Melbourne Lockdown: Police Can Enter Homes Without a Warrant to Carry Out 'Spot Checks'

Police in Melbourne, Australia now have the power to enter people's homes without a warrant and perform 'spot checks' to enforce compliance with new coronavirus lockdown rules.

After the state of Victoria announced a "state of disaster" in response to a spike in coronavirus cases, Premier of the state Daniel Andrews told residents, "We can no longer have people simply out and about for no good reason whatsoever."

In addition to an 8pm to 5am curfew, residents can only leave their homes outside those hours to shop for food and essential items, carry out care and caregiving, as well as daily exercise and work.

The new powers also give police the right to "enter your home to carry out spot checks even if you don't give them permission and they don't have a warrant," reports LockdownSkeptics.org.

Controls on buying have also been introduced, restricting citizens to purchases of no more than two of certain essential items, including dairy, meat, vegetables, fish and toilet paper.

As we highlighted earlier, immediately after the government announced the new draconian measures, police in their hundreds positioned themselves around residential tower blocks to ensure no one could leave.

People were told they must stay in the residence in which they slept the previous night for the next six weeks. Anyone who violates the new rules faces a fine of up to $1,652, an amount which is set to be increased.

As Toby Young writes, the spike in COVID-19 cases in the region could simply be due to the fact that more tests are being conducted.

"Victoria tested almost 43,000 on Sunday, July 26th, twice as many as on normal days, and the peak on Wednesday could be due to the few days delay before the results come through. In addition, a percentage of the positive results are likely due to the extensive contact tracing introduced in the past few weeks, with targeted testing of those who've been in contact with other infected people."

"It looks like a familiar pattern: on the advice of public health officials, a political leader ramps up testing and introduces a track-and-trace programme, then, when the number of cases inevitably increases, the leader panics and introduces draconian new measures."

Millions Locked Down Under Draconian Covid Rules in Australia

To combat a Covid outbreak, Melbourne initiated its most severe restrictions yet. Victoria, Australia Declares 'State of Disaster,' Locking Down Millions in Melbourne.

The premier of Victoria plunged the region into a "state of disaster" on Sunday, announcing even stricter lockdown measures, introducing a nightly curfew and banning virtually all trips outdoors after Australia's second largest state recorded 671 new infections in a single day.

Daniel Andrews told Victorians at a news conference that "we have to do more, and we have to do more right now," as the state battles to contain a devastating coronavirus outbreak that had already stripped residents of their freedoms, livelihoods and social interactions and made it an outlier from the rest of the country.

New Rules

"Where you slept last night is where you'll need to stay for the next six weeks."
Curfew between 8 p.m. and 5 a.m.
Only one person per household will be allowed to leave their homes once a day outside of curfew hours to pick up essential goods, and they must stay within a 5 kilometer radius of their home unless nearest shop is over 5 KM away.
Exercise can be taken for up to an hour a day, with one other person, but still within five kilometers of a person's home.

Digging around looking for a Clinton/Daniel Andrews connection. Found this blog post that asks some interesting questions about Andrews. The date of the photo isn't included in the post but sometime during the last election cycle based on the button. There was no mention of Andrews in the DoS FOIA reading room which is unusual only in that if he had been on her schedule, it would have ordinarily shown up since T. Fitton and others have demanded release of her schedule and appt. books.

Under the stage 4 rules for Melbourne, people will be restricted to their suburbs, and only allowed to leave home if absolutely necessary, with a significant boost to policing to enforce the ban on movements.

Only one person will be able to leave the home to buy groceries once a day. People cannot travel more than 5km from their residence.

