Our focus last month was on the emerging crisis with Iran. The crisis has now emerged but is not yet as virulent as it might become. Everyone is maintaining a hopeful stance – even Israel has decided to stay quiet for once. If Iran has two sites for enrichment, could it have four? How many sites exist for other components? How well engineered are the sites? What sort of munition would be needed to destroy the facility? Iran has systematically raised the uncertainty in order to deter attack. To understand why the United States has held back under former U.S. President George W. Bush and current U.S. President Barack Obama, it is important to understand that the strike is very complex. That actually is a strong argument for containing the crisis. It is also why the Iranians are so confident. From their point of view, a successful airstrike is unlikely, and an attack would rally the country around Iranian President Mahmoud Ahmadinejad. Now, the Iranians canâ?™t know how good U.S. intelligence actually is or how confident Obama is in that intelligence. In the end, the Iranians are betting on their own skills at deception and engineering, but there remains a lingering doubt. Therefore, we are in a crisis in which the pivotal question is the quality of U.S. intelligence, and both sides are placing uncertain bets on that. Neither side is eager to flip over the card and find out, although the Iranians either bluff better or feel more confident than the Americans. New report stirring Iran hawks on Capitol Hill, Trump administration

A new bombshell report based on a secret trove of seized Iranian nuclear documents shows the Islamic Republic had concrete plans to manufacture and build at least five nuclear weapons and that it was much further along in this scheme than previously known by the international community.

Iran's contested nuclear weapons program was much further along than the international community thought, according to a report based on scores of secret Iranian plans seized by Israel and publicly disclosed for the first time earlier this year.

Information obtained in this raid on Iran's secretive nuclear files has revealed that Tehran was well along the path to building several nuclear weapons by around 2003, including the complex infrastructure needed to produce such weapons, according to a new report from the Institute for Science and International Society, a nuclear watchdog group that has exposed in the past the extent of Iran's nuclear works.

The report is being viewed as a bombshell revelation on Capitol Hill and is seen as validating critics of the Obama administration who alleged the former White House has underestimated the extent of Iran's nuclear weapons progress.

"Iran intended to build five nuclear warheads, each with an explosive yield of 10 kilotons and able to be delivered by ballistic missile," the group disclosed in a new report that shows Iran has retained much of its nuclear infrastructure and could continue using it to clandestinely conduct weapons work in violation of the landmark nuclear accord.

"Iran's initial plans show that it had achieved much more than feasibility and scientific studies relating to nuclear weapons, as the IAEA assessed in late 2015, as the Iran nuclear deal was being implemented," according to the group, which based its report on access it was granted to the seized Iranian nuclear documents, which show the regime allocated millions of dollars to the purchase of nuclear materials, including uranium, the key component in a bomb.

"Iran had put in place by the end of 2003 the infrastructure for a comprehensive nuclear weapons program," according to the report. "The evidence supports that Iran was preparing to conduct an underground test of a nuclear weapon, if necessary. The end goal was to have tested, deliverable nuclear weapons, and Iran made more progress toward that goal than known before the seizure of the archives."

secret Iranian archive seized by Israeli agents earlier this year indicates that Tehran's nuclear program was more advanced than Western intelligence agencies and the International Atomic Energy Agency had thought, according to a prominent nuclear expert who examined the documents.

That conclusion in turn suggests that if Iran pulls out of the 2015 multilateral nuclear deal that U.S. President Donald Trump has already abandoned, it has the know-how to build a bomb fairly swiftly, perhaps in a matter of months, said David Albright, a physicist who runs the nonprofit Institute for Science and International Security in Washington, D.C.

Iran would still need to produce weapons-grade uranium. If it restarts its centrifuges, it could have enough in about seven to 12 months, added Albright, who is preparing reports on the archive.

Before the 2015 multilateral nuclear deal mainly negotiated by U.S. Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif, that would have taken only two months, but under the accord Iran was required to ship about 97 percent of its nuclear fuel out of the country and dismantle most its centrifuges.

Experts say the revelation that Iran had more advanced capabilities to make nuclear weapons themselves-as opposed to its ability to produce weapons-grade fuel, the main focus of the nuclear pact-is a surprising and troubling finding in the new intelligence.

"The archive is littered with new stuff about the Iranian nuclear weapons program," Albright told Foreign Policy. "It's unbelievable how much is in there." One of his key conclusions from studying the documents was that the Iranians "were further along than Western intelligence agencies realized."

The archive, which is well over 100,000 pages long, covers the period from 1999 to 2003, a decade before negotiations on a nuclear deal began. But the trove of documents demonstrates that Washington and the IAEA were constantly underestimating how close Tehran was to a bomb.

"The U.S. was issuing statements that it would take a year at least, perhaps two years, to build a deliverable weapon. The information in the archive makes it clear they could have done it a lot quicker," said Albright. He added that the French government, which was then saying Iran could achieve a weapon in three months, was much closer in its estimates.

Analysts were still sifting through the archive, said Albright, who is also known for tracking North Korea's nuclear program and for investigating Iraq's weapons of mass destruction programs going back to the 1990s. "I don't think even the Israelis have gone through it all," he said. "Every day when they go through it they see something new."

Mossad agents seized the archive in a daring nighttime raid on a warehouse in Tehran at the end of January. In late April, Israeli Prime Minister Benjamin Netanyahu revealed some of the content in a speech that was panned as a melodramatic attempt to prod Trump into leaving the Joint Comprehensive Plan of Action, the formal name for the Iran nuclear deal. "These files conclusively prove that Iran is brazenly lying when it said it never had a nuclear weapons program," Netanyahu said.

A day ahead of the anti-Iranian sanctions coming back into force, thousands took to the streets of Tehran to condemn the US and Donald Trump. Marking the 1979 US embassy takeover, the rally saw American and Israeli flags burned.

Crowds held anti-American banners, some of which read 'Down with US', in the Iranian capital on Sunday. An effigy of the US President Donald Trump, placed on huge prints of a 100 US dollar banknote, was burned outside the former US embassy, while others were seen burning actual dollars.

Local media reported that similar demonstrations were held across the country.

RT's video agency Ruptly on Sunday asked Tehranis about the impact of sanctions on their lives. Some said they're already used to them, while others chose to downplay the effect.

"Regarding oil sanctions, we had experience of it in previous periods and we could also get through them somehow," a man named Moaref told Ruptly. Another man, Mohammadi, called the US-imposed measures on oil"senseless slogans" that have "no impact on people's lives."

However, one woman named Tahereh said that the sanctions will "definitely affect people's lives." "Even if those sanctions cannot be seen in the market, it certainly affects people's minds and creates problems among people," she added.

November 4 marks 39 years since the 1979 US embassy takeover. Back then student activists stormed the US diplomatic compound, taking 52 embassy staff hostage. The 444-day siege led to the two nations cutting ties, not having restored relations to this day.

