Ukraine faces 'huge' funding gap - top EU diplomat

The EU's foreign policy chief, Kaja Kallas, has said Ukraine faces a "huge gap" in financing,as the bloc remains deeply divided over whether frozen Russian assets should be used to support Kiev.
Over $300 billion in Russian assets have been frozen in Western institutions since the Ukraine conflict escalated in 2022, mostly under EU control. The largest share is held in Belgium through the Euroclear clearing house.While interest is being sent to Kiev, full confiscation is seen by legal experts as a "minefield." Moscow has denounced the freeze as "theft."
Kallas, the former Estonian prime minister, said frozen Russian assets should not be returned unless Moscow pays reparations. Speaking at an informal meeting of EU foreign ministers on Saturday, she stated that the bloc must prepare for a future ceasefire or peace deal, but added that the EU's position on full confiscation remains unchanged.
"Yes, it is true that many Member States raised this issue, that Ukraine's funding gap is enormous, and we need to find the funding now," she told reporters when asked if the asset debate was linked to peace talks or immediate funding.
"It is also clear the political reality that Belgium and many other countries are not willing to discuss it now in this, but everybody agrees still that Russia should pay for the damages, not our taxpayers," she said.
Poland and the Baltic states have backed the full seizure of frozen Russian central bank assets to support Ukraine,while Belgium, France, and Germany have raised legal and financial concerns. Earlier this week, Belgian Prime Minister Bart De Wever likened the funds to "a goose that lays golden eggs,"warning that confiscation could trigger systemic risks and should be deferred until peace negotiations.
Euroclear-linked officials and Belgium's foreign minister have echoed this stance,citing potential breaches of international law and damage to the euro's credibility. Austrian Foreign Minister Alexander Schallenberg also cautioned that acting without a solid legal foundation would be"an enormous setback, and basically a disgrace" for the EU. The US has suggested using the assets as leverage in peace talks

Zelensky clamps down on corruption to win EU's favor
The bloc has made anti-graft reform one of the key conditions for starting accession talks
Ukrainian President Vladimir Zelensky has approved a new package of laws aimed at tackling endemic corruption in the country in hope of bringing Kiev closer to EU membership.
On Friday, Zelensky signed three bills into law which had been approved by the parliament earlier in the day. The first increases the maximum number of staff at the National Anti-Corruption Bureau from 700 to 1,000, with its authors arguing that the measure would allow the body to crack down on graft more effectively.
The second reorganizes the Specialized Anti-Corruption Prosecutor's Office to give it more autonomy and changes the process of selecting senior prosecutors.
The third law allows the National Agency on Corruption Prevention to check the property bought by officials and their family members before they were appointed to their posts.
In addition, Zelensky also signed a bill on the rights of ethnic minorities that takes into account the expert assessment of the EU Council. The initiative lifts some restrictions on languages used in the EU, but it does not apply to Russian, which the Ukrainian authorities have tried to eliminate from all public spheres.
The laws were passed after theEU Commission recommended opening formal accession talks with Kiev last month, but demanded that Ukraine implement a series of anti-corruption reforms. However, some EU states, including Hungary and Austria, oppose speeding up the integration process.
While Hungarian Prime Minister Viktor Orban called the EU's proposal "unfounded and poorly prepared," Austrian Foreign Minister Alexander Schallenberg warned that rushing the process could alienate other candidates.
Ukraine has been plagued by rampant corruption for several decades. The country ranks 116th out of 180 on the Transparency International Corruption Perceptions Index, and in recent months, it has been rocked by several high-profile bribery scandals in the defense industry.
The problem has not gone unnoticed in the West, with CNN reporting in October that the US was pressuring Ukraine to do more about corruption, indicating that further aid would depend on Kiev's progress in this area.
Orban has also cited the problem as one of the main obstacles to Ukraine's EU accession, while his newly elected Slovak counterpart, Robert Fico, has argued against sending billions of euros in aid to the country for the same reason.
Andrey Yermak, the head of the office of President Zelensky, has rejected the idea that Ukraine is one of the world's most corrupt countries, calling it a false "Russian narrative."

Slovak Foreign Minister Juraj Blanar "can't imagine" Kiev being part of the bloc while its conflict with Russia continues
Ukraine cannot hope to join the EU any time soon as the country is not only embroiled in a bloody conflict with Russiabut also has yet to meet a list of preconditions, Slovak Foreign Minister Juraj Blanar has said.
Speaking to the Standard news portal on Monday, Blanar questioned the push by some senior EU policymakers to formally open talks on Kiev's accession to the bloc, saying he"can't imagine" Ukraine becoming a member state under the current circumstances.
The minister remarked that he was "curious" to see how those officials, including EU Commission President Ursula von der Leyen, "will answer the question ofhow we can start negotiations with a country that is in a state of war."
"Personally, I think that Ukraine's membership in the EU is terribly, terribly far away," he said.
While Blanar did not rule out Ukraine joining the EU at some point, he stressed that Bratislava "refuses to approach this issue politically."
"The only thing we support is that there should be a perspective for Ukraine in the future, but in compliance with all the rules, as all other countries," he insisted. "No exceptions will be accepted."
Slovakia halted all military assistance to Ukraine after the election of its new Prime Minister Robert Fico, who argued that "the EU should change from an arms supplier to a peacemaker."
Ukraine first designated EU accession as a strategic goal in 2019. In late February 2022, days after the start of the conflict with Russia, Ukraine officially submitted its application to the bloc. However, numerous EU officials have avoided setting a precise deadline for Ukraine joining the union, insisting that Kiev must first implement a number of reforms and crack down on rampant corruption.
In early November, the EU Commission recommended opening formal membership talks with Ukraine, arguing that it had made sufficient progress to warrant such a step. However, the proposal was opposed by Hungary, whose Prime Minister Viktor Orban called it "unfounded and poorly prepared."
Austria, another EU member state, has also warnedagainst fast-tracking Ukraine's bid, with Foreign Minister Alexander Schallenberg warning that such a policy could alienate other candidate countries in the Western Balkans, where some states have been waiting for their accession process to begin for up to 20 years.

European Council chief cuts China trip short over Ukraine dispute - media
Charles Michel will attempt to defuse an ongoing spat with Budapest over Kiev's bid for EU membership, Politico reported
European Council President Charles Michel will return from China ahead of schedulein a bid to save Ukraine's bid for EU membership, Politico reported on Tuesday. Hungarian Prime Minister Viktor Orban has urged Michel to postpone accession talks with Kiev until the bloc gets its Ukraine strategy straight.
Michel will fly back to Brussels after one day of meetings on Thursday, an EU official told Politico. "He will return to Brussels to continue his discussions with leaders on a way forward," the official stated.
Ukraine applied for EU membership last February and was granted candidate status four months later. According to Politico, a set ofdraft conclusionsfor a summit of EU leaders later this month will include a line stating that "the European Council decides to open accession negotiations with Ukraine and Moldova."
In a letter on Monday, Orban urged Michel to postpone a decision on these negotiations. "The European Council is not in a position to take key decisionsunless a consensus on our future strategy towards Ukraine is found," he explained.
Hungarian government spokesman Zoltan Kovacs was more blunt. "How can [we] talk about the accession of a country that has been in the last two years at war, with public administration working only thanks to foreign money,with the level of corruption, with 20% of the country occupied... how can anyone suggest the country is ready for accession talks?" he told reporters on Monday.
Despite the EU's announcement last month that it would unlock ?900 million ($972 million) in frozen funds for Hungary, Kovacs said that Budapest's "position on Ukraine ... would stand regardless of what is going on with the funds."
Any decision on Ukraine's membership would require theunanimous consentof all 27 EU member states, meaning that Orban could use Hungary's veto to block the entire process.
Hungary is not the only country taking issue with Michel's plan to fast-track negotiations. Slovak Foreign Minister Juraj Blanar said on Monday that he "can't imagine" Ukraine becoming a member state amid its ongoing conflict with Russia, while Austrian Foreign Minister Alexander Schallenberg warned last month that accelerating membership talks could alienate other candidate countries in the Western Balkans, wheresome states have been waiting almost two decadesfor their accession process to begin.
"I think that Ukraine's membership in the EU is terribly, terribly far away," Blanar told the Standard news portal, with Schallenberg telling the Financial Times thatUkraine would "probably never be part of" the EUif its application was assessed like those of previous candidates.

