Arizona, Texas prepare to send Guard to US-Mexico border

AUSTIN, Texas (AP) - Arizona and Texas announced Friday that they were preparing to deploy National Guard members to the U.S.-Mexico border in response to President Donald Trump's call for more border security.

Arizona Gov. Doug Ducey said about 150 Guard members would deploy next week. And the Texas Military Department, the umbrella agency over the Texas National Guard branches, said on its Twitter account that it would hold a Friday night news conference on its preparations, though further details were not immediately available.

Trump told reporters Thursday that he wants to send between 2,000 and 4,000 National Guard members to the border to help fight illegal immigration and drug trafficking.

New Mexico Gov. Susana Martinez's office said Friday that it had not yet deployed any Guard members. The office of California Gov. Jerry Brown did not respond to questions about whether it would deploy troops.

That would be lower than the roughly 6,000 National Guard members that former President George W. Bush sent in 2006 during another border security operation, though more than the 1,200 Guard members President Barack Obama sent in 2010.

A spokesman for Ducey said Friday that the deployment would be funded under a federal law called Title 32. Under that law, the National Guard remains under the command and control of each state's governor, but receives federal pay and benefits. The deployments under Bush and Obama also occurred under Title 32.

Trump signed a proclamation Wednesday blaming "the lawlessness that continues at our southern border." Earlier, he said he wanted to use the military to secure the southern border until his proposed border wall was built. Congress has largely refused to fund Trump's full request for the wall.

After plunging at the start of his presidency, the numbers of migrants apprehended at the southwest border have started to rise in line with historical trends. The Border Patrol said it caught around 50,000 people in March, more than three times the number in March 2017. That's erased a decline for which Trump repeatedly took credit. Border apprehensions still remain well below the numbers when Bush and Obama deployed the Guard to the border.

News reports of a caravan of Central American migrants passing through southern Mexico also sparked angry tweets from the president. The caravan of largely Central American migrants never intended to reach the U.S. border, according to organizer Irineo Mujica. But Trump has repeatedly cited it as an example of what he called America's weak immigration laws.

Department of Homeland Security officials have said Guard members could support Border Patrol agents and other law enforcement agencies. DHS Secretary Kirstjen Nielsen said this week that guard members could "help look at the technology, the surveillance," and that the department might ask for fleet mechanics. Federal law restricts the military from carrying out law enforcement duties.

From 2006 to 2008, the Guard fixed vehicles, maintained roads, repaired fences and performed ground surveillance. Its second mission in 2010 and 2011 involved more aerial surveillance and intelligence work.

Former Texas Gov. Rick Perry, now Trump's energy secretary, also sent about 1,000 Guard members to the border in 2014 in response to a surge in the number of unaccompanied immigrant children crossing the Rio Grande, the river that separates the U.S. and Mexico in the state.

About 100 Guardsmen remain deployed as part of that existing state mission.

Why have two March for Our Lives Fund, one dark and one light? And why is one being routed through the godfather of the gun control lobby?

The March for Our Lives permit application was filed by Deena Katz, a co-executive

So far we have Los Angeles, New York and Delaware, but not Florida.

Donations are being directed to, "March For Our Lives Fund, 16130 Ventura Blvd Ste 320, Encino, CA 91435." That matches the listed office address on the application for the Wishnow Ross Warsavsky & Company. The tax firm appears to have no website.

The six directors lean toward Los Angeles.

There's Aileen Adams, the head of Do Good LA, who had served as the Deputy Mayor for the Office of Strategic Partnerships for Los Angeles. Adams was also UCLA's Vice Provost for Strategic Alliances.

Nor is she the only UCLA person on the list.

There's also George Kieffer, chair of UCLA's Board of Regents, who was named one of the most influential lawyers in California. He also held a variety of other political positions and headed the California State Protocol Foundation which funds expenses for Governor Jerry Brown.

Then there's Nina Vinik who serves as the Program Director for the Gun Violence Prevention Program at the Joyce Foundation. The Joyce Foundation has been notable for its gun control efforts and it's not surprising to find it here. The Joyce Foundation also set up the anti-gun Fund for a Safer Future.

One story claims that, "Several members of the Fund for a Safer Future are organizing internally to explore new ways of engagement in the wake of Parkland." Another states that the Joyce Foundation, "funds research to help grantees understand how different audiences think about the issue. It's up to grantees to come up with tactics." After Parkland, Nina wrote a militant editorial using some very familiar talking points, like, "Maybe it's time to ask the Supreme Court about the rights of the Parkland parents to see their kids grow up." The Joyce Foundation and Nina are based out of Chicago.

