Bear Creek High School was placed on lockdown Friday morning after as many as 80 students were involved in a physical altercation with police as they detained one student for fighting with staff.
An unruly student was reported to have been uncooperative and fighting school staff and a school resource officer about 10:46 a.m. at the campus, located at 10555 Thornton Road in north stockton.

TeacherAnon here, specifically for a charter program in California known as Aspire Public Schools. We're located throughout California (Northern-Modesto, stockton, and Sacramento; as well as the southern region in Los Angeles).
As a charter, we focus mainly on developing in areas considered "underserved"-i.e., black and immigrant communities. Many of the programs we're rolling out lean Left and our CEO (interim–Mala Batra) is often sending long winded emails regarding what she refers to as a "negative political climate" (...in so many ways, Trump is bad for our demographic).
That said, I thought Anons might be interested in investigating my organization. In the past two/three years we've had sudden high-level administrators and company leaders quit or "move on"...Superintendent in the Central Valley (Modesto/stockton/Sacramento) and a CEO who was hired from the East Coast. Many of the top brass have ties to the Obama Administration, which is often mentioned in the emails we receive celebrating our new hires.
Lots of interesting things happening at the high level. Namely the rollout of a program known as "Social Emotional Learning" (SEL). It was developed at Yale and is fostered under a program known as CASEL (Collaborative for Academic, Social, and Emotional Learning). They are headquartered in Chicago, specifically:
815 West Van Buren St., Suite 210
Chicago, IL 60607-3566
312 226 3770
Website: https://casel.org/what-is-sel/
Sorry this is so long...I've been meaning to put this out there for Autists to dig on as I'm concerned about this program and the way its being used...I'll go into detail again in another post, for now I'm a bit tied up. Expect more posts in the future with linked materials that they're distributing to our schools and copies of our Professional Development materials. Lots of strange things.
Anyhow, happy Easter everyone!

Anons digging Long Beach and Union Pacific may want to include BNSF railroad in the dig. BNSF related to Warren Buffet and has made an appearance in numerous digs including SNCTM, LA Arts District, Voodoo Donuts, Napa dig. BNSF also has major facility in Long Beach/LA. Board search for those topics to find old digs. examples:
>>3139864 (pb)
>Found it while digging Snctm of all things. stockton is a rail juntion for BNSF to the south, to the north and Oakland. Top right of pic related
>>2599378 (pb)
Reposting a notable call for digs from this morning as a compilation. Then adding additional digs...
>Found a photographer snapping photos in the LA arts district when she tagged a photo with #snctm. Couple of the photos show a building with the snctm logo. The logo could be art or it could be a building marker since the logo is right next to a door. She also took a photo of the mural 966 4th Street which is a bit different on bing maps. Dropping this for digs. Workfag.
>The arts district is positioned directly next to railroad tracks which lead to BNSF Los Angeles Intermodal. It's also right on the Los Angeles River which ends at the Port of Long Beach and BNSF Port of Long Beach
Took a bit of bing street walking but eventually found the snctm building. Its closer to the railroad tracks than the other locations. Looking at the birds eye view of the building, theres a now dissolved toy company named Tai Tung International that backed up to the snctm building. It used to import various items from China and Hong Kong. Looking at the building from the opposite side, there appears to be a connecting door between the two properties. The parking lot that used to be next to Tai Tung is now a parking garage. The Tai Tung building appears to be occupied by another toy importer named Multitoy. I would guess these Arts District board members also should be looked into.

WHAT THE AF?
California city begins universal basic income experiment
The city of stockton, Calif., has begun piloting a universal basic income (UBI) program for 130 residents over the next 18 months, according to the Los Angeles Times.
Under the program, the recipients will receive $500 a month with no conditions such as work or sobriety requirements, according to the Times. The organizers of the project have kept the identities of the beneficiaries secret.
"We are in a moment where big ideas are important and politically people are ready for them," Natalie Foster, co-chair of The Economic Security Project, told the Times.
The Silicon Valley organization donated $1 million in initial funding for the program, about a third of its total budget.
"The stories coming out of stockton will put a real name and a face on what that economic insecurity looks like and what it looks like to make a different political decision," Foster said.
The first payments under the program were distributed on credit cards in February, with organizers soon able to collect data on how it was spent from a subgroup of "storytellers" among the recipients, according to the Times. While final results will not be available for the next few years, the program's backers hope to be able to illustrate its progress with individual anecdotes as the data take shape, according to the newspaper.
Numerous Democratic contenders for the presidency in 2020 have proposed similar measures. Sens. Bernie Sanders (I-Vt.) and Elizabeth Warren (D-Mass.) have expressed openness to the idea of reparations for descendants of slaves, while Sen. Cory Booker (D-N.J.) has introduced legislation commissioning a study on such a program.
Other Democratic candidates, entrepreneur Andrew Yang, includes a UBI of $1,000 a month as part of his platform, and Sen. Kamala Harris (D-Calif.) has proposed a monthly "liveable incomes" grant to working families.

CA Democrats Author Bill to Protect Sex Offenders Who Lure Minors
State Senator Scott Wiener (D-San Francisco) and Assemblywoman Susan Eggman (D-stockton) introduced recent legislation "to end blatant discrimination against LGBT young people regarding California's sex offender registry."
However, under their bill, SB 145, the offenders would not have to automatically register as sex offenders if the offenders are within 10 years of age of the minor.
State Senator Scott Wiener. (Kevin Sanders For California Globe)
Wiener claims the current law "disproportionately targets LGBT young people for mandatory sex offender registration, since LGBT people usually cannot engage in vaginal intercourse."
Existing law, the Sex Offender Registration Act, amended by Proposition 35 by voters in 2012 (Ban on Human Trafficking and Sex Slavery), requires a person convicted of a certain sex crime to register with law enforcement as a sex offender while residing in California or while attending school or working in California.
Wiener says, "Currently, for consensual yet illegal sexual relations between a teenager age 15 and over and a partner within 10 years of age, 'sexual intercourse' (i.e., vaginal intercourse) does not require the offender to go onto the sex offender registry; rather, the judge decides based on the facts of the case whether sex offender registration is warranted or unwarranted. By contrast, for other forms of intercourse - specifically, oral and anal intercourse - sex offender registration is mandated under all situations, with no judicial discretion."
"This bill would authorize a person convicted of certain offenses involving minors to seek discretionary relief from the duty to register if the person is not more than 10 years older than the minor," SB 145 states.
Proposition 35 was created and passed to protect children from sexual exploitation and sex trafficking. Victims of sex trafficking are often vulnerable children, "afraid for their lives and abused-sexually, physically, and mentally," the Proposition said.
What Does SB 145 Also Do?