Premier Daniel Andrews brought in the escalated emergency level as the state's worsening crisis shows no signs ending.
Only 73 of the 671 new cases are linked to known and contained outbreaks or complex cases, with 598 under investigation.
Mr Andrews confirmed Melbourne will to go into strict Stage 4 lockdown from 6pm on Sunday after a week of speculation.
The curfew will be in effect between 8pm and 5am every day in Melbourne, and regional Victoria will go back into stage 3 lockdown.
The only reasons to leave home during these hours will be work, medical care and caregiving.
Only one person in a household can go shopping per day and exercise is limited to one hour a day - both must be within 5km from home.
All recreational activity is banned and no more than two people can be together outside, even if they are from the same family or household.
'All of those changes are about limiting the number of people we come into contact with,' Mr Andrews said.
'Daily exercise is just that. It's an opportunity to get some exercise. It's not an opportunity to live our lives as if this pandemic was not real and not here.'
Partners who don't live together will still be able to visit each other.
The new restrictions are in some ways even harsher than the lockdown imposed by New Zealand.
The looming harsher lockdown prompted thousands to flock to shops across Melbourne in a new round of panic buying.
Long lines and full trolleys were seen outside supermarkets as early as 7am - even though they would stay open under stage 4.
Cafes and restaurants will continue to provide takeaway services, but people will not be allowed to dine in.
Police will also step up their checks and increase patrols to stop potential breaches.
Licence-plate recognition technology will be used to identify non-essential travellers, the Herald Sun reported.
It is expected construction sites will remain open and tradies will be given special access to hardware stores.
Public transport will also be continue in a limited capacity, with masks compulsory, and outdoor exercise will be allowed.
The decision to move to Stage 4 restrictions and its announcement rests on the Victorian Government and Premier Daniel Andrews.
Victoria recorded 397 new coronavirus cases and three more deaths on Saturday.
Mr Andrews announced the latest figures with 37 linked to outbreaks and 360 currently under investigation.
Australia's COVID-19 death toll rose to 201 after Victoria on Saturday reported the deaths of a man and two women aged in their 80s and 90s.
The fatalities bring Victoria's death toll to 116. There are currently 5,919 active coronavirus cases in Victoria.
At least 1,008 active cases have been connected to outbreaks in aged care homes.
More than 100 cases have been referred to Victoria Police for breaching stay-at-home lockdown rules.
Experts have been working over the weekend to analyse infection data from the first half of Victoria's six-week lockdown and determine if harsher measures are necessary.
Mr Andrews admitted further restrictions, based on state and national modelling, could prove a 'circuit breaker' for rising COVID-19 cases.
'What we have at the moment are numbers that are too high of community transmission and that is a concern to us.
'It is not a tap you can just turn on or off.'
'They are not decisions that would be taken lightly because there are significant costs ... even minor changes have a significant cost,' Mr Andrews said.
Mr Andrews said community transmission remained a top priority and cited 49 'mystery' cases.
'Those community transmission cases are of greatest concern to us.
'The challenge is that they are a mystery and this is all about trying to know as much as you possibly can, as much intelligence and evidence and data as you possibly can.'
Police Minister Lisa Neville said on Saturday more than 200,000 police checks had taken place across the state while more than 452,000 car checks were carried out.
She noted some Victorians were still breaking restrictions and labelled the behaviour as 'appalling'.
'The overwhelming majority of Victorians every day are doing the right thing,' she said.

"A Sydney law firm has advised Melburnians to defy the mandatory mask order announced by Premier Daniel Andrews on Sunday. Anyone living in metropolitan Melbourne and the Mitchell Shire who is not wearing a mask or suitable face covering from 11.59pm on Wednesday will be handed a $200 fine.

The residents, currently living under "stage three lockdown COVID-19 restrictions", must wear one when they leave their homes for any of the four permissible reasons - food, exercise, work or education, and caregiving.

A Sydney law firm, G&B Lawyers, has advised Melburnians to defy the mandatory mask order announced by Premier Daniel Andrews on Sunday, posting to Facebook: "Get a $200 fine then elect to have it determined in Court. "There has been a lot of commentary and a lot of people who don't necessarily think that the virus is real or think it is somehow a fundamental attack on peoples' human rights," Mr Andrews told reporters this morning.

"I just remind every Victorian that nurses and doctors wear masks when they are treating you and I don't think it is too much to ask Victorians to wear a mask so they don't finish up in hospital or contribute to somebody else finishing up in hospital.

"Victorians will embrace this and I am grateful to them for doing it.

He said wearing a mask is "unusual" for many Victorians, but said it will make a difference.

"That is the medical advice to me for the sake of avoiding some criticism, from a small group of people, I think, I was hardly going to ignore the advice given," he said.

"The advice is, at this point in the pandemic, the circumstances we face, the reality we confront, masks across the board will make a difference and, therefore, if you're told something will make a difference, then you're obliged to do it."

Five million Victorians in the state's locked-down zones will be made to wear a mask when they head outside from Thursday. Anybody caught outside without a mask would face a $200 fine.

Residents in NSW are also being asked to wear masks if they are out in public and cannot socially distance as the number of coronavirus cases in the state increases.