Austrian Foreign Minister Alexander Schallenberg has warned Western countries of the dangers of refusing to talk to Russia, and the risks posed by 'echo chambers' in international politics.
Schallenberg made the comments while welcoming the decision by North Macedonia's Organization for Security and Co-operation (OSCE) Chairmanship to allow Russian Foreign Minister Sergey Lavrov to attend its annual meeting in Skopje this week.
"The West must not be afraid to sit down with the Russians. I believe the tendency to dive into our own echo chambers in foreign politics is life-threatening," he said, adding that the diplomacy carried out in the OSCE is "classic multilateralism in the best sense."
Last year, the top Austrian diplomat recalled - when Poland took over the one-year rotating chair at the OSCE and refused to allow Lavrov attend - he was the only Western foreign minister to criticize the refusal to invite the Russian foreign minister.
The summit of OSCE foreign ministers will take place from November 30 to December 1. Lavrov already flew to the North Macedonian capital late Wednesday. His plane flew over Turkey and Greece, although it was originally planned that he would travel over Bulgaria. According to TASS, Bulgaria refused to open its airspace to Lavrov's plane if Foreign Ministry spokeswoman Maria Zakharova was also on board.
Estonia, Latvia, and Lithuania said they will not attend the OSCE meeting, condemning Moscow's expected participation in the event, and saying they "deeply regret" the decision to invite Lavrov. Polish Foreign Minister Szymon Szynkowski vel Sek also told reporters he would not take part in the summit, nor will he send any representatives.
Schallenberg said he could "emotionally understand" these moves, while stressing that the OSCE will be "irreplaceable" in the period after the Ukraine conflict ends. "We need more OSCE in the future and not less," he stated.

Ukraine will be ready to join EU in two years - Kiev
The country might be accepted into NATO even sooner than that, Deputy Prime Minister Olga Stefanishina has said
Ukraine should be ready to become an EU member in the next two years, Deputy Prime Minister Olga Stefanishina told Voice of America on Friday. As Kiev's official responsible for "European and Euro-Atlantic integration," she says her nation is one of the "best prepared" for such a step.
"I believe that two years would be enough for full preparedness," Stefanishina said, when asked about Ukraine's EU prospects. She also vowed to do "10 times more than we do now" to achieve the goal once the conflict with Moscow ends. However, the minister admitted that the timeline would ultimately be determined by the "course of war."
According to Stefanishina, Ukraine remains one of the "best prepared [nations] for the EU accession" since it is "a big part of the European economy" even in the midst of armed conflict. The country is one of the EU's "top 20" import partners and the Ukrainian domestic market is "the biggest" on the territory of Europe, she stated.
At the same time, she admitted that Ukraine's economic role in the EU would remain largely agricultural. "With all those agricultural lands... there can be no reality, in which Ukraine stops being an agrarian country," she said.
The bloc itself has been in no rush to accept Kiev into its ranks. EU officials have refused to set specific timelines for Ukraine's accession, saying that it must first address issues such as rampant corruption and introduce comprehensive legal reforms. In 2022, France said that the process might eventually take years.
In early September, Austrian Foreign Minister Alexander Schallenberg warned that fast-tracking membership for Ukraine would spell "geostrategic disaster" since it would show that some nations are "more equal than others." Former French President Nicolas Sarkozy also said on Friday that accepting the ex-Soviet republic into both the EU and NATO would increase Washington's sway over the EU dramatically.
Kiev might also join NATO even sooner than the EU, Stefanishina proposed, saying that the US-led military bloc would be happy to have a member with "one of the strongest armies" after, she said, it beats Moscow. The minister admitted, though, that Ukraine's accession to the alliance is a "political decision," while still maintaining that this decision was "taken in Vilnius," which hosted the latest NATO summit.
Ukrainian President Vladimir Zelensky produced a scandal at the meeting in mid-July, when he condemned NATO for what he called "indecisiveness" over a lack of a clear roadmap for Kiev's membership. He allegedly angered US officials to the extent that they briefly considered withdrawing Ukraine's invitation to the bloc. Then British Defense Secretary Ben Wallace also criticized Kiev over its lack of gratitude for Western military aid, explaining that the US and its allies were "not Amazon."

Fast-tracking membership for Kiev would imply some candidates are "more equal than others," Alexander Schallenberg has warned
The EU cannot afford to prioritize Ukraine's accession to the bloc while neglecting other long-standing candidacies, Austrian Foreign Minister Alexander Schallenberg warned on Friday.
Speaking on Politico's EU Confidential podcast, Schallenberg said that while he believes Ukraine and neighboring Moldova belong in the "European family," the EU must carefully consider its enlargement policy.
"We can't have Ukraine on the fast-track and the other countries on the service line. That will be a geostrategic disaster," the minister claimed. Referencing George Orwell's dystopian novel 'Animal Farm', Schallenberg stressed that the EU should avoid a system in which some countries "are more equal than others."
The Austrian minister noted that the EU had promised membership to Western Balkan nations around 20 years ago, but had failed to deliver on that pledge. He urged Brussels to "put its money where its mouth is" and drop "binary thinking" about membership, suggesting candidate nations should be allowed some participation in EU deliberations and activities.
"We cannot wait. Because if we wait, we might lose these regions. We might lose Ukraine again... and the Western Balkans," Schallenberg warned. He added that if the EU could not prove its credibility in its own neighborhood, it would not be able to play any significant role globally.
Ukraine declared its aspirations to join the EU as a national strategic goal several years ago, but only formally applied for membership in late February 2022, days after Russia launched its military campaign in the country. Moldova followed Ukraine a few days later, and both Kiev and Chisinau were granted EU candidate status in June of the same year.
However, EU officials have refused to set specific deadlines for Ukraine's accession, saying that it must address issues such as rampant corruption as well as introduce comprehensive legal reforms. Moldova's membership bid has been complicated by the unresolved issue of its breakaway republic of Transnistria.

Austrian Foreign Minister Alexander Schallenberg has argued that Western politicians need to be more realistic in their attempts to isolate Russia, as the country will always be Europe's neighbour and a key international player.
Speaking on Monday at a panel discussion in Spain, Schallenberg cited the 20th Century German diplomat Egon Bahr, the architect of Ostpolitik - the policy of normalising relations with the East during the Cold War - who said:"America is irreplaceable, but Russia is unmovable"
"Whatever happens, Russia will be our biggest geographic neighbor. Whatever happens, it will probably be still number one as far as nuclear warheads are concerned. It is still a permanent member of the Security Council of the UN," the Austrian foreign minister noted.
The diplomat warned that if the EU tries to build a security architecture excluding Russia, it will also end up excluding Central Asia and the Southern Caucasus.
"We cannot cancel Russia. We cannot do ghosting on it," he stressed, adding that the same applies to China.
The event, hosted by the Menendez Pelayo International University (UIMP) in Santander, had several senior European diplomats as guests, including EU foreign policy chief Josep Borrell. The discussion focused on Ukraine, whose foreign minister, Dmitry Kuleba, delivered a speech by videolink.
Like other European politicians, Schallenberg blamed Russia for the Ukraine conflict, which, he said has effectively kicked Europe awake from its post-Soviet slumber.
"What in heaven has to happen for us to actually trust this country again?" he asked, voicing a list of Moscow's supposed transgressions, including "attacking Georgia".
The brief 2008 armed conflict between Russia and Georgia started when Tbilisi sent troops to seize the then-breakaway republic of South Ossetia, killing several Russian peacekeepers stationed there.
In aiding Kiev, Vienna seeks neither regime change nor partitioning of Russia, but simply supports a world where great powers play by rules, the minister claimed.
Moscow has identified an absence of trust as a major issue in relations with the West. The Russian government has pointed to expansion of NATO in Europe, in breach of promises made to the Soviet leadership, as a key factor leading eventually to the Ukraine conflict.