Iran celebrates the embassy takeover every year as a blow against Washington, which had supported the autocratic rule of Shah Mohammad Reza Pahlavi, the last shah of Iran. The latter was overthrown during the 1979 Iranian Revolution. The closed US embassy compound, locally known as the "nest of spies," is currently a cultural center.

Tensions reached boiling point in May this year, after Donald Trump walked away from the historic 2015 Iranian nuclear deal. Even key US allies, including France and Germany, failed to talk Trump, the long-time critic of the deal, out of the decision. The US withdrawal from the deal came despite the fact that the International Atomic Energy Agency (IAEA) confirmed Tehran's compliance with the accord on numerous occasions.

In 2009 Goldman acquired its uranium trading arm, called NUFCOR International Ltd, as part of a wider deal to buy the London-based trading desk of Constellation Energy.

NUFCOR International's roots stretch back to 1968, when a group of private South African gold companies established the Nuclear Fuels Corporation of South Africa (NUFCOR SA) to market most of the country's uranium, which was produced as a byproduct of their gold mining.

In the 1970s, the Shah of Iran arranged a deal with NUFCOR to supply his country with low-grade uranium for his planned nuclear energy program.

Professor Hecht found in NUFCOR's archives the exact details of the sale for the first time.

In 1975, NUFCOR signed an agreement to supply Iran with 2,400 metric tonnes of yellowcake, Hecht says. Over the following years, NUFCOR shipped 775 metric tonnes of the fuel to Iran, before the Islamic Revolution in 1979 put the deal on hold.

NUFCOR discussed a second deal with Iran in 1984 to supply 1,485 metric tonnes of yellowcake, but the deal was eventually blocked by the apartheid-era South African government in 1986.

Nine years later - because the South African government wanted to settle the affair - the uranium that had not been delivered to Iran was sold to a New York trading company and a German electricity firm and the money was returned to Tehran.

Iran revealed its purchase of yellowcake to the International Atomic Energy Agency in the 1990s. While the IAEA has said Iran's yellowcake stockpile came from South Africa, it has never publicly revealed the company behind the sale.

"This is the main, or possibly the only, material being used in Iran's enrichment plants," the World Nuclear Association says of the yellowcake delivered from South Africa to Iran.
Olli Heinonen, a former U.N. nuclear inspector who is now a Senior Fellow at Harvard University, said in an email Iran may have obtained additional yellowcake from other, unknown sources. It has also mined a small amount of raw uranium.

IAEA dismisses Israel's call to inspect Iran facility

The International Atomic Energy Agency (IAEA) has declined to "take at face value" a recent Israel's claim that Iran has a secret atomic warehouse.

"The Agency uses all safeguards relevant information available to it but it does not take any information at face value," IAEA Director General Yukiya Amano said in a statement released on Tuesday.

Although Amano did not make an explicit reference to Israeli Prime Minister Benjamin Netanyahu's claim against Iran but it is his first public pronouncement since the premier's speech.

"It should be noted that under the existing verification framework, the Agency sends inspectors to sites and locations only when needed," he added.

During his speech on Thursday at the 73rd annual session of the UN General Assembly in New York, Netanyahu once again took the stage to bring out fresh theatrics against Iran, repeating his threadbare allegation that the country is working to develop nuclear weapons at a "secret" site and urged the IAEA to inspect it.

"In May, we exposed the site of Iran's secret atomic archive. Today, I'm revealing the site of a second facility; Iran's secret atomic warehouse," claimed the Israeli PM, who added, "Iran has not abandoned its goal to develop nuclear weapons."

Prime Minister Netanyahu made new claims about Iran's alleged nuclear program during his speech to the UN General Assembly on Thursday.

The Israeli prime minister claimed Iran's secret warehouse has materials and equipment related to atomic weapons program.

"Today I am disclosing for the first time that Iran has another secret facility in Tehran, a secret atomic warehouse for storing massive amounts of equipment and material for Iran's secret nuclear weapons program," Netanyahu said.

"Just last month, they removed 15 kilograms of radioactive materials," Netanyahu added, claiming that this material has been spread around Tehran, endangering the city's residents. "They took this material and spread it around Tehran."

According to the prime minister, this second site could have contained as much as 300 tons of nuclear-related materials.

"Why did Iran keep a secret atomic archive, and a secret atomic warehouse?" Netanyahu asked. According to the Israeli leader, it's because it has not abandoned its nuclear weapons ambitions.

"What Iran hides, Israel will find," Netanyahu boasted, urging the IAEA to inspect this alleged secret warehouse and other facilities uncovered by Israel. "Once and for all, tell the world the truth about Iran," he urged.

"Israel will do whatever it must do to defend against Iran's aggression," Netanyahu said, noting that Israel would act against Iran in Syria, Lebanon and even Iraq, "wherever" is needed "to defend our state and our people."

Netanyahu accused the Iran nuclear deal's supporters of being naive about Iran's intentions and the implications of sanctions relief, suggesting Iran has used its weapons "to fuel its vast war machine" instead of improving the lives of ordinary Iranians.

The Israeli leader claimed that Europe and others were "appeasing Iran" by helping it to bypass sanctions, and accused them of having "learned nothing from history," including 20th century European history.

"This deal did not push war further away. It brought war ever closer to our borders," Netanyahu said, pointing to alleged Iranian attacks against Israel from Syria and the Gaza Strip, and claiming that Iranian actions in Lebanon included the provision of precision missile technology that Hezbollah might use to strike Israel. The prime minister charged Hezbollah of using Beirut's citizens as "human shields."

"I have a message for Hezbollah today. Israel also what you're doing, Israel knows where you're doing it, and Israel will not let you get away with it," Netanyahu said.

Netanyahu claimed that the nuclear deal's supporters were "dead wrong" about the limited economic impact of restored US sanctions against Tehran. "A year ago, Iran's economy was booming. Now it's collapsing," the prime minister boasted, pointing to the fall of Iran's currency, and the withdrawal of Western companies fearing secondary US sanctions.

Netanyahu encouraged Europe's leaders and others to join new US sanctions "instead of coddling Iran's dictators."

The prime minister said the Iran deal did have one positive consequence for Israel, which was the bringing together of Israel and the Arab world against Tehran. This relationship, this "intimacy and friendship," was something Netanyahu said he had "not seen in my lifetime, and would have been unimaginable a few years ago."

Praising US support for Israel at the US, Netanyahu attacked a "morally bankrupt" UNESCO, and an "unreformed UNRWA," which he said has "absurdly accused" Israel of racism. "Here at the UN, Israel is shamefully accused of Apartheid," the prime minister said, pointing to minority rights for Palestinians. "It's the same old anti-semitism with a brand new face," he said of the claims.

"Once it was the Jewish people that were slandered and held to a different standard. Now it is the Jewish state that has been slandered and held to a different standard," Netanyahu claimed.