Most likely trying to cover up all the illegal shit that goes on in my county. Most pot arrest are for something minor. I know people who had been pulled over with a harvested plant in their trunk. The cop made a phone call and a truck pulled up they took the plant threw it in the back of truck and it left. The the cop arrested him and charged him with possession of pot more than 1lb with intent to distribute. Law states they cant count the pot except for dry buds. No stems or leaves and must be dried and processed to be counted as intent to distribute. On top of that the cop took the defendants phone and started calling people on the contact list asking them to meet up so they could split up the weed. Then anyone who said ok was told where to meet him. Then they would wait across the parking lot with the guy I know in the back seat in handcuffs. Then they would arrest them when they arrived and put them in a seperate car but first allowed them to see who was sitting in the back seat.. They got many phoney arrest this way. The evidence was destroyed before court by accident of course. So after the guy i know won his case because he had a medical marijuana card. He wasnt able to get back his medicine. His case was dropped but the other that were arrested from the entrapment phone calls were still charged. Just so happens that the arresting officers family also sells marijuana. So arresting their competition is profitable for their family. I believe they are swapping their poorly grown weed for the weed they bust people with. Trading a lb of low grade pot for a lb of top shelf weed. Which is like $700/lb for the low grade and $3000-$4000/lb for the top shelf. A small bust can net the family $2300-3300 per lb. Thats a lot of money. Plus everyone i know that has won their case to get meds back have always got back low grade meds stored in paper bags. I believe evidence swapping is illegal. Even if the meds were vacuum sealed, when you get them back its in a paper bag, dried out to the max and ruined.

California Playboy Model (25) Arrested For 'Sugar Daddy' (71) Murder
Three weeks ago, on March 7 to be exact, Nevada police officers were notified that a suspicious vehicle with broken window was parked near Lake Mead, the largest artificial lake in the US.. In the trunk of the car, they found the lifeless body of 71-year-old Mr Thomas Burchard, a renowned child psychiatrist. He appeared to have been killed by a slap on the forehead with a blunt object.
Two weeks later, FBI agents invaded a home in stockton, California and arrested Miss Kelsey Turner (25). She works as a model and in May 2017 posed for the Italian Playboy.
How she came into the picture as the main suspect is not clear. Turner will be extradited to the state of Nevada, local media report.
That there is a link between Burchard and Turner is certain. They had known each other for years, her mother Samantha confirmed. The psychiatrist paid the rent of her house in Salinas for about a year, where Turner lived with her children. When the money source dried up, she moved to Las Vegas.
"They got to know each other via the internet, he easily gave her 2,000 to 4,000 dollars a week," says a source to TV channel KSBW. "Just before he left for Las Vegas, Burchard said Turner was having problems with her boyfriend. He would have beaten her."
The man in question, Greg Hagio, had previously been arrested for domestic violence and a strangulation attempt.
Burchard was also in Las Vegas last month. He then attended a medical conference with his girlfriend Judy Earp. "Retiring was not for him," she says. ,, At the age of 65 he went to work four days a week because he did not want to abandon his patients. He who has this murder on his conscience has no heart. "

The FBI arrested a former Playboy and Maxim "model" for the murder of a child psychiatrist.
The Las Vegas Metropolitan Police Department said Kelsey Turner, 25, was arrested on March 21st in stockton, Calif. by the FBI's Safe Street Task Force. A witness had found the body of Thomas Burchard, 71, a child psychiatrist from Salinas, Calif., in the trunk of an abandoned car on State Route 147, near Las Vegas.
A spokesperson from the Clark County Sheriff's Coroner confirmed to Yahoo Lifestyle that Burchard died from blunt force injuries to the head in the manner of homicide. by "washed up at 25" Playboy and maxim model. Sure does fit the profile.
Turner's mother Samantha told KSBW that her daughter and Burchard had been friends for a long time and the doctor was paying rent on a Salinas home where Samantha, Turner, and her children all lived. Yahoo Lifestyle could not locate Turner's mother.
Neighbor Marcelino Alejandro told KSBW that police were called often to the residence, which hosted parties. An anonymous source added that Turner had moved out after Burchard stopped funding the rent, and that he paid Turner and her mother, "Anywhere from two-four thousand dollars a week, easily."
(see where this is heading…)
The story just feels odd

A Playboy model living in Las Vegas has been arrested and charged in connection with the murder of a 71-year-old psychiatrist who was found bludgeoned to death in the trunk of a car earlier this month.
Kelsey Turner was taken into custody by police in stockton, California, as part of their investigation into the death of Dr. Thomas Burchard - whose body was found in Nevada, March 7.
Turner's name matched that of a woman who posed for racy photos, including some on Playboy's Italian-language website, the Californian of Salinas reported.
Burchard's body was discovered near the entrance to the Lake Mead National Recreational Area after a passerby noticed a rock had been thrown through one of the vehicle's windows, police said.
An autopsy ruled Burchard died from a blunt force injury to the head - his death was ruled a homicide.
Burchard, who continued working beyond retirement age because he didn't want to abandon his patents, had worked nearly four decades in the behavioral health program with Montage Health, the Review-Journal reported.
'Dr. Burchard was a psychiatrist in our behavioral health program for almost 40 years and was very helpful to many patients,' Montage Health spokeswoman Mary Barker said.

Newark mayor declares support for universal basic income, hopes to test it - but has no plan to fund it
'The problems we have belong to all of us'
The mayor of the largest city in New Jersey announced recently his plan to explore the possibility of universal basic income for all residents, WNYW-TV reported.
Newark Mayor Ras Baraka said last Tuesday that he would be creating a task force and pilot program to determine whether or not the plan would be feasible for the city of 280,000.
"We believe in universal basic income, especially in a time where studies have shown that families that have a crisis of just $400 in a month may experience a setback that may be difficult, even impossible, to recover from," Baraka said, according to WNYW.
Baraka, who made the announcement during his State of the City address at the New Jersey Performing Arts Center, didn't provide further details on how the city would fund such a program.
Universal basic income typically provides a guaranteed monthly income to residents regardless of their employment status.
What else did the mayor say?
The mayor reportedly touted the city's economic progress just before announcing his plan to explore universal basic income.
"The problems we have belong to all of us, not just a few of us so the solutions must be collective and not individual," Baraka said, according to Fox News.
About one-third of the city's residents are living in poverty, he added.
What other cities have explored basic income?
Last month, stockton, California, launched its 18-month universal basic income pilot program. In February, 100 residents began receiving $500 a month with no strings attached.
In July, city officials in Chicago formed a task force that has since recommended an 18-month test that would provide $1,000 a month to 1,000 participants.
"It is time for cities like Chicago to lead a national dialogue on income inequality, and in part of that, recognize that there is a coming storm," Alderman Ameya Pawar told WBEZ-FM. "This sort of confluence of student loans, a lack of affordable housing, and the cost of child care is … impacting people from the upper middle class all the way down to the working poor. And that is something we're not talking about."
Has it worked in other countries?
A pilot program in Ontario, Canada, was ditched after lawmakers determined it wasn't sustainable.
"It was certainly not going to be sustainable. Spending more money on a broken program wasn't going to help anyone," Lisa MacLeod, the Ontario minister responsible for social services, said in July.
Similarly, Finland ended its two-year experiment that gave 2,000 unemployed citizens about $650 per month with no strings attached and no requirement to gain employment.
A preliminary report issued last month showed that those who received the monthly stipend were no more likely to gain employment than those who were part of the control group and didn't receive the basic income.
"On the basis of an analysis of register data on an annual level, we can say that during the first year of the experiment the recipients of a basic income were no better or worse than the control group at finding employment in the open labor market," said Ohto Kanninen, research coordinator at the Labour Institute for Economic Research, according to Bloomberg.