Alexander Schallenberg has argued that the bloc must find a 'watertight' legal case if it wants to appropriate Moscow's funds
The EU must ensure it has a clear legal basis if it decides to confiscate frozen Russian assets and hand them over to Ukraine, Austrian Foreign Minister Alexander Schallenberg has warned. The diplomat argued that failure to do so would significantly tarnish the bloc's reputation.
In an interview with Austrian broadcaster ORF published on Sunday, Schallenberg stressed that any such confiscation of Russian assets "must be watertight" from a legal viewpoint. He claimed that Austria and other EU members "are countries with the rule of law," and that they must apply that approach in international relations. According to Schallenberg, this is one of the fundamental differences between Western European nations and Russia.
"Expropriation is a massive intervention, according to law," the Austrian minister noted. "If we do this... as states with the rule of law we must make legal decisions,"Schallenberg insisted, adding thatany such step could be challenged at the European Court of Justice in Luxembourg. (There's no Robinhood international laws, the US & EU has been studying this they seized the assets, which are both state, corporate and private citizens funds!)
Should the appropriation of Russian assets not be deemed to have a legal basis, this would be an "enormous setback, and basically a disgrace" for the EU, the official concluded. (In other words its a really stupid idea!)
Regarding relations with Moscow in general, the minister said that geography dictates thatRussia will remain part of European history, and that attempting to 'cancel' the country would be wrong. Schallenberg called for communication channels to remain intact, and claimed that emotions should not guide EU policies toward Russia.
Bloomberg reported last month that EU leaders had considered plans to impose a windfall tax on profits generated by more than ?200 billion ($217 billion) of frozen Russian central bank assets to aid Ukraine's reconstruction. While the option had reportedly appeared to be the least problematic, some participants had still raised concerns over its legality, Bloomberg claimed.
In mid-June, the European Central Bank spoke out against a windfall levy, warning that it could undermine confidence in the euro as a global currency and hurt financial stability.
Back in April, theEuropean Commission ruled that member states could not seize frozen Russian assets outright. The EU and its allies froze hundreds of billions of euros of Russian central bank holdings as well as private assets soon after Moscow launched its military campaign against Ukraine in February of 2022. Russian officials have repeatedly described any seizure of the country's assets as theft and illegal under international law.

Austria's Alexander Schallenberg defended Raiffeisen Bank over its business in the sanctioned country, Reuters reports
Russia will always remain important for Europe, Austria's foreign minister told Reuters on Wednesday as he defended Raiffeisen Bank's continued operations in the sanctioned country.
Alexander Schallenberg made his comments after the US sanctions authority launched a probe into the Austrian lender over its business related to Russia last month.
"Let's get real," he said."91% of Western companies are still in Russiaand doing what is sensible: waiting, containment, ring fencing."
Raiffeisen Bank International is Austria's second-largest lender and, despite sanctions, still plays a critical role in the Russian economy. It's one of only two foreign banks on the Russian central bank's list of 13 systemically important credit institutions. The other is UniCredit, a pan-European commercial bank.
"To think that there won't be Russia anymore and we can decouple in all areas is delusional," Schallenberg told Reuters, adding that while Austria would loosen ties, this "can't happen overnight."

EU member kicks out Russian diplomats
Moscow has vowed a proportionate response to the move
Vienna has revoked the diplomatic status of four Russian representatives and ordered them to leave Austria within one week, the country's foreign ministry announced in a statement on Thursday.
Two of the diplomats being expelled are members of Moscow's permanent mission to the UN in Vienna, while the other two are employees of the Russian embassy. According to the Austrian MFA, the embassy staff were found guilty of committing actions "inconsistent with their diplomatic status" and declared persona non grata. Members of the mission allegedly violated the "headquarters agreement," it claimed.
Russia's ambassador in Vienna, Dmitry Lyubinskiy, has stated that the Austrian authorities have yet to explain what exactly the diplomats did to earn the expulsion and have not presented any specific charges other than "vague references to the opinion of special services."
Meanwhile, Russia's Foreign Ministry has told the media that it intends to have an "appropriate response," which likely means it plans to expel an equal number of diplomats from Vienna's embassy in Moscow.
Back in April, Austria made a similar move and expelled four Russian diplomats, again accusing them of committing actions "incompatible with their diplomatic status." In response, Russia also declared four employees of the Austrian embassy in Moscow persona non grata.
Lyubinskiy says that last year's exchange happened just 24 hours after he met with Austrian Foreign Minister Alexander Schallenberg, who assured him that Vienna would not unreasonably expel Russian diplomats.
The latest expulsion of Russian diplomats from an EU state comes just one day after Lithuanian Foreign Minister Gabrielius Landsbergis suggested thatall European countries should kick out their Russian ambassadors as there is "little point left in keeping" them. He claimed that Russian embassies were no longer diplomatic institutions, but "institutions of propaganda"that "promote genocide." Lithuania, Latvia, and Estonia have already expelled their Russian ambassadors and lowered the level of diplomatic relations with Moscow.
The West and Russia have been in a sort of "diplomatic war" and have mutually expelled a number of diplomats since February last year, when Moscow launched a military operation in Ukraine.

Austria FM fears EU loss of information war against Russia
The European Union has full control of the information space on its territories, Austrian Foreign Minister Alexander Schallenberg said Monday, admitting that the 27-nation bloc was "losing" to Russia in the information war in other parts of the world.
"I, myself, have been to the Middle East, India and Pakistan. There is a completely different narrative, partly Russian, according to which the supply of grain and oilseeds cannot be carried out due to the EU sanctions, and because we ourselves contribute to a rapid increase in energy prices," the minister claimed while talking to reporters on the sidelines of a meeting of EU foreign ministers in Luxembourg.

The European Union in early June announced that it was suspending the broadcasting activities of various other state-owned media outlets, namely Rossiya RTR/RTR Planeta, Rossiya 24, and TV Centre International. These are not the first broadcasters to have their operations suspended throughout the EU, as the bloc previously sanctioned Russia Today and Sputnik.
Senegalese President and African Union Chairman Macky Sall said Western sanctions imposed on Russian banks and their disconnection from the SWIFT system of global payments impeded and completely cut off African countries' bids to acquire food and fertilizers, further jeopardizing their food security and putting them on the edge of famine.