Iran FM Warns of Uranium Enrichment Unless EU Props Up National Economy

The Iranian foreign minister once again called on the European Union to act to compensate Iran for its economic losses at the hands of US sanctions.

Iranian Foreign Minister Mohammad Javad Zarif warned that Tehran could move to increase uranium enrichment if the EU does not take action in regard to Washington's unilateral withdrawal from the 2015 Iran nuclear deal.

Known as Joint Comprehensive Plan of Action (JCPOA), the administration of US President Donald Trump in May ditched the treaty signed by the US, China, Iran, Russia and other EU nations and began to re-impose economic sanctions lifted earlier by the Obama administration.

"The Europeans and the other signatories must act in order to compensate for the effects of the US sanctions," Zarif told Der Spiegel on Saturday, once again reiterating Iran's position toward the unilateral action by the White House.

Zarif underscored that Iran does not seek to abandon the deal, but could resort to partial or reduced implementation of the agreement.

Iran's foreign minister rejected the possibility of direct talks with Trump unless Washington returns to the agreement.

Tehran Vice President Ali Akbar Salehi, head of the Atomic Energy Organization of Iran, announced Tuesday that his government had notified the International Atomic Energy Agency (IAEA) of its plans to build a new facility for producing next-generation centrifuges to enrich uranium, the Washington Post reported.

Salehi pointed out that in doing so, Tehran would not be in violation of the JCPOA. According to the text of the agreement, Tehran is not prohibited from producing centrifuge parts, but cannot put them into operation until 2025. Should the nuclear deal crumble, Iran will order centrifuges to be assembled, he said.

At high enough levels of processing, enriched uranium can be used as a component for a nuclear weapon. Tehran, in repeatedly denying that the nation sought to build and stockpile nuclear weapons, has been observed to have scrupulously followed the letter of the 2015 JCPOA agreement.

The move, however, became a pretext for earlier sanctions against the country by the Trump White House.

"Today, there are few researchers, intellectuals and experts in the US that share the same opinions as those in the White House, and some of them even explicitly refer to (American statesmen) as idiots," he said. "This has rarely happened in US history."

"Today, Washington's allies are not standing by it politically, and even its traditional partners are proudly distancing themselves from the US," he added.

Rouhani also stressed that only a few "ill-famed" countries are currently supporting Washington.

"The US is today in its worst situation globally, and even international organizations such as UNESCO, the UN, the International Atomic Energy Agency (IAEA) and the International Criminal Court do not approve of American policies."

Referring to Washington's stepped-up pressure campaign against Iran following its withdrawal from the 2015 nuclear deal, Rouhani said the Islamic Republic is facing an "unsolicited" economic war and dealing with parties that have no respect at all for international law.

The comments came days after US National Security Adviser John Bolton threatened sanctions against the ICC should The Hague-based court proceed with launching an investigation into alleged war crimes committed by US forces in Afghanistan or conduct any probe into Israel or other US allies.

Last year, the US quit UNESCO, accusing the UN cultural agency of "anti-Israeli bias."

Back in May, US President Donald Trump pulled his country out of the 2015 Iran deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), despite objections from the other signatories to the accord.

Trump introduced the first wave of anti-Iran sanctions in August and threatened that the second wave would "ratchet up to yet another level" in November.

Nevertheless, the IAEA has repeatedly confirmed Iran's full compliance with the JCPOA, which has been endorsed by UN Security Council Resolution 2231.

"The United States continues to increase the number of cruise missile carriers in the Middle East in connection to the preparations in Idlib province for yet another provocation with the alleged 'use of chemical weapons,'" said the representative of the Russian entity.

According to the Major General, the American destroyer equipped with 28 Tomahawk missiles that recently entered the waters of the Mediterranean Sea could attack any part of Syria.

"On Aug. 25, the US Navy's Ross destroyer, armed with 28 Tomahawk missiles, entered the Mediterranean Sea. Its range of action allows for attacks on the entire territory of Syria," he said.

The USS Ross was used to hit Syria while based off the coast of Spain. Here's video of that event last April, which FRN covered at the time, before being taken down that same night by US proxy hackers.

In addition, formerly another US destroyer, the 56-unit USS The Sullivans arrived in the Persian Gulf, while a B-1B bomber with 24 cruise missiles was moved to the US military base in Qatar.

Konashenkov detailed that the "preparations are a further confirmation of US intentions to take advantage of the staging organized by combatants of the [Al-Qaeda affiliated] Tahrir al-Sham [formerly the Al-Nusra Front], with the active involvement of the British secret services in Idlib province, with alleged 'use of chemical weapons' by Syrian forces." Here he refers chiefly to the British MI6.

Yesterday, Igor Konashenkov reported that the Russian Center for Reconciliation in Syria has information according to which foreign experts would have arrived at the de-escalation zone at Idlib to stage a "chemical attack".

This comes as the Syrian Army, spearheaded by their elite 4th Mechanized Units, Tiger Forces and Republican Guards, make final preparations to liberate the jihadist-held province. The operation against Idlib is expected to begin at some time in September.

Arak Complex
Near the city of Arak is Iran's heavy water production plant and a heavy water reactor, which remains under construction. Iran originally intended to build a hot cell facility at Arak for the separation of "long-lived radioisotopes," believed to be a euphemism for plutonium, but in 2004 Iran informed the IAEA that it was abandoning that plan. Suspicions remain that Iran will reverse this decision and decide to build a plutonium separation plant after the reactor is operational. It is currently expected to build hot cells to separate shorter-lived radioisotopes, such as cobalt-60 and iridium-192, for civilian applications.
Arak IR-40 Heavy Water Reactor
Iran has stated that it decided to construct a heavy water reactor in the 1980s. In the 1990's Iran received significant design assistance for the reactor from Russian entities. It conducted certain testing activities at the Esfahan nuclear research center in the 1990s. The IR-40 reactor is designed to produce 40 megawatts thermal (MWth) of power and use natural uranium oxide fuel, which is being produced at the Esfahan conversion and fuel fabrication facilities.
The start date of the reactor is difficult to determine. Officially, Iran has said that the reactor will achieve criticality in early 2014. However, this date could be delayed because of problems acquiring necessary items overseas or in building the reactor.
If operating optimally, the IR-40 would produce about 9 kilograms of plutonium annually or enough for about two nuclear weapons each year. Before it could use any of the plutonium in a nuclear weapon, however, Iran would first have to separate the plutonium from the irradiated fuel.
Intermittently, Iran has allowed the IAEA access to the IR-40 reactor at Arak. In recent years, Iran has justified its refusal to grant the Agency full access to the IR-40 reactor by saying that "since the IR-40 was not in a situation to receive nuclear material, no design-inventory-verification was required." Iran has since softened its position and allowed the IAEA to visit the reactor.
Because Iran has completed the external structure of the IR-40 reactor, commercial satellite images can no longer monitor the progress of the reactor. The IAEA continues to monitor construction through design inventory verifications.
Arak Hot Cells
Iran has denied that it intends to build a plant to separate plutonium from IR-40 reactor spent fuel. However, Iran originally declared to the IAEA that there were plans to construct a building at the Arak site with hot cells for the production of long-lived radioisotopes, interpreted to mean plutonium. Iran stated that they were planning to build hot cells for the production of "short lived" isotopes, and that it intended to construct the additional hot cells to produce "long lived" radioisotopes. In May 2004, however, Iran revised its declaration for Arak, and eliminated plans to construct any hot cells for long-lived isotopes.
Arak Heavy Water Production Plant at Khondab
The existence of this facility was first revealed publicly by the Iranian opposition group, National Council of Resistance of Iran (NCRI), in August 2002. ISIS then located the site in commercial satellite imagery after a wide-area search and published its findings in December 2002.1
Iran's heavy water production plant was commissioned in August 2006. By United Nations Security Council resolution 1737 (2006), Iran was ordered to suspend all work on heavy water related projects. However, Iran has not halted this work and maintains that it has no legal obligation to do so.
Iranian officials stated at a March 5-6, 2005 conference in Tehran that the plant was in its first stage of operation. In 2010, imagery of the heavy water production plant analyzed by the IAEA indicated that it was operating by then.
Under traditional safeguards, heavy water production facilities are not subject to IAEA safeguards or inspection. Though Iran granted IAEA inspectors access on August 17, 2011, they were not permitted to obtain samples of Iran's heavy water. The IAEA monitors the status of the facility via satellite imagery.