However, just 24 hours after the rules were announced, it already appears masks and face coverings have struck a nerve with some.

One Melburnian told the Today show he wouldn't be wearing a mask and would refuse to pay the fine if he got one.

"Absolutely not. They would have to take me to court and I still wouldn't pay it," he added.

He is not alone in his sentiment. Social media has been bombarded with angry messages from Aussies who say they will defy the rule and some who even say they believe it is part of a global conspiracy.

"Where is our civil liberties? I guess they don't exist no more," wrote one Victorian on Twitter.

Face masks will become mandatory across Melbourne and Mitchell Shire in a bid to stop the spread of COVID-19 across the city.

Victorian Premier Daniel Andrews announced the drastic new measure on Sunday as the state recorded another 363 cases and three more deaths from the infectious respiratory disease.

Those who disobey the new government directive - effective from 11.59pm on Wednesday - will face a $200 fine.

He said the mask did not necessarily need to be hospital-grade, and could be a home-made face covering like a scarf.

Victorian Health Minister Jenny Mikakos has meanwhile announced the state's state of emergency will be extended to August 16 as case numbers continue to rise.

Mr Andrews said there would be exceptions to the order in cases where it's not practical or masks cannot be worn for professional reasons.

'Those who have a medical reason, kids under 12 years of age, those who have a professional reason or if it's just not practical, like when running [will be given an exemption],' he said.

'However you will still be expected to carry your face covering at all times to wear when you can.'

Teachers will not have to wear a mask while teaching, but students attending for VCE and VCAL secondary qualifications or for onsite supervision will not be exempted.

Mr Andrews stressed the stage three restrictions already in place would still apply and Melbourne residents could only leave the home for one of the four permitted reasons - for essential shopping, to provide care, for work or study or for exercise.

'I just want to make a point about the fact that whilst a mask or a face covering will be of benefit, it doesn't mean that we can be shaking hands again,' he said.

Face coverings will become mandatory in Melbourne and Mitchell Shire as authorities move to restrict visits to aged care centres after 363 new cases of coronavirus and three further deaths.

The state government has restricted visits to homes to include carers only, and the federal government will provide funding to ensure casual care staff are not moving between facilities and potentially spreading the virus.

It will also crack down on social distancing in workplaces, where more than 80 per cent of transmission has occurred since mid-May, implementing inspections and fines for employers.

Previously, people have been asked to wear a mask if they are undertaking an activity where they cannot safely stay 1.5m from others.

Now, people leaving home for one of the four essential reasons will need to wear face coverings - which can be a mask or an item such as a scarf or bandanna. From 11.59pm on Wednesday, people caught outside without masks could be subject to a $200 fine unless they can demonstrate to police why they should not be wearing one.

According to the government, it may be reasonable not to wear a mask if a person is going for a run; has medical issues that make mask wearing difficult; has a job that is not amenable to mask wearing; or is a child under 12.

Even people with excuses will be required to carry a face covering when they leave home. Teachers will not be required to wear masks in the classroom.

Premier Daniel Andrews, who removed a navy blue face mask before addressing reporters, said he hoped no $200 fines would be issued and the directive would lead to behavioural change and an acceptance that masks would be required for a long time.

"We are going to be wearing masks in Victoria, and potentially in other parts of the country, for a very long time. There's no vaccine to this wildly infectious virus, and it's a simple thing but it's about changing habits," he said.

Chief Health Officer Brett Sutton said the directive would allow the state to achieve its goal of single-digit or zero daily case growth more quickly.

He said face coverings would play a major role in stabilising what he called the daily case "numbers rollercoaster".

He said jurisdictions around the world that made face coverings mandatory had suppressed the virus far more effectively than those that did not.

"It reduces the load that gets out between people," Professor Sutton said, emphasising the importance of masks covering a person's mouth and nose. Mask wearing reduced transmission rates by two-thirds or more, he said.

Another 363 cases of coronavirus were recorded in Victoria on Sunday, and there have been a further three deaths.

Of the new cases, about 30 are linked to known outbreaks and 327 are being investigated. More than 26,000 tests were conducted on Saturday.

Two men and a woman, each in their 90s, have died. Mr Andrews expressed condolences and said it would be a "particularly sad time" for their families.

Professor Sutton said there was "no absolutely clear sign" of infection figures trending downwards.

