It has been my observation that they are using weather modification to keep the rain out of the Feather River drainage system while they repair the oroville Dam spillway- hence the drought. Catholic Schools to offer Ridge kids free tuition
The Diocese of Sacramento announced on Friday in Chico that it offering families displaced by the Camp Fire a free tuition program.
The free tuition program will cover major school expenses through the remainder of the 2018-19 school year, including tuition, uniforms, school materials, hot lunches, field trips and other expenses associated with a child's education and covers students from Preschool through 12th Grade.
In a statement released on Friday, Lincoln Snyder, the Executive Director of Schools, The Roman Catholic Diocese of Sacramento said that they have the room to add the students.
"Many families have lost nearly everything in this fire, and being back in a school can be a major stabilizing force in a child's life," he said. "Some classes in some of our schools could accommodate more students, and we have thus decided to open those seats to affected families who find themselves near those schools."
Snyder noted that even though the schools are funded by tuition, they will take Camp Fire victims at no cost to the family for the remainder of the academic year.

Paradise sits well out of reach from oroville Dam. Confirmed that alot of drainage from there runs into the Feather River before the Dam. It also drains through the westside of the ridge through Chico and eventually into the Sacramento River. The entire Sacramento Valley is a floodplain. Floods are common there. But I'm feeling that watching the water and watching California is going to mean an entirely different thing this winter an spring.

'We need hundreds': Fire victims' families urged to give DNA
SACRAMENTO, Calif. (AP) - Authorities are using a powerful tool in their effort to identify the scores of people killed by the wildfire that ripped through Northern California: rapid DNA testing that produces results in just two hours. The system can analyze DNA from bone fragments or other remains, then match it to genetic material provided by relatives of the missing. But the technology depends on people coming forward to give a DNA sample via a cheek swab, and so far, there are not nearly as many volunteers as authorities had hoped for.
As of Tuesday, nearly two weeks after the inferno devastated the town of Paradise and surrounding areas, the number of confirmed dead stood at 81, and the sheriff's list of those unaccounted for had about 700 names. But only about 60 people had provided samples to pop-up labs at the Butte County Sheriff's office in oroville and an old Sears building in Chico, where the Federal Emergency Management Agency set up a disaster relief center, said Annette Mattern, a spokeswoman for ANDE, the Longmont, Colorado, company that is donating the technology. "We need hundreds," Mattern said. "We need a big enough sample for us to make a positive ID on these and to also give a better idea of how many losses there actually are." Confusion and conflicting information, the inability of relatives to travel to Northern California and mistrust of the government may be contributing to the low number.
Tara Quinones hadn't heard anything from her uncle, David Marbury, for eight days before she drove north from the San Francisco Bay Area to give a sample Friday. A worker used a small tool to scrape her cheek, took three swabs of skin and asked her detailed questions about who she was looking for and their relationship. The uncle's landlord confirmed his house burned down with his vehicle still in the garage, but Quinones had no idea if any remains were found. Marbury's name keeps going on and off the ever-changing list of the missing. "I did it just to be proactive," Quinones said Monday. "This is the one way I could contribute to helping find my uncle." Some of those who have given DNA came forward, like Quinones, after learning about the identification effort in their desperate search for a loved one, others after the sheriff's office called to say that remains that probably belonged to a family member had been found. Mattern declined to say Tuesday how many victims ANDE's technology has helped identify. Sheriff Kory Honea's office did not immediately respond to requests for comment.
The fire was 75 percent contained Tuesday. Rain in the forecast for Wednesday through Thanksgiving weekend could aid in fighting the fire but could also bring flash floods and complicate efforts to recover remains. Once DNA is extracted from the remains, it is placed in a vial that goes into a black machine that looks like a bulky computer printer. It takes just two hours to process the material and get a DNA profile; traditional methods can take days or weeks. If a relative's DNA is already in the system, a match will pop up right away.
Mattern said it has been surprisingly easy to get DNA from remains, despite the devastating damage done by the flames. "We went in with pretty measured expectations, we didn't know what we were walking into," she said. "We have a tremendous database now of the victims of the fire." Ruth Dickover, director of the forensic science graduate program at the University of California-Davis, said that scientists have long been able to extract DNA from bone - a process that involves pulverizing the bone - but things can become more complicated if the remains of multiple people are mixed together. "What's left may not give you a nice beautiful profile," she said.
ANDE won a contract in 2009 to do research and development for federal agencies, and the company's technology has been used in pilot programs for several years. Over the summer, it won FBI approval for use in accredited labs. Law enforcement agencies in Utah, New York and Miami have used the technology, as has the military. This is the first time ANDE has helped identify victims after a natural disaster. The company has donated seven machines and about a dozen workers to the effort.

The only difference is that Paradise's size is what makes it creepy. After Chico and oroville it is like the 3rd largest town in the northern Sierra. Just sort of odd. No real downtown. A town that just sort of appeared in the 1980s.

Thomas said it could provide a "Eureka" moment for those inclined to come up here and look for it. "(The runoff) kind of 'etch-a-sketches' everything," said Thomas. "Eveything I had dug up and now my dig spots are all gone." The known gold digs were washed out, trees uprooted, and landscape eroded. 'The runoffs have also removed gold out of the old abandoned mines and sent it down the river. "It's going to bring down more gold," said Thomas. "It's going to bring up new areas that I never got to."'
Thomas runs tour groups through his property and said now is the optimum time for gold hunting because the storms have just finished churning the landscape. Officials from the Bureau of Land Management say the erosion "concentrates" the gold by removing the lighter rock and soil. You may be wondering if this reporter found any during our time here. We did find some fine flakes of what they call "flour gold" and it was found more quickly than normal in just a couple of panning sessions. "Eureka!" said Thomas."That's hard to do." But not as hard this year, now that Mother Nature has shaken up the motherlode. Thomas said one hot spot this year will be below the oroville Dam, because the huge water releases from the spillway could reveal some new pockets of gold.