Five California Residents Arrested for Taking Exams on Behalf of Chinese Nationals Applying to US Colleges
SACRAMENTO-Five California residents were arrested on the morning of March 12 in connection to helping Chinese nationals cheat on literacy proficiency exams used for entering United States universities. The five individuals used fake Chinese passports to take the exams on behalf of students from China. These students intended to become foreign exchange students in the United States, according to the U.S. Immigration and Customs Enforcement (ICE) website. Christopher Kuemmerle, a special agent for Homeland Security Investigations, told the Los Angeles Times that over 40 students used this scheme to get into highly ranked U.S. colleges. Those colleges include University of California (UC) Los Angeles, UC Irvine, and UC Riverside.
"We have so many students that are honest, that work hard to get into the university of their dreams and yet that spot might be taken by someone who cheats," Kuemmerle told the Los Angeles Times. Kuemmerle supervises the Los Angeles Document and Benefit Fraud task force, the agency which ran the investigation. Charges included using fake passports and impersonating others to take an English proficiency exam. These exams are often necessary for obtaining a student visa. Four of the five arrests were made in the greater Los Angeles area, with the final arrest made in stockton. A last defendant is suspected to be residing abroad.

NSW priest charged over teen boy's alleged historic sex abuse
An 85-year-old former priest has been charged over the alleged historic sexual abuse of a teenage boy.
NSW Police this morning confirmed in a statement that the Anglican clergyman was arrested at about 2.30pm yesterday at a home in stockton, near Newcastle, following a lengthy investigation.
Detectives from the Richmond Police District launched the investigation in August last year after receiving a complaint about the alleged abuse of a 13-year-old schoolboy in 1978.
It is alleged the boy was befriended by the priest during high school scripture class and piano lessons, and later assaulted.
The priest has since been charged with buggery and issued with a court attendance notice.
He is expected to appear at the Newcastle Local Court on May 2.

Actresses and CEOs aren't the only accused cheaters in trouble with federal investigators.
Authorities arrested five people in an alleged English language proficiency test cheating ring on Monday, after a federal grand jury indicted them and one other man on 26 counts last week - including charges of aggravated identity theft, conspiring to use fake passports and using fake passports, the U.S. Attorney for the Central District of California said in a news release.
The cheaters forged Chinese passports to impersonate 19 foreign students and sit for the TOEFL exam in their stead, federal prosecutors said. That exam, which stands for Test of English as a Foreign Language, is required for many seeking student visas to study in the United States, according to the indictment.
The charges come the same day that federal prosecutors in Massachusetts announced dozens of arrests in a bigger, multimillion-dollar college-related cheating and bribery scheme. That investigation led to the arrests of actresses Lori Loughlin and Felicity Huffman and accused scam ringleader William Singer, McClatchy reported.
The ringleader of the TOEFL scheme was Liu Cai, a 23-year-old from Woodland Hills, California, who is living in the United States on a student visa himself, according to prosecutors. Cai is accused of sitting for at least five TOEFL tests.
Prosecutors said Cai signed up for - and paid for - the tests on behalf of 14 Chinese people from 2015 to 2016. Cai then used Venmo and PayPal to send others in the cheating ring about $400 for each test they took impersonating someone else.
Quang Cao, a 24-year-old San Francisco resident, is accused of taking at least four of the exams, and was arrested Monday in stockton, California, prosecutors said. Elric Zhang, a Los Angeles 24-year-old, took at least five tests, while Mohan Zhang, a Cerritos 24-year-old, and Samantha Wang, a Corona 24-year-old, each took at least two of the tests, prosecutors said.
Prosecutors said the four arrested in Southern California would be arraigned Monday in downtown Los Angeles, while Cao is set to appear in court in the Eastern District of California.
The one remaining accused cheater - Tuan Tran, 33, who took at least one test with fake documents - now lives in Taiwan, according to prosecutors.
Members of the cheating ring are accused of impersonating Chinese nationals at test centers across Southern California, including in Los Angeles, El Monte, Brea, Glendale and Thousand Oaks.
Many schools in the United States authorized to enroll foreign students require students who aren't native English speakers to take TOEFL as a way to prove their proficiency, the indictment said. On exam day, test takers are required to show proctors a government-issued ID.
The group that administers the test, the Educational Testing Service, cooperated with investigators, prosecutors said.
A conviction on the conspiracy charge alone "carries a statutory maximum penalty of five years in federal prison," according to prosecutors.
The U.S. Attorney's Office said U.S. Immigration and Customs Enforcement, the State Department and U.S. Citizenship and Immigration Service are investigating.

Ethiopian Airlines Crash - Haiti Connection
https://www.nj.com/cape-may-county/2019/03/nj-native-who-helped-haitis-earthquake-victims-among-157-killed-in-ethiopian-airlines-crash.html
A writer from South Jersey, who dedicated much of his life to helping earthquake victims in Haiti, was among the 157 people who died in the crash of an Ethiopian Airlines jetliner on Sunday.
Matthew Vecere, 43, grew up in Cape May County and later moved to California. His employer, IQ Air, announced his death on Twitter Monday afternoon.
"Matt was a great writer and an avid surfer with a passion for helping others. Our hearts are with Matt's family and all who lost their lives in this tragedy," the company tweeted.
The Boeing 737 Max 8 went down in clear weather shortly after takeoff Sunday, killing everyone on board.
A witness to the crash told The Associated Press that smoke was coming from the back of the plane before it hit the ground.
"Before falling down, the plane rotated two times in the air, and it had some smoke coming from the back then, it hit the ground and exploded," Tamrat Abera said.
Ethiopian authorities are leading the investigation into the crash, assisted by the U.S., Kenya and others.
Airlines in Ethiopia, China, Indonesia and elsewhere grounded the Boeing 737 Max 8 jetliner Monday after the second devastating crash of one of the planes in five months.
According to a bio he posted online, Vecere grew up in Sea Isle City where he learned to surf. He worked for his parents at various businesses before moving to Florida to escape New Jersey's "miserable winters."
Vecere attended the Florida Institute of Technology before transferring to stockton University in Atlantic County where he studied biology and writing. After college, he worked for a time with the elderly at The Shores United Methodist Home in Ocean City, according to his bio. It was there that he "learned a new appreciation for life, death, and everything in between."
Vecere moved to California in 2005 to work in the surf industry and nonprofits. Five years later when the earthquake hit Haiti, he went there to see if he could help.