Austria makes pledge on neutral status
Vienna has no plans to change its non-aligned status, the country's foreign minister has said
Austria is not a NATO member and has no plans to become one in the near future, the nation's foreign minister, Alexander Schallenberg, told journalists in Brussels on Monday. When asked about his stance on Swedish and Finnish aspirations to join the military bloc, Schallenberg said he "fully respects" the decisions taken by Helsinki and Stockholm but added that it "is their decision and not ours."
"Austria will continue to be a neutral country," he said. However, he described the move taken by Sweden and Finland as a "strong signal" to Russian President Vladimir Putin, indicating that Moscow's policies are flawed.
"[Putin] made NATO more relevant and [what] he achieved was [forcing] two countries to join NATO," the Austrian minister said, adding that the Russian president's security strategy "has blown [up] in his face."
Stockholm and Helsinki officially announced their bids to join the military bloc on Sunday. Moscow has repeatedly warned that it would have to respond if Finland and Sweden join NATO. Russia has said it considers NATO expansion to be a direct threat to its own security.
Following the development, Putin said Moscow "has no problems" with either of the two nations joining NATO but considers the advancement of the alliance's military infrastructure a threat.
Meanwhile, Schallenberg called for the EU to stay united when it comes to anti-Russian sanctions and "make it clear" to Moscow that the costs of its attack on Ukraine "remain high." The minister admitted that EU members do not exactly see eye-to-eye on the next round of sanctions, but said the EU "has so far managed to demonstrate an incredible image of unity... and should seek to keep it that way."
Austria's top diplomat also urged Brussels to counter Russia's influence in the Balkans as he warned of Moscow's ability to destabilize the region. "It is our most important geostrategic task to ensure that it is the European model of values and life that [prevails]," he said, adding that "there is no vacuum in politics" and it can be "either our value model or a foreign one."
Schallenberg was speaking ahead of the EU foreign ministers' meeting that would also involve Canadian Foreign Minister Melanie Joly and Ukrainian Foreign Minister Dmytro Kuleba. The ministers were expected to discuss the Russian military operation in Ukraine and their response to Moscow's actions, as well as the new round of sanctions.

Austria has voiced skepticism over a full membership for Kiev in the bloc
Kiev is "disappointed" by the "short-sighted" statements of Austrian Foreign Minister Alexander Schallenberg who suggested that full EU membership might not be the best option for Ukraine.
On Saturday, Schallenberg, while admitting that deepening ties with Ukraine is necessary as the EU is exporting the "Western way of life," said that models other than full EU membership should be considered for Ukraine. He mentioned joining the European Economic Area or an association agreement as among the options.
Reacting to these comments, Ukrainian Foreign Ministry spokesman Oleg Nikolenko released a strong-worded statement on Sunday.
"We are disappointed by the remarks of the Austrian Federal Minister of Foreign Affairs about the European future of Ukraine. We consider them to be strategically short-sighted and not in the interests of a united Europe," Nikolenko said, adding that Schallenberg ignores the positive view of "the vast majority" of the populations of the EU's founding members toward Ukrainian membership.
Referring to statements by Ukraine's Foreign Minister Dmitry Kuleba, Nikolenko said that the Ukrainians have already paid "too high a price" for the mistakes of European countries.
"Their biased perceptions of reality have already weakened Europe politically and economically, enabled Russia to undermine EU stability and embody hybrid aggression against European countries," the ministry's spokesman argued.
Nikolenko concluded his statement by emphasizing that as Ukraine has become "an outpost for the protection of EU security," it has every reason to "demand objective recognition of its merits and strategic role for the EU."
During a recent visit to Kiev, European Council President Charles Michel said that normally it takes about eight months for the European Commission to publish an opinion on a membership bid, but in Ukraine's case it should be ready by the end of June. Michel added that he feels "a very strong support" toward Ukraine's EU membership drive.
Joining the EU has long been among the key objectives for pro-Western Ukrainian politicians, yet almost no progress had been achieved. Since Russia launched its attack in February, President Volodymyr Zelensky has repeatedly urging Brussels to take Ukraine in.
Early in April, European Commission President Ursula von der Leyen delivered Ukraine a special questionnaire, which is the first step in a country formally becoming a candidate for EU membership. Kiev submitted the first part of the document less than a week after receiving it.

In what amounts to a seismic u-turn in policy, Austria is to relax all 'Corona Apartheid' rules targetting the nation's unvaccinated, despite having previously promised to keep unjabbed individuals under perpetual lockdown.
Austria's coalition government has announced that the vast majority of lockdown measures in place in the country - including the almost all "Corona Apartheid" restrictions specifically targeting the nation's unvaccinated - are to be scrapped from March 5.
This is despite authorities having previously promised that unjabbed individuals would remain under harsh restrictions in perpetuity, with the nation's then-Chancellor Alexander Schallenberg telling Austrians that the unjabbed would not be able to participate in society until they were inoculated against the Chinese Coronavirus.
However, according to a report by Kronen Zeitung, this threat has not aged well, with the government announcing a roadmap for the relaxation of COVID measures which will see the nation's unvaccinated once again allowed into bars and restaurants as soon as this Saturday.
From Feb 19th, regulations banning the unjabbed from bars and restaurants are to be relaxed, with individuals who have neither been vaccinated, nor have recovered from COVID-19, once again to be allowed present a negative test for the disease in order to enter such establishments.
What's more, Austria's unjabbed will not even have to put up with this inconvenient measure for long, with the use of vaccine passes in the country set to be all but abolished on March 5.
The almost complete removal of vaccine passes from Austrian life will coincide with the abolition of the vast majority of Austria's other COVID lockdown rules, such as a curfew on the nation's hospitality sector.
Some rules will nevertheless remain in place, however, including the mandatory use of high-class FFP2 masks on public transport and in supermarkets.
The use of COVID certs will also be maintained with hospitals and nursing homes within the country, while entering Austria from abroad will also reportedly require either proof of vaccination, recovery, or a negative COVID test.
While Austria had already returned limited freedoms to the nation's unvaccinated earlier in the year, this announcement marks a significant u-turn on the nation's approach to dealing with unvaccinated individuals.
However, despite these relaxations, authorities still seem to remain adamant about its continued regime of forced vaccination.
Vaccination against the Chinese Coronavirus has been mandatory for all over-18s within the country since February 5, though the use of penalties - including fines of up to ?3,600 - has yet to come into effect.
While authorities in the country have emphasised that the forced vax rules are not "a short-term measure, but a medium-term perspective" that is required to tackle COVID, Karl Nehammer - who serves as the nation's current chancellor - has emphasised that a commission of experts is to be set up to continuously analyse the constitutionality and necessity of compulsory vaccination within Austria.
The Chancellor claims that an initial assessment of the rules is expected on March 15, shortly before penalties for the unjabbed are expected to come into force.
This reassurance that the rules are to be constantly reexamined comes hot on the heels of a report by Kronen Zeitung which claimed that the forced vax rules currently in place have not had a positive effect on vaccine uptake in the nation's capital of Vienna.

The Austrian government on Thursday extended a lockdown for unvaccinated individuals by another ten days ahead of a COVID-19 vaccine requirement that is expected to go into effect in early 2022.
Austrians who chose not to get vaccinated against the CCP (Chinese Communist Party) virus will over the Christmas holidays, and up until New Year's Eve, face restrictions that include limitations on shopping, being unable to attend work without a negative COVID-19 test, as well as being restricted to a number of events and indoor settings.
While under the measure, unvaccinated Austrians are generally not allowed to leave their homes or meet more than one person at a time from another household. The measure doesn't apply to children under the age of 12 because they cannot yet officially get vaccinated.
Austria's health minister announced last week that an exception will be granted by the government over the Christmas holidays and unvaccinated individuals will be allowed to join gatherings of up to 10 people from Dec. 24 to Dec. 26 without needing proof of vaccination or proof of recovery from the CCP virus.
"Christmas should show us once again how important contact with our loved ones is and how precious time together is," Health Minister Wolfgang Mueckstein said as he announced a temporary loosening to restrictions for unvaccinated citizens.
Those who are vaccinated or have recently recovered from the CCP virus are allowed gatherings of up to 25 people.
Austria has one of the world's toughest CCP virus restrictions and was the first country in Western Europe to reimpose a new lockdown last month that has brought weekly protests in the country's capital attended by tens of thousands of people.
Chancellor Alexander Schallenberg, who announced earlier this month that he will step down as chancellor just months after taking office, claimed the unvaccinated-only lockdown is "necessary."

