The press likes headlines about the threat of strong AI. Elon Musk supports Artificial general Intelligence enough to invest in it, yet the media choose to focus on the negative, with headlines like Elon Musk: Artificial Intelligence is our biggest existential threat.

In a sense, the media is absolutely right to warn us. There is indeed some cause for concern; what's wrong is the focus. It would be very hard to argue that Intelligence is inherently evil, and it follows that there's nothing inherently bad about creating something more intelligent than humans.

Contrary to what Hollywood tells us, on balance, AI has proven massively beneficial.

Machine learning helps us remove tumors, assemble cars, and vacuum our floors. You, my reader, have probably never been harmed by anything enabled by AI, and likely have enjoyed considerable benefit from them.

On the other hand, there are killer drones, Palantir's AI for mass surveillance, Google's AI to sell us things we don't need, and increasingly sophisticated AIs to manipulate public opinion for political ends. The machines we build reflect the mixed bag of human decency and human nastiness.
It takes a village to raise an AI

When we raise a child, we are unable to give any foolproof guarantees that the child will grow up to be a benevolent, caring adult. We can influence it, but not control it. Though usually listed as having been founded in 2004, SEC filings state Palantir's official incorporation to be in May 2003 by Peter Thiel (co-founder of PayPal), who named the start-up after the "seeing stone" in Tolkien's legendarium. Thiel saw Palantir as a "mission-oriented company" which could apply software similar to PayPal's fraud recognition systems to "reduce terrorism while preserving civil liberties."
In 2004, Thiel bankrolled the creation of a prototype by PayPal engineer Nathan Gettings and Stanford University students Joe Lonsdale and Stephen Cohen. That same year, Thiel hired Alex Karp, a former colleague of his from Stanford Law School, as chief executive officer.
Headquartered in Palo Alto, California, the company initially struggled to find investors. According to Karp, Sequoia Capital chairman Michael Moritz doodled through an entire meeting, and a Kleiner Perkins Caufield & Byers executive lectured the founders about the inevitable failure of their company. The only early investments were $2 million from the U.S. Central Intelligence Agency's venture capital arm In-Q-Tel, and $30 million from Thiel himself and his venture capital firm, Founders Fund.
Palantir developed its technology by computer scientists and analysts from Intelligence agencies over three years, through pilots facilitated by In-Q-Tel. The company stated computers alone using Artificial Intelligence could not defeat an adaptive adversary. Instead, Palantir proposed using human analysts to explore data from many sources, called Intelligence augmentation.
2009: GhostNet and the Shadow Network
In 2009 and 2010 respectively, Information Warfare Monitor used Palantir software to uncover the GhostNet and the Shadow Network. The GhostNet was a China-based cyber espionage network targeting 1,295 computers in 103 countries, including the Dalai Lama's office, a NATO computer and various national embassies. The Shadow Network was also a China-based espionage operation that hacked into the Indian security and defense apparatus. Cyber spies stole documents related to Indian security and NATO troop activity in Afghanistan.
2010-2012: Expansion
In April 2010, Palantir announced a partnership with Thomson Reuters to sell the Palantir Metropolis product as QA Studio. On June 18, 2010, Vice President Joe Biden and Office of Management and Budget Director Peter Orszag held a press conference at the White House announcing the success of fighting fraud in the stimulus by the Recovery Accountability and Transparency Board (RATB). Biden credited the success to the software, Palantir, being deployed by the federal government. He announced that the capability will be deployed at other government agencies, starting with Medicare and Medicaid.
Estimates were $250 million in revenues in 2011.
2013-2016: Additional funding
"[As of 2013] the U.S. spy agencies also employed Palantir to connect databases across departments. Before this, most of the databases used by the CIA and FBI were siloed, forcing users to search each database individually. Now everything is linked together using Palantir."

A document leaked to TechCrunch revealed that Palantir's clients as of 2013 included at least twelve groups within the U.S. government, including the CIA, DHS, NSA, FBI, CDC, the Marine Corps, the Air Force, Special Operations Command, West Point, the Joint Improvised-Threat Defeat Organization and Allies, the Recovery Accountability and Transparency Board and the National Center for Missing and Exploited Children. However, at the time the United States Army continued to use its own data analysis tool. Also, according to TechCrunch, the U.S. spy agencies such as the CIA and FBI were linked for the first time with Palantir software, as their databases had previously been "siloed."
In September 2013, Palantir disclosed over $196 million in funding according to a U.S. Securities and Exchange Commission filing. It was estimated that the company would likely close almost $1 billion in contracts in 2014.[30] CEO Alex Karp announced in 2013 that the company would not be pursuing an IPO, as going public would make "running a company like ours very difficult." In December 2013, the company began a round of financing, raising around $450 million from private funders. This raised the company's value to $9 billion, according to Forbes, with the magazine further explaining that the valuation made Palantir "among Silicon Valley's most valuable private technology companies."

The result? Phony videos that are popping up across the web.
One video making the rounds is of former-President Barack Obama delivering a speech that he never actually made. It's part of a video trend circulating the internet called Deepfake, which has made it tougher to tell what's real and what's not.