We need to Dig on these people. They are part of a large very connected group in the northern california. They are paedophiles and have are making a lot of money with cocaine and kids.
They have bikers running drugs and who knows what else. They have the D.A. in their pocket. They have judges throwing out cases involving them. They have the sherriff deputies helping them as well.
They throw a lot of money to druggies in the trailer parks, then they offer to babysit while they send the parents out for a day on their boats. These kids are being molested and videos made. I know of 3 different times cops came out. The victim was given restraining order to stay away. The victims were ordered to have all guns removed from their houses.
These people are sick.
They are connected to Fbi agents which are family to Kathy.
They have a sleepover party where they all sleep in tents in their backyard. Over 100 people every year. They drink heavily and cocaine is being passed around and the kids are swapped around after the music stops. There are police officers there.
Kathleen Nelson - maiden name Whitney. Had to close her childcare center after a report was filed but i cant find the report anywhere. She now works as a sub teacher at the schools. Glenn and kathy are from the east coast. Kathy is from cape cod area. House on the beach. Glenn i believe is from new york. They lived in sunnyvale CA where her network is based but moved to the central valley after stuff got hot over in sunnyvale. They live in Manteca CA now.
Glenn Nelson - Machinist, heavy drinker
Kevin nelson - has been caught molesting kids 3 times red handed. Caught with hands in a little boys pants. He was caught by the kids grandfather. Then the next day just walked in the grandfathers house uninvited and did it again and was chased out. Police put a restraining order on the grandfather. He was told he is not allowed to take pictures of the pedos activities that are across the street from his house. Kevin was given a job at the local schools. Kevin also raped a girl at a highschool party in front of her friends.
Daniel nelson - best friends with the D.A.'s son. Daniel has disappeared in the last year.
Jennifer Lopez ( not the famous one) - works as the person in charge of hiring people to work at the schools. She got Kathleen hired and kevin hired without background checks. She is kathleens neighbor and attends her pedo parties. Jennifer's son has also been accused of molesting kids. Jennifer's mother that lived with them was going senile, she started telling the neighbors what they were doing to the kids. They left her alone last year then came home to her dead in the pool. Thats the only time she was left alone. Jennifers next door neighbor worked/works for the Pentagon. And the next house down is the head court
Stenographer for family court in San Joaquin county, stockton Ca.
John lopez - jennifers husband, works as head of maintenance for the school district. Also is a masonic leader.
Lolo lopez - john and jennifers son that was accused of molesting kids.
Don mount - best friends with lolo lopez, has plans to open a facility to care for kids with developmental problems. Kathleen, Glenn, Jennifer lopez, johnny and jennifer mount(dons wife) all have a part in this plan to open up the facility.
jennifer mount - runs an adult care facility in Lodi ca. That place should be looked into. Its called Wine Country adult facility.
Manteca's Ex-police Chief Bricker - lives between Kathleen and jennifer lopez. He knows what has been going on but told me he cant do anything because its out of his jurisdiction.
Judge McCann- dirty corrupt judge that works with the court stenographer. I dont believe she is a real judge, but she stands in for the judge when requested. She never took an oath. But she oversees custody cases involving pedo parents and gives the kids to the abusers. You can look her up on youtube there are many people she has done that too. She is also friends with kathleen somehow.

Very clean and friendly until you reach the liberal hot spots. stockton, oakland, San francisco and the rest of the bay area, hollywood, San diego, LA. All are dirty disgusting shitholes and lawless. Cops there dont deal with real crime only traffic violations and parking tickets. I avoid these places like the plagues they are. The rest of cali is red and american. Right where the flooding is happening is not a red area. Russian river area IMHO is a hippie love fest. They dont like potus because hes The MAN. He represents law and rules. CA Democrats Introduce LGBTQ Bill that would Protect Pedophiles who Rape Children
Editor's Note: It's becoming more apparent with each passing day that another kind of purported sexual orientation is being pushed as normative, Pedophilia. Last year, Mirjam Heine, a German medical student gave a TEDxTalk "Why perception of pedophilia has to change." Included in her basic premise, "pedophilia is an unchangeable sexual orientation just like, for example, heterosexuality. No one chooses to be a pedophile, no one can cease being one." To assert that it's not only like "heterosexuality," but also "unchangeable" is deeply disturbing.
As you'll find in the following article, one aim to normalize it is to begin with "LBGTQ" youth with an attempt to stop the registration of sex offenders if they're found guilty of "specified" sex crimes and if the "offender is no more than ten years older than of the minor."
Slowly and methodically, those who want to decriminalize the predatory sexual abuse committed by pedophiles are tacitly doing so one state government bill at a time.
[TWP Editor | The Washington Pundit] State Senator Scott Wiener (D-San Francisco) and Assemblywoman Susan Eggman (D-stockton) introduced recent legislation "to end blatant discrimination against LGBT young people regarding California's sex offender registry."
However, under their bill, SB 145, the offenders would not have to automatically register as sex offenders if the offenders are within 10 years of age of the minor.
Legislators Wiener and Eggman say they are trying to shield LGBT young people from having to automatically register as sex offenders for specified sex crimes. But their bill does much more.
SB 145 would allow a sex offender who lures a minor with the intent to commit a felony (i.e. a sex act) the ability to escape registering as a sex offender as long as the offender is within 10 years of age of the minor. No specification is made as to whether the sexual offender is straight or LGBT.
SB 145 would add a section to the state's penal code (Section 290.55) stipulating that as long as the offender is "not more than 10 years older than the minor," they are not automatically mandated to register as a sex offender. There is no age limit or range specified, except for existing law which already excludes lewd acts with childrenunder 14.
SB 145 appears to allow adults to victimize minors by luring them with the intent to have sex, and then shields the predator from being automatically registered as a sex offender, as in the case of a 25 year old luring a 15 year old for sex, or a 22 year old luring a 12 year old.
SB 145, as currently written, appears to allow certain sexual predators to live among the population without anyone being aware.
Why is this bill needed?
Here is the text from SB 145:
This bill would authorize a person convicted of certain offenses involving minors to seek discretionary relief from the duty to register if the person is not more than 10 years older than the minor.

"California Democrats Protect Offenders Who Lure Minors"
Senate Bill 145 - State Senator Scott Wiener (D-San Francisco) and Assemblymember Susan Eggman (D-stockton)
With their Senate Bill 145, California Democrats Senator Wiener and Assemblymember Eggman state they are trying to shield LGBT young people from having to automatically register as sex offenders for specified sex crimes. But the bill they have introduced does much more than that.
SB 145 would allow a sex offender who lures a minor with the intent to commit a felony (i.e. a sex act) the ability to escape registering as a sex offender as long as the offender is within 10 years of age of the minor. No specification is made as to whether the sexual offender is straight or LGBT.
The issue here is that the author's press release states the bill is intended to bring parity in who has to register as a sex offender and who doesn't, stipulating that: "SB 145 does not apply to intercourse of any kind with minors who are age 14 or younger. For those crimes, mandatory sex offender registration will continue to be the case for all forms of intercourse." But the actual text of the bill goes much further than that.
As written, SB 145 would add a section to the state's penal code (Section 290.55) stipulating that as long as the offender is "not more than 10 years older than the minor," they are not automatically mandated to register as a sex offender.
For example, under SB 145, a 25-year-old luring a 15-year-old, a 22-year-old luring a 12-year-old, or an 19-year-old luring a 9-year-old would be shielded under the proposed legislation.