Between November 1998 and May 2000, Sterling had been assigned to a mission conspiring to deliver flawed nuclear blueprints to the Iranian government codenamed Operation Merlin. Unaware of the design flaws, the Iranian government would waste years devising a nuclear weapon that could not detonate. The CIA planned to use a Russian nuclear engineer codenamed Merlin to transport the nuclear blueprints to the Iranians. In a luxurious hotel room in San Francisco, Sterling and a senior CIA officer gave the blueprints to Merlin, who immediately identified a flaw even though he had not been debriefed. Instead of aborting the mission because the design flaw was too obvious, the senior CIA officer went ahead with the operation. After handing the nuclear blueprints to Merlin, Sterling convinced him to fly to Vienna and deliver the flawed plans to the visiting Iranian representatives of the International Atomic Energy Agency (IAEA). Fearing retaliation from the Iranian government, Merlin unsealed the envelope containing the blueprints and inserted a personal letter warning the Iranians that the blueprints were flawed. Instead of stunting Iran's nuclear plans, the CIA inadvertently gave the Iranian government valuable information that could be extracted after identifying the intentional design flaw.

Iran opens new nuclear facility at Natanz

Iran is set to start producing new centrifuges for enriching uranium at its Natanz facility in a month's time. The move was not in violation of the 2015 nuclear deal European powers have been trying to salvage. Iran's nuclear chief inaugurated a new facility to produce advanced centrifuges on Wednesday, as European powers struggle to save an international deal that has constrained Iran's nuclear enrichment program. "We hope the facility to be completed in a month," Ali Akbar Salehi, the head of Iran's Atomic Energy Organization, said on state television, adding that work on the facility had begun before 2015.

The decision to start up the facility, which is located in Natanz plant in central Iran, did not violate the 2015 nuclear deal - the agreement signed by Iran and six world powers that placed severe constraints on the country's enrichment program in exchange for the suspension of international sanctions. Iran told the International Atomic Energy Agency (IAEA) on Tuesday that it would increase its nuclear enrichment capacity within the limits set out in the deal.

Iranian signal: But it was Iran's latest signal that it would not bow to the United States, which has called for stronger constraints on the country's nuclear program since it withdrew from the deal in May. The move also increased pressure on the deal's three European signatories - the United Kingdom, France, Germany - who have been fighting to keep the deal alive in the wake of the US withdrawal. That task has proved increasingly difficult as European firms pull out of Iran amid concerns they could be targeted by US sanctions. Meanwhile, Iran's ambassador to the IAEA, Reza Najafi, has warned the country could restart unrestricted enrichment if European countries fail to keep the deal intact.

'It is always dangerous to flirt with red lines'
"If in an unfortunate situation the [nuclear deal] fails, then Iran can restart its activities without any limits," Najafi said. "What I can say is right now, the negotiations at the expert level are continuing and we hope that it could reach some conclusion," he added. French Foreign Minister Jean-Yves Le Drian shot back against Iran's threat to enrich beyond the limits of the deal, saying, "it is always dangerous to flirt with the red lines." Najafi also said Iran would not heed IAEA calls to more closely cooperate with nuclear inspectors. "But I should emphasize that it does not mean that right now Iran will restart any activities contrary to the [deal]," Najafi added. "These are only preparatory works."

Iran's Rouhani in Europe in July to seek backing for nuclear deal

Vienna (AFP) - Iranian President Hassan Rouhani will visit Austria and Switzerland next month as part of a campaign by Tehran to secure continued European backing for the 2015 nuclear accord. The future of the landmark deal was thrown into doubt when President Donald Trump announced last month that the United States would withdraw and reimpose sanctions that would hit international businesses operating in Iran.

The other parties to the agreement – Britain, China, France, Germany and Russia – have vowed to stay in the accord but their companies risk huge penalties if they keep doing business in the Islamic republic.

Iran has already warned it is ready to resume uranium enrichment to 20 percent "within days" if the deal falls apart and warned Europe that time was running out. The visits were announced Monday by the presidencies of both European countries.

Rouhani will visit Switzerland on July 2-3 and then head on July 4 to Vienna – home of the UN nuclear watchdog the IAEA which monitors Iran's compliance with the accord. Relations between Tehran and Bern, which represents Iran's interests in the United States, have been deepening in recent years, and Rouhani will be welcomed with full military honours, a statement from the Swiss presidency said.

Vienna played host to marathon talks that began in June 2013 and led to the signing in July 2015 of the deal aimed at preventing Iran from building an atomic bomb.

Iran has notified the International Atomic Energy Agency that it has launched a plan to increase its uranium enrichment capacity, nuclear chief Ali Akbar Salehi said Tuesday.

"If conditions allow, maybe tomorrow night at Natanz, we can announce the opening of the centre for production of new centrifuges" for uranium enrichment, said Salehi, a vice president and head of the Iranian Atomic Energy Organisation, according to conservative news agency Fars.

VIENNA (AP) - The head of the United Nations' nuclear watchdog says the agency could resume work in North Korea "within weeks" to verify any possible agreement between Washington and Pyongyang.