Two people, one at the Melbourne Remand Centre and one at a youth prison, have contracted the virus.

There are 130 people in hospital with COVID-19, an increase of 20 within 24 hours, and 28 in intensive care, three more than the day before.

The state government has identified casual workers with no access to leave entitlements attending work while sick, including at aged care homes, as a main driver of community transmission.

Mr Andrews said about 80 per cent of transmission since mid-May had occurred in workplaces, and much of it among casual workers without access to sick leave, who worked while displaying symptoms.

WorkSafe, assisted by Victoria Police and Emergency Management Victoria, will conduct a blitz of work sites to ensure physical distancing rules are being enforced.

"Many casual staff are moving into nursing home environments and bringing the virus to work with them. We know the catastrophic impact that can have on very vulnerable residents," Mr Andrews said.

"It's contributing to the community transmission within the Victorian community in a significant way."

Mr Andrews said the government's $1500 worker support payment was available to any employee who was not able to work due to illness. He urged casual workers to take up the payment rather than attend work while sick.

Leaked emails reveal government knew of problems on day one of hotel quarantine

Top bureaucrats warned senior health officials at the beginning of the Andrews government's botched hotel quarantine scheme that security guards were ill-equipped for the work and demanded police be called in to take control.

The Age and The Sydney Morning Herald have seen leaked emails between senior officials in leading agencies involved in the quarantine system, which was supposed to protect the community from imported COVID-19 cases.

The first email raising concerns was sent by a senior bureaucrat at the Department of Jobs, Precincts and Regions within 24 hours of the March 28 launch of the program.

It was addressed to several senior officials at the Department of Health and Human Services (DHHS), which was the leading agency for the day-to-day management of hotel quarantine, according to an Emergency Management Victoria operational document seen by The Age and The Sydney Morning Herald.

"We request that Victoria Police is present 24/7 at each hotel starting from this evening. We ask that DHHS urgently make that request as the control agency," the email read.

DHHS was asked to address issues on the supply and distribution of masks and gloves, and to clarify policies on whether detainees could leave their rooms or order UberEats takeaway food.

The email was also sent to Emergency Management Victoria, which was jointly responsible for the hotel scheme alongside DHHS.

The Age and The Sydney Morning Herald have chosen not to reveal the identities of those named in the email exchanges, or to quote from the emails in full, because those involved had not consented to providing the emails to the media.

Premier Daniel Andrews announced an inquiry into Victoria's quarantine scheme, to be led by former judge Jennifer Coate, after protocol breaches by guards at the Rydges on Swanston and Stamford Plaza hotels were identified as the source of coronavirus outbreaks in Melbourne's north and west.

The outbreaks marked the start of a second surge across the state. Victoria recorded 177 new cases of COVID-19 on Monday after more than a week of triple-digit daily increases. In May and June, there were dozens of days when fewer than 10 new cases were reported statewide.

The state's Chief Health Officer said on Monday it was "conceivable" that all the active COVID-19 cases in Victoria stemmed from Melbourne's problem quarantine hotel program.

"We don't know the exact proportion [that are linked to hotel quarantine]. We know that it's genomically linked to the quarantine cases, but not all of the viruses that are out there at the moment are sampled, not all of them can be grown in order to get the genomic sequencing - but I think we've said previously a very significant proportion was shown up in a in an early snapshot of that," he said.

But it speaks to, you know, the dangers of any positive case out there and the ability for it to spread very extensively as has occurred."

Victorian Premier Daniel Andrews has signed a new deal with the Chinese Governmentto deepen the state's engagement with the controversial Belt and Road initiative.

The deal has angered some in the Morrison Government who are worried about Chinese influence in Australia, but the Premier, who is a frequent visitor to China, says the deal is designed to boost the Victorian economy and jobs.
So, what is this new deal?

It's technically a non-legally binding agreement for Victoria to be involved in the Belt and Road project; the Silk Road for the 21st century that includes new ports, highways and railways across the globe.

It is essentially a commitment by Victoria to work together with Beijing on future projects for the benefit of both parties.

Mr Andrews will co-chair a group that will meet half yearly.

A big part is for Victorian infrastructure experts to get access to the hundreds of billions of dollars of projects slated for the Belt and Road.

But it also encourages Chinese infrastructure firms to establish a presence in Victoria and to bid for major projects.

Two Chinese firms are part of bids for the $16 billion North-East Link.