Quorn is made from the soil mould Fusarium venenatum strain PTA-2684 (previously misidentified as the parasitic mould Fusarium graminearum[33]). The fungus is grown in continually oxygenated water in large, otherwise sterile fermentation tanks. Glucose and fixed nitrogen are added as a food for the fungus, as are vitamins and minerals to improve the food value of the product. The resulting mycoprotein is then extracted and heat-treated to remove excess levels of RNA. Previous attempts to produce such fermented protein foodstuffs were thwarted by excessive levels of DNA or RNA; without the heat treatment, purines, found in nucleic acids, are metabolised by humans to produce uric acid, which can lead to gout.[34] However two recent studies have found dietary factors once believed to be associated with gout are in fact not, including the intake of purine-rich vegetables and total protein.[35][36] The Mayo Clinic, meanwhile, advises gout sufferers to avoid some foods that are high in purines.[37]
The product is dried and mixed with egg albumen, which acts as a binder. It is then textured, giving it some of the grained character of meat, and pressed either into a mince resembling ground beef; forms resembling chicken breasts, meatballs, and turkey roasts; or chunks resembling diced chicken breast. In these forms, Quorn has a varying colour and a mild flavour resembling the imitated meat product, and is suitable for use as a replacement for meat in many dishes, such as stews and casseroles.
The final Quorn product is high in protein and dietary fibre and is low in saturated fat. It contains less dietary iron than most meats and the manufacturers have not released much information about additives they use to make Quorn resemble meat. Quorn is considered acceptable in small amounts for babies over 9 months old but should be introduced gradually. The high fibre and low calorie content is better for adults than babies and too much fibre can cause flatulence. The salt content should be checked before giving Quorn to babies since the salt content varies between products.[38][39]
The carbon footprint of Quorn Frozen Mince in the UK is claimed to be at least 80% less than that of beef.[40]
Quorn for the UK and European market is produced at Marlow's headquarters in Stokesley, North Yorkshire and at nearby Billingham in stockton-on-Tees.[41]

After more allegations arose in Oregon in 2015, Flucas moved his victims, including the then-pregnant friend of his daughter, to stockton, where he found employment as a teacher of the deaf and hard of hearing. Flucas continued to sexually abuse his victims in California until the car crash that brought the allegations to light. Evidence at trial showed Flucas kept his abuse secret by abusing his victims behind the locked doors of his bedroom and bedroom closet and by waking his victims in the middle of the night to abuse them while the rest of the family slept.
Evidence at trial also demonstrated that on the heels of his daughter's disclosure to police in stockton, Flucas began searching the internet for places to move overseas, including China, Kenya, Ethiopia, Canada, Panama, and Nepal. He also searched for the U.S. dollar to Mexican peso conversion rate. Flucas also told two of his victims that he intended to take them someplace where he could continue the abuse, including places where Flucas believed incest to be legal such as New Jersey, Rhode Island, and Switzerland.

Man Sentenced to Life in Prison for Long-Term Sexual Abuse of Minors Including His Own Children
SACRAMENTO, Calif. - Rodney Flucas, 50, of stockton, was sentenced today to life in prison for transportation of minors with intent to engage in criminal sexual activity, 10 years in prison for transporting an adult daughter across state lines with intent to engage in incest and 20 years in prison for attempted witness tampering.
U.S. Attorney Scott stated: "The defendant's conduct is an affront to the most fundamental values of our society and family structures. He repeatedly preyed upon his own children, taking advantage of their innocence and the trust they had in him. The defendant has demonstrated that he will never stop preying upon vulnerable victims, and today's sentence will help to ensure that he does not repeat these crimes in the future."
"No sentence can ever erase the pain that the victims have endured as a result of years of abuse and reliving those experiences during their courageous testimony in court," said Special Agent in Charge Sean Ragan of the Sacramento Field Office. "We hope today's sentence offers some solace to the victims and encourages those who are enduring similar, unreported circumstances to seek help from law enforcement. The FBI stands with our federal, state, and local partners to investigate these crime to ensure those who exploit our community's vulnerable, innocent children face justice."
According to court documents and evidence produced at trial, Flucas engaged in long?term, concurrent sexual abuse of four of his daughters, a son, and two other young women, all of whom were minors when Flucas began abusing them. The abuse came to light in February 2017 when one of his teenaged daughters tried to commit suicide by driving into a lamppost, in the hope that her death would lead to the discovery of the abuse. She was transported to the hospital where she disclosed the abuse to authorities. From that point, at least six other victims have disclosed sexual abuse that Flucas inflicted on them since they were children. They made such disclosures despite Flucas's aggressive campaign to undermine the credibility of his victims and his attempts to direct his victims to lie to child protection authorities and the police. Ultimately, however, Flucas's victims disclosed their abuse notwithstanding the family mantra: "What happens in the family, stays in the family." DNA testing confirmed that Flucas is the father of 10 children born to victims who testified in this case, including three children born to one of Flucas's daughters. Flucas has admitted to fathering at least 37 children by numerous women.
According to evidence produced at trial and during sentencing, Flucas began abusing five of his victims when the family lived in Valdosta, Georgia around the year 2000. He owned or rented upward of four houses on the same street in Valdosta where his wife, ex-wife, other partners and numerous children lived. In 2014, the Georgia Division of Family and Children Services began to investigate allegations of child abuse, made by a grandmother of four of Flucas's children, including allegations that Flucas had impregnated two of his daughters. They closed its investigation, and Flucas moved his family to Americus, Georgia, where he continued to sexually abuse some of his children.
By September 2014, Flucas had again moved the family, including four of his victims, this time to Klamath Falls, Oregon. Once in Oregon, Flucas also began sexually abusing a 15?year-old girl, who had befriended Flucas's daughter at school. Flucas invited that girl to move into his home, and he eventually impregnated her when she was 16. He also impregnated an adult daughter for the third time in Oregon. Flucas continued his abuse of his victims throughout their entire time in Oregon.

I also forgot to mention that we have our own patron saint: St Cuthbert.
I also forgot to mention that I no longer think of myself as English: I have one nationality and that's Northumbrian. Sadly, like the Basques, Kurds and Catalans, my passport states that I belong to another nation than the one I claim. I'm in the minority with my hardline divegence from the English nationality that fate and geography has forced upon me. But I'm part of a significant minority, one that is growing as people get more and more angry about being ruled by a spiteful, parasitical, racist, greedy city state that is slowing and deliberately choking us to death.
Their tactic at the moment is to carve us up based on cities etc. It's a deliberate ploy. Anyway, here is the discussion. It was held between a Scottish National Party politican and the London-based party politicians from North East England/Scotland. It's worthy of a read just to see the mutual warmth between us and the Scots, but it's also worth a read to show the sinister underbelly of the status quo.
One of the reasons the London-based parties don't want Scotland to become independent (or to get a better deal if Scotland stays in the UK) is they know the north of England (most notably the North East) would push for better treatment and very possibly, in time, go along the same route.
There's an interesting quote here from a Tory saying exactly that:
"The push towards regionalisation in England would start again-it would start in the north-and it is not something that I want to see…Scotland voting no, if handled in the wrong way, could lead to further regionalisation, damage and break-up in the United Kingdom. I have no objection to powers being given to regions, but I do not want wholesale transfers away from our existing united model, which I support."
James Wharton, Tory MP for stockton South
In other words, this Tory wants to maintain the unequal treatment of the provinces that don't immediately surround Westmonster.