Plans are advancing for a June 12 nuclear weapons summit between U.S. President Donald Trump and North Korean leader Kim Jong Un. International Atomic Energy Agency Director General Yukiya Amano said Monday that the agency would be ready "promptly" to undertake any activities requested of it.

Amano told reporters in Vienna, where the agency is based: "We will be able to resume our verification activities at short notice, within weeks, not months, once (governing) board authorization is given."

He said "it is very clear that if there is anybody, any organization, that can do the verification, it is only us, the IAEA."

The US should honor its international agreements, regardless of who is in the White House, Russian President Vladimir Putin said, taking aim at Donald Trump's recent decision to pull out of the 2015 Iran nuclear deal.

Speaking at the St. Petersburg International Economic Forum (SPIEF) on Friday, Putin said that changing international agreements along with the US presidential cycle will lead to mistrust and a breakdown in international norms.

"Every four years, presidential elections take place in the United States, so if international treaties and documents are being signed every three or four years, they're going to be re-thought. So what will be the time-frame for planning if one follows this particular regime?" Putin asked, observing that allowing such a political cycle to interfere in major international treaties will naturally "lead to an environment wrought with mistrust."

Putin added: "If we want our actions to be predictable, we need to adhere to the common rules. Any unilateral action leads to a dead-end and is always counterproductive."

The Russian President also recounted how he had recently met with the head of the International Atomic Energy Agency (IAEA), who told him that Iran was in full compliance with all of its obligations under the 2015 accord. The deal puts tight restrictions on Iran's nuclear capabilities, in exchange for international sanctions relief.

Iran completely stands up to all of the commitments that they took. So what is it we should punish them for? I don't understand it," Putin remarked, adding that regional and global security would undoubtedly suffer if the deal is not preserved.

"Is it going to be better for Israel if Iran walks out of this treaty or will [it] be pushed out of this treaty? Then Iran's nuclear activities won't be clear to anybody."

Putin said that while Trump likely scored political points at home for his withdrawal from the Iran deal, the remaining signatories should work towards preserving the agreement.

In his own comments on the Iran deal, French President Emmanuel Macron told the conference that while he enjoyed a strong relationship with Trump, the two leaders still had disagreements.

He said that he thought that Trump's decision to pull out from the Iran deal was erroneous and likely made "because [the deal] was signed by his predecessor, hence bad by the definition."

Donald Trump announced that the US is pulling out of the 2015 landmark Iran nuclear agreement earlier in May, triggering an avalanche of criticism for other signatories and international community.

TP: The Iranians likely will stay in the deal, granted that the other countries continue to uphold their end of the bargain, but beyond that fill in where the US left. Because for the Iranians to agree to continue to restrict their program, they need to be given the economic benefits they were promised. But how can Europe force its companies to continue, or actually expand their investments in Iran, if those companies are going to be risking sanctions from the US government, if they do so? It needs a really strong political will on the European side to make sure that this happens.

RT: And yet Pompeo says the position of the US is that they want full diplomatic ties. Is that a possibility? Could that be a reality?

TP: There could be a reality if there actually was a genuine negotiation, there was a genuine effort to be able to bring about some sort of resolution to this long-standing conflict between the two countries. The JCPOA was an excellent start. The most imminent problem was resolved. And now they had conversations with each other and they could start to address many of these other issues. And the Iranians have a whole set of issues as well that they would like to address with the US. But Trump has actually taken a triumph of diplomacy and turned it into a crisis of choice.

RT: Let's talk about your book 'Triumph of diplomacy.' What's the main message here?

TP: The main message was that everyone thought it would be impossible to get the US and Iran to come to an agreement. People said that the Iranians will never come to the table; if they did, they would never agree to an agreement; if they did, they would never live up to that agreement. Look, what happened: they came to the table, they negotiated, they lived up to their agreement. And now it is actually Donald Trump that is pulling out of it.

RT: And you mentioned that maybe one of the reasons why Trump is getting out of this deal is because it has got Obama's name on it.

TP: The same deal, but with his name on it, he will do it in a split second... In his mind any deal done by him by definition is a better deal.

U.S. Moves to Shutter All Iranian Nuclear Enrichment Sites in Major Reversal of Obama Policy

The Trump administration, in a major reversal of Obama administration policy, is seeking to shutter every Iranian nuclear enrichment site, including its heavy water reactors, which could provide Iran with a second, plutonium-based pathway to a nuclear weapon, according to U.S. officials and others familiar with the policy shift.

Secretary of State Mike Pompeo, in his first major policy address, called on Iran to shutdown its heavy water nuclear power plants, which were allowed by the Obama administration under the landmark nuclear agreement and laid the groundwork for Tehran and Russia to ink multi-billion dollar deals to build new nuclear reactors throughout the country, construction that is already underway.

Pompeo's demand is being met with support within the Trump administration and on Capitol Hill. Opponents of the nuclear agreement told the Washington Free Beacon it jibes with ongoing efforts by Congress to strangle Iran's nuclear enrichment facilities.

Iran's nuclear reactors have been a tension point since the nuclear deal was put in place due to the Islamic Republic's production of heavy water-a nuclear enriched byproduct-beyond the amounts allowable under the agreement. In order to ensure Iran was not caught breaching restrictions on heavy water under the deal, the Obama administration used taxpayer money to purchase Iran's excess heavy water, a policy that was immediately reversed by the Trump administration.

In response to Pompeo's speech, Iranian officials have again threatened to abandon the nuclear deal and restart high-level uranium enrichment to levels that cold be used to fuel a nuclear weapon.

"Iran must declare to the IAEA [International Atomic Energy Agency] a full account of the prior military dimensions of its nuclear program, and permanently and verifiably abandon such work in perpetuity," Pompeo said in his Monday morning speech.

"Iran must stop enrichment and never pursue plutonium reprocessing," Pompeo said. "This includes closing its heavy water reactor."

Pompeo's speech sets the stage for the United States to reimpose harsh economic sanctions on Iran that could cripple its already ailing economy and force the Islamic Republic to negotiate a better deal or face regime collapse, according to one senior administration official familiar with the White House's strategy.

"In his refreshingly direct and fact-based speech, Secretary Pompeo formalized President Trump's historic announcement that the United States was leaving the JCPOA two weeks ago." "Rather than the willful blindness that characterized the old policy of trying to cajole Tehran into pursuing a nuclear weapon slowly, the secretary clarified that our policy is now to prevent them from getting one altogether."

Pompeo "also made a strong statement of solidarity with the Iranian people, who are the traditional friends of the American people, and who have suffered too long under this autocratic theocracy that is preventing Iran from a secure and prosperous future as a welcomed member of the international community," the official said.

While the Obama administration worked to implement a scheme in which it would pay Iran with taxpayer dollars for its excess heavy water, GOP leaders on Capitol Hill worked to outlaw any further deals.