Some critics have accused Mr Andrews of hypocrisy after he introduced laws ensuring local procurement for all government projects.
What will Victoria get out of it?

Foreign policy doesn't usually fall under the jurisdiction of state governments, but essentially it will mean a bigger market to sell wine, beef and lamb, as well as an opportunity for Victorian institutions to teach future Chinese doctors.

International education is already the state's biggest export.

Voicing public support for a major Chinese foreign policy initiative is likely to ease the way for Chinese companies to get approval from Beijing to make investments in Victoria, and for Victorian-based companies to sell to China.

For example, the partial granting in April of a licence for Bellamy's infant formula to sell Chinese-labelled product after years of delay came just days before a visit by Mr Andrews to Beijing for a Belt and Road forum.

But was that a coincidence? Whenever Mr Andrews is attacked over his cosy relationship with China, he says the deal is in the interest of the state's economy.

Victoria coronavirus cases rise by 108 as Daniel Andrews strengthens lockdown at nine public housing estates

Some 3,000 of Melbourne's "most vulnerable" residents will be locked in nine public housing estates for at least five days due to a coronavirus outbreak.

Premier Daniel Andrews said that in recent days, at least 23 cases had been identified in more than 12 households in the Flemington and North Melbourne public housing estates in inner Melbourne.

Mr Andrews said the nine towers included 1,345 units of housing and were home to about 3,000 residents.

It comes as Victoria recorded its second-highest ever daily increase in coronavirus cases, with 108 people diagnosed with the virus overnight.

Postcodes 3031 - taking in Flemington and Kensington - and postcode 3051 - covering North Melbourne - will be added to the list of suburbs already under stay-at-home orders from midnight Saturday night.

Under the stage three restrictions, people in the 12 suburbs can only leave the house for four reasons: work or education, exercise, medical care or caregiving or shopping for supplies.

However, those living in the nine public housing estates will be in a "hard lockdown" and not able to leave their residence for any reason.

Making the announcement at 4:00pm on Saturday, Mr Andrews said the new rules were "effective immediately" for the estates.

There have long been concerns of overcrowding in the densely populated public housing blocks.

Deputy Chief Health Officer Annaliese van Diemen said living in close quarters and sharing facilities made transmission more likely.

"This support will mean we can get even more tests done and results back quickly - and a stronger effort to remind Victorians if you are sick, stay home and get tested.

"We thank our neighbouring states for agreeing to provide this support - which will ensure we keep Victorians safe."

The ADF's role is still being determined.

In other states, personnel had been instrumental in the maintenance of hotel quarantine facilities.

Victorian Premier Daniel Andrews was asked on Tuesday whether he would request the help of the ADF.

He said it was unnecessary, and having more nurses would be more suitable.

"I'm very grateful to the prime minister's offers of support right across the board," he said then.

"There will be more staff in those settings, and I think that probably the best staff to have in those settings, more of them, are people that have got a clinical background."

Security contractors have been used to maintain hotels being used as mandatory quarantine facilities.

However, several have become carriers for coronavirus after becoming infected.

Clusters have been linked to outbreaks among contractors at the Rydges and Stamford Plaza hotels.

Victoria on Wednesday recorded 20 new cases of coronavirus.

Only one was a recently-returned traveller.

The remaining 19 are believed to be locally transmitted.

There have been 128 new cases of COVID-19 in the state in the past seven days.

A Victorian man in his 80s died overnight, Australia's first coronavirus death in more than a month, taking the Victorian toll to 20 and the national tally to 103.

Doorknocking 'army' to hit streets after day seven of double-digit rises

Victoria recorded 17 new cases of coronavirus on Tuesday, marking a full week of double-digit growth in case numbers.

From Wednesday an "army" of hundreds of public health workers will hit the streets of the six local government areas identified as coronavirus hotspots, liaising with families and reminding them that they must get tested and stay home if they are unwell.

The 17 fresh cases included one from hotel quarantine, three picked up via routine testing and 11 that are under investigation, with more information expected later on Tuesday, Premier Daniel Andrews said on Tuesday morning.

Two cases are linked with the Keilor Downs family cluster that has reached 13 cases across eight homes. Five members of one family household in the City of Maribyrnong have also tested positive, with the source of the infection still under investigation.

"What we can be certain of is that there will be some significant community transmission within those numbers," Mr Andrews said.