Indian State With 600,000 People To Conduct World's Largest Experiment In Universal Basic Income
A tiny Himalayan state bordering China is about to embark on the world's largest experiment in universal basic income.
All 610,577 citizens living in Sikkim will receive a guaranteed income, unconditionally, in lieu of cash a myriad of confusing social assistance schemes currently offered, according to the Washington Post.
"If there is one chance of it happening anywhere, it is Sikkim," said the state's sole member of India's Parliament, P.D. Rai.
Sikkim is notably progressive - being one of the first Indian states to successfully ban plastic bags, provide housing for all its citizens, and - more recently, it became India's first "organic state" by eliminating the use of pesticides and fertilizers.
Its social indexes also stand out from the rest of the country, with a literacy rate of 98 percent, and it has reduced the percentage of people living below the poverty line to about 8 percent - compared with nearly 30 percent nationally. Sikkim's small geographic area and low population density have been responsible, in part, for its success.
Rai acknowledged that there will be challenges. "It's a matter of political will ultimately," he said. "With the rise of global inequality, we want to ensure that we bridge the gap." Rai declined to reveal how much the program, which was announced ahead of upcoming elections this spring, would potentially cost the state. -Washington Post
In order to pay for the program - expected to roll out by 2022, Sikkim's tourism and power sectors will be tapped - as the Himalayan country sitting at 8,500 feet welcomes over 2.5 million visitors per year. Sikkim also generates surplus power - selling 90% of its hydropower.
India, meanwhile, has a large existing social security system - with the central government spending 5% of GDP on 950 programs ranging from free rice, housing allowances and guaranteed employment for some living in rural parts of the country. Most of these programs are poorly implemented, while corruption is rife throughout the system.
UBI has had limited success
While cash-rich Sikkim may be poised for a successful implementation of Universal Basic Income, similar schemes have enjoyed limited success around the world.
In April 2017, the government of Ontario in Canada announced a pilot project involving 4,000 people that would have cost 150 million Canadian dollars ($113 million). The project ended abruptly after a year when the local government changed and the new administration described the program as expensive and unsustainable.
In Finland, an experiment with universal basic income similarly ended last year before its completion. The trial included a $630 monthly payment to 2,000 unemployed citizens.
In the United States, meanwhile, the concept has been floated in stockton, Calif., by its young mayor. Last year, it announced that 100 residents would receive $500 a month for 18 months. -Washington Post
Opponents of UBI have suggested that simply giving money to people will encourage laziness and mismanagement of personal finances as people spend money on wasteful items. For example:

Indian State With 600,000 People To Conduct World's Largest Experiment In Universal Basic Income
Rai.

That said, UC Berkeley economist Branab Bardhan says that UBI in a place like Sikkim is very different from a place like stockton, California.
"In developed countries, the main purpose is to restructure or economize the existing welfare schemes, like unemployment benefits," said Bardhan. "In low- or mid-income countries, like India, the rationale will be to address the minimum economic insecurity of a larger section of the population, not just the poorest, without touching the existing anti-poverty measures."

The Chinatown centered on Grant Avenue and stockton Street in San Francisco, California, (Chinese: ???; pinyin: tángrénji?; Jyutping: tong4 jan4 gaai1) is the oldest Chinatown in North America and the largest Chinese enclave outside Asia. It is the oldest of the four notable Chinatowns in the city.[3][4][5][6][7][8][9] Since its establishment in 1848,[10] it has been highly important and influential in the history and culture of ethnic Chinese immigrants in North America. Chinatown is an enclave that continues to retain its own customs, languages, places of worship, social clubs, and identity. There are two hospitals, numerous parks and squares, a post office, and other infrastructure. While recent immigrants and the elderly choose to live here because of the availability of affordable housing and their familiarity with the culture,[11] the place is also a major tourist attraction, drawing more visitors annually than the Golden Gate Bridge

2018 midterm elections: Menendez-Hugin race for NJ Senate a 'dead heat,' poll says
The race between U.S. Sen. Bob Menendez, D-N.J., and his Republican challenger, Bob Hugin, is a "statistical dead heat," according to a stockton University poll of likely voters released Monday.
Menendez's two-point advantage - 45 percent to Hugin's 43 percent - is within the poll's margin of error. The results are the most striking indication yet of just how tight the race has become with five weeks until Election Day.
"The Senate race at this point is up for grabs," said Michael W. Klein, interim executive director of the William J. Hughes Center for Public Policy at stockton.
The last public poll on the race, released by Quinnipiac University on Aug. 22, showed Menendez with a six-point lead.

California seaports are a major economic force and are critically important elements to the growth of California and the nation's economy. Seaports are dependent upon the goods movement chain to efficiently distribute freight around the globe and across the nation.
The Ports of Los Angeles and Long Beach comprise the largest port complex in the United States and are key players in global enterprise. Together, they handle a fourth of all container cargo traffic in the United States. The Port of Oakland, the fourth largest port in the nation, handles trade from the Pacific Rim countries, delivering 99% of the ocean containers passing through Northern California to the rest of the nation.
California has 11 public ports, which include 3 "megaports" (Los Angeles, Long Beach, and Oakland); 8 smaller niche ports (Hueneme, Humboldt Bay, Redwood City, Richmond, West Sacramento, San Diego, San Francisco, and stockton); and 1 private port (Benicia). The ports of Oakland, stockton, and West Sacramento are developing a new barge shipping service funded through a federal TIGER grant.

The Port of New York and New Jersey is the gateway to one of the most concentrated and affluent consumer markets in the world. It is the largest port on the East Coast, and the third-largest in the nation.
In 2016, the Port of New York and New Jersey handled 3,602,508 cargo containers, valued at nearly $200 billion. These volumes allowed the port to maintain its position as the busiest on the East Coast with nearly 30 percent of the total market share.

KANSAS CITY, KAN. - A California man pleaded guilty today to unlawfully selling copyrighted aviation data updates, U.S. Attorney Stephen McAllister.
Craig M. Vincent, 51, stockton, Calif., pleaded guilty to one count of criminal infringement of a copyright.
In his plea, Vincent admitted he used eBay to resell aviation navigational database updates in violation of Jeppesen Company's licensing agreement for a trademarked product called NavData. Jeppesen is a Boeing subsidiary. Jeppesen's NavData includes airport information, runway characteristics, waypoints, arrival routes, departure routes, terminal procedures and general information that a Global Positioning System or flight management computer needs to navigate an airplane to final destination.
Jeppesen sold NavData subscriptions to Kansas-based Garmin, Inc. Garmin received a commission from the sales of Jeppesen data sets. Doing business as #Merlin Enterprises, Vincent sold NavData cards and required customers to return old data cards to him.