Austria to Impose 1 year Prison Sentences on The Unvaccinated
According to reports, unvaccinated citizens in Austria could face prison time for failing to comply with the Covid-19 vaccine mandate currently in place.
Susanne F?rst of the Austrian Freedom Party (FP?), which voted against the amendment to an administrative law, warned that a year's imprisonment could be introduced to punish the unvaccinated.
The amendment raises fines for failing to comply with the mandate from ?726 (?617/$818) to ?2,000 (?1,701/$2,255), whilst also increasing prison time for those who refuse to pay from four weeks up to a year.
Not only would Austrians who fail to comply with the vaccine mandate in February face fines of up to ?7,200 (?6133), those who fail to pay would face a 12-month prison sentence.
The amendment also requires people who are jailed to pay for their own imprisonment.
The amendment states: "If detention is carried out by the courts, the associated costs shall be recovered by the courts from the obligated party in accordance with the provisions existing for the recovery of the costs of enforcing judicial penalties."
Despite critics such as F?rst protesting that the amendment could be used to impose harsh punishments to further punish the unvaccinated, the measures were approved anyway.
Just as this was announced, then Chancellor Alexander Schallenberg stated that he would hit the unvaccinated with "penalties" for refusing to get vaccinated, while adding that they should "suffer."

A Double Resignation Shakes Austrian Politics in Aftermath of Scandal
BRUSSELS - Hours after the scandal-tainted former chancellor of Austria, Sebastian Kurz, announced on Thursday that he was leaving politics, his successor as chancellor also announced that he would step down.
The double departure injected a new jolt of angst into the unsettled politics of Austria, roiled for the past two months by Mr. Kurz's abrupt resignation as chancellor.
His successor, Alexander Schallenberg, is a close ally and served him as foreign minister. But with Mr. Kurz quitting politics and the leadership of the ruling Austrian People's Party, Mr. Schallenberg said he would step down as soon as a new party chief was named, saying he believed the party leader and the chancellor should be the same person.
A new party leader could be named as early as Friday, with the current interior minister, Karl Nehammer, who has taken a tough line on immigration, favored for the job, Austrian media reported.
Mr. Kurz, 35, quit as chancellor on Oct. 9 in the face of a growing scandal over influence-buying and corruption that is the subject of a criminal investigation.
He said Thursday that he wanted to spend more time with his partner and newborn son, claiming that "a new chapter begins in my life that I can open today."
But many believe that Mr. Kurz, who at 31 became one of the world's youngest democratically elected heads of government in 2017, will not stay out of politics forever.
Mr. Kurz, who has dominated Austrian politics, was considered a "Wunderwuzzi" - a whiz kid - and at 27, in 2013, he became foreign minister.
But even his first term as chancellor ended in scandal. He was criticized for having gained office by entering a coalition with the far-right Freedom Party. And then in 2019 the Freedom Party became engulfed in a massive corruption scandal, the coalition collapsed and Parliament dismissed Mr. Kurz, forcing new elections.
Mr. Kurz was re-elected in 2019, but his most recent difficulties came from within his own party, which is accused of paying off newspapers for favorable coverage.
In October, prosecutors ordered raids at the chancellery and the finance ministry, investigating allegations that Mr. Kurz and party insiders used public money to pay for opinion polls tailored to boost his image, and then put lucrative public advertisements in a tabloid newspaper, ?sterreich, so it would publish the polls and provide supportive coverage. The advertisements were worth a reported 1.3 million euros, or about $1.5 million.
Mr. Kurz and nine other individuals, as well as three organizations, are under investigation. Mr. Kurz denies any wrongdoing, as does the newspaper.
While resigning as chancellor, Mr. Kurz had retained his leadership of the party and of the party's parliamentary group. Mr. Schallenberg, 52, a convivial former diplomat and former foreign ministry spokesman before becoming foreign minister, had been considered a placeholder carrying out Mr. Kurz's policies until Mr. Kurz could clear his name and return to office.
Mr. Kurz's decision to quit politics made Mr. Schallenberg's resignation inevitable.
In a statement early Thursday evening, Mr. Schallenberg said: "I firmly believe that both positions - head of government and leader of the Austrian party with the most votes - should soon once again be held by the same person. I am therefore making my post as chancellor available as soon as the relevant course has been set within the party."
Mr. Kurz spelled out his own epitaph - even if it's possibly temporary - on Thursday. "I am neither a saint nor a criminal, I am a person with strengths and weaknesses," he said. As a politician, he said, "you also constantly have the feeling you're being hunted."

The sight of 40,000 unvaccinated Austrians marching through their capital, Vienna, in recent days was troubling twice over. The tightly packed opponents of lockdown measures were at risk of spreading the coronavirus. They also threatened to stir up an already tense political situation. Karl Nehammer, Austria's interior minister, warned that anti-vaxxers in the Alpine republic are growing more radicalised. He called the demonstration's mood "incensed" and "aggressive". Some protesters were extremely provocative, carrying placards likening Alexander Schallenberg, Austria's new chancellor, to Josef Mengele, the sadistic physician at the Nazi concentration camp in Auschwitz.
The protesters were marching against Austria's increasingly tough measures against anti-vaxxers. On November 22nd the government imposed a full lockdown once again, to last for at least ten days. That compels Austria's 9m people to hunker down at home, leaving only for work, essential shopping and exercise. Austria is also the first Western democracy to make covid-19 vaccinations mandatory for all, starting on February 1st 2022. "For a long time-maybe too long-I and others assumed that it must be possible to convince people in Austria to get vaccinated voluntarily," said Mr Schallenberg when he announced his "very difficult" decision.

Time to consider mandatory jabs in Europe, WHO official says
The World Health Organization's (WHO) executive director for Europe has urged nations on the Covid-stricken continent to ponder compulsory vaccination.
Robb Butler told Sky News on Wednesday that it was "time to have that conversation from both an individual and a population-based perspective. It's a healthy debate to have." The WHO official said, however, that such "mandates have come at the expense of trust, social inclusion" in the past.
In early November, the WHO warned that Europe was "at the epicenter" of the Covid-19 pandemic, while earlier this week, the global health authority said the continent accounted for 60% of the world's Covid-19 infections and deaths in the last week. The WHO believes the pandemic's death toll in Europe could reach 2 million by March 2022, if the spread of the virus continues unchecked.
However, the former director of the WHO's Maternal, Child and Adolescent Health Department, Anthony Costello, advised governments to tread carefully on making vaccination mandatory for fear of "repelling a lot of people who lack trust in government and vaccines." Instead of mandates and sweeping lockdowns, he advocated for measures like mask-wearing and working from home.
Across Europe, only 57% of people are fully vaccinated against Covid-19, according to statistics provided by the Our World in Data website.
Last Friday, the Austrian chancellor, Alexander Schallenberg, announced vaccination would be mandatory for all residents bar those eligible for a medical exemption starting from February 1, 2022. Those refusing the shot could expect hefty fines, according to media reports. However, there has not yet been a decision on the exact age from which Austrians will be required to get inoculated. Austria is the first country in Europe to impose the sweeping mandates, with most other nations on the continent so far making vaccination mandatory for certain employees only, with healthcare and public workers being first in line.
However, there are a handful of countries further afield which have also mandated Covid-19 inoculation for all their citizens. Indonesia took the step in February, and Micronesia and Turkmenistan followed suit in the summer.