I will put it to you this way. In terms of one fire, the biggest last year, I had the best view of anyone in the area given my homes position and being high up, especially when I went on the roof. I saw with my own eyes that three of the five points sparked up out of nowhere and they were nowhere near each other (ie: the wind didn't carry embers to start new locations).
At 1:17 AM when I smelled the fire I saw it burning in two locations (not close to one another), I went on the roof, and immediately on the other side of town I saw three more (not close to each other) spark up. I saw no beam or anything from the sky and I was right in the middle of it. HOWEVER, there were helicopters flying about which was extremely odd as we have no pad here and it was an uncommonly windy night.
I recorded all this of course and have planned to sell it to PG&E given how they are being sued out the ass by these frauds at moment but I have been busy and haven't contacted them. But yeah, I have that video and I saw the whole thing unfold right when it was unfolding and I saw nothing from the sky except choppers around (three) which was very odd.
Could it be both? Sure, I guess it's possible. Do I think it was? No, I think this was a coordinated plot to burn those areas up and try to get funds from the fed and bankrupt PG&E so they could take over the grid much like the oroville Dam issue.

The death toll from the still-unchecked Camp Fire has reached 23, making it the third deadliest wildfire in California history, officials said Saturday night.
This grim milestone came as firefighters focused resources on the fire's southern edge amid expected high winds that could swing flames toward the city of oroville.
Butte County Sheriff Kory Honea said 10 more bodies were found in the town of Paradise, which was leveled Friday in the firestorm - seven were found in homes, three were found outdoors. Honea said four more bodies were recovered in Concow, a few miles east of Magalia - two in their cars, two inside homes.
Five bodies were located earlier, four inside one car and a fifth in a nearby yard on a single street in Paradise.

D.A. Investigates Election Fraud and City Council Mishap
oroville, Calif. - Butte County District Attorney Mike Ramsey declared that five of the seven oroville City Councilmembers violated a state law.
The Brown Act is a law intended to give the public the right to know when local leaders meet, and why.
The group of councilmembers, excluding Scott Thompson and Mayor Linda Dahlmeier, decided last week on Oct. 12 to meet with Candace Grubbs, the County Clerk-Recorder to tell her their concerns about what seemed to be election fraud.
Two of them signed in as councilmembers, the other three, as private concerned citizens.
Nonetheless, when the district attorney began to investigate the matter of possible fraud, he also found another big problem.
"It appears to be a violation of the Brown Act in which there was a meeting that wasn't agendized in which five members of the seven-member city council appeared at without public knowledge as it were," Ramsey said. "The folks had indicated, the council members that were here tonight, had indicated that it was inadvertent on their part. They didn't intend for it to be a meeting. The Brown Act sees it differently."
The violation does not mean that these five city leaders had bad intentions. It's all about keeping the public in the loop and having all members of the council on board with what's going on in the city.
The D.A. made it clear that another violation of the Brown Act would result in misdemeanor charges for the offending council members.
So why was it so important for them to meet like this?
Last week, some city leaders got word that mail-in ballots were being delivered to a storage facility in oroville.
They're supposed to go to homes, not businesses.
So, the fear was that non-residents were using business addresses in-city so they could vote in the upcoming election.
Grubbs says it's actually come up a lot, where city business owners want to use their own store addresses to vote, feeling like they have a big stake in what happens - especially with marijuana dispensaries on the ballot next month.
But so far in the investigation, it looks like at least some of the 12 voters in question were actually homeless people using the storage unit to get the mail.
"From our records, many of them have not even voted they had registered and not voted so, and some have, I understand in oroville that they're afraid that people that live outside the city are trying to register inside the city we did not find that," said Grubbs.
Ramsey explained that as long as a homeless person tells the county the place where they stay - for example, at a certain park- they can specify a business as a place to get mail - including mail-in ballots.
However, Ramsey hasn't cleared all of the claims yet, so the investigation into voter fraud is on-going.

Trump signs bill requiring independent inspection of oroville Dam
oroville - President Donald Trump recently signed into law a bill which requires the Federal Energy Regulatory Commission to conduct an independent review of the oroville Dam facility.
The 2019 Energy and Water Development Appropriations bill requires that the licensee of the oroville Dam request the U.S. Society on Dams to nominate independent consultants to prepare a risk analysis. That analysis will be considered with the next safety review of the dam in 2019.
Congressman Doug LaMalfa, R-Richvale, issued a written statement in support of the action on Thursday.
"The previous forensic report raised many concerns with regards to the safety and design of the oroville Dam, but I believe a completely independent investigation is required in which there are no current or former employees of DWR involved," LaMalfa said. "That could be a conflict of interest, and ensuring that this process is thorough is absolutely necessary when it concerns the involvement of federal dollars and the safety of nearby residents."
In February of 2017, about 188,000 downstream residents were ordered to evacuate after the main spillway was failed and the emergency spillway was used for the first time in history. Because of unexpected headcutting, there was concern that water could compromise the emergency spillway weir and send water crashing down on the communities below.
An independent forensic review of the spillway crisis released earlier this year pointed to "long-term systemic failure" on the part of the state Department of Water Resources and the dam industry at large to address problems with original design and construction and insufficient maintenance and repairs.
Design, construction and maintenance of state dams including oroville's is overseen by the Division of Safety of Dams, which is a branch of DWR. A board of consultants, whose members were appointed by DWR, is reviewing the repairs to the dam, which is required by the California Water Code and the Federal Energy Regulatory Commission.