Late John McCain Symbolized War, Empire and Regime Change
John McCain, an Arizona senator and Republican presidential nominee in the 2008 elections, died on Saturday at age 81.
After his death, testimonies about his service and character poured in from around the country. He has been described as a maverick and a moderate who tried to wrest his party away from the dangers of populism. However, Dr. Nazia Kazi, an activist and professor of anthropology at stockton University, told Radio Sputnik's Loud & Clear that McCain's real legacy consists in his votes for the US to go into perpetual war.
"One of the things we are seeing right now in public discourse mourning John McCain is the legacy of this somewhat conflicted, paradoxical figure with a mixed legacy. But actually, John McCain was very consistent. He was consistently pro-war. He was consistently pro-US empire. He was consistently anti-women, anti-choice and consistently anti-environment, but you wouldn't know that from looking at the mainstream media right now," Kazi told Radio Sputnik's Loud & Clear Monday.
"It's good to be on a show that is refusing to participate in the sort of historical amnesia that comes along with celebrating the legacy of John McCain," Kazi told hosts John Kiriakou and Brian Becker.
"I tend to avoid [mainstream media], but I had to dip in to see what NPR and The New York Times were up to, and just as I suspected, [they are publishing] these laudatory pieces about this 'war hero,' 'the last lion of the Senate.' I saw a comparison of John McCain to Aretha Franklin, saying we lost two greats this week. So, this is the historical amnesia that I am talking about. It's just sickening," Kazi added. Aretha Franklin, the "Queen of Soul," died at the age of 76 after a long battle with pancreatic cancer on August 16.
McCain, a six-term US Senator and former prisoner of war in Vietnam, was diagnosed with brain cancer in 2017. On Friday, the politician's family said he had decided to halt his treatment, Sputnik reported.
McCain was first elected to the US House of Representatives in 1982, and, after serving two terms, was elected to the US Senate in 1986. McCain ran as the Republican Party's presidential nominee in the 2008 election against then-Senator Barack Obama, who won the vote. McCain also ran against George W. Bush during the Republican primary race in 2000 before losing to the Texan who would sit in the White House for the next eight years.
"I think you are right to steer this discussion to John McCain's relationship to warfare," Kazi said.
"Because this is why establishment Democrats would celebrate his legacy, because that is where we see consensus of two parties - around support of our military apparatus and regime change operations around the world. So, when you look at the legacy of John McCain: literally on September 12, 2001, he was already talking about the US taking military action in Syria, Iraq, Iran and Libya," Kazi told Radio Sputnik.
"John McCain is part of the deeply militarized crisis we find ourselves in the global stage. John McCain was no less than a regime change fanatic. He outright supported bombing Syria to oblivion, escalating intervention in Afghanistan. [He supported] military intervention even in places like Bosnia and Nigeria and regime change in North Korea. He is a person who, when protesters descended on the Capitol building to protest Henry Kissinger, he called them low-life scum and called to get them arrested. It makes sense that the Democrats would rally for him, because warfare is the consensus of our two political parties," Kazi added.
According to Kazi, McCain was also in favor of the Arizona SB 1070 law, passed in 2010, which requires aliens older than 18 to carry proper identification at all times. Violation of SB 1070 is considered a federal misdemeanor crime, and the law is believed to be one of the strictest anti-illegal immigration measures passed in Arizona around the time.
"McCain has been in favor of a border fence [between the US and Mexico] and [has been in support of] criminalizing immigrants and militarizing our borders," Kazi added.

As country reels from new Catholic Church abuse allegations, victims group calls for California investigation
This week's release of a scathing grand jury report in Pennsylvania detailing hundreds of previously unknown sexual abuse allegations against Catholic priests has sent disturbing new questions reverberating across California and the country: How many more victims are out there and how many more abusive priests are left to be exposed?
The answer is a lot, survivors, lawyers, prosecutors and others said Wednesday as the report ripped open old wounds and had a victims' group calling for a similar statewide investigation in California.
"We've been waiting for this grand jury report," said Melanie Sakoda, of the Bay Area chapter of the Survivors Network of those Abused by Priests, known as SNAP. The group, she said, plans to ask California Attorney General Xavier Becerra to impanel a Grand Jury and examine abuses in the Golden State, where dioceses in Oakland, Los Angeles, San Francisco, stockton and elsewhere were roiled in scandal in the early 2000s, with dozens of priests exposed.

Just got to thinking after reading stockton, CA planning to give $500 to each resident.
Place is a shithole but has an important inland deep water shipping port which can handle container ships.
Just spitballing.
Anyone have any knowledge about this place?
Seems like an ideal location for Drugs and Human Trafficking.

William Ellery's signing at the risk of his fortune proved only too realistic. In December 1776, during three days of British occupation of Newport, Rhode Island, Ellery's house was burned, and all his property destroyed.
Richard stockton, a New Jersey State Supreme Court Justice, had rushed back to his estate near Princeton after signing the Declaration of Independence to find that his wife and children were living like refugees with friends. They had been betrayed by a Tory sympathizer who also revealed stockton's own whereabouts. British troops pulled him from his bed one night, beat him and threw him in jail where he almost starved to death. When he was finally released, he went home to find his estate had been looted, his possessions burned, and his horses stolen. Judge stockton had been so badly treated in prison
that his health was ruined and he died before the war's end. His surviving family had to live the remainder of their lives off charity.
Carter Braxton was a wealthy planter and trader. One by one his ships were captured by the British navy. He loaned a large sum of money to the American cause; it was never paid back. He was forced to sell his plantations and mortgage his other properties to pay his debts.
Thomas McKean was so hounded by the British that he had to move his family almost constantly. He served in the Continental Congress without pay, and kept his family in hiding.
Vandals or soldiers or both looted the properties of Clymer, Hall, Harrison, Hopkinson and Livingston. Seventeen lost everything they owned.
Thomas Heyward, Jr., Edward Rutledge and Arthur Middleton, all of South Carolina, were captured by the British during the Charleston Campaign in 1780. They were kept in dungeons at the St. Augustine Prison until exchanged a year later.
At the Battle of Yorktown, Thomas Nelson, Jr. noted that the British General Cornwallis had taken over the family home for his headquarters. Nelson urged General George Washington to open fire on his own home. This was done, and the home was destroyed. Nelson later died bankrupt.
Francis Lewis also had his home and properties destroyed. The British jailed his wife for two months, and that and other hardships from the war so affected her health that she died only two years later.
"Honest John" Hart, a New Jersey farmer, was driven from his wife's bedside when she was near death. Their thirteen children fled for their lives. Hart's fields and his grist mill were laid waste. For over a year he eluded capture by hiding in nearby forests. He never knew where his bed would be the next night and often slept in caves. When he finally returned home, he found that his wife had died, his children disappeared, and his farm and stock were completely
destroyed. Hart himself died in 1779 without ever seeing any of his family again.
Such were the stories and sacrifices typical of those who risked everything to sign the Declaration of Independence. These men were not wild-eyed, rabble-rousing ruffians. They were soft-spoken men of means and education. They had security, but they valued liberty more. Standing tall, straight, and unwavering, they pledged:
"For the support of this declaration, with a firm reliance on the
protection of the Divine Providence, we mutually pledge to each
other, our lives, our fortunes, and our sacred honor."

California just banned soda tax - it should set off alarm bells everywhere
At the California State Capitol last Thursday, teenage health advocates from stockton urged lawmakers to stand with communities like theirs and put people's health over corporate profits. After more than a year of knocking on doors, talking with people at farmers markets, and attending community events to build support for a soda tax in their city, these young activists were up against an unexpected challenge - a state law that would render their efforts meaningless by banning cities from adopting soda taxes until 2030.
These young people talked emotionally about how chronic health problems affect their families in a city where 36 percent of youth suffer from diabetes or pre-diabetes - and shared how the beverage industry misleads consumers about the safety of their products.
As the youth spoke out against the bill, the other side was conspicuously quiet. That's because the American Beverage Association - representing the soda industry - wasn't even in the room. It didn't need to be - its fingerprints were already all over the legislation that ended up being signed by Gov. Jerry Brown later in the day.