Austria's chancellor has apologized to vaccinated citizens as the country once again descended into lockdown on Monday in an effort to tame a spiralling fourth wave of Covid-19 that threatens to overwhelm the healthcare system.
Chancellor Alexander Schallenberg told public broadcaster ORF that he empathized with the millions of his countrymen and women who had been vaccinated against Covid-19, as the country began a new lockdown.
"I'm sorry to take this drastic step," Schallenberg said, according to the Associated Press. The lockdown, which starts on Monday, will last for at least 10 days and may be extended for a further 10 days if Covid-19 indicators don't improve.
The fresh lockdown measures apply to the entire Austrian population; the government had already imposed a partial lockdown on the unvaccinated in an effort to reduce hospitalization rates as Covid-19 cases soar.
When the 10-day nationwide lockdown ends, unvaccinated citizens will still be barred from certain public places.
Last week, Schallenberg announced that vaccinations would become mandatory from February 1. "We haven't been able to convince enough people to vaccinate. For too long, I and others have assumed that you can convince people to get vaccinated," the chancellor stated.
Some 66% of Austria's 8.9 million people have been fully inoculated against Covid-19, one of the lowest rates in Western Europe.
On Friday, neighboring Germany entered a "nationwide state of emergency" amid soaring case numbers. "Probably by the end of this winter, as is sometimes cynically said, pretty much everyone in Germany will be vaccinated, cured or dead," German Health Minister Jens Spahn said on Monday, reiterating the severity of the situation.

Amid rising COVID-19 cases, Austria announced it would implement a full national lockdown. The country will also require COVID-19 vaccinations for all eligible citizens - the first such measure in Europe.
Chancellor Alexander Schallenberg announced the latest lockdown and compulsory COVID-19 vaccinations on Friday after meeting the governors of Austria's nine provinces.
"We don't want a fifth wave. We don't want a sixth and seventh wave," Schallenberg said at a press conference. "We have not succeeded in convincing enough people to get vaccinated. It hurts that such measures still have to be taken."
"We have not managed to get enough unvaccinated people to get vaccinated. The most recent measures have increased daily vaccinations but not enough. For a long time, it was consensus in the country that a vaccine mandate is not necessary, but we have to face reality," Schallenberg - who was named chancellor last month after the resignation of his predecessor Sebastian Kurz over corruption accusations - said.
"This is a dramatic step," Schallenberg continued. "In the long term, the way out of this vicious circle we are in - and it is a vicious circle, we are stumbling from wave to lockdown, and that can't carry on ad infinitum - is only vaccination."
Starting on Feb. 1, Austria will make vaccinations mandatory - the most stringent measure to attempt to control the coronavirus pandemic through vaccination in Europe and of all Western countries. According to Reuters, the other countries that have vaccine mandates for all eligible adult citizens are Indonesia, Micronesia, and Turkmenistan.
Of Austria's population of 9 million, 65% are fully vaccinated.
The national lockdown goes into effect Monday. The stay-at-home order will initially last for 10 days, but can be extended for a maximum of 20 days if cases don't diminish sufficiently.
"Austrians will be asked to work from home, non-essential shops will close, and schools will remain open for children who require face-to-face learning," the BBC reported.
Austria launched a lockdown for unvaccinated people last week, but expanded the order to everyone after cases spiked.
A record 15,145 cases were reported in Austria on Thursday, according to data from Johns Hopkins University. In the past week, there were a record 88,315 cases. There were 55 reported COVID-19 deaths on Thursday and 302 deaths in the last week. The highest daily death toll during the pandemic in Austria was 218 on Dec. 17, 2020. The deadliest week was Dec. 13-Dec. 19, 2020, with 878 fatalities.
Austria is one of many European countries with surging COVID-19 cases. Germany experienced a record 68,366 coronavirus cases on Wednesday. The Czech Republic had a pandemic-high 22,585 cases on Wednesday. The Netherlands hit a record 23,641 cases on Thursday. Belgium had a record 32,708 cases on Nov. 3. As of yet, the record cases have not equated to record deaths.

Those who refuse to go through a vaccination status check will have to pay about three times as much.

New Covid-19 cases in the country passed the 15,000 mark for the first time on Thursday, far surpassing 2020's daily high of 9,586, set when no vaccines were available. Thousands of protesters rallied against the announcement, which is seen as another effort to take away a person's right to make their own medical decisions. Citizens from all backgrounds united to show their opposition to the Austrian government's strict policies, leading to numerous arrests being made by Austrian authorities.
Chancellor Schallenberg prefaced the announcement of the new quarantine mandate, saying, "We are not taking this step lightly, but unfortunately it is necessary."
In Sunday's statement, Chancellor Schallenberg also stated: "Our task as the federal government is to protect the people of Austria. We are fulfilling this responsibility."
Austria's new quarantine mandate is part of the latest effort to combat surging cases of Covid-19 in Europe. According to the Live Covid-19 Vaccination Tracker, less than 65 percent of Austria's 8.9 million population have been fully vaccinated for Covid-19. This percentage, one of the lowest vaccination percentages in Europe, prompted the Austrian government to respond by mandating a quarantine for non-essential activities for the unvaccinated.
The New York Times reported, "Under new rules announced by the government on Sunday, adults and minors 12 and older who have not been vaccinated or recovered from a coronavirus infection cannot go outside except to buy groceries, seek medical care or travel to school or work."
These restrictions are the first in the world to affect only those who are unvaccinated. The Austrian government also announced that police will be on patrol to ensure that the unvaccinated population is remaining indoors. "For those who keep to all the measures, it's more than unfair if there are people who think they can simply circumvent or even fool health authorities, the health ministry and experts' guidelines," the minister explained.
The idea of a lockdown exclusively targeting the unvaccinated was first floated by the government in September as a response to a nightmare scenario in which 30% of ICU beds would be occupied by Covid-19 patients. That figure currently stands at 20% and is rising. Health officials have grown increasingly alarmed that hospitals will become overcrowded amid what they call "the pandemic of the unvaccinated."
President Alexander Van der Bellen warned on Saturday that the situation in some hospitals and ICUs was "unbearable," and could deteriorate further unless strong action is taken.
Roughly 65% of Austria's nine-million population have been fully vaccinated, one of the lowest rates in Europe, according to Reuters. The Austrian government warned that around 83% of symptomatic cases recorded between January and September of this year involved unvaccinated people.

The country's worst-affected province of Upper Austria plans to introduce a lockdown for the unvaccinated from Monday next week following recommendations from medical experts.
Coronavirus deaths rose by 10% across the continent over the past week, making it the only world region where both Covid-19 cases and deaths are steadily increasing, according to a WHO report.
Austrian regional governor Thomas Stelzer described the situation as "dramatic" and said a lockdown would be introduced "provided there is a legal green light from the federal government or the federal government creates the legal basis", the Austria Press Agency reports.
Those who are not vaccinated will have restrictions placed on their daily movements, including bans from restaurants, hotels, hairdressing salons and large public events.

VIENNA-Austria said on Friday it is barring those not fully vaccinated against COVID-19 from cafes, restaurants, and hairdressers as infections approach the record set a year ago and the government struggles to convince holdouts to get the shot.
Roughly 64 percent of Austria's population is fully vaccinated against COVID-19, in line with the European Union average but one of the lowest rates in western Europe. Many Austrians are sceptical about vaccines.
New daily infections have been surging and on Friday reached 9,388, close to the record of 9,586 set a year ago. The government said it expects a new record in the coming days.
"The evolution is exceptional and the occupancies of intensive-care beds are increasing significantly faster than we had expected," conservative Chancellor Alexander Schallenberg told a news conference on the new measures that start on Monday.
These include barring the unvaccinated from hotels, events of more than 25 people and, importantly for a country that is a winter sports hotspot, ski lifts.
There will be a four-week transition period in which a first vaccination plus a PCR test will grant admission to places where the unvaccinated will be banned. After that, only the fully vaccinated and those who have recently recovered from a coronavirus infection will be let in.
Friday's announcement comes a day after a similar move by the city of Vienna, which has the lowest infection rate among Austria's nine provinces but the highest proportion of intensive-care bed occupied by COVID-19 patients at 20%.
While those dining out will have to show they have been vaccinated, the waiters serving them will not.
"One is a leisure activity undertaken voluntarily. No one forces me to go to the cinema or the restaurant. The other is my place of work," Schallenberg said.