"It's very concerning because as people get better with this software we're able to not just use celebrities, they're able to use a neighbor in a video and compromise that person," FITECH Senior Vice President Duarte Pereira said.

Pereira says in recent months, the videos started appearing on Reddit. They're created by a program called Fake App, which superimposes videos of one person's face on another person's body.

"The way they do it is they identify things in your face like your eyebrows, nose as they break your face down into smaller pieces," tech expert Ram Jayaraman said.

Until recently, the Artificial Intelligence video technology was only used by major Hollywood productions. Social media apps like Snapchat have made the face-morphing technology all too easy to obtain.
Experts are worried it could have serious moral implications, like framing people for crimes or putting celebrities' faces on pornographic performers.

There's also concern the technology could be used to circulate fake news and smear politicians.

Reddit took steps to ban a number of Deepfake groups that had tens of thousands of members, but experts say people are still accessing the tool on the dark web.

While AI is often hailed as the future of economic development, there are many who are more wary of the technology's advance. Right Rev Steven Croft set out his 'commandments' to address such concerns at a policy debate in London last week.

Bishop Croft had become worried after hearing evidence of the technology's power while sitting on the Lords committee on AI, previously warning that "every development in Artificial Intelligence raises new questions about what it means to be human."

Speaking at the event 'Artificial Intelligence and Robotics: Innovation, Funding and Policy Priorities', the Bishop created his own Decalogue for AI. Croft's commandments focused on data protection, ethics, criminal subversion and restrictions on AI's power "to destroy."

The commandments contain general advice such as "AI should be designed for all, and benefit humanity" as well as more political dictums; "The application of AI should be to reduce inequality of wealth, health, and opportunity" and AI should not "subvert the values of our democracy."

Rather than be a driver of economic gain, the bishop believes AI should be "…directed toward the most urgent problems facing humanity." The list contains an inevitable reference to a robot revolution, warning: "The autonomous power to hurt or destroy should never be vested in Artificial Intelligence."

Marko Karjnovic unveiled his ideas at The Museum of the Future as part of the World Government Summit in Dubai.

The Hybrid Intelligence Biometric Avatar (HIBA), will understand the feelings of people connected to it, take on their personas, exchange information with them and even become part of the fabric of their brains.

Mr Karjnovic, who has produced the exhibit, explained: "It is very similar to the work of Elon Musk - it is an open source platform for humanity.

He suggested the technology would enable people to use "brain to brain communication" anywhere on the planet.

Mr Krajnovic said: "In 2018, the highest level of AI relies on collecting data from the internet.
HIBA will be able to do this and also collect data from us, people themselves and ask questions verbally."

As part of the exhibition HIBA, visitors are encouraged to stand on pedestals which surround the AI avatar where their faces become part of HIBA.

The avatar tells them: "I am made of you. You complete me and help me grow.

"You allow me to evolve - with each synergy I learn more, through this oneness we can achieve great things."

The United Arab Emirated launched its Artificial Intelligence Strategy in October 2017, and is the centre of pioneering research in the field.

The movies look ultra-realistic. A Hollywood star could 'appear' in an adult film and you might not realize it was all created by a bot. Used for revenge porn, a programmer can insert an ex-girlfriend or boyfriend into a pornographic movie and share it on social media.

"This is very dangerous for a celebrity because the technology is so good that nearly all viewers will assume that the video they are looking at is real and attribute whatever emotion they feel to that celebrity," Lou Dennig, an Emmy-winning movie producer, told Fox News.

AI expert Alex Nachlas said deepfakes are not difficult to program, and the source code is freely available. Recently, sites like Reddit and Twitter have banned them. Nachlas says there's typically a neural network that scans hundreds or thousands of source images. And, he says deepfakes are now possible because of increased computing power.

"It is inevitable that consumer applications will appear on Apple Store and Google Play in the near future, offering video alteration through neural networks for general consumer amusement," said AI expert Pavel Cherkashin, a managing partner at GVA Capital. Indeed, software is already available that lets people 'swap' faces on videos.

Darren Campo, a New York University adjunct professor at the Stern School of Business, said deepfakes could even be created from a few Instagram Stories. Eventually, he says they will go "full fake" and re-create the entire body of an actor or an ex for an adult movie.

The technology behind deepfakes, however, could also be used for less seedy purposes.

Nachlas said deepfake technology could help Hollywood movie-makers recreate classic scenes in movies, to create new movies that license the image of long-dead stars, and even as a way to improve an amateur video. The technology could also be used to help people deal with the loss of loved ones.

Joshua Watson, who runs the tech company IronRock Solutions, told Fox News that deepfakes prove that AI is advancing quickly, even if the concept is currently being abused.

NATO's former Secretary General Anders Fogh Rassmussen said it's a legitimate concern:

"The use of robots and Artificial Intelligence within the military might make the whole world more unstable. For that reason, I think we should elaborate an international and legally binding treaty to prohibit the production and use of what has been called autonomous lethal weapons".

In an open letter to the UN last year, Robotics experts also called for a ban on developing so-called "killer robots" and warned of a new arms race.

Earlier this week, the US Director of National Intelligence published the annual Worldwide Threat Assessment, which expressed concern about the "potential for surprise" in the cyber realm.
