of surveillance data made possible by the USA PATRIOT Act.

However, civil liberties groups have objected strongly to the Homeland Security Act from the start, contending that it is characterized by three disturbing trends: reduced privacy, increased government secrecy and power and strengthened government protection of special interests. Allen Weinstein, president of the Center for Democracy in Washington, DC, has called it a "law of unintended consequences."

The Total Information Awareness Office has been the most controversial of the Act's provisions. A Pentagon (Defense Advanced Research Projects Agency, or DARPA) project legalized by the Homeland Security Act, TIA was given a startup budget of $200 million, and a mandate to achieve a state of "Total Information Awareness." Admiral John Poindexter, who was convicted of lying to Congress about his central role in the Iran Contra affair, was placed in charge of the IAO.

Poindexter had plans to create 300 million computer dossiers, a file for every American, which would serve as repositories for data "mined" from both public and private sources, including detailed information on transactions, finances, education, medical history, travel, personal communications, and public records from every branch of government, including the CIA and FBI. Programs were also underway to employ facial recognition and "gait recognition" technologies.

In consequence of the alleged manipulation of new and opinions during the 2016 election, Congress threatened to regulate social media. It demanded testimony by the owners of social media companies - Facebook, Twitter and Google - about their plans to weed out so called "fake news" distributed through their systems. Instead of defending the freedom of individuals and organizations to publish opinions deviating from the mainstream, the companies promised to increase their censorship capabilities. To avoid to make judgments themselves, they decided to outsource these to 'independent' fact checking organizations. Anything those deem "fake news" will then be censored.

Facebook Inc just gave such powers to two well known U.S. government regime change operators. These will now have the capabilities to censor content in foreign countries:

The largest social network, under intense pressure to combat propaganda, said it would work abroad with the International Republican Institute and the National Democratic Institute, created in the 1980s and funded by the U.S. government to promote democratic processes.

The IRI and the NDI are sub-organizations of the infamous National Endowment for Democracy. They "promote democratic processes" to achieve regime change of governments the U.S. dislikes. The NED is an offshoot of the CIA:

The Trump administration attempted to gut the NED but failed. In its 2019 appropriations Congress increased the "democracy promotion" budget that is used to "regime change" governments the U.S. does not like. The highlights of the bill include:

$2.4 billion for democracy programs, and an additional $170 million for the National Endowment for Democracy. This amount is $91.5 million above the FY2018 enacted level.

In an effort to make its holdings more widely available and more easily accessible, the National Archives began entering into public-private partnerships in 2006. A joint venture with Google will digitize and offer NARA video online. When announcing the agreement, Archivist Allen Weinstein said that this pilot program is

... an important step for the National Archives to achieve its goal of becoming an archive without walls. Our new strategic plan emphasizes the importance of providing access to records anytime, anywhere. This is one of many initiatives that we are launching to make our goal a reality. For the first time, the public will be able to view this collection of rare and unusual films on the Internet."[20]

On January 10, 2007, the National Archives and Fold3.com (formerly Footnote)[21] launched a pilot project to digitize historic documents from the National Archives holdings. Allen Weinstein explained that this partnership would "allow much greater access to approximately 4.5 million pages of important documents that are currently available only in their original format or on microfilm" and "would also enhance NARA's efforts to preserve its original records."[22]
