Tech company says its software isn't to blame for ballot hiccups in Georgia's Gwinnett County
Dominion Voting Systems said its software is not to blame for the ballot processing errors afflicting Gwinnett County, Georgia.
On Election Day, Gwinnett County discovered a "problem with about half the batches of absentee by mail ballots," according to a statement on the county's website. The county said the problem affected approximately 3,200 batches containing up to 25 ballots each, which equals a maximum of 80,000 ballots.
Gwinnett County said on Wednesday it was working with Dominion Voting Systems technicians to revisit the batches that it said were "added to the Election Night totals without being fully adjudicated." The county said the adjudication process would begin Thursday and estimated that it would take "about three days to complete.

1 - SUMMARY -
This report summarizes the results of our review of the GEMS election management system, which counts approximately 25 percent of all votes in the United States. The results of this study demonstrate that a fractional vote feature is embedded in each GEMS application which can be used to invisibly, yet radically, alter election outcomes by pre-setting desired vote percentages to redistribute votes. This tampering is not visible to election observers, even if they are standing in the room and watching the computer. Use of the decimalized vote feature is unlikely to be detected by auditing or canvass procedures, and can be applied across large jurisdictions in less than 60 seconds.
GEMS vote-counting systems are and have been operated under five trade names: Global Election Systems, Diebold Election Systems, Premier Election Systems, Dominion Voting Systems, and Election Systems & Software, in addition to a number of private regional subcontractors. At the time of this writing, this system is used statewide in Alaska, Connecticut, Georgia, Mississippi, New Hampshire, Utah and Vermont, and for counties in Arizona, California, Colorado, Florida, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Missouri, Ohio, Pennsylvania, Tennessee, Texas, Virginia, Washington, Wisconsin and Wyoming. It is also used in Canada.
Fractionalized vote:
Instead of "1" the vote is allowed to be 1/2, or 1+7/8, or any other value that is not a whole number.
What fractionalized votes can do:
They allow "weighting" of races. Weighting a race removes the principle of "one person-one vote" to allow some votes to be counted as less than one or more than one. Regardless of what the real votes are, candidates can receive a set percentage of votes. Results can be controlled. For example, Candidate A can be assigned 44% of the votes, Candidate B 51%, and Candidate C the rest.
GEMS fractionalizes votes in three places:
The "Summary" vote tally, which provides overall election totals for each race on Election Night
The "Statement of Votes Cast", which provides detailed results by precinct and Voting method (ie. Polling, absentee, early, provisional)
The "undervote" count
Fractions in results reports are not visible.Votes containing decimals are reported as whole numbers unless specifically instructed to reveal decimals (which is not the default setting). All evidence that fractional values ever existed can be removed instantly even from the underlying database using a setting in the GEMS data tables, in which case even instructing GEMS to show the decimals will fail to reveal they were used.
Source code: Instructions to treat votes as decimal values instead of whole numbers are inserted multiple times in the GEMS source code itself; thus, this feature cannot have been created by accident.
Fractionalizing the votes which create the Summary Results allows alteration of Election Night Web results and results sent to the Secretary of State, as well as results available at and local election officials.
Fractionalizing the "Statement of Votes Cast" allows an extraordinary amount of precision, enabling alteration of results by specific Voting machine, absentee batch, or precinct. Vote results can be altered for polling places in predominantly Black neighborhoods, and can parse out precincts within a mixed batch of early or absentee votes.
Fractionalizing the undervote category allows reallocation of valid votes into undervotes.
==In short, if votes are counted as decimals. as is 1.0 instead of a whole integer such as 1, cheating can occure.
programs can be made to count votes as 1.1 or 1.1 or 1.3 or 1.4….all of which would still round to 1 but if added together and then rounded to a whole number could greatly increase the count.

Georgia officials have vowed to investigate the state's electoral processes after primary voters were discouraged at every turn, with hours-long waits, Voting machine issues, closed polling places, and a lack of absentee ballots.
"Everything that could happen or go wrong has gone wrong so far," Fulton County Board of Commissioner Chairman Robb Pitts told local media, describing his county's cascade of failures as the result of fewer Voting precincts and absentee ballot issues.
The rollout of new Voting machines across the state brought with it major headaches, introducing paper ballots for the first time in 18 years. Manufactured by Dominion Voting Systems, the new machines were acquired earlier this year after activists sued the state, charging the previous machines were not secure. The old system left no paper trail at all, while the new Dominion machines print paper ballots with a record of the voter's selection that are then scanned.
However, Georgia officials - including the Secretary of State - defended the machines as complaints began pouring in Tuesday morning, blaming the snarls on "user error" and insisting despite all reports to the contrary that poll workers and voters were just confused. After hours of insisting the only problem was that some machines had been delivered to the wrong precinct, statewide Voting implementation manager Gabriel Sterling apparently deleted a tweet claiming the Voting was "going great" in most of the state.