The advice to residents in Moreland, Darebin, Hume, Cardinia, Casey and Brimbank remains to stay vigilant, although the Premier said only those who are unwell should avoid travelling within Victoria over the school holidays that begin this weekend.

Mr Andrews also flagged an increased, targeted testing regime in those local government areas, which would include asymptomatic residents.

He said it was not yet time for a more severe lockdown of those suburbs.

Ministerial staff banned from holding Labor Party positions

Premier Daniel Andrews has banned ministerial staff from becoming factional powerbrokers, holding official positions inside the Labor Party and running for pre-selections.

Mr Andrews' latest move follows an investigation by The Age and 60 Minutes that revealed ministers, and a ministerial staffer, had engaged in industrial-scale branch stacking.

In an email seen by The Age and sent to ministerial staff on Monday afternoon, the Premier's office said the rules would come into effect from the beginning of next week.

"It is a long-standing rule in our office that all staff who work for the Premier agree not to hold elected positions in the Labor Party or to act as proxies in Party forums," the email said.

"This is to ensure that we can never be put in a situation of having to take a public position against the government and because our office is here to support every member of the caucus.

"I wanted to let you know that for the purposes of providing absolute clarity about the role and focus of all staff across the government, those rules will now be expanded to apply to all ministerial offices from the beginning of next week."

Covert recordings obtained by The Age and 60 Minutes revealed Nick McLennan, a ministerial adviser to Marlene Kairouz, who last week resigned from the frontbench, collected wads of cash from disgraced former cabinet minister Adem Somyurek to pay for Labor Party memberships.

Recordings also suggest Mr McLennan's job as a senior policy adviser to Ms Kairouz had been arranged by Mr Somyurek "because of a factional thing". Mr Somyurek also repeatedly claimed that Mr McLennan had not been branch stacking aggressively enough, despite being paid more than $100,000 a year.

Consumer Affairs Minister Marlene Kairouz allegedly encouraged parliamentary staff to work on the branch-stacking activities with powerbroker Adem Somyurek, The Age reports today, describing it as an "excellent" use of taxpayer-funded parliamentary officers.

Victorian Premier Daniel Andrews sacked Mr Somyurek and referred him to the state's police and anti-corruption watchdog yesterday, but stood by Ms Kairouz saying she had assured him she had "acted appropriately at all times".

Mr Somyurek will today enter his first parliamentary sitting since losing his job as a minister and his membership of the party.

It's unclear whether the upper house MP will show up at Spring Street today, with coronavirus restrictions limiting the number of MPs who can attend.

But his now-former leader, Mr Andrews, is expected to face a barrage of questions about the claims as well as pressure to dump Ms Kairouz and Assistant Treasurer and Minister for Veteran Affairs Robin Scott, whose staff allegedly assisted branch-stacking efforts.

Mr Scott resigned from Cabinet on Monday night to avoid "distraction" for the Government but vowed to clear his name.

Opposition Leader Michael O'Brien has called for Ms Kairouz, meanwhile, to also be dropped from Cabinet.

But the Premier has so far stood by the two MPs.

An investigation by The Age and 60 Minutes alleges Mr Somyurek handed over cash and used parliamentary employees to create fake branch members and amass political influence.

Mr Somyurek denies the allegations and wants police to investigate the recordings used in the exposé.

He claimed he was resigning solely due to offensive language used about fellow MP Gabrielle Williams. In the recordings, he describes her as "f*ing stupid bch", a "stupid moll" and says he is "going to f*ing knock her f*ing head off".

At another point Mr Somyurek was heard describing Young Labor members as "little passive aggressive f***ing gay kids".

Mr Andrews described the comments as "wicked", "shameful" and "deplorable" and said, contrary to Mr Somyurek's statement, that he was "not offered an opportunity to resign".

"He is not worthy of an opportunity to resign," Mr Andrews said on Monday. "He was sacked. And that is the fact of the matter. Any statements to the contrary are simply false."

Mr Andrews said he had asked the Independent Broad-based Anti-corruption Commission and Victoria Police to investigate the branch-stacking allegations.

The Premier also asked the Labor national executive to expel Mr Somyurek, a step it was preparing to take before he resigned.

Secret tapes spark calls for investigation into powerbroker Adem Somyurek

There are mounting calls for factional powerbroker Adem Somyurek to face a police investigation and expulsion from the Labor Party if allegations of branch stacking and illegal conduct are proven.