Rep. Ron DeSantis (R., Fla.), a member of the House Foreign Affairs Committee who led efforts to expose these Obama-era payments to Iran, the Trump administration's new efforts to shutter Iran's nuclear enrichment sites represents a policy more in line with reality.

"As someone who has passed amendments to prohibit American taxpayers from reimbursing Iran for its heavy water, I believe Secretary Pompeo is right on target in demanding that Iran cease plutonium processing and enrichment activities," DeSantis said. "A militant Islamist regime cannot be permitted to have any nuclear capacity."

Iran has vowed to leave the deal if economic assurances are not given by the Europeans, who have already been examining plans to skirt new U.S. sanctions.

Other Iranian leaders have begun calling for the full-scale suspension of the deal, which would pave the way for Iran to restart its most sensitive nuclear enrichment work.

"We are not necessitated to declare that we have withdrawn from the nuclear deal but we'd better suspend (implementation of) our nuclear-deal undertakings because the agreement is not in trouble," Mohammad Javad Larijani, the secretary of Iran's Human Rights Council, told the country's state-controlled press organs late Monday.

Zarif: US exit from nuclear deal 'complete disregard for intl. law'

Iran says US President Donald Trump's "unilateral and unlawful" decision to withdraw from a key 2015 nuclear agreement and to re-impose nuclear-related sanctions shows "a complete disregard for international law."

Iranian Foreign Minister Mohammad Javad Zarif made the remarks in a letter written to the United Nations Secretary General Antonio Guterres on May 10, two days after Trump defied protests and last-minute lobbying by his European partners and unilaterally decided to withdraw from the historic nuclear accord, officially known as the Joint Comprehensive Plan of Action (JCPOA), and re-impose sanctions on Tehran.

"These acts constitute a complete disregard for international law and the United Nations Charter, undermine the principle of peaceful settlement of disputes, endanger multilateralism and its institutions, indicate a regress to the failed and disastrous era of unilateralism, and encourage intransigence and illegality," Zarif said in the letter published on Monday on the website of the Iranian Foreign Ministry, Presstv Reported.

He added that the Islamic Republic has scrupulously implemented its undertakings under the nuclear deal as the International Atomic Energy Agency (IAEA) has repeatedly and consistently verified.

"Unlike the Islamic Republic of Iran, ...the United States has consistently failed - since "implementation day", and particularly after the assumption of office by President Trump - to abide by its commitments under the JCPOA," the top Iranian diplomat said.

Since the JCPOA Implementation Day in January 2016, the IAEA has been monitoring Iran's compliance with its nuclear-related commitments under the nuclear deal and has consistently verified the Islamic Republic's compliance.

The UN's nuclear agency on May 1 reiterated that it has "no credible indications of activities in Iran relevant to the development of a nuclear explosive device after 2009," citing its assessments from 2015.

In his letter to the UN chief, the Iranian foreign minister pointed to the most significant cases of US non-performance of its commitments which he had cited in 12 official letters to the EU foreign policy chief, in her capacity as coordinator of the JCPOA Joint Commission, and noted that the US "had been persistently violating the terms of the agreement almost from its inception, even preventing other JCPOA participants from fully performing their obligations."

"I urge the United Nations to keep the United States accountable for its unilateral and irresponsible conduct which will detrimentally affect the rule of law, multilateralism, and the very foundations of diplomacy," Zarif pointed out.

A senior advisor to Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei said on Saturday the United States stands to suffer the most after its move to withdraw from the JCPOA.

Ali Akbar Velayati, the Leader's advisor on international affairs, said, "The Islamic Republic of Iran fully protects its independence and will by no means bow to their (Americans') bullying and we have proved this over the past 40 years."

Iran has said it would remain in the JCPOA for now, pending negotiations with the other signatories in the coming weeks before making a final decision on its future role in the agreement.

Russian President Vladimir Putin has underscored Moscow's readiness to remain committed to a landmark nuclear deal Iran signed with major powers in 2015 despite the US move to pull out from the agreement.

Russia's Permanent Representative to the Vienna-based IAEA Mikhail Ulyanov made the comments while speaking to reporters following a meeting between the Russian president and the UN nuclear agency's chief in Sochi on Monday.

"As far as Iran is concerned, the president reaffirmed Russia's readiness to continue fulfilling the Joint Comprehensive Plan of Action (JCPOA, the nuclear deal) regardless of the United States' decision to withdraw from it," Ulyanov said.

Director General of the International Atomic Energy Agency (IAEA) Yukiya Amano, for his part, expressed the IAEA's readiness to act strictly within the scope of its competences, in accordance with its charter and instructions issued by its governing agencies such as the Board of Governors, the Russian envoy added, Presstv Reported.

"The important thing is that Mr. Amano confirmed unequivocally that as of now, Iran continues to fully implement its obligations under the JCPOA," Ulyanov pointed out.

The US president announced on May 8 that Washington was walking away from the JCPOA, which was reached between Iran and the five permanent members of the UN Security Council – the US, Britain, France, Russia and China – plus Germany.

He also said he would reinstate US nuclear sanctions on Iran and impose "the highest level" of economic bans on the Islamic Republic.

Iran has said it would remain in the JCPOA for now, pending negotiations with the other signatories in the coming weeks before making a final decision on its future role in the agreement.

"Our position is one of determination and unity, of will to keep this agreement alive," French Foreign Minister Jean-Yves Le Drian said following talks with his British counterpart Boris Johnson in London.

He added that Washington's exit from "an international agreement does not mean that the international agreement is null and void."

Paris and London are determined to preserve the nuclear accord "as long as Iran respects it," he said, describing the agreement as "win-win."

"Our position is… united with the German position," said the French politician, on the eve of a scheduled meeting between the Iranian, French, British and German foreign ministers in Brussels.

Johnson, for his part, said Britain and France have resolve to "conserve the essence" of the JCPOA.

"Tomorrow in Brussels, we are going to have a conversation about what we can do to help UK firms and help European firms have confidence that they can still do business," he added.

He also stressed that it was "vital that we continue to engage with the US."

At the start of a meeting with his Russian counterpart Sergei Lavrov in Moscow on Monday, Iranian Foreign Minister Mohammad Zarif said he wanted "assurances" from the JCPOA's signatories that Iran's interests would be fulfilled.

"The final aim of these negotiations is to seek assurances that the interests of the Iranian nation will be defended," Zarif said.

He was in Moscow after he paid a visit to Beijing on Sunday.

In a meeting with his Chinese counterpart, Wang Yi, the Iranian foreign minister said he seeks a "clearer image" of the future of the key nuclear agreement after the US withdrawal.

Zarif expressed hope that with this visit to China and other countries within the next two days, the sides would be able to depict a clearer vision of the nuclear deal's futur

Iran, which had promised to denuclearize under the JCPOA, hid a "sleeping" nuclear weapons program. Fleischer and the AIJAC staff write, "The purpose of this new program was to keep alive capabilities and know-how to manufacture the bomb, including by assigning people with relevant expertise scientific work to keep their knowledge up to date for that purpose. This program went underground and was maintained so it can 'pop up' again at will to quickly resume efforts to produce nuclear weapons."