This is in stockton, CA. stockton is so corrupt! there is a port off the San Joaquin delta, and a non profit home for children right next door to the San Joaquin County Hospital, conveniently out in the middle of nowhere but by the airport. The stories from the non profit are the stuff of nightmares. But a capable Director to fix the problems could never seem to be found. The mayor in office now is 27 and thinks he is the next Obama, criminalizing normal citizens with communist level laws, while trying to implement UBI or reparations for the most violent criminals and gangs. the mayor before him was arrested for underage sex crimes, his job had been the director of the boys and girls club for at least a decade. California man pleads no contest to raping 5-year-old, gets house arrest
stockton, Calif. – A stockton businessman who pleaded no contest to raping a 5-year-old girl has been sentenced to just 90 days of house arrest.
In addition to the house arrest, 79-year-old Lyle Burgess was also sentenced Wednesday to five years of probation for the crime.
The girl's lawyer said Burgess was a friend of the girl's family, and the sexual assault happened after the family was invited to his Calaveras County cabin in 2016.
((("He's obviously very wealthy))), and it's just an example of how the wealthy people, time and time again, escape the penalty for what they did," said attorney Ken Meleyco.
Burgess does not even have to register as a sex offender. The girl's family has now filed a civil suit against Burgess.

Multiple school, hospital lockdowns lifted in Atlantic, Cumberland counties following threats
GALLOWAY TOWNSHIP - A suspect is in custody following a report of gunfire Thursday that set off lockdowns at several schools. Pilgrim Academy in Galloway Township, Absegami High School, Egg Harbor City schools, Cedar Creek High School and stockton University all issued a "shelter in place" order.
A lockdown means no one enter or leaves a school until police consider it safe.
At 9:30 a.m. Thursday, township police responded to reports of gunshots outside Pilgrim Academy. Their investigation determined a nearby resident had discharged several shots in a wooded area near the school.
Michael Maggi, 57, was arrested without incident and numerous firearms and ammunition were recovered at his residence, police said. He was charged with risking widespread injury, disorderly conduct and harassment and taken to the Atlantic County jail.
Chief Donna Higbee said the charges are not hunting-related.

FEB 22, 2018 - Judge is up for re-election
Presidio County, TX (Very dirty county btw - deserves digging)
There was also FBI Sting operation going on in the county when Justice Scalia died. Are there tapes planning Scalia's murder?? FISA warrants??
According to Guevara, she was in Alpine when she received the call. "I drove to Marfa, got into the county vehicle and tanked up," she said of the incident. "I called the sheriff and he said 'you will not be able to get in through the gate.' [...] I said I can call it over the phone and I did. I said I will have to order an autopsy because I'm not there. He (the sheriff) explained his observations to me. The U.S. marshal spoke to me and explained to me that it appeared he did just not wake up."
Though an autopsy order was completed, she added, the family had requested numerous times not to perform one.
It was only when Scalia's personal physician sent a written letter describing the late justice's declining physical health that she rescinded the order, she said.
Though the death was technically in Beebe's jurisdiction, Beebe said, Justice of the Peace Juanita Bishop of Presidio received the first call, but she was unable to perform the duties as she was in Fort stockton.
Beebe, who said he was in Alpine for a candidate forum, said he heard about the death when he got a call from the Associated Press, but was never officially contacted by Presidio County authorities.
In ordering autopsies, even in the case of unattended deaths, Beebe added, it is up to the discretion of the official at the scene. An obviously natural death with the physical evidence viewed by the official, can preclude an autopsy.

force people into a criminal class that did not exist in the '50s and '60s.
The government encouraged the manufacture and importation of

The company looking to take control of stockton's water, OMI-Thames Water, donated $75,000 in one week's time to defeat the petition.
In February 2003, the City Council approved a 20-year $600 million contract with OMI-Thames Water for the operation and maintenance of the city's water, wastewater and stormwater utilities. OMI-Thames began operating stockton's water utilities six months later.
The city's water services are now controlled by California Water Service Co. (Cal Water), which is the largest investor-owned American water utility west of the Mississippi River and the third largest in the country, according to its website. Cal Water is the largest subsidiary of the California Water Service Group, which also includes Washington Water Service Co., New Mexico Water Service Co., Hawaii Water Service Co. and CWS Utility Services. This conglomerate provides regulated and non-regulated utility services to about 2 million people in 100 communities.
One of the main arguments for privatization of water systems is that it will save municipalities money. For example, the aforementioned mayor of stockton claimed that the deal with OMI-Thames Water would save the city as much as $97 million compared to continued public utility operation.
However, a study by the Pacific Institute found that stockton stands to lose $1.7 million over the life of the deal.
In fact, the National Research Council has stated, "except for short-term cash flow purposes, or the rare circumstances of low public credit, municipal debt will remain the most practical and least expensive form of financing" for water and wastewater services.
In some states, however, the question of water ownership starts before a raindrop even hits the ground. Laws restricting property owners from collecting water that falls on their property have been on the books for a while in many western states, despite studies that have found that letting people collect rainwater on their property actually reduces demand on water facilities and improves conservation.
Until last May, it was illegal in Utah to divert rainwater without a valid water right. Storage is now limited to one underground 2,500-gallon container or two aboveground 100-gallon containers. Collection and use are limited to the same parcel of land owned or leased by the rainwater collector.
Colorado and Washington have rainwater and snowmelt collection restrictions that limit the free use of water that has fallen from the heavens. These restrictions vary among different areas of each state.
In Washington, reclamation of rainwater is illegal because it is considered a natural resource that is owned by the state and falls under the jurisdiction of the State Department of Ecology.
"This debate goes back a long time, but the time is now to have needed conversations about water ownership and management," Fisher said

Public vs. Private
When private interests do take over water services, the results are mixed, as such arrangements have brought spotty service and significant rate increases. These arrangements also aren't above backroom shenanigans.
The Washington, D.C.-based nonprofit water advocacy group Food & Water Watch has looked at average water rates charged by utilities in California, Illinois, Wisconsin and New York and it found that private utilities charged consumers "significantly higher water rates" than public ones did - as much as 50 percent more.
Massachusetts-American, an American Water Works subsidiary, more than doubled water rates in the Massachusetts towns of Hingham and Hull during a five-year period, claiming the increase was needed to build a new water treatment facility. However, the Washington, D.C.-based nonprofit Public Citizen claims the company inflated the costs of the new facility to increase profits.
In 1993, American Water Works bought Ohio Suburban Water, a small outfit that provided water for 40,000 customers in Huber Heights, Ohio. The city opposed the sale, concerned that the company would raise rates and extend service to areas beyond the city limits. The city's fears soon materialized - the company increased its rates by 30 percent and the company contracted with Industrial Water to deliver up to 2 million gallons of Huber Heights' water daily to the Wiley Industrial Park, outside the city.
In 1999, Atlanta signed a 20-year $20.8 million deal with United Water. At the time, it was the nation's largest public-private partnership contract. But Mayor Shirley Franklin, who took office after the deal was signed, canceled the contract in January 2003, citing a city audit of United Water operations that showed the company had not kept up with maintenance and repair work.
According to a letter from the Georgia Department of Transportation, United Water failed to repair a recurring leak that had been a problem for at least two years and didn't make the repairs until the state threatened to hire a contractor to fix the problem and to charge United Water for the work.
In stockton, Calif., residents collected enough signatures to require a vote on contracting out the city's water services, but politics got in the way. The mayor got the City Council to do an end-run around its concerned residents and vote for privatization before a ballot vote could be taken. The petitioners responded by circulating new petitions requiring a vote.

Thompson, who was among the forefathers of the new journalism movement, said in the February 15, 1973 issue of Rolling Stone, "If I'd written the truth I knew for the past ten years, about 600 people-including me-would be rotting in prison cells from Rio to Seattle today. Absolute truth is a very rare and dangerous commodity in the context of professional journalism."