The Age and 60 Minutes on Sunday night revealed Mr Somyurek, a Victorian cabinet minister, handed over thousands of dollars in secret cash drop-offs and used political advisers to stack branches with fake members in a bid to amass significant political power inside the Australian Labor Party.

Premier Daniel Andrews has said he will not be commenting on the scandal until Monday. But senior figures within the Labor Party were on Sunday night already calling for action.

The Victorian Opposition called on Mr Somyurek and others involved to stand down, pending an anti-corruption and police investigation.

Meek in a crisis: Rush to download reveals true Australian character

The rush by more than two million Australians to download the government's COVID tracking app confirms what social researchers have long understood; for a nation of self-identifying rebels, we are meekly compliant when it matters.

Whenever asked, most Australians will tell you they don't trust politicians, don't trust government and particularly, don't trust government to keep their personal data safe.

Yet, when invited by politicians to download an app designed by government to gather personal information about our social interactions, only Twitter cranks and contrarians have publicly demurred.

"We are extraordinarily compliant," says Rebecca Huntley of social researchers Vox Populi.

"A stark example of our compliance is that, at a time of great and increasing cynicism about politicians and politics and a declining belief in the value of our vote, we have more people than ever on the electoral roll and no significant incline in informal voting.

"That is not a bad thing. The compliance of the Australian community - when they believe in the social good of the thing that requires compliance - is actually really powerful. We see it in response to drought and water restrictions and we see it in response to something like this."

Not everyone supports COVIDSafe, a mobile phone app which stores details of the people we come into close contact with.

Nationals MP Barnaby Joyce has declared he won't download it and has warned his government against pushing ordinary Australians "too far" in its campaign to suppress the virus. He has found an unlikely ally in feminist author Naomi Wolf, who tweeted this week that downloading the app was a "bad idea".

However, it is backed across the mainstream political divide, with leading Labor figures Tanya Plibersek and Daniel Andrews each declaring they'd signed their families up within hours of the app being launched.

For COVIDSafe to be effective in stopping the spread of the virus, it needs to be downloaded by about 40 per cent of the population. Its success or otherwise will provide an opportunity for social researchers to analyse what we do, rather than what we say, when it comes to trusting government in a crisis.

Metropolitan Fire Brigade chief Dan Stephens has resigned after just over a year in the role, effective immediately.
It is the cumulation of a rocky term for Mr Stephens, and the latest development in the tortured process to set up Victoria's new firefighting body.
MFB Board President Jasmine Doak thanked Mr Stephens, who moved from the UK to Australia to take up the role, for his service and leadership.
Mr Stephens' appointment sparked tension with Victoria's powerful firefighters union when it was announced in April 2018, with branch secretary Peter Marshall criticising his "union-busting, budget breaking" record.
Mr Stephens rebuffed the claims upon starting his role in late May, 2018.
Mr Stephens' resignation comes less than a month after the state government's contentious fire services reforms became law.
The legislation, which passed on June 20, devolved the Country Fire Authority into a volunteer-only organisation while maintaining its 1200 volunteer brigades. There had been no guarantee that Mr Stephens would lead the new agency.
The new Fire Rescue Victoria would replace the MFB and take control of 38 Country Fire Association brigades in mid-2020.
Mr Stephens reportedly went on "indefinite" leave in late June, after the state government failed to back him to lead the new FRV.
Emergency Services Minister Lisa Neville thanked Mr Stephens for his service.
"He has shown great commitment to the Victorian community and leaves the MFB in a strong position during a time of change," she said.
Opposition spokesman for emergency services Brad Battin praised Mr Stephens, while slamming the state government's connection to the firefighters union.
"[Mr Stephens] could never achieve the goal of improving the culture as the government owes too much to UFU Secretary Peter Marshall, who it would appear had wanted Mr Stephens gone for months.
"Mr Stephens was targeted by the United Firefighters Union even prior to his arrival to Victoria.
"Dan Stephens' resignation is a huge loss to Victoria's fire services and to any attempt to ensure all firefighters have a safe and bully-free work environment."
The firefighting services reforms have a bitter history that spans three years. At its fiercest, in 2016, the debate saw the resignation of multiple CFA chiefs and then-Emergency Services Minister Jane Garrett.
Ms Garrett refused to back Premier Daniel Andrews' decision to side with the United Firefighters' Union in its industrial dispute with the CFA.
The entire CFA board was also sacked by the Andrews government in 2016.
When the state government attempted to again push through legislation to break up the fire services in 2018, it was upended by a Coalition ambush at the end of a marathon upper house debate.

