For a small firm like Rosemont Seneca with no track record, it was an impressive level of access to China's largest financial players. And it was just two weeks after Joe Biden had opened up the US-China strategic dialogue with Chinese officials in Washington.

On one of the first days of December 2013, Hunter Biden was jetting across the Pacific Ocean aboard Air Force Two with his father and daughter Finnegan. The vice president was heading to Asia on an extended official trip. Tensions in the region were on the rise.

The American delegation was visiting Japan, China, and South Korea. But it was the visit to China that had the most potential to generate conflict and controversy. The Obama administration had instituted the "Asia Pivot" in its international strategy, shifting attention away from Europe and toward Asia, where China was flexing its muscles.

For Hunter Biden, the trip coincided with a major deal that Rosemont Seneca was striking with the state-owned Bank of China. From his perspective, the timing couldn't have been better.

Vice President Biden, Hunter Biden and Finnegan arrived to a red carpet and a delegation of Chinese officials. Greeted by Chinese children carrying flowers, the delegation was then whisked to a meeting with Vice President Li Yuanchao and talks with President Xi Jinping.

Hunter and Finnegan Biden joined the vice president for tea with US Ambassador Gary Locke at the Liu Xian Guan Teahouse in the Dongcheng District in Beijing. Where Hunter Biden spent the rest of his time on the trip remains largely a mystery. There are actually more reports of his daughter Finnegan's activities than his.

What was not reported was the deal that Hunter was securing. Rosemont Seneca Partners had been negotiating an exclusive deal with Chinese officials, which they signed approximately 10 days after Hunter visited China with his father. The most powerful financial institution in China, the government's Bank of China, was setting up a joint venture with Rosemont Seneca.

Yang refused to give the reason for the demolition or other details. However, photographs of the adult-only park had circulated widely on the Internet over the weekend, prompting widespread mockery and condemnation.

Exhibits had included giant-sized reproductions of male and female anatomy, dissertations on how the topic of sex is treated in various cultures and what the official China Daily newspaper called "sex technique workshops."

The park's main investor, Lu Xiaoqing, had earlier claimed that the attractions sought only to boost sexual awareness and improve people's sex-lives.

Press censorship in China makes it possible for toxic food and public health crises to spread globally. Suppression of dissent removes internal checks against environmental damage that has global impact. Abuses of low-wage labor implicate international firms operating inside China and compromise goods that come into the US. The government's control of mass media and the internet allow it to stoke nationalist anger against the United States in moments of crisis. The export from China of internet-censoring technologies and its provision of unconditional aid to repressive regimes increases the US's burdens in fighting censorship and human rights crises worldwide.

As much as the Chinese government appears to resist outside pressure to improve its record, experience suggests that it does respond to such pressure. American interventions on behalf of jailed government critic Hu Jia contributed to his being moved to a prison closer to his family; sustained international pressure on the Chinese government to permanently relax rules on foreign journalists in China resulted in success. Ordinary people in China will also appreciate hearing the United States raise human rights issues in ways that echo their own day to day concerns about rule of law and government accountability. And we urge that you be mindful of the converse: that the Chinese government and people take careful note when the US is silent.

While the Chinese government has taken some steps to promote human rights, such as enshrining the concept in the Constitution, the gap between its rhetorical commitments and the reality on the ground remains vast. We urge that you raise on this visit the following issues:

Tibet and Xinjiang. Tibetans and Uighurs continue to suffer indiscriminate crackdowns on their rights, typically on the grounds that their peaceful calls for genuine autonomy are in fact a cover for "separatist activity." You should press Beijing to end the criminalization of peaceful advocacy in and to engage in constructive dialogue over the future of both regions.
Torture. As documented most recently by the United Nations Committee Against Torture's review of China, police torture remains a serious problem, yet evidence obtained through torture is routinely admitted in Chinese courts. You should urge Beijing to alter this policy, and put in place mechanisms whereby alleged incidents of torture are consistently and impartially investigated and evidence procured through torture excluded.
Censorship of the domestic press. The Chinese government continues to strictly control Chinese journalists; at least 26 remain in prison due to their work, many on ambiguous charges including "revealing state secrets" and "inciting subversion." No, I did not assume a requirement for an implant in order to gain mind control, I assume a desire for reliability on the part of those engaging in mind control; in terms of time frame given the timetable of what the controllers might want to accomplish.

Rather than approach one of the select investment banking firms the comptroller's has relationships with, the city held an open invitation for firms to conduct the bond underwriting where firms were given cash flows and charged with developing a solution that provided the city with the best structure and greatest savings. "It was the ultimate level playing field,� says James Reynolds, Jr., CEO of Loop Capital (No. 1 on the BE Investment Banks list with $2.248 billion in lead issues). "We heard back very quickly, certainly within a couple of weeks that we were chosen to have the best structure for the city and they wanted to retain us to provide structuring on the bond deal.�

According to New York City Comptroller John C. Liu, Loop Capital Markets earned the underwriting deal on the strength of its proposal. "I am especially pleased that the highest-evaluated proposal was submitted by a minority-owned firm, which was named co-book-running senior manager for the sale. That would not have happened under the usual rotation of local managers,� said Liu in a statement.