AP'S ASSESSMENT: Soros, who donates to liberal political causes, does not own Smartmatic, a company that specializes in Voting technology.
A post circulating on Facebook featuring a photo of Soros and titled "Defeat Election Fraud" falsely claims he owns the company and names 16 states as places that use them. Three of the states - Michigan, Missouri and Washington - were holding primaries on Tuesday.
Similar false claims have circulated previously with posts dating as far back as 2016. Michigan has three Voting system vendors approved for the state, which are Dominion Voting Systems, Election Systems and Software and Hart InterCivic. Samira Saba, a spokeswoman for Smartmatic, told The Associated Press in an email that Los Angeles County is currently the company's only client in the U.S.
While the chairman of SmartMatics and the SGO Group, Mark Malloch-Brown, serves on the Open Society Foundations Global Board - founded by George Soros - SmartMatics is not owned by Soros himself, despite what the post circulating widely on social media suggested. The company's website noted that "George Soros does not have and has never had any ownership stake in Smartmatic." Smartmatic took part in its first U.S. election during the 2005-06 election cycle, when it offered its services to 16 states, according to their website.

Microsoft has announced an ambitious effort to make Voting secure, verifiable and subject to reliable audits by registering ballots in encrypted form so they can be accurately and independently tracked long after they are cast.
Two of the three top U.S elections vendors have expressed interest in potentially incorporating the open-source software into their Voting systems.
The software is being developed with Galois, an Oregon-based company separately creating a secure Voting system prototype under contract with the Pentagon's advanced research agency, DARPA. Dubbed "ElectionGuard," it will be available this summer, Microsoft says, with early prototypes ready to pilot for next year's U.S. general elections.
CEO Satya Nadella announced the initiative Monday at a developer's conference in Seattle, saying the software development kit would help "modernize all of the election infrastructure everywhere in the world."
Three little-known U.S. companies control about 90 percent of the market for election equipment, but have long faced criticism for poor security, antiquated technology and insufficient transparency around their proprietary, black-box Voting systems.
Open-source software is inherently more secure because the underlying code is easily scrutinized by outside experts but has been shunned by the dominant vendors whose customers - the nation's 10,000 election jurisdictions - are mostly strapped for cash.
None offered bids when Travis County, Texas, home to Austin, sought to build a system with the "end-to-end" verification attributes that ElectionGuard promises to deliver.
Two of the leading vendors, Election Systems & Software of Omaha, Nebraska, and Hart InterCivic of Austin, Texas, both expressed interest in partnering with Microsoft for ElectionGuard. A spokeswoman for a third vendor, Dominion Voting Systems of Denver, said the company looks forward to "learning more" about the initiative.
Anyone with an existing Voting system or developing a new one will be able to incorporate ElectionGuard - at the state or local level in the U.S. or national level for jurisdictions abroad.
"Once the barrier to entry is low enough, hopefully one of the vendors will go for it, and that will bring the rest of them in quickly enough," said Dan Wallach, a Rice University computer scientist who assisted Travis County.
"It can be used with a ballot-marking device. It can be used with an optical scanner, on hand-marked paper ballots," said Josh Benaloh, a senior cryptographer at Microsoft Research and key contributor to the ElectionGuard project. Benaloh helped produce a National Academies of Science report last year that called for an urgent overhaul of the rickety U.S. election system, which Russian hackers infiltrated in 2016 in several states.
That report called for all U.S. elections to be held on human-readable paper ballots by 2020. It also advocated a specific form of routine postelection audits to ensure accurate vote counts - a requirement that "end-to-end' Voting verification satisfies.
Election integrity activist Susan Greenhalgh of the National Election Defense Coalition said she hoped it would encourage innovative thinking at the level elections are actually managed.
"We can't have faith-based Voting anymore," she said. "This is a great step forward in verifying election results."
ElectionGuard will let voters confirm that their votes are accurately recorded. Beyond that, the unique coded tracker it produces registers an encrypted version of the vote that keeps the ballot choice itself secret while ensuring votes are accurately counted.
That enables reliable postelection audits and recounts.

I voted in the Midterm Election for my state. From within the Anon community I have learned about rigged machines and company connections to political candidates with an interest in swaying elections. Because of this I didn't have any faith that my vote would count.
New Jersey's current Voting process is vulnerable, and the state's ballot system has been graded among the least secure in the country. Since Voting machines are not connected to the Internet, they believe there is no cause for concern. a team of scientists from Princeton and Lehigh universities was able to study the most commonly used machine, the Sequoia AVC Advantage. In 2008, they presented their results, concluding the machines were "easily hacked" and urging the state to use a different method with an "auditable paper trail."
They have no plans to replace equipment that were put into service 15 years ago or longer.

What is the safest way to vote? I know protections are in place but it would be really hard to protect every machine in every county nation wide. Anybody got an idea if early Voting is more or less safe?

A contact who, so far, apparently wishes to remain anonymous states the following about the history of the GEMS system:

He ran the company but was prohibited from handling money or checks due to a criminal conviction for computer fraud, for which he spent 4 years in prison. Almost immediately after being released from prison he was granted intimate access to elections data and large government contracts for ballot printing and ballot processing."
I see no effort on the part of the federal government, state governments, or the mainstream press to investigate the GEMS system or respond to Bev Harris' extensive analysis.
It's not as if media outlets are unaware of her. From shesource.org, here is an excerpt from her bio:
"Harris has been referred to as 'the godmother' of the election reform movement. (Boston Globe). Vanity Fair magazine credits her with founding the movement to reform electronic Voting.