Over in Washington D.C., there's Vernetta Walker of BoardSource acting as the fund's Secretary and Jeri Rhodes of the Friends Committee on National Legislation acting as its Treasurer.

And then out of Madison, Wisconsin, comes Melissa Scholz.

Florida is notably absent from the roll call. Instead the organization, one of a number of seeming incarnations of the March for Our Lives brand, draws on established activist talent from the usual places, Chicago, Los Angeles and Washington D.C. There's nothing particularly local about it.

There are statistics which can prove the effect that illegal immigrants have on our voting system. The Trump Justice Department filed a lawsuit Tuesday night against California, saying three recently-passed state laws were deliberately interfering with federal immigration policies.

It marked the latest legal and political confrontation with the nation's most populous state, which the federal government says has repeatedly stood in the way of its plans to step up enforcement actions in the workplace and against criminal aliens.

"The Department of Justice and the Trump Administration are going to fight these unjust, unfair, and unconstitutional policies," Attorney General Jeff Sessions was expected to tell California law enforcement officers on Wednesday. "We are fighting to make your jobs safer and to help you reduce crime in America."

The state's Democratic governor, Jerry Brown, fired back: "At a time of unprecedented political turmoil, Jeff Sessions has come to California to further divide and polarize America. Jeff, these political stunts may be the norm in Washington, but they don't work here. SAD!!!"
Sessions and Rosenstein were spotted dining together hours after the president's criticism. Republicans say a special counsel is warranted because of the high legal standard for obtaining a surveillance warrant.

Federal officials are seeking an injunction to immediately block enforcement of the three California laws, each enacted within the past year.

One of those laws offers additional worker protections against federal immigration enforcement actions. Senior Justice Department officials have said it's prevented companies from voluntarily cooperating with Immigration and Customs Enforcement (ICE) officials.

Employers are mandated under the law to demand ICE agents present a warrant or subpoena before entering certain areas of the premises, or when accessing some employee records.

Some companies have complained they've felt torn between trying to comply with seemingly contradictory state and federal statutes, since penalties for non-compliance can be steep from both entities.

Another state law dubbed known by critics as the "sanctuary state" bill protects immigrants without legal residency by limiting state and municipal cooperation with the feds, including what information can be shared about illegal-immigrant inmates.

A third law gives state officials the power to monitor and inspect immigrant detention facilities either run directly by, or contracted through, the U.S. Department of Homeland Security.

The Justice Department has said it's confident the Constitution's Supremacy Clause gives it broad authority to supersede state laws that it says interfere with its immigration enforcement obligations.
President Trump threatens to pull ICE agents out of California over the state's sanctuary state police; retired Marine Corps sergeant Tommy Kilbride reacts.

Still, state officials in the past have cited the 10th Amendment's guarantee of states not being compelled to enforce federal laws.

An estimated 2.5 million immigrants are believed to be in California illegally. In the most recent figures, ICE has reported about 16 percent of its enforcement apprehensions take place in that state.

The latest legal action by the Trump administration is part of an aggressive push to enforce existing immigration laws, with Sessions in previous remarks citing a porous U.S. border with Mexico, and the threat of criminal activity by immigrant gangs.

Federal officials repeatedly cite the case of Kate Steinle, shot to death by an illegal alien and seven-time felon in San Francisco, one of 35 communities in the state declaring itself a "sanctuary city."

The Justice Department in January threatened California and other states with subpoenas and a loss of grant money for repeatedly failing to respond to requests for immigration compliance under a federal law known as Section 1373.

Federal officials would not say whether other states were at risk of similar lawsuits over their alleged non-compliance with immigration laws.

A coordinated ICE enforcement action last month on businesses in the Los Angeles area netted 212 people arrested for violating federal immigration laws, 88 percent of whom were convicted criminals, officials said.

I am in California and I cannot begin to tell you how weird it is getting in the Bay Area, really weird. Silicon Valley is a crazy place.

We have non-stop bike lane and SMART train construction going on. The bike wars are just awful.
They do want to reduce the population. Every bike lane and SMART train, despite the official line being to encourage walking and cycling, is completely oblivious to pedestrian safety. They built a SMART train where the tracks go over a sidewalk with NO warning to the pedestrians on the sidewalk that a 79 miles per hour train was about to hit them.
The cyclists do anything they want. Anything. They are making life impossible for people who walk and take public transportation. The cyclists do not see pedestrians as human, but as hazardous obstacles. Their treatment of pedestrians is brutal and highly illegal, but they get away with anything.
It is getting really, really crazy. Plus, all these transplant tech people hate the natives. They have no idea what kind of a culture they moved to. Their heads are still in New York.