Austria to bar unvaccinated from restaurants as cases rise
Unvaccinated people in Austria who also haven't had COVID-19 will no longer be allowed to enter restaurants, hotels and hair salons or attend public events larger than 25 people under new rules that take effect Monday, the government said.
Austrian Chancellor Alexander Schallenberg outlined the rules Friday night after a meeting with state-level leaders to discuss the country's response to rapidly rising coronavirus cases.
"It is simply our responsibility to protect the people in our country," Schallenberg told reporters, noting the case numbers and increasingly full hospital intensive care units.
Previously, people could enter restaurants, hotels and other areas if they were vaccinated, had recovered from the virus or could show results from a negative test.
The government is planning a transition period for the first four weeks to encourage the unvaccinated to get shots. During that time, anyone who has received one vaccine dose and has results from a valid PCR test will be allow to attend events and enter the listed types of locations.
After four weeks, only people who are fully vaccinated or who have recovered from COVID-19 will be allowed entry.
The capital city of Vienna announced similar restrictions earlier this week.
Austria reported a pandemic high of 9,923 new confirmed coronavirus cases Saturday, surpassing its previous record of 9,586 last year. In the last seven days, the infection rate rose from 317.4 cases per 100,000 inhabitants to 522.4 cases per 100,000.
If the situation continues to worsen, further restrictions on unvaccinated people could be on the horizon. Schallenberg said last month that if ICU's fill to one-third of the total capacity, the government would implement lockdown restrictions for residents who remain unvaccinated.
Currently, 66.7% percent of Austria's population has received one dose of vaccine and 64.5% is fully vaccinated, one of the lowest rates in Western Europe. The Austrian government announced this week that all adults are eligible for booster shots, if six months have elapsed since their last dose.
Schallenberg called again on unvaccinated Austrians to get the vaccine, calling it a "moral responsibility."

If the number of CCP (Chinese Communist Party) virus cases in ICUs reaches 500, people who did not get a vaccine or have acquired immunity through prior infection would not be allowed to enter businesses like restaurants and hotels, Schallenberg announced.
The announcement came after Schallenberg met with local leaders to address a rapid rise in CCP virus cases. The CCP virus is the pathogen that causes COVID-19.
Austria boasts one of the highest vaccination rates in the world. More than 62 percent of its population are fully vaccinated against COVID-19, a higher proportion than in the United States.
There were 228 infections per 100,000 people in Austria reported during the last 7 days, compared to 152 cases per 100,000 people the week prior. The number of daily new COVID-19 cases has been climbing steadily in Austria since early July.
Austria's threat of a blanket lockdown appears to be one of the most stringent mitigation measures targeting the unvaccinated population that has been attempted. Russia will lock down people over the age of 60 for four months beginning Oct. 25. Some states in Australia have allowed only vaccinated people to return to work.
The protection COVID-19 vaccines provide against spreading the Delta variant to others is relatively small and dwindles rapidly over the course of three months, according to a first-of-its-kind pre-print study by scientists in the United Kingdom published earlier this month. Twelve weeks after vaccination, vaccinated people were as likely to transmit the Delta variant as the unvaccinated, the study found.

Kurz and his close associates are accused of trying to secure his rise to the leadership of his party and the country with the help of manipulated polls and friendly reports in the media, financed with public money. Kurz, who became the People's party leader and then chancellor in 2017, has denied wrongdoing and until Saturday made clear he planned to stay on.
The Greens said the probe created a "disastrous" impression. In a separate case, anti-corruption authorities put Kurz under investigation in May on suspicion of making false statements to a parliamentary commission, an allegation he also rejected.
Opposition leaders had called for Kurz to go and planned to bring a no-confidence motion against him Tuesday in parliament.
In Saturday's statement, Kurz insisted again that the accusations against him "are false and I will be able to clear this up - I am deeply convinced of that".
He said he will keep his party's leadership as well as becoming its parliamentary group leader.
Kurz's first coalition with the far-right Freedom party collapsed in 2019. The chancellor pulled the plug after a video surfaced showing the Freedom party's leader at the time, Heinz-Christian Strache, appearing to offer favours to a purported Russian investor.

Turkey Rejects EU Sanctions As "Not Serious" - Will Send 4th Drilling Ship Near Cyprus
Perhaps to be expected, Turkey's response to yesterday's EU announcement of impending economic and political sanctions to be brought against Ankara has been to swiftly and immediately double down on drilling, while dismissing the crisis as "not serious". Turkey has now sent its fourth oil and gas exploration ship to the eastern Mediterranean after European leaders condemned its drilling in EU-member Cyprus' territorial waters. Turkish Foreign Minister Mevlut Cavusoglu responded:
"Calling the EU's decision sanctions means taking it seriously. You shouldn't do that, the decision was made to satisfly Greek Cypriots. These things don't have any effect on us."
Turkey's Anadolu Agency reports, "Turkey will send its fourth ship to the Eastern Mediterranean region to continue its exploration and drilling, the country's energy and natural resources minister said on Tuesday. It will join the Fatih and recently deployed Yavuz, and the seismic vessel the Barbaros Hayrettin Pasa which has conducted exploration in the Mediterranean since April 2017.
"The MTA Oruc Reis seismic research ship, which has been conducting seismic surveys in the Black Sea and Marmara since August 2017, will be sent to conduct seismic surveys in the Mediterranean Sea," Energy minister Fatih Donmez announced.
This was accompanied by FM Cavusoglu warning the EU that Turkey plans to increase its drilling and exploration activities in the East Mediterranean while "protecting the rights" of Turkish Cypriots. Ankara's position is that it has the same rights as the Greek Cypriot government to drill in the region, which Turkey interprets as including waters that expand 200 miles from EU member Cyrprus' coast, brazenly asserting ownership over a swathe of the Mediterranean that even cuts into Greece's exclusive economic zone.
On Monday, following a meeting of EU foreign ministers in Brussels, the European Union announced that it will bring sanctions against Turkey for violating Cyprus' waters, which has also involved Turkey sending drones, F-16 fighters, and warships to escort the few drilling ships it's already deployed off Cyprus.
Austrian Federal Minister for Europe, Integration and Foreign Affairs Alexander Schallenberg also announced Monday the extent of the planned sanctions:
"Today, we will adopt a number of measures against Turkey - less money, fewer loans through the European Investment Bank, freeze of aviation agreement talks. Naturally, other sanctions are possible."
"We are fully behind Cyprus," the EU official added while addressing the crisis.