Dozens of Victorians with alt-right beliefs are being monitored by counter-terrorism authorities in the wake of Friday's attack in Christchurch but police confirm there is no current threat they are aware of.

Victoria Police Chief Commissioner Graham Ashton said "dozens" of Victorians were currently being monitored.

"We have a range of people within Victoria that we monitor in relation to politically motivated extremism and potential for violence and we will continue to do that," he said.

"Certainly after Friday night we have intensified monitoring of the alt-right within Victoria, because of events from Friday.

"We have no current threat active in relation to any response from Friday that we are working on, it is simply our normal work."

Mr Ashton said Victoria Police is working alongside the AFP and ASIO on their counter-terror efforts.

Premier Daniel Andrews revealed he had not watched the harrowing footage that was live streamed by Christchurch shooter Brenton Tarrant and widely shared on social media.

"The person who has perpetrated this act of evil in New Zealand has filmed it for a reason, he wanted people to watch it," he said.

"The last thing we should be doing is giving him what he wanted.

"I've not seen the footage and I would encourage people not to bother looking for the footage online, out of respect for the families."

Premier Andrews, Minister for Multicultural Affairs Richard Wynne and Mr Ashton attended an open day at Omar Bin El-Khattab Mosque in Preston on Sunday afternoon.

They were greeted by President of the Islamic Society of Victoria Tarek Khodr.

Premier Andrews said Victoria had "heavily regulated" gun laws.

"The types of weapons used in these evil attacks in New Zealand are already very heavily regulated," he said.

"We have tightened gun laws in regards to illegal firearms.

"I do not know that Victoria Police have any further requests for any law changes.

Under the pall of this uncertainty, and with the horror of Friday's attacks fresh in our minds, I call upon Victorian Premier Daniel Andrews to immediately enact legislation with the powers to protect the public from the unquestionable influence of secret societies.

Presuming his inability to act, volitional or otherwise, I am calling upon people everywhere. The time has come where we can no longer allow hidden influences to misdirect our evolution. We must insist upon involvement. We must insist upon compassion. We must take power over our own lives, rejecting governance under secretive and divisive precepts, and restoring the harmony of Life en-joying and thus enhancing her own Being; All By Itself.

I implore you to join me in the boycott of all corporate engagements, directing instead our working energies toward the restoration of our world, and of our people.

And God shall govern.

The much-anticipated release of Victoria's secret infrastructure deal with China has prompted federal Labor leader Bill Shorten to label the agreement as the everyday business of state politicians.

Premiers of many political colours tried to woo China into business deals, and Victoria's Labor leader Daniel Andrews was no different, Mr Shorten told reporters in Melbourne on Monday.

"Premiers of both sides of politics have taken delegations to China trying to interest investment in their particular part of Australia," he said.

"That is the normal day-to-day work of our state politicians."

The Victorian government released the terms of its memorandum of understanding with China on its Belt and Road Initiative late on Sunday.

It was revealed that Victoria was the first Australian state to sign up to the initiative on October 8. Premier Daniel Andrews first mentioned the deal on October 25.

The premier said it had been the intention to release details of the deal on Friday, but it was "not appropriate" following the Bourke Street terror stabbing.

On Monday he gave an outline of the deal and what it means for Victoria.

"It's about a framework and it sets us apart from other Australian states and it sends a very powerful message to those in China who are making these key decisions that Victoria is a destination where the quality of our produce is absolutely trusted and the quality of our offering is absolutely trusted and that's good for jobs," Mr Andrews said.

Victoria could send more produce overseas and more export income could come from a better relationship with China, and other important relationships, he added.

Liberal MP Michael O'Brien said it was concerning Mr Andrews had signed up Victoria to an agreement with far-reaching impacts.

"What does that mean for Victorian businesses to have unimpeded trade with China? Simply means a lot of Victorian businesses will be put under massive pressure," he said.

"Daniel Andrews has signed Victoria up to a secret deal with no consultation beforehand that can't be terminated unless the Chinese government agree to it."

Prime Minister Scott Morrison previously levelled criticism at Mr Andrews for signing the deal, arguing that foreign policy is the Commonwealth's domain and he should have checked first with Canberra.