Albright added that the fact that Iran maintained the archive proved Iran has directly breached JCPOA; he noted "there is language in the JCPOA about being exclusively for peaceful use. It's hard to see how this [the archive] is consistent with this pledge."

There are few issues more important to the security of the United States than the potential spread of nuclear weapons, or the potential for even more destructive war in the Middle East. That's why the United States negotiated the Joint Comprehensive Plan of Action (JCPOA) in the first place.
The reality is clear. The JCPOA is working - that is a view shared by our European allies, independent experts, and the current U.S. Secretary of Defense. The JCPOA is in America's interest - it has significantly rolled back Iran's nuclear program. And the JCPOA is a model for what diplomacy can accomplish - its inspections and verification regime is precisely what the United States should be working to put in place with North Korea. Indeed, at a time when we are all rooting for diplomacy with North Korea to succeed, walking away from the JCPOA risks losing a deal that accomplishes - with Iran - the very outcome that we are pursuing with the North Koreans.
That is why today's announcement is so misguided. Walking away from the JCPOA turns our back on America's closest allies, and an agreement that our country's leading diplomats, scientists, and intelligence professionals negotiated. In a democracy, there will always be changes in policies and priorities from one Administration to the next. But the consistent flouting of agreements that our country is a party to risks eroding America's credibility, and puts us at odds with the world's major powers.
Debates in our country should be informed by facts, especially debates that have proven to be divisive. So it's important to review several facts about the JCPOA.
First, the JCPOA was not just an agreement between my Administration and the Iranian government. After years of building an international coalition that could impose crippling sanctions on Iran, we reached the JCPOA together with the United Kingdom, France, Germany, the European Union, Russia, China, and Iran. It is a multilateral arms control deal, unanimously endorsed by a United Nations Security Council Resolution.
Second, the JCPOA has worked in rolling back Iran's nuclear program. For decades, Iran had steadily advanced its nuclear program, approaching the point where they could rapidly produce enough fissile material to build a bomb. The JCPOA put a lid on that breakout capacity. Since the JCPOA was implemented, Iran has destroyed the core of a reactor that could have produced weapons-grade plutonium; removed two-thirds of its centrifuges (over 13,000) and placed them under international monitoring; and eliminated 97 percent of its stockpile of enriched uranium - the raw materials necessary for a bomb. So by any measure, the JCPOA has imposed strict limitations on Iran's nuclear program and achieved real results.
Third, the JCPOA does not rely on trust - it is rooted in the most far-reaching inspections and verification regime ever negotiated in an arms control deal. Iran's nuclear facilities are strictly monitored. International monitors also have access to Iran's entire nuclear supply chain, so that we can catch them if they cheat. Without the JCPOA, this monitoring and inspections regime would go away.
Fourth, Iran is complying with the JCPOA. That was not simply the view of my Administration. The United States intelligence community has continued to find that Iran is meeting its responsibilities under the deal, and has reported as much to Congress. So have our closest allies, and the international agency responsible for verifying Iranian compliance - the International Atomic Energy Agency (IAEA).
Fifth, the JCPOA does not expire. The prohibition on Iran ever obtaining a nuclear weapon is permanent. Some of the most important and intrusive inspections codified by the JCPOA are permanent. Even as some of the provisions in the JCPOA do become less strict with time, this won't happen until ten, fifteen, twenty, or twenty-five years into the deal, so there is little reason to put those restrictions at risk today.
Finally, the JCPOA was never intended to solve all of our problems with Iran. We were clear-eyed that Iran engages in destabilizing behavior - including support for terrorism, and threats toward Israel and its neighbors. But that's precisely why it was so important that we prevent Iran from obtaining a nuclear weapon. Every aspect of Iranian behavior that is troubling is far more dangerous if their nuclear program is unconstrained. Our ability to confront Iran's destabilizing behavior - and to sustain a unity of purpose with our allies - is strengthened with the JCPOA, and weakened without it.
Because of these facts, I believe that the decision to put the JCPOA at risk without any Iranian violation of the deal is a serious mistake.

"The tone of his [Trump's] speech; the words he used are reminiscent of George Bush Jr's speech" before the US-led the invasion in 2003 when "lies were used to launch a genocidal war against the people of Iraq," he said. The expert noted that not only was the Iraqi regime overthrown due to the US' military involvement, but the whole country was "destroyed." The US has been trying to destabilize Iran for decades, he said.

Washington wants a lot more from Tehran than concessions regarding the nuclear deal, which Iranian authorities are unable to provide due to a strong dissatisfaction with the agreement at home, Ramadani said. "I don't think Iran is capable of making further concessions - they said they've never planned to develop nuclear weapons| and its compliance with the deal has been confirmed by the IAEA on numerous occasions," he added.

"What the US wants from Iran is to abandon its independence. That's bottom line... They don't want any independent strong nation in the world, especially, in the Middle East. And - regardless of what we think of its political system - Iran has chosen the path of independence from the US. They don't want to be a lackey of the US policy in the region. And the US is telling them:
We'll punish you for this," the expert explained.

Earlier on Tuesday, Trump announced that Washington will "withdraw from the Iran nuclear deal" and that sanctions will be imposed against the country. The US president explained his decision by saying that that the Joint Comprehensive Plan of Action (JCPOA) did not prevent Tehran from enriching uranium, and it put the Middle East on the path of a nuclear arms race.

Iranian President Hassan Rouhani has slammed Trump's decision as "illegal and illegitimate," promising that Tehran will remain in the accord despite the US withdrawal.

The JCPOA deal, signed by Iran and P5+1 powers (China, France, Russia, UK, US, plus Germany) in 2015 after years of negotiations, saw international sanctions on Tehran lifted in exchange for Iran curbing its controversial nuclear program.

Iranian Foreign Minister Mohammad Javad Zarif has slammed Washington for "bullying" other nations against Tehran, and condemned EU states that are dancing to the US tune over the nuclear deal at the expense of Iran.

In a statement published on Thursday on his YouTube channel, Zarif once again lambasted the US for shaking the Joint Comprehensive Plan of Action (JCPOA). The minister reiterated that Iran had never shifted away from the 2015 deal, which has been repeatedly confirmed by the UN nuclear watchdog, the International Atomic Energy Agency (IAEA). However, some other signatories, and the US in particular, failed to show the same commitment to its obligations, according to Zarif.

"In contrast, the US has consistently violated the nuclear agreement, especially by bullying others from doing business with Iran," he said.

The minister added that, while US President Donald Trump is "unhappy" with the JCPOA, "the response from some Europeans has been to offer the United States  more concessions from our pocket."