Fury Over Lockdowns
Global markets are reeling in the wake of more lockdowns and threats of them.
The Economist (paywall) notes surge of deadly covid cases in Europe is met by popular fury over lockdowns.
The sight of 40,000 unvaccinated Austrians marching through their capital, Vienna, in recent days was troubling twice over. The tightly packed opponents of lockdown measures were at risk of spreading the coronavirus. They also threatened to stir up an already tense political situation. Karl Nehammer, Austria's interior minister, warned that anti-vaxxers in the Alpine republic are growing more radicalised. He called the demonstration's mood "incensed" and "aggressive". Some protesters were extremely provocative, carrying placards likening Alexander Schallenberg, Austria's new chancellor, to Josef Mengele, the sadistic physician at the Nazi concentration camp in Auschwitz.
The protesters were marching against Austria's increasingly tough measures against anti-vaxxers. On November 22nd the government imposed a full lockdown once again, to last for at least ten days. That compels Austria's 9m people to hunker down at home, leaving only for work, essential shopping and exercise. Austria is also the first Western democracy to make covid-19 vaccinations mandatory for all, starting on February 1st 2022. "For a long time-maybe too long-I and others assumed that it must be possible to convince people in Austria to get vaccinated voluntarily," said Mr Schallenberg when he announced his "very difficult" decision.

But it wasn't enough. Coronavirus cases spiked the week after. Officials worried about pressure on the local hospital. And soon the town found itself under semi-lockdown once more.
As Americans catch up with family and friends this holiday week, with some trepidation about enduring risk, Europe is facing another wave of the virus - and a gloomy and frustrating second pandemic winter.
New Heavily Mutated Covid Variant
CNBC reports Belgium Confirms Case of New, Heavily Mutated Covid Variant.
The emerging variant arrives in Europe amid an already devastating Covid surge linked to the delta strain. Europe saw more than 2.4 million new Covid cases over the week ended Nov. 21, an increase of 11% from the previous seven days, according to the WHO's most recent epidemiological update.
Europe represented 67% of all Covid cases reported globally during that span, the WHO measured.
Belgium tightened restrictions this week to stop the spread of the virus, requiring people to work from home four days a week through the middle of December. Austria started its fourth lockdown of the pandemic on Monday, with a nationwide vaccine mandate scheduled to take effect on Feb. 1. Chancellor Alexander Schallenberg has said that the lockdown will last for at most 20 days.
New Lockdowns and Restrictions
Slovakia declared a two-week lockdown on Wednesday. People can leave home for a limited number of reasons, including buying groceries, going to work and to school, and getting vaccinated. And starting next week, all workers will have to show they've been vaccinated, recovered from the coronavirus or had a recent negative test.
Austria, imposed a lockdown that will last at least 10 days and up to 20.
The Netherlands ordered bars and restaurants to close at 8 p.m.
Belgium has mandated that all but essential employees work from home four days a week. Belgium also reinstituted an indoor mask mandate this month.
Merkel pushed for a German lockdown as its death toll passed 100,000.
The U.K. halted flights from six countries in the region, and European Union member states have collectively agree to pause travel to and from southern Africa.

The country's worst-affected province of Upper Austria plans to introduce a lockdown for the unvaccinated from Monday next week following recommendations from medical experts.
Coronavirus deaths rose by 10% across the continent over the past week, making it the only world region where both Covid-19 cases and deaths are steadily increasing, according to a WHO report.
Austrian regional governor Thomas Stelzer described the situation as "dramatic" and said a lockdown would be introduced "provided there is a legal green light from the federal government or the federal government creates the legal basis", the Austria Press Agency reports.
Those who are not vaccinated will have restrictions placed on their daily movements, including bans from restaurants, hotels, hairdressing salons and large public events.
The region will be the first to move into level five of Austria's five-stage incremental government plan agreed in September that stipulates once 30% of intensive-care beds are occupied by Covid-19 patients, people not vaccinated against the coronavirus will be placed under lockdown. The current level is 20% and rising fast.
"According to the incremental plan we actually have just days until we have to introduce the lockdown for unvaccinated people," chancellor Alexander Schallenberg told a news conference on Thursday, adding that Austria's vaccination rate was "shamefully low".
Around 65% of Austria's population is fully vaccinated against the coronavirus, national statistics show. Upper Austria records just under 60% of the total population vaccinated.
The Gateway Pundit reported, that the Austrian government plans to impose restrictions on unvaccinated people that would allow them to only leave their homes for specific reasons.

Austria to Impose 1 year Prison Sentences on The Unvaccinated
According to reports, unvaccinated citizens in Austria could face prison time for failing to comply with the Covid-19 vaccine mandate currently in place.
Susanne F?rst of the Austrian Freedom Party (FP?), which voted against the amendment to an administrative law, warned that a year's imprisonment could be introduced to punish the unvaccinated.
The amendment raises fines for failing to comply with the mandate from ?726 (?617/$818) to ?2,000 (?1,701/$2,255), whilst also increasing prison time for those who refuse to pay from four weeks up to a year.
Not only would Austrians who fail to comply with the vaccine mandate in February face fines of up to ?7,200 (?6133), those who fail to pay would face a 12-month prison sentence.
The amendment also requires people who are jailed to pay for their own imprisonment.
The amendment states: "If detention is carried out by the courts, the associated costs shall be recovered by the courts from the obligated party in accordance with the provisions existing for the recovery of the costs of enforcing judicial penalties."
Despite critics such as F?rst protesting that the amendment could be used to impose harsh punishments to further punish the unvaccinated, the measures were approved anyway.
Just as this was announced, then Chancellor Alexander Schallenberg stated that he would hit the unvaccinated with "penalties" for refusing to get vaccinated, while adding that they should "suffer."

"In reality we have told one third of the population: you will not leave your apartment anymore apart from for certain reasons. That is a massive reduction in contacts between the vaccinated and the unvaccinated," Schallenberg said.
In Germany, the federal government and leaders of Germany's 16 states are due to meet next week to discuss tightening measures. Germany has already classified Austria as a high-risk area, meaning people arriving from there have to go into quarantine, a blow to Austria's winter tourism industry.
Targeted measures have recently been introduced in Australia, where 83% of people aged 16 and above have been fully inoculated. Some states have mandated vaccinations for some occupations and barred the unvaccinated from activities such as dining out, leading to demonstrations.
Singapore, where 85% of the population has been fully vaccinated, has said those who remained unvaccinated by choice would have to foot their medical bills from next month.
Austria's lockdown, which does not apply to the under-12s or people who have recently recovered from COVID-19, will initially last 10 days, Health Minister Wolfgang Mueckstein said.
Many officials, including within Schallenberg's conservative party and the police, have expressed doubts this lockdown can be properly enforced as it applies to only part of the population. Interior Minister Karl Nehammer said there will be thorough police checks.

VIENNA-Austria said on Friday it is barring those not fully vaccinated against COVID-19 from cafes, restaurants, and hairdressers as infections approach the record set a year ago and the government struggles to convince holdouts to get the shot.
Roughly 64 percent of Austria's population is fully vaccinated against COVID-19, in line with the European Union average but one of the lowest rates in western Europe. Many Austrians are sceptical about vaccines.
New daily infections have been surging and on Friday reached 9,388, close to the record of 9,586 set a year ago. The government said it expects a new record in the coming days.
"The evolution is exceptional and the occupancies of intensive-care beds are increasing significantly faster than we had expected," conservative Chancellor Alexander Schallenberg told a news conference on the new measures that start on Monday.
These include barring the unvaccinated from hotels, events of more than 25 people and, importantly for a country that is a winter sports hotspot, ski lifts.
There will be a four-week transition period in which a first vaccination plus a PCR test will grant admission to places where the unvaccinated will be banned. After that, only the fully vaccinated and those who have recently recovered from a coronavirus infection will be let in.
Friday's announcement comes a day after a similar move by the city of Vienna, which has the lowest infection rate among Austria's nine provinces but the highest proportion of intensive-care bed occupied by COVID-19 patients at 20%.
While those dining out will have to show they have been vaccinated, the waiters serving them will not.
"One is a leisure activity undertaken voluntarily. No one forces me to go to the cinema or the restaurant. The other is my place of work," Schallenberg said.