Indeed, Trump's constant criticism and demands to "fix" the supposed flaws of the 2015 deal did not fully amend the position of its European signatories - the UK, France and Germany - the leaders of which are against scrapping the agreement. As the deadline looms for Trump to sign the waiver for the JCPOA, which caps Iran's nuclear enrichment capability in exchange for economic sanctions relief, Tehran is still warning the US against pulling out.

"The US is well advised to finally start honoring its commitments, or it, and only it, will have to accept responsibility for the consequences of not doing so," the foreign minister concluded.

Earlier on Thursday, UN Secretary-General Antonio Guterres also stood up in defense of the Iran nuclear deal. He warned that, so long as there is no better alternative, the agreement should be preserved.

But the IAEA documented AMAD and its development in 2011 (PDF, Annex, page 5). He uses the archive documents with details of well known former programs to declare that Iran has cheated and is not trustworthy. He says that gives Trump reason to disavow the nuclear agreement the U.S. and others had signed with Iran. That is bullshit.

One wonders where the pictures and files Netanyahoo presented are coming from. I have a hunch that these were not obtained from a "warehouse" in Iran but exfiltrated from a computer in Vienna where the IAEA analyzes the former Iranian research program from files Iran handed to it.

I had expected better from a serial liar. Some well forged documents or something more dramatic. This was just nonsense.

Israel Reportedly Won't Rule Out Attack on Iranian Soil if Hit by Iran's Proxies

"Does he really think that with such a presentation he'll be able to wage war against Iran or against Iranian presence in Syria," Osman wondered. "Netanyahu - Israel - has been attacking Syria nonstop for the past six years, if not for the past seven years. Specifically, she says that the weapons used in the attack on the 47th Brigade of the Syrian Arab Army, a unit made up of Iranian forces and forces from Hezbollah, were similar to either depleted uranium or an "enhanced nuclear weapon."

The attack, on an military base between the Syrian cities of Hama and Homs, killed a number of Iranian forces Sunday night. Nobody has claimed responsibility for the attack; however, Israel has been blamed by many, Sputnik News reported.

"They have been going wild for the past two weeks," Osman said, "to provoke an Iranian response."

"Unfortunately we're seeing a repeat of disastrous history where the US, Israel and Saudi Arabia are all trying to present, as facts, what is really justifications for a war they already want to do," author and activist Medea Benjamin told Loud & Clear.

"We have seen that [Secretary of State] Mike Pompeo and [National Security Adviser] John Bolton have, years ago, talked about bombing Iran. John Bolton did it in a New York Times op-ed, saying that to get rid of Iran's bombs you have to bomb Iran," Benjamin said.

Two workers were killed in an explosion that took place at a military explosives factory southeast of Tehran, near the suspected nuclear reactor in Parchin, IRNA, the official Iranian news agency, reported Monday.

The agency quoted Iran's Defense Industries Organization, which said a fire occurred Sunday night, killing two people. The agency did not provide additional information.
The semi-official ISNA news agency also reported that an explosion occurred at a military base near Tehran, killing two people.
The Saham opposition website reported that a huge explosion occurred at the large facility in Parchin, located 30 km. southeast of Tehran.

According to the report, the powerful explosion blew out the windows of buildings located up to 15 km. away from the base, and eyewitnesses could observe the blast from a distance.

Parchin is a controversial military base where Israel and the International Atomic Energy Agency suspect the Islamic Republic is attempting to develop a nuclear explosive device. IAEA inspectors have not been permitted to enter the site since 2005.

Today, we turn our attention to Iran and the Joint Comprehensive Plan of Action, commonly known as the "Iran deal" or the "Iran Nuclear Deal."

This agreement is heralded in the geopolitical sphere as a treaty and agreement that Iran will not develop nuclear weapons. It was reached in an agreement between Iran, Germany, and the five permanent members of the UN Security Council - China, Russia, France, the United Kingdom and the United States.


eliminate its stockpile of medium-enriched uranium,
cut its stockpile of low-enriched uranium by 98%, and
reduce by about two-thirds the number of its gas centrifuges for 13 years.
For the next 15 years, Iran will only enrich uranium up to 3.67%.
Iran also agreed not to build any new heavy-water facilities for the same period of time.
Uranium-enrichment activities will be limited to a single facility using first-generation centrifuges for 10 years.
Other facilities will be converted to avoid proliferation risks.
To monitor and verify Iran's compliance with the agreement, the International Atomic Energy Agency (IAEA) will have regular access to all Iranian nuclear facilities.

The agreement provides that in return for verifiably abiding by its commitments,

Iran will receive relief from U.S., European Union, and United Nations Security Council nuclear-related economic sanctions.

This was a framework intended to eliminate the possibility of Iran developing a nuclear weapon, ostensibly for the purpose of using it on Israel, but some particularly bellicose rhetoric from Iran included the idea of them using a nuclear weapon on the United States in some way.

Now the main source of disagreement and bitterness appears to be centered between Iran and the United States. It does not get much real news coverage, and as is the case with many other nations on the US media's "bad people list", the propaganda is very easy to find and the true state of affairs is very difficult to find.

The agreement, which was implemented on January 16, 2016 was heralded by European powers and the American Democrats en masse, but it was roundly criticized by the conservative elements such as members of the US Republican Party and all the GOP presidential candidates that were in the field at that time. The criticism was that Iran was being given too many outs and ways to compromise or break the terms while getting free of the sanctions that the UN had placed on it.

A particular provision of the agreement (not a treaty, but sometimes called such) was that Iran would remain "one year away from breakout time" in producing a viable nuclear weapon for the next ten years. The counter argument ran, "...and after that they will just be able to continue and develop it... and then they will use it on the US or Israel."

Iran held a presidential election in June 2013 that was won by Hassan Rouhani, his campaign promised moderation and constructive engagement with the international community over its nuclear program and reverse Iran's international isolation.[9] Rouhani was Iran's chief nuclear negotiator from 2003 to 2005.

In addition, the Associated Press reported in November 2013 that officials in the Obama administration had been in contact secretly with Iranian officials throughout 2013 about the feasibility of an agreement over the Iranian atomic program. The report said that American and Iranian officials met face-to-face five times in Oman.[10] The secret meetings, personally authorised by U.S. President Barack Obama, were launched in March 2013 in Muscat, while Iranian President Mahmoud Ahmadinejad was in power.[11] Obama informed Israeli Prime Minister Benjamin Netanyahu of these talks when Netanyahu visited the White House on 30 September 2013.[12]

In parallel with the implementation of the P5+1 interim agreement IAEA and Iran have agreed on a framework for cooperation that includes practical measures that to resolve questions about Iran's nuclear program, including activities that may be related to nuclear weapons.[13][14][15][16]

The Holy See
The "Holy See" (i.e., the "Holy C") was the original name of the CIA, a name derived from the original name of Switzerland, Confoederationis Helveticae.
